The Lusaka Magistrate Court has convicted former Southern Province Permanent Secretary Anne Sinyangwe for corruption involving K 89, 253.

Principal Resident Magistrate Lameck Mwale found Ms. Sinyangwe, 49, of plot No. SUB G/16520 off Kasama road Lilayi old Airstrip, guilty of one count of Willful Failure to Comply with Applicable Procedure Relating to Procurement contrary to Section 34 (2) B as read with Section 41 of the Anti-Corruption Act No. 3 of 2012.

Details of the offense were that Ms. Sinyangwe who at the time of the offense was serving as Permanent Secretary-Administration at Cabinet Office, whose functions involved the administration and management of public revenue or property, willfully failed to comply with the law and applicable procedure relating to procurement when she awarded a contract for paving of Cabinet Office Car Park to Moonstone Investments Limited valued at K 89, 253.44, a matter or transaction prejudicial to the interests of cabinet Office, a public body under the Government of the Republic of Zambia.
Sentencing in the matter has been set for 27th December 2016.

Ms. Sinyangwe was arrested by the Anti-Corruption Commission in April 2015, and her conviction comes in the wake of reports of abuse of Authority and unaccounted for expenditure amounting to over K 8 million contained in the Auditor Generals Report.

The Republican President, during the Commemoration of the International Anti-Corruption day on 9th December noted that the reports of misappropriation and misapplication of public funds reported in the Auditor- Generals reports were disturbing, and because of this, he directed heads of public institutions and Permanent secretaries to ensure that stringent measures are devised to effectively prevent loss of public funds and achieve Zero Audit Query by 2018 in every public institution.

The Commission fully supports this directive and will endeavor to work closely with these institutions through the Integrity Committees to ensure that the Presidents directive is met.

    • What about the RDC corruption cases at state house ;when and who will initiate the investigations?

      Sinyangwe is targeted because she is now rumoured to be a UPND sympathiser. This is typical selective justice meant to show donors that Lungu is indeed clamping down on corruption when infact he is not.

      Unforyunately the donors are fully aware who is stealing what and where the looted money is being hidden.

      All these corruption investigations are a sham.

      Lungu must fall by all means. VIVA UPND.

    • @Wenzelu so now when a person is arrested it’s because they are Upnd? If you have evidence of any wrong doing, you can report this to court instead of generalizing.

  3. Those conditions for detainees have been like that for decades in Zambia. The key is to improve them whilst you have the authority to do so …………..and not to complain later when you are personally affected and out of power

KEEP ZAMBIA CLEAN by removing unwanted people in Places of Work.The Gov should also introduce measures to scruitenize those who practice NEPOTISM and TRIBALISM in different ministries.When they start employing in January,many applicants with good qualifications will have their applications turned down and employ unqualified ones.
