Police have officially arrested and charged former ministry

of Health Human Resource Manager Henry Kapoko with theft by public servant.

Police spokesperson Bonny Kapeso confirmed the development to ZNBC news in Lusaka.

Mr. Kapeso said Mr. Kapoko has been charged in relation to the on going investigations involving the K10 billion ministry of health corruption scam.

He said Mr. Kapoko is detained in police custody.

And Police Tuesday sealed off a private nursing school in Lusaka as part of the on going investigations into the K10 billion allegedly stolen at the ministry of health.

Mr. Kapeso confirmed in an interview that ESU nursing college situated in Roma residential area was raided between 15:00 and 16:00 hours.

Mr. Kapeso said police were conducting verifications and investigations because the nursing school has been linked to a director at the ministry of health.

Investigations into the 27 billion kwacha financial scandal at the ministry of health has continued with 32 officers sent on leave so far.

Those of us who know Dr. Miti and what he stands for can attest to the fact that the whole of this so called K10billion saga has nothing to do with Dr. Miti. All this saga happenned during the time Dr. Miti was in France serving this country with distinction. The fact is that Dr. Miti is percieved to be close to the Mwanawasa’s and therefore the forces are trying very hard to link him with something which is clearly not of his doing. This includes the media which reported that he was picked up by police when he actually drove himself there after they requested to see him. Infact, Radio phoenix reported that he was arrested today. Did you know by the way that Dr. Miti declared his assets, the assets most people are reffering to, before he became permanent secretary? He has been in business even before he joined the government. The encourged the corruption to be confined to the Chiluba regime and the Mwanawasa bandits took full advantage of this loophole! There is no need to start fishing for charges just so that the government is seen to be fighting corruption. Henry Kapoko has been found with a case to answer because his compnay duped the Ministry of Health. Henry Kapoko and all those that knowingly or negligently helped him must be punished. While its important to express ourselves in a democratic nation,comments which might result in a backlash for even innocent people who consequently might be harmed is very criminal and you should note that in this modern technological forenscics those who make such incorrect statements can be traced and prosecuted not only for libel but also making statements that might course the breach of peace or harm to the Individuals mentioned. Following the on going investigations its very clear that Dr. Simon Miti is innocent,but some one wants him into the mud, but the Law has seen thru this.

  131. # 114 true Blogger. Please spare me some thought on the issue of Dr. Miti. You are telling me that Dr. Miti was in France when most of these scandles were happening, come on man. Do you read the paper. It is said Kapoko received the money between January and February long after Mwanawas had been burried. Which France did Dr. Miti go to. Remenber that Dr. Miti was still the controlling officer at the Ministry at that time. I don’t understand you. Even if he was in France. Why did he not query about the money of such magnitude being paid out to one Kapoko. Please bloggers do a bit of reaserch before you respond to anything.

Yes kadoli katapa, we all know that he was the controlling officer, but you must realise that an organisation works efficiently and effectively by the director or controlling officer placing his professional trust in his juniors, if the juniors fail their boss, thats not tantamount to criminal liabilty, its administrative unless proven that the Controlling officer knowingly and intentionally benefited from the activity. This is why in this case Dr.Miti is innocent unless you have inside information of how he has benefited with Kapoko, without that, keep your research to yourself. MAYBE YOU BENEFITED FROM KAPOKO YOURSELF, not smart enough on your side.

  134. Kadoli katapa (#131), No i dont think True blogger said that DR. Miti was in france when the payment was being made. He was in france when the procurement procedures were done. When he returned, he held the key to Mr. Mwanawasa’s Body and travelled with it all over the country during the funeral looking after the body. Talk is cheap…the reality is that one cannot just dream that a payment request is fraudulent. Remember, we had to wait until the discovery that the goods were not delivered. He had already left the ministry when this was discovered. By the way, the P.S only works on policy issues. The Directors anchor the budget. And your question as to why he did not query money of such magnitude? Well, as P.S one looks at even bigger figures every day. Its just not possible……
