ACC Restricts Properties of Harry Kalaba and Emmanuel Mwamba

The Anti-Corruption Commission (ACC) has issued Restriction Notices on properties in Balmoral Makeni belonging to Citizens First President, Harry Kalaba, and Patriotic Front Presidential Candidate, Amb. Emmanuel Mwamba, under Section 60 of the Anti-Corruption Commission Act No. 3 of 2012.

According to the Notice, the owners may not sell or dispose of the property while under investigation. The move has been widely condemned, with both Kalaba and Mwamba speaking out against it.

Citizens First President Harry Kalaba has expressed concern over the ACC’s decision to conduct a second investigation on the same property they had already cleared. He accused President Hakainde Hichilema of abusing law enforcement agencies against his political opponents and warned that such actions would hinder the fight against corruption.

Meanwhile, Patriotic Front Presidential Candidate Amb. Emmanuel Mwamba has accused the government of harassment, stating that he was surprised that the ACC officials arrived at his property with a Restriction Notice without interviewing him about the sources of his income. he added “I was a Diplomat serving as Zambia’s Ambassador to South Africa and Ethiopia for seven years earning roughly about $10 000.00 a month in foreign service allowances.””I was also paid seperation benefits.”

“Before that, I was Permanent Secretary for almost five years and I was also paid a good salary and huge benefits when I was separated.”Before that I was Deputy Permanent Secretary since 2003.”

“I lead a decent and disciplined life. Overtime I have since built some flats for rent in Kafue and  Makeni.”

Mwamba stressed his clean record, saying “In the last twenty years, I’ve never been involved or reported in audit queries or corruption. My record is clean, clean. Now this is purely a case of harassment. My appeal is to President Hakainde Hichilema not to use law enforcement agencies to harass and intimidate political opponents. This is not a professional investigation but an abuse of the law.”

The accusations by Kalaba and Mwamba come amid growing concerns about the Zambian government’s treatment of political opponents and its respect for the rule of law. The government has denied any wrongdoing and has stated that the ACC is an independent institution that operates without interference from the executive.

The Zambian public and the international community will be closely monitoring the developments in this case to see whether the government upholds the rule of law and respects the rights of its citizens to criticize its actions.

    • You investigated him for 15 years and found nothing. You ended up having to concot fake charges just to harass the man. If there is a clean politician in Zambia, it is Hakainded Hichilema. This should stand to reason because he comes from a culture where people believe in hard and honest work

I refuse to sink down to the gutter and insult the people of Eastern Province, the way you attempt to insult Southerners. I am proud of a being a Tonga, a people known to be hardworking, honest, courageous and generous. We were the first to revolt against colonialism, we are the ones who paid for Kaunda to go England to talk to the English about independence, and we are the ones who have fed Zambia for the last 60 years.

    • Because they are the ones who are corrupt, and they are the ones who have been in kind of government positions where corruption can be practised. How can you investigate people for government corruption when those people people have been barred from government office?

  3. I recall zayellow laughing that he only got a 80 pin..in cross examination awe shuwa…sometimes its best to be silent you receive 10 pin dollar in salary and allowances you have no other expenses? If we break down the salary and allowances will it come to 10 pin? Uhm

    Ba Kalaba…..the lust is gone…many people had some hope in him, but he has proved he is just a noise maker.
    Let them think they are a threat by constantly filling social media instead of using the media to build their parties.

  5. Mwamba and Kalaba have been persistent critics of Mr HH and all of sudden the ACC pounces on them. Let’s hope it won’t be extended to the other fierce critic in the name Fred Mmembe. I looked at one media and I saw the names supporting the move are from one area… made worried.

    Look at him bragging as if he didnt have any expenses to pay in Zambia…he was a diplomat and a politican at the same time and he is proud of that…this is why we need seasoned civil servants in embassies not this Mwamba or the Chellah in Brazil.

  7. I just hope ACC have concrete evidence to lead to arrest and conviction…as for Kalaba I doubt you will get anything especially that the man recieves donations from his rich Televangelists from Malawi for his party if there was anything PF and Lazy Lungu would have nabbed him.

    • They dont. Since UPND turned State House into a Chibanda Odi, the ACC have been making a million moves aimed at arresting corrupt politicians but I haven’t heard of a single conviction

  8. Who was paying $10,000 per month in allowances. Certainly not PF regime or just convert that $10,000 into Kwacha at the applicable rate. Not even a PF minister used to earn that money, unless through corruption as a budge of PF regime.

  9. To the people above…Zambian diplomats get paid two salaries by ministry of finance. They have a local salary within Zambia and a tax free dollar allowance (monthly salary in host countries) the average of the allowance is 12,000 USD per month depending on where you work. Developed countries pay higher and Mwamba’s role as permanent representative to AU was subject to more allowances.
    This is by law, we can only Tax income earned within Zambia.
    With that being said, ACC should have known better that Mwamba can comfortably afford to build these flats, and there is an abuse of this law.

  11. Now the ACC have grabbed the UCZ church in Lusaka just because Lungu had donated to it’s construction. So all church buildings in Zambia must be investigated since almost all of them have received donations from politicians.

    He was paid huge benefits twice when he separated. Was he working for different organisations to be paid benefits twice or it was the same government? He was being reappointed and was not ceasing work to be paid huge benefits at each appointment. This is the grand theft and corruption of PF.

  13. Chiza Chirwa -thought you could do better than the $12,0000 allowances you claim Mwamba earned. Realistically, that’s not possible. Have interacted with more than 3 last UK ambassadors here and none came closer to what you claim. Our Zambian UK office furniture was of concern each time visited our embassy and to believe workers were earning huge allowances is abit over the top. Un orthodox method of earning such amounts of money is indeed part of PF budge of honour – corrupt tendences.

    • Sir, i assure you, what I am telling you is factual and established by law and practice. Your statement that the furniture was terrible is reminiscent of things even in government offices where ministers work from. They have old chairs with holes in them but those guys get about 80 thousand. Minister salary plus MP salary without allowances. You cannot use their furniture as a measure of wealth. Additionally, do you reckon Mwamba would make a video talking about his salary and add lies?
      In any case, let’s have the court process and see him vindicate himself.
      I leave you with this, ambassadors get paid twice, and at the very minimum earn 8 thousand dollars from foreign service.

  15. AT THAT TIME,THE KWACHA WAS 20/DOLLA. IT MEANS THAT MWAMBA WAS GETTING K2OO, 000 PER MONTH . THIS REALLY SHOCKS ME. IN THAT SAME PERIOD I WAS ONLY BEING PAID K4,000 AS A CIVIL SERVANT. BA LUNGU , YOU WERE VERY UNFAIR WITH THIS REVAILATION AND CONFESSION BY MWAMBA. NO WONDER THE PF GOVERNMENT WAS FAILING TO PROVIDE FREE EDCATION, MEAL ALLOWANCES TO STUDENTS , HIGH CDF, SALARIES TO COUNCILS , ETC. MAY PF DIE AND REST IN ETERNITY

  16. How about bringing these people to courts? Too many arrests, Restriction Notices and freezings and press statements.
    ACC made a lot of noise about property suspiciously owned by Esther Nyawa Tembo.
    When are we seeing her in court?
