Development partners backs Zambia ‘s shift to IMF

Development partners have today unanimously backed the steps being taken by government to engage the International Monetary Fund [IMF] and implement a home grown stabilisation and growth programme , Zambia-Plus.

The development partners have also appealed to various wings of government to speak with one voice on socio-economic development matters.

Cooperating Partners Group Chairperson David Wiking, who is also the Swedish Head of Cooperation, says the partners were grateful that the Zambian government had continued with the spirit of dialogue.

“It is important for us to have a clear understanding of the extent to which Zambia’s engagement with the IMF has progressed,” said Mr. Wiking, adding that, “we appreciate being part of the process of the country’s development.”

He said this when the Minister of Finance Felix Mutati briefed the partners on the country’s engagements during the recently held Spring Meetings of the IMF and World Bank in Washington DC,

The Cooperating Partners Group Chairperson added that, “Development Partners are grateful for the transparency shown by the Zambian government not only in the formation of a home grown stabilisation and growth programme and but also in the way stakeholders have been informed and engaged,” and concluded that, “we will follow the GRZ/IMF talks closely.”

Speaking at the same function, Mr Felix Mutati affirmed that development partners were a critical component in the implementation of Zambia’s economic stabilisation and growth programme.

“Dialogue and engagement remains a central pillar in the process of economic governance and we will continue to dialogue with all interest groups such as the private sector, civil society, academia, and ordinary Zambians in order to crystallize the local ownership of the stabilisation and growth programme,” said the minister.

“We are on track in our negotiations with the IMF,” said Mr. Mutati , adding that, “we are gaining momentum and traction on various aspects of engagement including the type of support for the 2017 budget and for our development plans from your our development partners.”

The Minister has attributed the positive sentiments from the development partners to the fiscal prudence and economic-governance measures which the government has instituted.

Through these measures, said Mr. Mutati, “our goal is to optimize the efficient utilization of tax payers’ money so as to improve public service delivery and create an environment in which profitable and sustainable local and foreign investments will be trebled,” he also added that, “this is one way in which the government’s job creation and poverty reduction objectives will be met.”

Meanwhile the Lusaka Circuit of the GRZ/IMF engagement will reconvene at the end of May, 2017. Last month, a Zambian delegation participated in the Washington Circuit of the IMF/GRZ talks on the sidelines of the 2017 IMF/World Bank Spring Meetings held in the capital of the United States of America.

Zambia hopes to get on an IMF supported programme by the third quarter of 2017.

This is according to a statement signed by the Ministry of Finance Public Relations Manager Chileshe Kandeta.

    • It means Zambia is on sale and the highest bidder gets it, in this case, IMF and developed countries who have stakes in IMF.

    • I believe in President Lungu but not malleable to this kind of adverse policy shifts. There is nothing to appreciate in this whole theater of compounding debt silos when the country’s economic leverage is all, but being surrendered in our eyes as if the 50 plus years has not produced sophisticated sons and daughters. We are mortgaging the country unwittingly. Everything of and about Zambia is now in debt stocks. Tell me how you can developer when every income is set for debt repayment? Economic hitmen flatters us with praises, and we get excited like retards. Chagwa needs to be careful with some of these agents of foreign interest driving inimical agenda in his cabinet.

IMF funds are not freebies that rain without conditionalities. Read and watch again, “the economic hitmen”. Zambia need to redeem herself from this self destructive path. Just how far can we go as a people in collaborating with economic hitmmen schemes of destroying our own country?

    • My view on how the IMF sustains itself is through taking of resources from the poor nations to peddle to rich nations cheaply then lending the gains at a cost to the same poor poor nations with conditions laid out by the rich nations!

    • @Fumanchu, you are correct. But understand that the poor countries voluntarily hand over their resources to the rich countries. And to whet your curiosity, do you know where most of the $10 billion that PF has blown since 2011 on PFake infrastructure projects is right now? The answer is in China and offshore bank accounts. The West and China will send some of that money back to Zambia and we will be very grateful for their “assistance” through the IMF!

    • Don’t worry, we are very far from anything tangible. Mutati’s talking game has just managed to confuse the so called partners even more AND THEY are nowhere near giving the corrupt PF any money!! Look at what a Mr. Wiking, the leader of the uncooperative partners said:

    • @Lombe: totally agreed with you. The IMF cannot point to a single country that has developed from IMF interventions since it was set up in 1945. Western Europe, including Germany, were redeveloped through the separate Marshall Plan after the second world war. The IMF is only for third world countries.

      @Chilyata: I was almost fooled by the headline. You are right that the “cooperating” partners are begging for clarity from Mutati about progress with the IMF. It looks like Mutati is blinding them with doublespeak in a cloud of confusion.

      The bottom line is that, the so-called cooperating partners are saying that they will not be putting in any more serious money in Zambia (as if they previously did!) and they only hope that the IMF instead will bail out Zambia.

We should be talking about local industries being developed and improving our economy through self sufficent means. However we are merely discussing being broke with lender kikikikiki

  6. Does Mutati really understand the way IMF operates? With gross Human Rights Violations Mutati expects IMF to loan Zambia money to intensify its repression of Lungu’s opponents. With HH and co-accused in Jail on trumped up Treason charges Mutati expects the IMF Money? Mutati and Lungu do not seem to know how best to access IMF Money. They think they can break the Rule of Law, ignore Constitutionalism, Good Governance and violate Human Rights and be rewarded with IMF Loans.       Lungu is behaving exactly how Mugabe started off. Mugabe started by attacking and closing free press and started brutalising the opposition where they were not allowed co campaign or meet their supporters, just like how lungu is starting to act……I am sure the IMF can see the pattern.

    • His Grace Archbishop Telesphore Mpundu and the Catholic Bishops in Zambia just said that “Zambia is in all but designation a dictatorship”. Lungu never protested that assertion by the Catholic Bishops, he never said anything. That means he understood where he has taken Zambia.

    This statement says he is hopeful money will be there in third quarter of 2017. Which statement is true.
    My understanding is imf only gives loans in june and October. October is 4th quarter.

  18. HE ECL announced yesterday a 4% pay rise for public service employees. Some time back the Hon Minister Mutati indicated there would be wage constraint in line with IMF loan requirements.
    Is the President’s action an indicator that in fact there will be no IMF loan or does he lack faith in his finance minister . Either way the Hon. Minister is compromised.

  22. How did we get to this situation? We are back at the IMF practically on our knees. Borrowing money is not bad, actually most business ventures do at some point in their life cycle, require external funding. It how the borrowed money is used that matters the most.
    If IMF money will be used in the same manner PF has been using money in the past 7 years, then the situation is hopeless. The money if it is made available will be better spent on projects that can payback the loan. We can do it if our leader stop fighting and get to work for Zambia. By the way I do not support UPND or PF. Zambia can do better than these two. And trust me that day is coming soon

    Why are they calling the IMF as partners when it is us who are desperately looking fro money and the IMF are rich with funds? Does any picture of Lungu giove you an impression that he is presidential enough to handle the serious development needs of Zambia? He looks like a lost rat in a maze, and is not presidential. One does not have to parade armed people of goons to reflect high intellectual capacity, but just present your ideas on a press conference for all to hear your brain speak and answer questions…

  24. We fail to see how IMF can loan Zambia $1.6 billion when the Illegitimate Lungu govt is violating Human Rights,ignoring the Rule Law, Good Governance and Constitutionalism. The Good Governance Initiative (GGI) Group has circulated a Petition to all Western Govts calling for Economic,Financial and Travel Sanctions on Lungu and his fellow Criminals. We don’t see how IMF will loan Zambia $1.6 Billion with these Sanctions in place. With HH still in Jail on trumped up Treason Charges we don’t see the IMF Board approving such a loan unless HH is released unconditionally and the Presidential Petition is heard in Court. Mutati and Lungu should forget about IMF Loan until they resolve these toxic issues.
