ActionAid Zambia has demanded that Mwansabombwe Member of Parliament Rogers Mwewa should step down from his position with immediate effect for moving the motion to amend the republican constitution.

In a statement released to the media, ActionAid Zambia Country director said that proposed amendments are not reflective of the wishes of the Zambian people as they are based on personal motives and selfish interests of members of parliament seeking employment as Deputy Ministers at the expense of the electorates.

Below is the full statement

Rogers Mwewa Must Step Down Demands ActionAid

ActionAid Zambia is calling upon Mr Rogers Mwewa Mwansabombwe MP to step down from his position with immediate effect as he is deemed unfit to be called honourable.

We note that Mr Mwewa is a danger not only to the development of our country but also a threat to our nation’s democracy as he is clearly detached from the realties that the country is undergoing in terms of economic challenges that cannot sustain his selfish motives.

ActionAid Zambia notes with deep concern the approval to the amendment of the Constitution of Zambia, adopted by the National Assembly on 9th November 2016.

The proposed amendments are not reflective of the wishes of the Zambian people as they are based on personal motives and selfish interests of members of parliament seeking employment as Deputy Ministers at the expense of the electorates.

Further, the move demonstrates a shameful appetite by MPs wanting to plunder national resources by staying in office even during election period.

ActionAid has been vindicated in terms of its advocacy for the need to have a legal framework that protects the content of the Constitution as we have been totally against piece meal amendments to the constitution as currently being witnessed by the proposed modification of the constitution by a group of manipulative Members of Parliament.

This move is not welcome as it increases wastage of government resources realized through taxes contributed by hard working ordinary citizens of Zambia.

The current economic challenges that the country is facing due to mismanagement cannot contain a blotted government structure. Therefore we call upon the MPs to begin focusing on development issues that will move the country forward as opposed to wasting time and money on retrogressive ideas meant to move the country backwards in terms of our democratic dispensation.

The private motion moved by Patriotic Front (PF) Mwansabombwe Member of parliament Mr. Rogers Mwewa and subsequent support from other Members of Parliament is an assault to our democracy and a betrayal to the people of Zambia. We therefore call upon all the people of Zambia to rise up and defend our rights as the constitution is an aspiration of people’s wishes and not a preserve of a few greedy individuals.

As ActionAid we would like to reminder all Members of Parliament that they have a mandate and duty to serve the people of Zambia first which they seem to have forgotten.

Nalucha Nganga – Ziba
Country Director

  1. Indeed. Shocking slumber in Zed over this matter. This is our country to preserve. Something ED2.0 and his brethren are willing to trample on and see what they can get away with. With all the issues we face, their priorities are skewed towards self serving and back room deals.

    • Indeed. Enough is enough with these selfish people. Wait for the budget tomorrow. You will be shocked to hear how much PAYE you will be paying. We can’t be having elected people who think they are in parliament for themselves.

    • Is this Rogers Mwewa related to that crooked Anne Mwewa, the Kangaroo Court judge who wasted two weeks not hearing the Presidential petition? Can somebody link the dots? The PF govt is overrun by crooks. They have captured the Zambian state and are now toying with it every which way they want.

    • I totally support the called for vote to amend all extremely dangerous idealistic clauses in the constitution. In its current context, the constitution is a recipe for national crisis with propensity for wanton anarchy. Among them is the 50+1 clause I consistently opposed because it fuels almagamention said of regionalism att he hands of ethnicists instead of representative democracy based on issues. I applaud Mwewa for his courage and candor in moving this motion.

    • Which Zambia is Ziba operating in? Here, someone resigning? Good luck. Rodgers was just used as the mouth piece for a motion that has the blessings of Plot 1.

  2. Just wait…ZAMBIANS MAY LOOK DOCILE but when they GET ENERGIZED TO REFUSE SOMETHING they become UNSTOPPABLE! What PF is forgetting is their victory was not onerous so they should AVOID LOOSING the LITTLE REMAINING GOODWILL!! IF HE SAID REMOVING LACUNAS ONLY, it WOULDN’T HAVE HURT BUT NOW…. the NONSENSE OF REMOVING 50%+1, 7 YR TERM,DEPUTY MINISTERS etc…WILL BRING TROUBLE!!

    • Zambians are very docile ..thinking that they will wake up is wishful thinking – some of the things that have occurred in Zambia if it was Kenya they would have blockaded Parley.

    • Well they are docile blind with their eyes wide open!

Watchdog closed for bringing alive the ills and you still cry dununa! Utter stupidity of the highest ?

    • Zambians are docile. They will raise PAYE to 50% and everyone will just accept the explanation that its global. Mark my words.

  3. Action Aid you are just wasting your time, there is no principled and a person with good morals in the pfool. Only GMB had that courage to step down some pangarian family members where even called as icipuba in front of their Childrens but they still remained.

  4. Bo nalucha, stop being political in your job. The confusion that nearly brought Zambia to a halt after the 2016 elections is reason enough to tighten some loose clauses in the constitution. We can object amendments related to mps selfish advantages but not everything..! Our constitution needs perfection in order to avoid a repetition of the 2016 dilemma in future elections..!

    • @ Munene
There is nothing wrong with the current amended new constitution, which was signed by the Republican President and we all celebrated that day. The only problem is interpretation, therefore Parliament must fix and refine the Lacunas and not adding or subtracting what is already in the amended constitution. I’m just an Observor not in the political arena.

  5. When you vote for cadres, and you wonder why we remain poor. Its because of such leadership. Zambia will have another wasted five years.

  6. As usual empty UPND tins making mindless noise, is it all PF who are supporting this motion? No so don’t junp the gun with you usual false generalisations! Other PF members are against the motion so don’t cheat yourselves!

Lastly let’s remove the title of honourable from ALL MPs..only after they serve their consituencis and a cross section of their constituents feel happy with their work should they earn the title of honourable!

    • Only 52 UPND MPs have opposed this insane proposal. All PF MPs who were in Parliament supported it. There was only 1)(one) abstention. Don’t spout lies like we are not keeping tabs on how PF crooks and thieves have captured the Zambia state.

  7. Action aid you are also useless. When we were standing up against this pf corrupt system at the just ended elections, where were you? Had you done what was right and rallied behind us we wouldnt have a crooked party in power. You are all a bunch of cowards and you owe future generations an explanation for this. Pf has taken us back to pre-unip days and here you are demanding resignation of a mere mp! call for lungu’s resignation you silly monkeys kikikiki wake up

  8. We said yesterday and we will say it again Rodgers Mwewa and his spouse Anne Mwitwa Mwewa former PS where both cited for corruption and abuse of office. Mwitwa it will be recalled was first called to question when working at the council and sold her soul. Her next stop was lands where she was suspended. It was her sexual relations with GBMs daughter that landed her the prestigious post of PS Cabinet this was after a stinct as PS north where she began to bed Rodgers. Her corrupt arm is well known and we wonder why she has not been locked up…sigh we need a change but not HH change more a change for Zambia. Despite us telling HH this he embraced GBM..the rest is history we lost an election

    • PF snitch, the loss had nothing to do with GBM. People were voting for HH, not GBM. The truth is that PF rigged the Lusaka results to ensure Lungu won with the barest minimum. ECZ cannot provide a single legitimately signed and witnessed Gen 12 and ECZ 19 forms for presidential elections for any Lusaka constituency. Whatever they have are fake forgeries filled in days after results were announced.

    • This same Rogers was arrested last year for converting a van into an ambulance and then overcharging the Constituency Development Fund. Now he is being destructive at the national level. STOP THIS GOON!

  9. “Failed State?” You are joking! “Failed politician and loser!” “Under Five Card Clinic and his hooligans in Southern Province and a few members of Dog Watchers in Zambia scattered abroad” are the real failed State. They cannot concede defeat!

  10. @buckteeth which all PF Mps are these??? Eh??? Likewise we are also keeping record of your hate filled lies such as you personally soliciting for the attacks on PF members such as Emmanuel Mwamba. You are nothing but a blood thirsty cowardly animal that should and will be dealt with exactly the same way you want to deal with those that oppose your hate filled agenda. A true cowardly trouble maker that was dancing and posting inciting comments when your relatives where attacking their innocent Zambians in Namwala.

  11. it is high time Zambians woke up from slumber and not be taken for granted by these politicians of the belly whose only work is to enrich themselves.

  12. I am not ashamed to say that I supported PF when they first came to power. Right now I don’t,PF has become like a cult with blind followers. It’s a party that some of us thought was going to do better than MMD which wasted 20 yrs flip flopping with economic issues. This man spends millions signing something and it’s flawed? Some fine tuning?Hmmmm….I need to call general Miyanda and thank him for exposing these naive lawyers.

  13. Slowly and stealthily delegitimizing the constitution. Our selfish MP’s and ” leaders” are the worst enemies of Zambia bcuz they think of their stomachs 1st.

  14. These are the id.iots we need to cleanse from the system. How can you allow yourself to be used in that way? Useful id.iots!

  15. Wait a minute, the guy is within his rights to propose anything. You can’t tell him to resign simply for speaking his mind.Yes his proposals are absurd but we’re are in world where absurdity is part of life. All we need is campaign or demonstrate against such ideas.

  16. Yes, spot on ActionAid. We need The Civil Society like u to help us air our displeasure.

Coz these PF thugs have no morals – cant stepdown!

Lets go for peaceful demonstration ,picketing , honking, Petition signatures and present to Speaker.

Action is urgently needed before these qood for nothing PF quarks start urinating on our heards.

    VERY DISGUSTING FELAS.

  17. Comment:PF please spare the little coins ant notes of taxpayers remained in the coffers.people let us stage a peaceful demonstration this is too much. Instead of reducing even the current number of ministers, someone is proposing of increasing. Politicians have mercy on us the ordinary citizens who are suffering.

  18. PF please spare the little coins ant notes of taxpayers remained in the coffers.people let us stage a peaceful demonstration this is too much. Instead of reducing even the current number of ministers, someone is proposing of increasing. Politicians have mercy on us the ordinary citizens who are suffering.

  19. We know it’s not only about lacunas and/loose clauses. The truth of it all is to increase the term of office and allow for post of deputy minister.
It takes time and resources to come up with a meaningful constitution. I remember the many sittings which took place through out the nation to allow citizens to contribute to the contitutional debate. So much money wasted and someone wants to throw all that in the pit for selfish reasons. Posterity will judge this nation harshly.

  20. First let me put myself on record in case you have forgotten. I said it long before the August elections and I say it again
    1. I have no time or liking for UPND as long as HH is its leader
    2. There is no personal hatred for HH, its that he is just as bad as any corrupt Zambian that has ever been or will ever be convicted or accused of corruption
    3. Take any corrupt Zambian, HH would be no different if put in the same position, believe me.
    4. The man has no integrity especially when it comes to his presidential ambitions.
    5. He is a failed economist, just look at the campaign promises he was making to make the price of mealie meal, fuel, electricity etc cheaper while providing free education to all up to university. From the same mouth (i assume he has only one like the rest of us)…

  21. Really shocking from these uncaring MPs. How could an MP be so selfish? When they are in parliament, they don’t contribute anything to inspire the masses. Corruption has really blinded us. God forgive us.

  22. Contd…. From the same mouth (i assume he has only one like the rest of us) HH the other economist bemoaned the bad state of the economy, the heavy debt burden of the country etc.
    6. To crown.it all, he appoints GBM as his running mate or president of Zambia should he HH kick the bucket or be put in the bucket by his running.mate and others. Remember its not me saying GBM stinks with corruption, it was HH himself when GBM was in PF and we read GBMs corruption for ourselves anyway.
    7. He has democracy in him do you see any demicracy in his party? NONE.

For me no vote or sympathy for UPND as long as HH remains the leader, THE tribal leader. HH is simply not fit for the high office, if Lungu or any other politician be bad, HH can NEVER be any better, he has no qualities of President.

  23. That.is for the record, now to ActionAid.
I do not support any stupiid amendments to the constitution but I want to ask ActionAid to be honest about their concern for a bloated costly government with deputy ministers. Ate they worried because it is Rodgers Mwewa who may become deputy minnister rather themsleves? I ask because they were very quiet when their fellow NGOs wanted provincial assemblies, regional assemblies etc in the original draft constitution. Or is it that NGOs have a secret understanding not to criticise each other no matter how bad their actions are? I state here that one of yhe largest cost cemtres in this country are NGOs. The larger part of their budgets is serving the people but their pockets, just look at their luxury lives, the latest big cars, their mansions, fat…

  24. I think he wants to be the deputy minister for Livestock and Fisheries the ministry he was under during Sata. What Rogers Mwewa should know is he’s not good enough to be in the cabinet for Lungu, that’s why he has not been given any ministerial post.

  25. Contd
..The larger part of their budgets is serving the people but their pockets, just look at their luxury lives, the latest big cars, their mansions, fat bank accounts, nepotism, gallivanting all over the world first class, etc etc. Imagine what would happen to poverty in this country if the money in NGO went to projects to benefit the people. You don’t believe m Just folliw the vocal ones like NGOCC, ActionAid etc and tell me why everybody wants to form an NGO.

  26. I think we Zambians have a problem…
instead of discussing real issues,we are discussing personal issues…
The hatred that is being exhibited on this platform towards the Mwewas is really disgusting…
These people were tried by our competent courts of law and they were found with no case to answer…
so you ka upnd minion don’t say things that you don’t know just because you want to satisfy your tuma bosses(ka ng’ombe na chinkumba)…
To Hon Mwewa keep up with the good work….
Your freedom of expression in the house and outside are guaranteed….

  27. WARNING: Do Not Mutilate The Peoples Document. You Will Regret It If You Do! It took so much effort & years to come up with contents of this document. It also took courage & wisdom of President Lungu to ensure that Zambians got what they yearned for. President Lungu earned peoples respect because he listens. He heard the people on the Constitution & Bill of Rights & people feel they can trust him. You MP want to erode this trust for your own selfish reasons. We can accept refinement but we reject mutilation. Be WARNED

  28. Blind supporting belongs to medieval ages. That motion to have Deputy ministers came at a wrong time when Government is experiencing financial constraints. Really, it is not an emergency to have these people and we are not even supposed to debate this. The problem is there is just this general moral degradation amongst us Zambians where we want to accumulate wealth without working for it. Dubious contracts, misapplication of funds, misappropriation of funds, etc etc. So everyone now wants to be a minister to have accsess to easy contracts and land. Tax payers money is tax payers money and it should be spent prudently and with accountability!

  29. They hurriedly signed a document at a huge cost which they have now realized that it is working against them hence the move to amend it.So again we will be singing about the constitution till the 2021 elections. Foolish Zambia, you will always remain backward with plunderers like Kambwili.

  30. touchy touchy come now no need to call each other names relax! No votes were stolen we had the usual I know it all culture and failed to read the horizon, its a time to introspect and not cry about what we cannot change…2021 Zambia Forward

  31. UNFORTUNATELY PEOPLE DON’T RESIGN IN ZAMBIA. IT EITHER THEY ARE FIRED OR DIE IN POWER. THESE ARE THE ONLY REMEDIES AVAILABLE AT THE MOMENT

  32. I think most Zambians agreed to define clearly some clauses that had lacuna in them, and this is to avoid speculation and and interpretation by anyone “mwamene azivelela” but what is not right is adding things to benefit MPs in majority e.g. Deputy ministers, removing of 50%+1. What we Zambians should demand is to look how the clause will read that brought confusion not MPs to amend on ther own. Zambians must participate

  33. Yes 50% + 1 is not necessary ladies and Gentlemen. When we are trying to make changes to the constitution let us not look at who you favour to win. Let us look at our country first. Even if you win with 50% + 1 any person can claim to have had his votes stolen. What is the 50%+1 for?

  34. THE PEOPLE OF ZAMB9A SPOKE. ALL THE OBSERVERS SAY TH ELECTION WAS FREE AND FAIR. THIS MOTION TO AMEND THE CONSTITUTION WAS DEBATED IN PARLIAMENT AND IT WENT THROUGH WITH 2/3RDS MAJORITY AS PER PARLIAMENTRARY REQUIREMENT. WITH A MAJORITY OF 95+ MPS IN THE HOUSE, THERE IS NO HUGH PARLIAMENT. THIS WILL BE THE SENARIO IN ALL VOTING MATERS IN THE HOUSE. PF IS NOT RULING BY DEFAULT, ITS A GOVERNMENT OF THE MAJORITY, BY THE MAJORITY. ACTION AID TOGETHER WITH THE UNDER FIVE BOOTLICKERS LIKE BACK TEETH, MUSHOTA, ETC ON THIS SITE, GO WASH YOUR FAECES IN UNDER FIVE’S POOL AT NEW KASAMA, YOU ARE ALL STINKING.

  35. AS THINGS STAND AT PRSENT, WITH AN ABSOLUTE MAJORITY, PF WILL PASS THE BUTDGET TO BE PRESENTED BY ITS FINANCE MINISTER, WITH OR WITHOUT THE PARTICIPATION OF THE BAND OF UNDER FIVE MPS. THEY ARE NOT A FACTOR. THEY WILL NEVER BE A FACTOR IN THE NEXT FOUR YEARS. PF WILL CONTINUE TO DICTATE MATTERS IN PARLIAMENT, WHETHER UNDER FIVE MINNONS WALK OUT OR NOT. IT IS THE HARSH REALITY. SO THE SILLY NOTION BY UNDER FIVE THAT PF STOLE IS VOTE, IS SHEER STUPIDITY AND HALLUCINATION. YOU DONT RUN A COUNTRY WITH A MINORITY IN PARLIAMENT. AS FOR THE SILLY 50+1 CLAUSE IN THE CONSTITUTION, IT SHOULD BE REPEALED IF ITS COUNTER PRODUCTIVE. IF PF HAVE THE NUMBERS, LET THEM FINE TUNE THE LAW SO THAT ITS NOT AN IMPEDEMENT.

  36. UNLESS UNDER FIVE AND HIS PIMP FAT ALBERT STOP MAKING LUNGU THE CENTRE PIECE OF THEIR POLITICAL RETORHIC, UNLESS THEY CHANGE THEIR POLITICAL STRATEGY TO WAYS AND MEANS OF TALKING ABOUT JOBS, WHEALTH CREATION THROUGH DIVERSIFICATION FROM MINING TO OTHER ECONOMIC SECTORS, UNLESS THEY RETHINK THEIR STRATEGY, EVEN AN ELECTION VICTORY IN 2021 WILL BE A TALL ORDER. GONE ARE THE DAYS OF MUDSLINGING AND STONE THROWING ANTHILL POLITICS. PEOPLE WANT TO HEAR BREAD AND BUTTER ISSUES, NOT HOW CORRUPT LUNGU AND HIS CABINET ARE. WE WANT TO HEAR GRAND IDEAS OF HOW A NEW GOVERNMENT WILL HARNESS THE 40% WATER IN ZAMBIA IN THIS REGION, TO BOOST AGRICULTURE AND INCREASE ELECTRICITY GNERATION.

  37. AS LONG AS ZAMBIANS REMAIN DOCILE AND THE FORGED PRESIDENT- GOVERNMENT IN POWER EXPECT THE WORST IN YOUR HISTORY AS A COUNTRY. THIS IS RUBBISH!!!!

  38. BUT THE IRONY IS UNDER FIVE AND HIS PIMP FAT ALBERT DO SEE POLITICS THIS WAY. TO THEM POLITICS IS A RACE TO STATE HOUSE AND IN THE PROCESS, PAINT THE OPPONENT AS BLACK AS POSSIBLE. SHAME ON THEM, WITH THIS STYLE, THEY WILL NEVER WIN. THEIR OPPONENT WILL CONTIUE TO BUILD ON INFASTRUCTURE DEVELOPMENT, MORE SCHOOLS, MORE ROADS, MORE UNIVERSITIES, MORE POWER STATTIONS, ETC, ETC. WITH SUCH A TRACK RCORD, HOW DO YOU HOPE TO DISLODGE HIM FROM STATE HOUSE? INDED YOU ARE TWO NAIVE BOYS WITH AN INFLATED EGO TRYING TO PLAY A BIG MAN’S GAME CALLED POLITICS USING EMPTY CHARACTERS LIKE CHIF RIGGER, NDULO AND HANSUNGULE AND A GULLIBLE PARTISAN FOLLOWING FROM ONE AREA ONLY.

  39. At the same time you are demanding for the freedoms of association and speech. Its the Chiwamila mbuzi kuluma galu Action-Aid. Be mindful these guys can actually make you do the wrong thing as long as it benefits them. They have hinged tongs.
