Government says the Financial Intelligence Centre has broken internal communication channels by availing to the public information that was first supposed to be reported to government and law enforcement agencies.

Addressing a media briefing in Lusaka, Chief Government spokesperson who is also minister of information and broadcasting services, Dora Siliya explained that the information gathered by the FIC is intelligence information which can be regarded as rumors which Is why it is first supposed to be reported to law enforcement agencies such as the ACC,DEC and the Police for further investigations, verifications and prosecution.

Ms Siliya says government is currently conducting internal consultations and discussions regarding the decision the FIC made to publicize intelligence information before it was presented to law enforcement agencies.

The Chief Government spokesperson states that by revealing the information to the public, the FIC has rendered the report irrelevant because the public has been made to start judging the people mentioned in the report before they can be prosecuted by relevant authorities.

Meanwhile Ms Siliya says those complaining that there has not been enough consultation regarding the cyber bills should wait until the matter reaches committee stage in Parliament to air their concerns and make available their contributions.

And the minister has condemned in the strongest terms the reported attacks on some Journalists during the just ended Chilanga by-election, noting the need for journalists to be allowed to work freely without fear of being attacked by any political party leader or supporters.

Ms Siliya has however, advised Journalists against acting in a way that will make the public or political parties perceive them as being politically inclined as this can invite attacks from losing parties during elections.

  1. why are u shooting the messenger! are u sure the Acc, Dec and the police can act freely on the report from FIC? why is it that whenever corruption is mentioned, gvt is offended? ba Dora

    • Ba Ngosa, let’s not give room to wanton sensationalism. What FIC collects is raw data which must be investigated and interpreted according to facts. What they’ve done is fuel speculation and rumour mongering and no one would want to be a victim of such reckless actions!

    • The attorney-general was guest of honour at the publication meeting the FIC held. Why did he not flag the function off-side? My suspicion is the FIC has handed information with solid evidence of criminality but govt agencies chose to do nothing. I think they want to fire Mary Tshuma and perhaps the entire board. This they will do because of who has been touched by the revelation in the PF govt itself.

    • This is mostly abuse of public funds why shouldn’t it be in the public besides old man Sata started a bad trend when he said ACC cannot investigate any officials close to the presidency without getting permission from him first. Also one has to look at the Auditor General report what really comes out of It?? The scam of twin palm land sold to developers was in the original report but it was removed after it went to state house without any clear reasons so now the public is unaware of it. FIC did the right thing and clearly stands for the people unlike some of who have totally forgotten whose interests they are supposed to be serving 🙁

    • Zambians have lost faith in our leadership. PF are extremely defensive on any corruption reviewed or reported. This is why Lungu has never fired anyone because it preaches CORRUPTION. The man is so Wicked that he can’t see anything wrong.

    • People in Government have no shame. Processes and procedures should not be used to shield criminals. We know that even the president acts on intelligence reports, so long the evidence is strong. It does not mean that if it’s intelligence information then it’s a rumor. In gathering intelligence, evidence to support is also collected. Government needs to work on the perception of corruption seriously rather than always being defensive.

And he is another reason why we say these thieves have no stomach or political will to fight corruption…they are more annoyed that the public was informed than anything else…the report does not give any names but one can tell that there is so much money being moved from abroad through individual accounts of some of these proxy NGOs linked to some political players.

    • Dr. above, in what event can one by pass the channel of communication? in an ascending order, one can by pass that communication protocol u are talking abt if there is incompetence to the intended audience! but how does the the public come in? they are the rightfully owners of the resources, they are the tax payers and most important they are the employers of the current gvt, they deserve to know!! no breach of comm has been broken

  6. @ mwina Nkana, u suprise me, who can have the original Data without the raw Data? the channel used in communication maybe wrong but the msg brought to our attention needs to be considered! a day cnt jst pass without corruption and mismanagement of funds been mentioned in gvt! comrade, that shud be the source of concern

    If ACC, DEC and Police cannot investigate, verify for possible prosecution, who next in line will?
    The Common Wealth! What use was making the report public?

    • @ ba Luapula, before u show ur dourness on this platform, please read and understand the comment!! who said anything abt the Acc, dec and police not verifying the report! i was responding to umwina Nkana, abt the raw data and rumors, now my question to u ba luapula if at all u have ever taken any document for verification, Who verifies raw data or rumors? u are still writing the exam then u invite ecz to verify the results?? to tell u the truth ur politically motivated institutions can not confidently deal with corruption!

    • How will they prosecute the people involved when they are the ones that appointed them ? Such systems will never be functional as long as jobs are by appointment. No one bites the finger that feeds them. Those institutions are only formality the heads are puppets.

  8. The veil must get lifted when there is too much nonsense to stomach. I think we must move away from this idea that confidentiality means an opportunity to hoodwink the public. There are too many things being sprung upon the public and then government springs to defend itself and scrambles to explain the inexplicable. Whether they were wrong or not those indecent behaviors by those entrusted with responsibility and power must come to an end by NAMING and SHAMING. It is about time!

  9. I’d rather have broken internal communication channels than broken promises and stolen money from the people of Zambia! Write an internal memo asking for it not to happen again but DEAL WITH THE THIEVES!

The Atoney General was guest of honour who okayed the publication of the report given the seriousness of the crimes bena Chitotela and PF’s ECL have committed in helping themselves to public funds. The FIC,should understand the workings of Intelligence and role of gathering intel, who to share the gathered intel with,intel is not for public but only to whom it may concern,in this case the law enforcement agencies . They should not abuse the name Intelligence if they are just a group of media reporters .

These are merely people we have given the mandate to run our country so we the people need information on how things are being done regardless the channels of stupid communication. Zambians have a right to know. And I always say it’s about time we started holding these guys accountable. We only have one Zambia..lets protect it. But unfortunately the middle-class are the ones fueling these politicians as long as they get something out of it..Lets rise for our nation..we need a better country

Reading some contributions from those in favour of the gigantic corruptions taking place in Zambia, one may think they are acting and supporting most cruel deeds of those involved in corruptions like innocent children who are innocent as they know no wrong or right. You have only Zambia and God will never give you another planet to find another country that you will claim as yours.
