There is no Shortage of Grade 12 certificate holders in Zambia-Frank Bwalya

PF Deputy Spokesperson Frank Bwalya says complaints that there are no Grade 12s to stand as councilors are unfounded because the country has enough educated people.

Mr Bwalya said he does not believe that the country does not have qualified people to stand as MPs or Councilors but that those complaining are the people who do not have the new requirement.

“I don’t believe that the majority Zambians have not reached Grade 12 but what I may believe is that the majority Grade 12 are not aspiring to stand as Councillors or MPs.

“The problem in this country is that we are having a lot of people coming to radio stations like this one misleading people sometimes out of ignorance, it’s not correct that the reason why there has been this complaint about Grade 12 is because Zambians are not educated, it is not correct, it is not right. However, I may agree with someone who says that the people who would want to stand as councilors or MPs who are few do not have that requirement,” he said.

He said the requirement would bring positive change to public service..

“Look at it from the positive side, it means that from now on we are beginning a change to ensure that all the people who are serving the public at that level are people who have got a certain level of education at which they will be able to comprehend certain things,” he said.

    • On this Grade 12 clause now inhillating them and still counting, under no military decree victims debated and overwhelmingly voted for this bill proposed and submitted by the civil society and indeed the general public. Didn’t they understand what they were voting for into a constitutional law of the land? I can only believe, they are dangerous to our country because one day they would sign a clause of abdicating their sovereign rights to the highest bidder if not sign up Zambians for slave trade treaty only to start changing parties when the country is all but gone. What a load of sore losers. My country deserves better.

    • Is it the grade 12 MPs or those without grade 12 who voted for that clause?

  2. I can’t comprehend this. Is now being an MP becoming a professional job?
    If it was minister or PS, I would agree that they should have some 4 years college qualification.

    • You have surprised me @Nostradamus, Deputy and cabinet ministers are chosen from the Members of Parliament.

  3. You people complaining about the grade 12 certificate are the ones without the qualification. This requirement cuts across political partys and PF is equally affected as evidenced in the recent defections from the ruling party to the opposition. I would like to congratulate the sitting president for signing the constitution that would also make his party suffer. It is called sacrificing for the betterment of the Nation. May the Almighty God continue to protect him

  4. Frank, you are right the majority of zambians have the grade twelve certificate and majority of politicians don’t have grade twelve certificates simple as that.

  5. A person aspiring to be a Councillor does not need to have a political party sponsoring him/her.

The unwritten rule defining further the G12 requirement should be that even ministerial appointments should have minimum requirements say for example an appointee to Minister of Agriculture should have at least a diploma in the subject matter to easily interact and understand on policies with the highly qualified technocrats (civil servants) serving in the ministry. Time Zambians held the bull by the horns when facing challenges! Why do we say education opens doors and when faced with the need to appreciate education ni mwenso weka weka!

  8. They say you should be careful what you wish for, in case you do get it! Grade 12 was screamed, now look at the exposure…..our political stage is bereft of the required talent!

    • I think next we should demand that all wanting Political Office must speak impeccable Queens English….complete with Plummy pronunciation! Quickest way to clear Parliament!!!

  9. the problem is that we have rushed to enact a law without thinking much about its implications. i have been to many places in Zambia where a few grade 12s are just drunkards who have failed to migrate to cities. a grade 12 worth his or her salt will not languish in a rural area where they’re no opportunities. so following such a law is condemning people to mediocre service or importing people from outside. first, we should ensure that we make education a right and then allow for at least 12 years before this law can be effected.

  10. With no shortage of leakages which Uncle Bwalya benefited from, there are so many grade 12 certificates even in Matero Township ECZ.

  11. Why did we not come up with something more innovative rather than Grade 12 certificate, Mulenga is a factor and all that? Mulenga might have been a factor but today’s classic(or the last few day’s depending where you are on the globe) was the Wynter Kabimba’s punch line that: the queen’s is not the King of queen of all dogs in the country! I would vote for Wynter just because of that line even if he wasn’t going to make a good President. My assumption was that there is more where that came from!
