The opposition United Party for National Development (UPND) has called on President Lungu to clearly indicate when the people of Zambia will see a new republican constitution.

UPND Chairperson for Rural Development Mapani Moono says the people are still waiting to hear from the Head of State as to whether the country will have a new constitution before the general elections or not.

Mr. Moono says President Lungu during campaigns ahead of January 20th Presidential by-elections made it clear that he will not hesitate to deliver a new constitution before the next general elections.

Mr. Moono says President Lungu should take advantage of this month’s address to parliament to give his clear position regarding the constitution so that people should know what is coming ahead of them.

And Mr. Moono has asked President Lungu to show leadership and give clear direction where he is taking the country to.

He says agriculture, economy, mining, health and education policies being implemented by the PF are not inspiring confidence in the minds of the people and thus the need for him to clearly indicate how he will address challenges in these sectors.

He adds that President Lungu should also show political will in creating employment opportunities not just mare pronouncements without action but that he should fulfill his promises of creating jobs for young people.

  1. Is this really a relevant question or is it that this Under 5 Party, from its leadership to its followers, have their heads buried in their backside and haven’t been following what has been happening? If you all care to get your heads out of wherever they are buried, I will break it down for you.
A draft bill has already been published. When parliament opens on the 18th of this month the bill will be tabled and debated. Non-contentious amendments will be made before 2016, including your famous 50+1 clause. Items in Bill of Rights will be subjected to a referendum vote which will take place on the same day we shall NOT be voting for your HH to be president of Zambia in 2016. So what other clear detail do you want? I know you want to sound like Sata’s illiterate Kaponyas hoping…

    • @MMD chief bootlicker,,,,,
i tried hard to translate the Word bootlicker to lozi, bemba or nyanya,,,, but failed ,,, called afew friends, awe shuwa,,, nothing!!!! but anyway i agree with you for the first time,,,, UPND is putting pressure of on Edgar lungu who is already under pressure with loadsheding and struggling demons of hangover everyday,,,, this must man has to be help by Nawakwi so that he goes to rehab nicely come 2016!

    • It is wishful thinking, reckless zeal and being callous against the common man to push for a costly referendum under these turbulent times at the expense of priority areas that border on the welfare of the masses. Zambia is a functioning constitutional democracy with a functioning system in place. Under this disposition, a multi million dollar referendum cannot be a priority issue when the option of passing none contentious clauses in the draft constitution is something attainable through the people’s August’s for the common good. Unflinchingly another constitutionalist among Zambian patriots with depth in these matters of democracy and renewal, i say Change is a spasmodic process.

    • To PF Government and party communication machines like all patriotic and mature Zambians, keep supporting selfless ECL’s Presidency and the country. President Lungu is methodically realigning Zambia for the better. He is correcting the mess of many years some of which were reckless stop gap measures without measure of delivering to the national development results or policy sustainability. ECL is preparing Zambia for a big take off to be anchored on uniting the country, pushing internal capacity management for self sufficiency.
Suffice to say, we are a nascent democracy and PF should keep enjoying the ramblings from every corner including straight jackets of deviants in town. Just keep using PR tactics to neutralize the noise.

    • Kuibola kasawelo. Is the issue of cabinet coming from outside parliament there. This can serve us from the mediocrity we see in the Kambwilis, Pinatas, Kazungas, Ngimbus and Mwilas of this ‘Zambia.

    • Where does this monkey come from? Every time I read its comment I feel like throwing. Have you left MMD for monkey dung party? You want some benefits from Ronaldinho Dental Formula Lungu? Don’t say We, say it for yourself.

  2. @ MMD Chief bootlicker: With all due respect for your informative breakdown, with PF having majority in parliament (incuding bribed/compromised oppostion the 50+1 wont go through. It is being pushed thru parliament to pre-empt/circumvent the need to have this issue among others from being subjected to a referendum. Suffice to say it is important to speak for oneself rather than generalising. I for one will vote for HH. I will also work hard to ensure that my household and my peers’ households do the same! I cannot assure anyone how my peers will vote but at least I am not using the WE word!

    • Will you be there to ensure that all relatives peers neighbors shanishani will vote for the Hungry Hyena? Bootlicker has raised valid points. 2016 it’s kolopa.com big time

  3. I would like Edgar Lungu to tell the nation the truth on 18th September: will the PF deliver a people-driven constitution this year?
Late dictator Michael Sata made me sceptical about the PF’s intentions,he was always sarcastic when referring to this issue.
Zambia needs a new constitution urgently.

  4. Comment:iwe let us suport the curent govt. I can asure u pf will win come 2016 election. let them debate in parliament the mp represents pipo who voted them and so whatever descision made in parliament has a blessing fo pipo at grassroot level. I fo one do not suport the clause fo 50 plus 1 percent. go lungu go we ar behind you

    • Its not about who wins the 2016 the constitution is very important to Zambia. Its like a car manual if you don’t follow it you can not repair the damage on the car. The constitution is the cornerstone of Zambia’s economy and social well being. Lets it not bring the issue of the constitution to partisan politics. The constitution is fall Zambians not a group of Zambians. If we fail to realize this now we should look forward to more trouble in future. We are likely to end up like Syria or Rwanda. To summarize the importance of a constitution in a layman’s language.Good Constitution=Good and just Laws=Good Planning(Budget)=Economic development + peace + prosperity.

  5. Comment: iwe chi Upnd waba pamenso ububi kwati nichi Hyena Hakainde(H H). Tachakatekepo zambia. We on the Copperbelt are for Edgar Lungu 2016.

  6. you are cheating copperbelt cubelt its only pf cadres who pretend not to see and feel the hardship zambia is passing through who say they are behind edger chakolwa. many have already made up their minds apart from few pf fools.

  7. @copperbelt! Uli chikopo nga wiso! Banoko baleenda ubwamba iwe ati ni Lungu fye! You are the idi0ts perpetuating the suffering of the majority through your stone age reasoning! Lungu speaks your language but has he improved your life you f00l!

  8. The PF kaponyas on this blog have grown wings now they can smell the ka euro bond 120 billion. What will you do after it is finished? Borrow some more? It is already being used on salaries.

  9. @mmd bootlicker I like the part were you say when we shall not be voting for your hh. You what It’s hard for these clowns to believe that Zambia is not ready to change govt of pf next year. The problem with all updn clowns is that they think by insulting the president zambians will hate him and replace him for hh. To the contrary the opposite is what is happening and going to happen next year. It’s easy to win elections with a good strategy and easy to lose elections with wrong strategy.

  10. Chivunda Samusungwa,
Ask your MP to relay your question to Parliament. Our democracy has a procedural communication system. Your use of the news line to ask the President is deemed as dung democracy. Have respect for the Republican President, and please be liberal to first think before uttering your dung.

  11. @ we of the never never

You are full of envy and Jealousy. You will never see the inside of parliament and your ka tribal party will never win elections in Zambia.Copper belt is bedroom for PF and no matter how much money you will bring to bribe us,we shall never vote for you.Fund raise more for us but the vote will be for PF……A FACT !

    • @Bwalya soon most of you will loose employment from the mines due to load shedding. The question is are going to eat your Lungu.I SIDO MARK will not support blindly I eat the a good Economy and not Tribe or an Individual. The bible says do not put all your trust in an earthly Man who feeds on bread a lone for one day he will surely die.Zambians lets put our trust in Governance system not in a president.HH is just a human being who if utilized can better your lives by putting a Governance system that is strong, just and fair to all.there is no need to scared of his tribe.Lets stop being cowards he will not chase you to go to Congo as others cheat you.

  12. If there is one single thing that puts me off about upnd Cadres it’s the language of insults and they use Bemba to mask their identity. But you can tell the difference the bemba insults are deep from the village.

  13. @The black woman not pink.
Edgar Lungu is our employee, therefore we should use any forum to ask him questions, without insulting him,of course. We cannot wait for MPs to question the unruly and deceptive PF ministers whom Sata referred to as useless.

  14. Please UPND, dont ask President Lungu about the constitution. I think what he told us about himself when he said he was visionless was enough for us to understand. the man has no sinle vision for our country. What he knows is just drinking kachasu, global trotting and urinating in his trousers.
EDGAR LUNGU IS THE WORST PRESIDENT TO HAVE RULED ZAMBIA SINCE 1964.

  15. This so called Hilda Malama is a disgruntled up and down cadre who posts rubbish every day on this site.He/She will collapse of HBP when his/her ka tribal party lose in 2016.The nega nega formula will not work this time around because Zambia is greater than nega nega in Southern province.

  16. @Chivunda Samusungwa
Tatawenu uchileya ? do you follow Zambian news or you are just blinded by your love for cow dung ? Ask your MP for an update.

  17. UPND has their constituition do they respect it? If they cant respect their constituition how are they going to respect our republican constituition. let those parties which respect constituitions talk about constituition

  18. @Eagle’s Eye
I won’t insult you the way you’ve done; but your myopia is dangerous because you can’t see that the unruly PF ministers and their MPs disrupt parliamentary proceedings to such an extent that it makes our democracy a mockery.
Only a new constitution will emancipate us ove sepa lyami.

  19. YOU ZAMBIANS YOU ARE NOT SERIOUS IN WANTING TO DEVELOP THE COUNTRY. WE GAVE YOU PRIOR WARNING NOT TO VOTE FOR EDGAR LUNGU BECAUSE HE WOULD NOT ADD ANY VALUE TO ZAMBIA AND ITS CITIZENS, BUT YOU IGNORED US AND WENT AHEAD MAKING NOISE CAMPAIGNING AND VOTING FOR HIM. SEE NOW THE MESS THAT LUNGU HAS LANDED US INTO! WE WARNED YOU THAT ANYTHING FROM PF IS LIES, BUT YOU WOULDN’T LISTEN. YOU SEE NOW. LUNGU AND HIS FELLOW CONMEN HAS TOTALLY DESTROYED OUR COUNTRY, IN LESS THAN ONE YEAR! THIEF! SAKALANYONGO! LUNGU IS A LOOTER!
