Constable Lennox Kapila was shot by his colleague for refusing to arrest a technician who was repairing his television set.
Zambia Police spokesperson Esther Katongo has explained that according to eye witnesses, Constable Kabasiya and his wife had a television set which needed to be repaired and later be sold.
She said the television set was taken to a named technician within Kaunda Square and after some days, the technician paid a deposit of K500 remaining with a balance but on 4th January,2019 at around 20:00 hours, the wife to Kabasiya went to Munali Police Post to have the technician arrested for failure to settle the balance.
Mrs. Katongo said Kabasiya’s wife found Constable Kapila on duty who advised her to take civil litigation because the matter was civil, but the woman insisted that the technician be arrested.
She said after constable Kapila stood his ground, Kabasiya’s wife left and a few minutes later, Constable Kabasiya appeared at Munali Police Post in uniform armed with an AK47 rifle and wanted to confirm if the technician was detained and he proceeded to check in the cells and in the Arrest and Prisoner’s Property Book where he did not find the name of the technician.
Mrs. Katongo said Constable Kabasiya pestered his colleague about the whereabouts of the technician after which he threatened to shoot him and he later fired the gun.
She said the suspect is still on the run and a manhunt has continued.

A loss of life due to lack of proper training for the men in uniform. That is the price of cadreism in recruitment. It’s only a matter of time before untold effects are seen in other sectors such as education, health etc.
I want to remind the Zambia Correctional Services that Gladys Nyriongo former Minister of Lands has not yet served her jail term. She’s not even on the run we know where she stays.
The solution is simple remove guns from these guys, see how effective traffic officers and Ratsa are and they don’t carry guns, go abroad to the UK and you will never see a cop with a gun unless he or she is in the Swat, Anti terror or Anto robbery. Only allow Anti Robbery and Anti terror units to carry guns, no ordinary Police officer should carry guns for what so that they can intimidate people or commit suicide by shooting themselves? Our cops have shown so many times that they are not level minded and are not fit to hold fire arms.

Any other proper govt would have undertaken extensive reforms of our rotten Police Service …if a cop can shoot another cop for refusing to arrest someone regarding a ‘civil matter’ what chance does Joe Public have who has no connections. This is why people are killed in custody.
This is why I was shocked when someone told me that he was involved in a non fault accident when he reported the matter to the police station..the tables turned against him as the third party was connected.

Cops, the only language they know, most of them, is to beat innocent people. I remember, I was on the ATM queue. And a cop just came in front by passing everyone on the queue. I asked him the rationale behind. He insulted me like no ones business. I was scared because the man had a gun. If I continued arguing with him, he would have shot me. The problem with cops is that they think they are above everyone.Hence the name bwana.
The attitude he exhibited is drawn from the Kaunda era, that any man in uniform should not stand in a que. We used to witness this crap when queening up for commodities at Mwaiseni stores where soldiers, nurses, police etc as long as they were in uniform would go straight in without queening

Most of the new Policewomen can’t read or write even their own languages such as Tonga effectively. Something seriously flawed in their recruitment. Preparing a simple occurrence report for the least RTA such as a fender bender takes them two hours. Tell them the colour of the car is beige or cyan – phew, 15 minutes dictating to them those words. Even their typical description of the direction – from North to South or West to East is miss-pelt to insult like words.

The technician who was to repair this tv paid a deposit of k500,for what,the story is not very comprehensive,the motive for this shooting is suspicious,could there ve been something fish between the wife and the other cop or the wife and the technician,let justice prevail.

The wife told Kabasiya that “if the technician does not sleep in the cells tonight, you will never sleep with me again”.
Now this is reflection on why the police service cannot thrive. The police is filled with 12th Grades and does not understand the precepts of basic law. The police service should be replaced with law degree holders, a complete overhaul where current police officers should turn in their weapons and senior offices arrested.
what is needed is when recruiting applicants who have a certificate or diploma in Law should be given preference, you will see how the people will appreciate the police service after five years. Things can change for the better.
30 years ago the defense forces such as ZAF, ZNS AND Zambia Army were despised for they being associated with grade 9 and 7 failures. Look at ZAF today they only recruit grade 12s with 6points up to 11points and also recruit professionals. Everybody wants to join ZAF. The police can also change the criteria for recruiting and only recruit the best.
