
Patriotic Front (PF) and United Party for National Development (UPND) cadres have allegedly joined their MMD counterparts in collecting levies at City Market Bus Station.
Lusaka City Council Assistant Public Relations Manager Habeenzu Mulunda confirmed the development in Lusaka today.
Mr. Mulunda said PF and UPND cadres have taken over the collection of levies on the northern gate while MMD cadres have been collecting levies on the southern gate.
He appealed to leaders of the three political parties to intervene in the matter as the council was loosing out on the much-needed revenue.
Mr. Mulunda lamented that the move by cadres was illegal and against the court injunction obtained by the council to stop cadres from collecting levies.
He said the council has lost colossal sums of money which could have been used by the council for service delivery
Last Week the Lusaka High Court granted a mandatory injunction to the Lusaka City Council (LCC) restraining individuals masquerading as MMD cadres from collecting bus station levies at Lusaka City market.
Delivering the ruling, High Court judge Nebert Mutuna also directed the defendants to leave the city market bus station and be restrained from interfering with the council’s conduct of affairs until further notice.
According to a statement of claim, the defendants on July 9, without the consent of the LCC trespassed the city market bus station by entering the premises and started collecting monies and levying bus operators, premises owned by LCC.
This current move is a clear violation of the High Court ruling by the cadres from the three major political parties in the country.

#3, look closely at the bottom of the pic and you ll notice that the ground is wet. This not ran season so that water must be coming from some blocked pipes, most likely sewer. And yes, where are the minibuses and ba kaponya?
What time was this picture taken ? City market without minibuses, this is strange.Ba council surely don’t you have statutory instruments that you can use to stop these thugs from collecting your revenue ? What kind of nonesence is this, what right does a party cadre have to collect money from people on premises that the council own? Isnt this tantamount to theft ,fraud and harrassment ? Does it mean that anyone with a social club called a political party can move into any market and collect levies? Let HH-Sata and rupiah pull their people out of the market and let rupiah have these people prosecuted, since prosecutions remain in the hands of the president in Zambia. This is obtainig money on fause pretence!

This is supposed to be council revenue but the I.D.I.O.T.S. have been let loose to terrorise council officials and steal the money.
The PF-UPND masqueraders have just followed suit due to poor governance. I remember Sata as Governer for Lusaka supervising car-park levies in Lusaka and making a lot money for the council.
Mr. Mulunda, where is the Town Clerk and the Councillors? These people should be in the fore-front fighting whoever is depriving the council of revenue. Afterall, were do the councillors think their sitting allowances will be paid from?

The cadres are in training so that when they are elevated to high posts they can continue collecting ‘tribute’. I wonder what action do they take if the levies are not paid

Shikapwasha’s comments on Sakala’s hold on to office citing that these are Judicial matters that must be left to the judiciary is madness. This is a constitutional matter. Chief Justice is a Head of Judiciary and in this case an interested party. Therefore, No one expects him to be a respondent & Judge on his own case. Only the President sworn in to defend the constitution can move a motion to retire the CJ. RB’s silence is tantamount to breaching the constitution making it a fertile ground for impeachment. I support those wishing to impeach RB as ignoring this is a serious constitutional breach. A Judge shall retire at 65 is because one’s mental capabilities cannot cope post this age. CJ’s hold on to power is jeopardizing the prudency of our judicial system.

Whilst engaging private capital strategically, our government must be rooted amongst the people and buttressed by a mass-based democratic liberation movement. In Zambia, cadres rule and call the shorts. The connection to a political party matters a lot at Zed because if you have it you can become a dealer in market levies. This is how low our country has gone. The cadres are using their connections and RB is using his!

The UPND and PF cadres are just doing what the MMD thugs are doing. They wont stand and watch others milk the cash cow. I just hope it doesnt turn into a turf war.
Following the LT parallel thread entitled RB dares Sata and Hichilema, the UPND-PF (could-also-be United People for National Development – Progress Finders) PACT has shown its seriousness and resolve on their impeachment plan by submitting a fore message to the Speaker of the National Assemby as indicated by the POST. The impeachment motion will be presented to Parliament in the next 14 days and so let us wait and see what will happen to Mr President and those that fell nothing will happen showing that they are not scared.
All the best Mr President and all those involved in your impeachment plan. Therefore, let Parliament sort it by secret ballot.

I thus implore the LCC to ask ZP(S) to sort this problem for them without looking upto UPND president HH (MBA) and self-appointed PF leader Sata (Grade 2/6,unknown) inclding Mr President to resolve this.

Thus, Lusaka Province Minister and Local Government and Housing Minister together with Lusaka Mayor and Councillors and the MP for that area are the immediate people to look into this problem after the police have diffused the pandemic at Lusaka City Market that may spill to other parts of our great Country Zambia before it is too late. In this way, simple things will not always end at the top level leadership of our political system.

Mr Mulunda should have appealed to law enforcement officers not the political parties as those collecting money maybe doing it on their own will. If they are collecting the monies on behalf of those political parties, DID THOSE POLITICAL PARTIES FUNDED THE CONSTRUCTION OF THE AREAS IN QUESTION?
Zambia has been slowly progressing into a failed state since 1991 when the MMD took over.People of Zambia are to docile to remove this monster called MMD and should only blame themselves for the mess.People power died with the demise of ZCCM when Shimaini and Mwanma shimaini used to run riot and scare Kaunda and UNIP.

The impeachment has failed so what next the guys want to eat forget sata and hichilema eat with your friends from the MMD you will fight another day wait for the new commander to come.. The alliance has failed, sata and hichilema have failed the people abandoned by their own storm troppers (cadres) in day light joining the MMD openely because of starvation in the camps. Magande remains to be last hope of the zambian people.Magande all these cadres are ready to support you including the churches who are the conscious of the republic,go your own way they will follow leave the MMD and challenge them show us that you can fight.

We know all about MMD collection of levies at City market and people have complained to the police and the president but nothing has been done to stop it. MMD has continued collecting levies. Let us be fare people, why has it become an issue when the PF-UPND pact has also started collecting levies from markets? I recommend the PF-UPND pact for their bravery. If MMD continues collecting levies , PF-UPND pact should also continue. Law is law and there should be no one above it. This is what we always say that there is lack of leadership in Zambia as to just waste money from the markets like that. REVOLUTION 2011.

The issue of markets being run by cadres has been entertained for along time. Remember we had a vendors desk at one time. If we still have leaders who can say that don’t remove vendors coz those are our voters do we expect anything good when their cadres are illegaly collecting levies? I think the better solution is for the council to employ a lot of “bakanyangu” or “bakonkefunde”. In those days they are the ones who used to keep order in such cases. That even the elevated the status of the police because we rarely saw police coming in on small cases coz bakanyangu used to step in before the police take over. These cadres collect millions which they just use on alcohol; just look at intercitycity station. So rather than lose money thru thugs employ people who need to support families
The circus known as Zambia is in town. Entrance charges will be met by donors and the beneficiaries are lawless party cadres. Meanwhile, the eunuch called Zambian Law will also be part of the audience. Hurry to this fantastic show.
Our political leaders owe it to the people to show mature leadership by directing their cadres to show respect for public property. The Bus stops are people’s facilities that should never be privatised by a few individuals for selfish ends. I am sure our political parties do not in any way subscribe to this illegal levying, but condoning it by silence is unforgivable. This is how order collapses and the least we can expect from our leaders of all political persuasion is unequivocal condemnation and disciplining of those who put the names of the parties to shame. On the other hand the police and civic authorities surely have the might to exercise the law by ensuring that these undesirable persons are barred from the bus stops. Is this asking too much???
