
PRESIDENT Rupiah Banda has with immediate effect made changes to his Cabinet in a move that has seen Deputy Defence Minister Eustarkio Kazonga being appointed as Local Government and Housing minister.
In a statement released in Lusaka yesterday by special assistant to the president for Press and public relations Dickson Jere, the president said that Dr Kazonga replaces Benny Tetamashimba who died in September.
The president has appointed Chitambo Member of Parliament (MP) Solomon Musonda, as the new Deputy Minister of Health, taking over from Mwendoi Akakandelwa who has been moved to the Ministry of Energy and Water Development in the same capacity.
Mr Banda has also appointed Kalabo MP Sikwibele Mwapela as new deputy Minister of Western Province, replacing Adons Mufalalai who has moved to the Ministry of Community Development and Social Services.
The president in making the changes directed the new appointees to work hard in order to improve service delivery to the people of Zambia.
Mr Banda has moved North-Western Province Deputy Minister, Joseph Mulyata to the Ministry of Agriculture and Cooperatives while Daniel Kalenga who was at the Ministry of Agriculture becomes deputy in North-Western Province.
Ministry of Information and Broadcasting Deputy Minister Elijah Muchima has been moved to Local Government and Housing, while Ministry of Sports, Youth and Child Development Deputy Minister Angela Cifire has moved to the Ministry of Information and Broadcasting Services.
President Banda has transferred Hastings Imasiku from the Ministry of Science, Technology and Vocational Training to the Ministry of Energy and Water Development with a call to help stabilise the flow of fuel in the country, which was erratic in the last few weeks.
Mr Banda has moved Gladys Lundwe as Deputy Minister of the Ministry of Energy and Water Development to the Ministry of Sports, Youth and Child Development.
President Banda has also moved Community Development and Social Services Deputy Minister Moses Muteteka to the Ministry of Local Government and Housing in the same capacity.
Deputy Minister of Sport, Youth and Child Development Christopher Kalila has been moved to the Ministry of Works and Supply in the same capacity, while Deputy Minister at Local Government and Housing Lwipa Puma, has been moved to the Ministry of Commerce, Trade and Industry.
The president has transferred Chrispin Musosha, Deputy Minister of Local Government and Housing to the Ministry of Science, Technology and Vocational Training, while Deputy Minister of Works and Supply Mundia Ndalamei has been moved to Sport, Youth and Child Development in the same capacity.
Others changes involve Deputy Minister of Commerce, Trade and Industry Richard Taima, who has been moved to the Ministry of Education in the same capacity, while Deputy Minister of Energy and Water Development Allan Mbewe has been moved to the Ministry of Agriculture and Cooperatives.
Meanwhile, President Banda has also made changes to his Government at the Permanent Secretary level where he has appointed Teddy Mulonga as new Permanent Secretary at the Ministry of Sport, Youth and Child Development.
The president has also appointed Timothy Hakayu as new Permanent Secretary in the Ministry of Local Government and Housing while Sherry Thole has been appointed Permanent Secretary in the Ministry of Science, Technology and Vocational Training.
Other new appointed permanent secretaries include Medson Lisati at the Management Development Division at Cabinet Office and Gabriel Kaunda who would be Permanent Secretary at the Ministry of Gender.
The president has transferred Permanent Secretary at Gender Matondo Monde Yeta to the Ministry of Lands, while Ngosa Chisupa has been moved from the Management Division to the Ministry of Information and Broadcasting Services.
President Banda has also transferred Teddy Kasonso from the Ministry of Tourism and Natural Resources to the Ministry of Energy and Water Development, while Community Development and Social Services Permanent Secretary Gladys Kristafor has been moved to the Ministry of Tourism.
The president has also appointed Menda Menda to take over as Community Development and Social Services.
Former State House senior private secretary, Alfred Sakala has been appointed Deputy Permanent Secretary in Luapula Province.

These changes are just cosmetic. One would have have expected those who caused fuel shortage to be removed from govt. Any way that is what the game goes. As for auntie Suzie, well her time had come and I am sure she is prepared for it. What changes is Dany Kalenga going to effect in N/Western? As for Teddy’s appointment as PS at Youth & Sport is it a reward for his failed attempt at Solwezi Central constituency seat or there to ensure that ZAmbia’s participation at 2010 Africa Cup in Angola goes well. I am sure Kalu will be under intense pressure from Teddy M on soccer matters.
Extremely bloted ministerial roll. Its time for pay back to carders and the bootlicking lot! While the rest of us wallow in s***tt. Bantu will turn the tables soon.

The man has gone crazy. This tells us that people we have in these high ranking positions are not productive. If that is the case, why have them employed? I know for sure that in Zambia we have educated people who can perform and move the nation forward. What we need is a system that works as regards appointments to these positions. Prospective candidates must be interviewed by a selected pannel and probably endorsed by parliament.

#4 True PF CADRE. Teddy Mulonga is qualified for the PS post. He graduated from UNZA in mid 70s, was Gen Manager BoZ Ndola in 80s, was Director Zambia Tender Board in 90s. Has been a soccer adminstrator from his Unza years, thru Ndola United to FAZ. As for Glady’s credentials, Iam not sure though I know one(my former School mate) sister is a lawyer and worked in legal dept at Kitwe City Council. So I cannot comment. But for Teddy yes and yes.

Shuffling chairs on the deck of a sinking ship. I suppose he was making those changes with eyes closed perhaps he did it the FIFA way, seeded loyalists(for ministers) in pot one , the hungers – on(Deputies) in pot 2 , once well to do now loafers, political failures, retirees, and educated cadres(P.Ss) in pot 3 and finally a few lucky career civil servants, the political useless etc ( D/P.Ss) pot 4. Justing wasting money moving these ‘good for nothing’ parasites.
This is just a waste of time and resources in relocating those who will move. They wont the country any better in there new roles. Mulonga hope we shall see sanity in that place, since U managed to run FAZ without funding.
RB concentrate on real issues mind you 2011 is almost here. DDM or DMD or watever the party is called please find a presidential candidate ASAP for your survival in 2011…….

This is exactly UNIP type of reshuffles that are meaningless apart from showing people that one has power. We used to see such things in Kaunda govt and his exstudent has started doing same things. Shame
Honestly, couldn’t this president find something more constructive to do instead of wasting precious time swopping the same dead wood around? We certainly need Divine intervention for our country.

Lord have mercy!! I didn’t realise that there were 2 DPMs in each ministry or am I seeing double? If what I have noticed is correct, it beggars belief how a poor country like ours is able to sustain paying for the packages for all these guys. Surely we could do with a streamlined cabinet which is competent enough? Is it tax payers money that is gobbled by paying all these salaries and what do people receive in return? How long shall we continue to have a budget that takes into account donations in order to make ends meet? It is high time we started doing things our way; this should start will reducing cabinet, provincial and PS appointments/numbers. If we can’t grasp this simple fact, we will forever be doomed to fail in all we try to do. Balance the budget with your own resources…
