Lusaka Mayor Wilson Kalumba says the Lusaka City Council (LCC) and Zambia Information and Communication Technology Authority (ZICTA) is working on a project under which garbage fees will be collected through buying airtime credits from mobile network service providers in Lusaka.

In an interview with ZANIS in Lusaka this week , the mayor stated that the project is in process though still waiting for authority from the Business Regulatory Agency (BRA) in order to start running.

Mr. Kalumba noted that individuals will be required to pay a K10 per month regardless of how many simcards an individual has in order to sustain the project.

He added that Lusaka is the first target before the long term project of cleaning and picking garbage spreads to other parts of the country.

The mayor further stated that the project will however, involve people disposing garbage in designated places.

And The Lusaka City Council (LCC) has disclosed that its project of installing solar panels for street lighting has progressed.

LCC Public Relations Officer George Sichimba said solar panels have been installed in some parts of Lusaka city adding that the installation programme is ongoing in selected areas.

Mr. Sichimba told ZANIS in Lusaka this week that putting up solar panels will help save 50 percent of the K60, 000 paid to the Zambia Electricity Supply Corporation (ZESCO) for electricity units annually.

He said the installation of solar panels is categorized in two parts namely L400 phase two which is under the Road Development Agency (RDA).

Mr. Sichimba added that the installation of solar panels will not only be an advantage to the council but will also reduce the pressure on national electricity grid.

  1. PF should just go.You want to start charging residents of Lusaka when you have failed to harness your revenue sources?Why should we be paying extra just so that your revenues from bustops go to the likes of the i.d.i.o.t they call commando?Just go let us have a more responsible leadership.
    And tomorrow they will be saying they are pro-poor,when their regime has seen an increase in money moving from our pockets.Ati “..more money in your pockets..”.

    • Your worship think of how the local govt and National policies can put in incentives to woe the private sector in such projects. We have just been through one of the worst cholera spell and we need to seriously think about what can be done to avoid further outbreaks. We just had a wake up call. We can even copy from how other countries do it instead of having Dora Siliya going to some stu.pid indaba talking about how much meat Zambian consume everyday. Talk to your colleagues to advise His Excellency ECL, the man of the moment instead of bootlicking and praising themselves about how good they are at bootlicking.

    • There’s no connection between talk time and garbage on the streets. Levies are supposed to be collected on things that are directly related to the intended purpose. For instance building permits would be great and viable source of revenue for the council.

      It is related to housing and ordinance can be given to would be home owners at the time of granting the building permits. Penalties for violating the ordinance would be another source of revenue.

      What the mayor is suggesting is illegal and downright lazy!

How are you accounting for the money you collect in markets, bus stations? Is it not supposed to be used for garbage collection?

  3. Mina batu! Just how many taxes are we ging to be subjected to? Bo kibusholi. From the taxes already in place, the council can manage to manage to clean the city. Stop sleeping on duty your worship.

    • This is just the start of robbing Zambians! Soon we will have to start repaying the KALOBA that Lungu and his gang of thieves have borrowed and stolen, plus all the interest.

      Zambians will then see more than half of what they earn confiscated to pay for their reckless borrowing and corruption.

      And services will be gone! We will not only be a sh**hole country, we will be IN THE SH*THOLE PF has dug for us!

    • You are absolutely correct. There is no more need to deduct money from people’s phone credits. What about people who live in villages of Lusaka without council services?

      Be more creative, and not take short cuts.

    • Collecting is the easy part…that’s why this utterly lazy man is keen to do it..simply receiving cheques every month; he can not do that in Council Market which they own!!

  7. This is the most stup!d mayor that we have been cursed with. Can he study the deadNBZ “better TV project and see how better TV is before he continues crapping around. There are a lot of projects that the council can embark on that can generate revenue for such run a Zoo with him as an exhibit, recreation and sports complexes, wedding venues etc and be able to make money other than subjecting the already heavily taxed citizens to more taxes. Every time this dreamer wakes up he come up with sh!t for ideas.

    I certainly believe that you are not suitable for this task and at the rate you are going, it’s clear that you not fit to be the person to drive the growth of Lusaka in well planned manner. Where are we with the Smart City sir?

The government gets a lot of taxes from us – name it; Pay as u earn, personal levy, Road tax, Toll gates, speed traps, road blocks, carbon tax, inspection of cars, fitness, physical inspection, parking levy, water, electricity, TV licence, TPIN, Tax on almost anything you buy in shops in terms of VAT, rubb!sh tax bands. K10,000 school fees for children in schools, School uniforms at not less than K500 per child etc. Now tax on talk tyme. And we should call ourselves pro poor government. Whom do they think they are fooling?
    Its too much even agalu can complain but we are quiet. One day izakapholeka!

  11. I’m disappointed with some politicians they make huge sums of money but failing to work, the only place they are trying 2 modernise is Lusaka why is this almost all the villagers will try 2 move 2 Lusaka and build their own huts imagine what Lusaka will look like.

  12. I do agree with analyser really the cholera outbreak must an eye opener , now you should devise ways that will detour the repeat of cholera in future , planners must always learn from some bitter experiences in life .
    If you cannot develope something positive from your misfortune then you are not fit to lead , leaders must be there to solve problems people are facing permanently you dont have to call jews to come and solve cholera problems when you know the cause of the disease.

  13. Sometimes i really dont know how leaders think. Telecomunication companies if they agree to this then something is fishy. The problem is not money, the problem is luck visionary and creative leaders. They counsil should come up with a system of concession zones. Then assign these concession zones to entrepreneurs. Then entrepreneurs should invest their own capital to build capacity to collect gabage. Then the councils role will be to regulate the business, quality controls and regulate how much they charge clients plus these businesses should pay concession fees on profit to councils. What that means is that business owners will be forced to come up with how to collect their money. How is that

    • He is a member of the party you support full of empty tins right up to the rafters…he has even the cheek to state that the ZAF & ZA soldiers will be on the streets for 6 months as if he is the one that is paying them. You only use soldiers when national security is threatened but this lazy people like Edgar and Wilson it simple logic.

  14. Collect garbage levies throughh rates levies, not talk time. You own a house or business you pay the levies. This is a stupid idea.

  15. How are LAZ not suing LCC over this. Those loud mouthed lawyers are quick to condemn the president, but wont really stand up for the people.
