Government has no intension to recall British High Commissioner to Zambia

Government says it has no intentions of demanding for the recall of British High Commissioner to Zambia Fergus Cochrane-Dyet for the perceived breach of diplomatic etiquette.

Chief Government Spokesperson Dora Siliya dispelled fears that High Commissioner Cochrane-Dyet will face deportation following his recent comments and tweeting about corruption allegations following the 2017 report of the Financial Intelligence Centre.

Addressing Journalists at her office in Lusaka, Ms Siliya who is also Minister of Information and Broadcasting Services explained that Ambassador Cochrane-Dyet’s situation is different from recalled Cuban Ambassador to Zambia Nelson Pages Vilas .

In April this year, government requested the recall of Cuban Ambassador to Zambia Nelson Pages Vilas for breaching diplomatic practice by openly supporting the newly launched opposition Socialist Party.

Meanwhile, British High Commissioner to Zambia Fergus Cochrane-Dyet is reported to have commended the Zambia Financial Intelligence Centre (FIC) for exposing trails of corruption in the country in its 2017 report.

Speaking after a group of EU Ambassadors paid a courtesy call on the FIC Director Mary Tshuma at her office, Mr Cochrane-Dyet is further reported to have said that it was imperative for the Zambian government to take seriously the allegations of corruption highlighted in the FIC report.

Ms Siliya however pointed out that there is an established channel for diplomats to air their grievances to government, adding that Zambia cherishes its working relationships with other countries as well as development and cooperation partners.

She however stressed that the Financial Intelligence Centre as a government institution misconducted itself professionally for releasing the report to the public and civil society before presenting it to President Edgar Lungu and other relevant law enforcement agencies.

She said the report contained information that needed further investigation but had put private citizens and public interests mentioned in the report in jeopardy if the intelligence is proved otherwise.

Ms Siliya maintained that government is committed to rectifying the challenges that were faced in the implementation of the E-voucher system during the just ended farming season.

She stated that her counterpart from the Ministry of Agriculture Michael Katambo has assured that the ministry is working round the clock to ensure that the e-voucher meets all stakeholder expectations in the forthcoming farming season.

And the Minister prodded journalists to champion their cause by ensuring that they form a professional body to look into their interests.

Ms Siliya said journalists need to have a professional body modelled on the lines of the Law Association of Zambia in order to improve journalism standards and enforce ethical and professional practice in the country.

    Misleading headline. The government can only recall their own High Commissioner (Muleba Chikonde) who is based in London. The word you’re looking for is EXPEL.
    Also, check the spelling, it’s “Intention”, not “intension”.

On one hand the President, through Amos Chanda informs the Nation that the President finds nothing wrong with the FIC report because it mentions no person and no institution. On the other hand Dora says there is mischief blablabla…….who should we listen to kanshi, imwe ba PF?

    • You don’t seem to understand. The Government is saying the report answers to the mandate of the FIC, which is good. So there is nothing wrong with it. The mischief is in overstepping their mandate by not following procedure. The procedure is that they release the report to institutions mandated to investigate and prosecute if necessary. This did not happen. For reasons best known to the FIC DG, the report was prematurely made public, raising unnecessary dust. The DG needs to be disciplined accordingly. We should not allow mischief to reign for any reason. Which government would allow an abrogation of procedure in the running of its institutions?

I mean, right from the time of Kenneth Kaunda, whenever reports were submitted to government they never get released to the Zambians. I recall the Gabpon Disaster, the Barotseland Independence recommendations etc So that girl at FIC was right to release the report first to us, your masters you puss. This is a good precedent, from now onwards, all reports MUST be released to the public and civil society before being presented to Jonah Mutaware and his useless stinking law enforcement fimo fimo!.     • Indeed crazy reporters, my understanding was that Zambia had earlier expelled the British high commissioner to Zambia and now they want him/her back to Zambia. Crazy reporting.

Tell him to his face that when the entire parliament in his country was found to have been corruptly earning allowances, zambian high commissioners did not start uttering rubbi.sh in his cold country. Tell him to learn to shut his piehole. Zambians will deal with their own issues not people who spent centuries looting from us (from minerals to slaves) & now that they stushed the loot they come back to tell us what is what.

    Of course she will be fired or she will resign in due course, but we can assure the British High Commissioner that FIC shall continue in existence and function, Tshuma or no Tshuma.

  24. Good intentions are not enough. It is likely that FIC tried to strengthen its capacity to fight wastage of public resources. However, that intention has backfired. Senior government officers do not have the mandate to ignore established practices and procedures. To the extent that FIC management released intelligence related information, the FIC management must prove innocence. The allegations of improper conduct are justified. If there were dissenting voices within FIC itself from certain junior officers, again the same principle would apply. It is equally unacceptable for diplomats to interfere in the internal affairs of the country. The choice to recall is too drastic but an official complaint can prove defense of Constitution and Rule of Law and respect for territorial integrity.
