2009 auditor general report out

Auditor General Anna Chifungula

The Auditor General’s report for the year 2009 has revealed glaring irregularities in various parastatals.

Irregularities that have been cited include unretired imprest amounting to K1.4 Billion , 14 Billion Kwacha in unsupported payments and irregular payments totalling K 4 Billion.

Parastal bodies that have been found wanting include ZESCO, the Road Transport and Safety Agency -RTSA- and the Citizens Economic Empowerment Commission -CEEC.

Others in the report include ZSIC, Judiciary headquarters, the State Lotteries Board and NATSAVE.

Other irregularities pertain to fuel amounting to 2 billion Kwacha.

The report also sites 1 Billion Kwacha which is unaccounted for and 10- Billion Kwacha of irregular procurements.

This is according to a statement released to ZNBC news on Thursday by Ellen Chikale the spokesperson in the office of the Auditor General.

  1. We hear of these findings every now and then. What action is taken to correct the mess and bring the culprits to book. Nothing. These reports just gather dust while colossal sums are spent from tax payer`s money on night allowances for auditors, travelling and other costs in addition to the money stolen and unearthed by audits. Govt works building massions in Chalala. The whole thing stinks to high heavens!!!!!

  2. Annie Chifungula only became aware of Kapoko’s activities after kapoko’s girlfriend spoke out. Before that it was audit reports as usual

  3. At-least. they are not colossal amounts under 5% of the 2011 Budget………………..

  4. Now handover the report to DEC and ACC, we want people behind bars too much takig already!!

  5. Number five. Unretired imprest is money given to an employee say going on a tour to come and account for it when he comes back. There are two forms of imprest thus Accountable and Non accountable imprest. Non accountable imprest is say given as subsistance allowance which is the officers entitlemenr per day e.g 160,000.00 x 7 days = 1,120,000.00 and the accountable imprest just like the name is where you account how you spend. Say you are going to Livingstone you will put fuel in mazabuka, choma etc then when you come back you have to account how money was used. Any change if any is surrendered back to the cashier to bank. Now unretired means someone has failed to account for how the money was used and accounts will assume money not brought back.

  6. We need people to be brought to book. For years these reports have been produced and nobody has ever been brought to book. PF government should prove us wrong this time

  7. Isnt it embarassing that we are in 20aa and getting the 2009 Audit report. Madam Chifungula were is the efficiency? Taking too long the culprits might even be dead or maybe action has even been taken to recover the imprest.
