President Lungu urges new Police Chief to end Political Violence

President Edgar Lungu has directed the new Inspector General of Police to ensure that the 2016 general elections are held in a fair and peaceful environment.

President Lungu says he is not happy with the current state of affairs where political violence is always recorded during elections.

He says the police must engage political parties, civil society and the church on the importance of adherence to the Public Order Act.

President Lungu says engaging stakeholders will help reduce suspicions that the police is biased towards the ruling party when enforcing the Public Order Act.

And President Lungu has directed the police not to tolerate criminals who disguise themselves as political cadres.

The Head of State said this on Tuesday at State House when he swore in Kakoma Kanganjaas Inspector General of Police.

The President also swore in Deputy Inspector of police Eugene Sibote, Judiciary Chief Administrator Nalishebo Imataa and Ministry of National Planning Permanent secretary Auxillia Ponga.

And President Lungu said he is happy to appoint women in high positions in order for them to contribute to national growth.

President Lungu said the success of the country’s development is anchored on women participation in governance.

He said women in decision making positions must inspire young people especially girls so that they do not see marriage as an option out of poverty.

President Lungu cited the recently held conference on ending child marriage as a forum that has encouraged women to aspire for leadership positions.

And speaking after being sworn in Inspector General of police Kakoma Kanganja pledged to execute his duties with diligence.

He said he will engage all political parties on the enforcement of the Public Order Act.

  1. Bufi. PF thrives on violence. Opposition being ejected from Radio stations by PF cadres, but no arrests. Those officers who act against PF violence are retired in national “PF” interest.

    • EL our good republican President, may the Almighty God keep on helping you to rule the affairs of our blessed nation Zambia. God loves EL and has good plans for him but Satan hates EL and has bad plans for him. He who is on the side of God is always Mr Victor not Mr Victim.

      If HH becomes President, i will be honouring him the way i`m honouring EL. PF and UPND can`t manage to manipulate my mind. I`m for Jesus not PF/UPND. May God bless Zambia.

    • Like what I wrote in the morning we have all the details why Libongani was fired,it was not as a result of incompetence but failure to comply to orders from Lungu to …….So we will not be food by lungu that his move to appoint Kanganja(surname)is genuine.Like I mentioned in the morning Lungu has comfirmed that Kanganja has been appointed to manage the 2016 election with specific orders 1.being the enforcement of the Public order act to favour PF.2.Arest all position security elements and allow PF security elements free.3.If need be assassinate or eliminate political opponents.4.Ensure an uprising before and after elections is dealt with as soon as possible.We shall keep on monitoring the situation on the ground and make HH is safe.

    • I have always said here on media that what ever is spewed by PF moron the direct opposite is the absolute truth.

      Lungu mouth is saying something else in a donchi kubeba fashion, but reality is that these two appointed police chief will abide by Lungu ‘s directions to harm HH and UPND top members.

      However what PF does not know is that HH is protected by the CIA, who pass on information to him about any move PF is planning against him. This explains why even Sata tried to eliminate him but failed dismally.

      I always told Libongeni to be professional in her duties but she did not listen instead she worked hard to appease the PF machinery which used her and has now dumped her, just many PF stooges will be dumped once Lungu riggs the 2016.

      Lungu is planning to send some of the police officers to Zimbabwe to learn how Mugabe terrorised his opponents to submission.

  2. I thought its something new. This man is truly blank. The issue is not about adherence to the POA no. The issue is about the selective application of the Act. As long as the status core remains where PF campaign freely while the opposition’s attempt to hold even a meeting is violently smoked out, then there is no end to violence. Never.

    • PF can campaign freely for as much as they care to do, but people have changed their minds, next 6 to 8 months, PF kuya bebele they will be thrown in the political dustbin.

  4. Politicians have made mistakes in the past when appointing Police I.Gs. Just because someone was a Police Spokesperson doesn’t mean they’re senior. Francis Musonda (once a spokesperson) was one such beneficiary. He was in fact too raw to be given that post by Levy, that’s why he didn’t last long. Look at a seasoned Police Officer like Mateyo, he did a good job because he knew the system inside out and rose through the ranks. Don’t just appoint because these people from PR dept appear on TV or because they were beneficiaries of erroneous promotions from bosses through bottom power or nepotism. At one time, people even thought Brenda Mutemba was the boss of Police when she was Police spokesperson. Libongani was too raw to be given that post, she had no steel balls. Nothing against her…

  5. Inspector General to fight political violence? Mr President you must lead by example by taking action on Davis Chama for firing at a UPND cadre, Kaizer Zulu for shooting at an unarmed individual. When GBM beat up his wife Sata fired him! This is the same thing about corruption it is all around you yet you bemoan how the procurement process is riddled with the vice.
    A bit of objectivity , decisive actionand less rhetoric is needed.

    • President Sata didn`t fire GBM, UPND Vice President, he resigned on his own and i can assure you that GBM did it in good faith and i saluted him for that. Please can you stop talking about GBM beating his wife,forget about the bad past but concentrate on the good today and tomorrow. GBM and his wife are now in good terms,therefore don`t remind them about their bad yesterdays.

  6. Saying good things but like the English say “the truth of the pudding is in the eating”. I will give him time to see how this is done going forward because during his press conference I was disappointed that he focused on the alleged attack on Inonge Wina’s house by “UPND” cadres when there were more serious acts of violence by PF officials and cadres to talk about. So he will only get my praise when he walks the talk seriously. I will give him 50% though for saying the right things today. c+ for attempting.

    • @Arm Chair Critic, with education age is just a number there are some higher education where you can graduate at an early age depends on when you stated school. You can be a Minister in the government as early as twenty five and for President I’m sure can be considered at thirty five. Who cares if she was opening her legs and giving some to get her job. That is not big deal, it happens everywhere. It’s not even the issue at hand here on how old she got her job.

Firstly why is the president not putting on a belt?Is it new fashion or “new culture”?Secondly if the president can talk of austerity measures and within weeks begins to procure new loans what substance should we give to his words.?And Kambwili blames everybody but PF for loss of investor confidence when they are to use their new found frinds words “flip flopping”.

  8. He thinks this Kanganga whatever he is called, is going to be everywhere where these PF and UPND hooligans masquerading as cadres are going to be causing mayhem? Just because it was your turn to be attacked you starting firing people? How about Masebo? Is she not human to be harassed like that? Always remember the rule of thumb, what goes around comes around. Make appointments or instill discipline in your cadres and let the law take its course always, without interfering in the operation of the police, let it professional like under Mateyo.

  10. The main difference between President Edgar Lungu and the Late Micheal Chilufya Sata (MHSRIP) is that while the late President was a Man of Actions, the incumbent is 100% opposite. President Lungu believes in empty promises while the Late believed in actual work. Pay Lip Service to issues of violence and economy has led to his popularity and that of the Patriotic Front to be record low to almost 32% as on 1st December 2015 from 48% January this year. It is for this reason that His Excellency the President will lose to HH in 2016. The major problem is that he is hard to control just the way Rupiah Banda was. In short the man is just too stubborn like the way his god father Rupiah was.
    Anyway, lets just wait for the 2016 General Elections and you will see how Edgar Lungu is going to lose…

If you are normal you will say no but knowing you with no knowledge you will say yes! under Rupiah the country prospered and the economy was doing well but when your so called man of action came, everything was put it shambles. Hiring, firing,borrowing and more borrowing. People, lets give EL a chance, its too early to judge him,he is not the cause of this current mess Zambia is in.

Surely how can the police end “Political ” volience the onus is on the Political Parties. ..maybe the police should charge them a fee everytime the commit extra man power….this is again myopic leadership by this empty tin lazy Lungu instead of fighting corruption and implementING police reforms for a modern police service; he is talking about irrelevant issues.

    • Well tell us, why Masebos’ residence was raided by security forces. By the way, she must be compensated in full by the state. She is Zambian whose human rights must be respected.

The country is in the mess, I don’t understand why HH still wants to be a president, the country is at a point the best example is like a man finds out that his wife is a prostitute once he chases her out of the house, another man wants to take her in and expect her to be a good wife.     ……its high time we had an independent committees in charge of internal security, peace and stability who shall also be responsible for appointing the IG whose appointment shall be ratified by parliament….the IG can propose his team ie provincial heads to the committee for ratification…
    …current scenario were the president appoints the IG and also appoints provincial heads does not make sense…the provincial heads’ allegiance will be to the president and not the IG….

It is not enforcement of the Public Order Act that is needed but doing away with this colonial piece of legislation which was used by the white colonialists to suppress our black forefathers. It is really a shame that we want to be new black coalitionists of our fellow black brothers and sisters.

    • Well said. But, do you know ANY, absolutely ANY politician (elected or appointed) which is willing to spearhead such legislation?
      Somehow, when I look what is there, instead of choice of brilliance, there is just collection of different shades of gray with tiny sparkle of “better than average”.
      After all, Zambian politics of today, are full of unrealistic promises, “development” either of poverty or “misplaced” bombastic statements on Almighty endorsements or Satanism.
      And yet, shelf prices are racing up and up whilst our “more money” in our pocket has become more and more short in supply and less and less in value.
      What next, People Driven Constitution to be interpreted for the “benefit of Zambians” by the “luminaries and academicians” which do not have NOTHING to show…

  16. Zambia has a lot of wise, blessed and intelligent people like Wisdom above. Jay Jay as well is wise. Though not patient to see things implemented. UPND cadres have this one problem, the do not use logic but emotions and HH’s wealth plus tribal affiliation to think he is good. PF Sata followers are the problem for PF, they are vapid illogical family tree nepotistic tyrants. President Lungu and lady Aunty Inonge are great, they are only surrounded by useless MPs that we the people elected. Give our president better MPs in 2016.

  17. Zambia is a joke being run by clowns. The whole police establisment has to be told what to do! This is the problem if a country does not have a professional police force/service. These are hollow words by the president. Only the gullible Zambians can be hoodwinked.

    • @Cuito, I thought you knew. It’s Zambia you are talking about, they are civil servant and the head of state is their boss while he is also a civil servant, so he rule over them, that’s the biggest problem in our country.

  18. He was himself put into the PF seat by panga wilding cadres never seen before in Zambia’s political history. He is a product of violence and how can he pretend like he doesn’t know where this political violence is coming from. Go to the intercity terminus, other bus stations and markets and you will find these PF hoodlums. This man doesn’t mean what he says. We all saw how Levy dismantled these kaponyas as a serious president. He expects the new IG to tackle this violence without the support of the PF as a party in government. He will also surely fail just like the others before him period.

  23. Lungu how can you even say that? PF is the chief architect to the culture of political violence and the independence of the police force is in question since it has always functioned as a branch of PF.Your directive to the new IG shouldn’t even be there in the 1st place.

  24. As the Commander in Chief of the armed forces, the President should disepline the thugs he has kept in the patriotic front if his short term legacy can be praised. Otherwise, 2016 we are voting for the Heritage Party
