
MINISTER of Science, Technology and Vocational Training Peter Daka says Government plans to build colleges in each district of the country under the supervision of his ministry to ensure all youths in the country have an opportunity to acquire life skills.
Mr Daka said in an interview yesterday the colleges will give a zero-entry point to enrol for studies so as to give school dropouts and those without full certificates an opportunity to acquire life skills.
Mr Daka said under the Sixth National Development Plan (SNDP), Government has a plan to set up institutions in each district so that individuals who will not qualify to enrol in conventional tertiary institutions can have an opportunity to acquire skills through the special colleges.
“Government wants a situation where no youth will lag behind in poverty due to lack of education. That is why we intend to ensure that all youths have a certain skill to enable them compete favourably, and at the same time contribute to national development,” he said.
Mr Daka said students who graduate from these colleges will contribute to national development through starting up their own business ventures in trades such as carpentry and tailoring.
“We realise that even those who drop out of schools should still be accorded an opportunity to have a skill that they can use to pursue their dreams, and in doing so be economically stable,” he said.
Mr Daka said this would in turn help scale down the level of poverty, and the tendency of school dropouts to engage in vices such as drug abuse.
“Acquiring a skill and education will equalise the playing grounds so that even the vulnerable can have competitive advantage in the search of employment,” he said.
And we are going to build airports, railways, new roads, dams, electric power plants, 10 new universities, 20 hospitals launch a couple satellites among other things…….
You are cynical. I am not MMD but if you read the Sixth National Development Plan it is all in there. The FNDP was a success and they actually did what they set out to do. These guys are just very bad at telling people about what they have achieved but to be fair, they did what they promised. One of the submissions to the Indaba was to remove segregation from schools so that everyone has an opportunity to education of some sort that can leave them with a trade. The government has responded to that. So let us not be cynical.
Good idea. Zambia can use more skilled man power. Failure to pass maths does not mean inability to acquire skills like tailoring, bricklaying, carpentry etc.

I think it will be important to really consider the issue of skills training in this country other than concentrating only on UNZA and other universities. Credit where it is due. This is a great awakening by MMD. The Japanese piloted such a college in Lusaka, Lusaka Vocational Skills Training Centre, on Malambo road and I think the results are there to see. How I wish the minister explained this to provide a bit more detail to his announcement. The problem I saw at LVTC is that while it was meant for Grade 7 and 9 dropouts, those who completed Grade 12 used their poor Grade 9 results to gain entry. Courses offered at LVTC included metal fabrication (foundry), woodwork, electrical repairing, bricklaying. The graduates either got formal employment or employed themselves as the skills acquired are practical. Fantastic idea for me.

I feel for the poor in Zambia. They have a government that seems to forget the basic tenets of development. Entering Lusaka from the airport gives you an idea of the mentality prevailing. The city has no design concept and no building regulation. Yet people keep talking about doing great things. How do you talk of colleges when just 30% of pupils enter secondary school and even less enter university? Why can’t we develop in the right way, rather than through sound bites? If there’s money, why not improve the quality of secondary schools and increase their intake? Why not provide universal free education? Why not provide adequately trained teachers in adequate numbers and adequately remunerated? Why talk big when you can’t even balance your budget without increasing the country’s debt?

This can happen in Utopia. A college without entry qualifications will attract everyone. So how do you regulate entrance? “Look I failed worse than you so I deserve a place here?” That can’t work. It only opens wider the door to corruption. Like UNIP did to cadres’ families by sending ill qualified sons and daughters to Eastern European universities, the MMD will pack relatives into these Zerolleges!
