Transparency International Zambia (TIZ) has condemned President Edgar Lungu for appointing Dora Siliya as Energy and Water Development Minister when she is still facing criminal charges in court.
TIZ Information Officer Charles Chulu in a statement to QFM says the move by President Lungu is a u-turn on his recent promise during the official opening of Parliament that he will not protect anyone facing corruption charges.
Mr Chulu says President Lungu is well aware that Ms Siliya is facing criminal charges of abuse of office.
He states that in April 2012, law enforcement agencies arrested and charged Ms Siliya for abuse of authority of office and the matter is currently active in court.
Mr Chulu says TIZ views the decision by the Head of State as morally incorrect and that if the President Lungu does not reverse his decision, it will be a serious dent in the fight against corruption as his words and actions will be contradictory especially on this appointment which is a serious litmus test on his leadership.
He says the President must realize that this appointment is sending a message that alleged criminality and corruption pays as long as one can render political support to the ruling party.
Mr Chulu adds that President Lungu’s decision means he has abandoned the vision of late President Michael Sata which he promised to uphold, by working with people that are facing criminal charges in the court of law, contrary to President Sata’s vision, who dismissed two deputy ministers when they were being investigated over corrupt practices.
He states that if the late President Sata’s vision and the divine intervention the country sought were to go by, President Lungu should act in good faith and reverse his appointment and allow the courts of law to complete the prosecution of Ms Siliya of all criminal charges against her.
Lungu is a very big let down we are watching his every move with his corrupt RB .

Edgar is a president who has never condemned corruption and abuse of authority! Surely how do you appoint someone who is facing very serious corruption charges in courts of law! What message are you sending to judges and magistrates handling her cases! This idi0t’s prime interest is just winning next year’s election and increase numbers in parliament. Nothing Lungu is doing is for the interest of the country, currently his main preoccupation is how to stay on as head of state post 2016 general elections. The very act of appointing someone before the courts of law is sending the message to the judiciary that the case against Dora is a non issue and he absolves her of any wrong doing thus the courts must follow suit. ECL needs to exploit Dora’s boldness and stinging bare-it-all tongue against his opponents as campaigns heat up and like it or not Eastern Province and Petauke in particular adore Dora more than any other politician from the area. This is the RB assisted election build up where no one has really condemned the “wako ni wako” mantra that Lungu rides high on.
This appointment has been so disappointing ad I hope and pray that it comes back to bite him on the backside. The President needs a lesson in what it means to lead a democratic country, the people have the power not him.

Can TIZ please be clear, is Dora facing a charge of corruption or of abuse of authority of office? Our organisations have a propensity to deliberately misuse words in order to achieve their objectives. Most of them like TIZ are students, nay loyal disciples of the Past news tabloid, falling over themselves to emulate the most high disciple of deception and wickedness.
TIZ must not hide the fact that President Sata’s reign was characterised by selective application of justice, complete with a set of charge sheets prepared by Mmembe and judgements of innocent people in the Past media and not in courts of law.
Has TIZ forgotten that directive by Michael that none of his ministers or officers shall be investigated without his permission? I am not aware that TIZ reacted to that misdemeanor, obviously because Mmembe endorsed Michael’s statement or rather the directive was probably drafted by Mmembe.

That is how it works: Create more ministries, declare day of prayer for economy – to cause debate, then appoint some new ministers who won’t face so much opposition, then when day of prayer is fast approaching and people are all arguing that is the time to controversially appoint Dora. I have nothing against Dora, but honestly what is to be gained by appointing someone as polarizing as her to such a key ministry? Of all the many people at his disposal he has to go and pick a lady who is 1. On record insulting the former party and national presidenr. 2. Who is facing criminal charges 3. Who has questionable morals based on her own utterances concerning personal relationship issues. It baffles the mind what could inform such a decision. We are left to assume that there is something unseen to the public between Lungu and Dora or one of Lungu’s cohorts like Rupia with regards to illicit relationships or unethical business transactions.

My only problem is the quedtionable credibility of these organisations. When they were formed we had total confidence in their integrity. Not any more, they will comment selectively and theybread from the Past News book of selected “guilty” citizens. When the previous President barred ACC and othervwings from investigating his ministers without his consent, TIZ remained mute probably because Mmembe remained mutevtoo. Hence the Kabimbas of this world were left out of the guilty list by Mmembe despite their involvement in Trafigura.

If you watched the prayers called by ECL…you will agree that the government is being run by Papa corruption RB. Even the peaceful DOVES know that RB has a lot of issues with the Zambians. Surely if RB was a poor leaders then Eddie is worse. If I was ECL, I will put Miles Sampa as the Minister of National Planning to add value and togetherness in our PF party. Here are the reasons why President E. C. Lungu is appointing UPND and MMD/PF members of parliament.
1) Siamunene (UPND) was appointed as conduit to siphoning and/or stilling the money Lungu obtained as a loan from China under the pretext of procuring equipment for the defence forces and also for rural solar mills. Siamunene can not betray Lungu as he has given him an opportunity he would not have dreamt of in a life time. He also can not be questioned by the PF as he is not accountable to them.
2) Monde (UPND), was appointed to steal funds to the tune of $42 million meant for the development of fish farming in rural areas. Like Siamunene, he is not accountable to PF nor to UPND.
3) Dora Siliya (MMD/PF). She has cases pending courts of law…

In Zambia we make a show of prosecuting offenders especially the well to do but we never see cases through. Most offenders continue doing what they wish. Are they intimidated by the courts of law? No. Even the cases against Dora Siliya will never come to fruition. Whatever happened to Regina Chiluba cases? She was out on bail years ago and never went back to court. Or did I miss something? Only in rare cases do we send people to prison like Bulaya and Mpombo.

This is a thoughtful and appropriate appointment. Honourable Dora Siliya as Energy and Water Development Minister will excel in identifying problem and pushing resolutions.
Certainly when the chips are down, one must pick the most able in gov’t to shoulder great responsibilities. Honourable Siliya is a Spitfire Brand by word and action, and will be able to support gov’t well and we the citizens will benefit from her industrious nature.
The delay in her Hearings are not down to her and she may very well be innocent of the charges.
It simply means that political parties in Zambia do not have ideological stands, no manifestos, no guiding principles, no standards, no ethos, no ethics. Nothing like liberalism, no conservatism. Just meaningless state of being.
