Sata Promises More Jobs For Zambians

PRESIDENT Sata says his administration will target youths in job creation because they make up 68 percent of the Zambian population and constitute a larger number of unemployed people in the country, in line with the PF government’s manifesto.

The President says value-addition to raw materials produced in the country will be the route to job creation.

“My government will promote investment in manufacturing industries which will create employment, particularly for the youth who account for 68 per cent of our population,” President Sata said.

The President was speaking during Labour Day celebrations at the Freedom Statue in Lusaka yesterday, attended by hundreds of workers from both the public and private sector.

On value addition to raw materials, Mr Sata observed that Zambia is predominantly a producer and exporter of raw materials, with few manufacturing industries hence the need to prop up swiftly the manufacturing sector.

He said the absence of industries that convert raw materials to finished goods has robbed the country of the opportunity for job creation including increased foreign earnings.

Mr Sata said there is urgent need to develop and implement appropriate strategies and programmes that will facilitate employment creation adding that “the focus of the Patriotic Front government is to ensure that economic growth translates into increased job opportunities”.

The theme for this year’s Labour Day celebrations is ‘enhancing workers’ rights for sustainable national development’.

President Sata also called on the workers to desist from illegal work stoppages at all costs. He said it is regrettable that the country has experienced wildcat strikes that have been counter-productive and irked investors.

He said it is important for stakeholders to clearly understand that work stoppages retard economic growth and impact negatively on overall national development.

He said the PF government expects trade unions and employers to use the established channels to address current and emerging labour concerns.
“This is crucial to creating and sustaining peaceful and harmonious industrial relations, which are key to fostering investor confidence and national development,” the President said.

Mr Sata told the workers that high levels of productivity can only be attained through a positive work culture and attitude.
“Government is determined to change the work culture characterised by poor attitude towards work, which includes absenteeism, reporting late for work and negative attitude towards clients,” he said.

He called on employers to create a work environment in which workers feel valued, recognised and respected as this will enhance productivity.
He said his administration is aware that conditions of service for some public service workers need to be improved.

He said the PF government is committed to improving conditions of service in a sustainable manner, as evidenced by the recent package contained in the collective agreement with public service unions in April, 2012.

Government recently awarded civil servants salary increments of between four and 15 percent.
“I am aware that poor salaries and conditions of service prevail in the private sector and in some cases they are in contravention of the law,” he said.

He said there is need for a strong legal and policy framework on labour for government to address the many challenges the country faces regarding labour and industrial relations management.

Mr Sata said government will review and amend labour-related legislation to ensure that the rights of workers are safeguarded.
The President congratulated workers, who demonstrated outstanding performance in their discharge of duties and were honoured with awards in recognition of their contribution to respective organisations.

Various organisations and individual workers were awarded during the celebrations.

Minister of Information, Broadcasting and Labour Fackson Shamenda said 250 private, public and non-governmental organisations and institutions took part in the celebrations.

Mr Shamenda said this year’s Labour Day celebrations were unique as they are the first to be held under the PF government.

He said last year’s salary and improved conditions of service negotiations between the Government and public workers unions lasted over six months, at which public workers got a raw deal.

He said under the PF government, negotiations for salaries and conditions of service for public workers lasted 10 days and public service workers got more than what they had bargained for.

He said the PF government has also revised the taxable threshold from K1 million to K2 million to improve the public take-home pay.

    The president should just do the action and explained what he has done. Explaining what he intends on doing explicitly suggests he has no idea of what he is talking about and he is wishful thinking to appease the already naive people that accords him the joy of being their president

  6. Well at least he spending time talking about job creation. Wishing him and the govt well. He should stop nepotism and regionism so his govt can become all inclusive, in order to harvest from the diverse ideas and ways of achieving reduction of unemployment.

  8. Hw long have we hearing this ba Sata kanshi? Its painful to keep people on waiting list while things are not adding up. Take action and start some where agriculture, copper production into cables, copper tubing. Turn lumber/ timber into finiahed products.that is attainable:(:(

    What economic policy are you talking about which will create jobs? Do you know what is required to add value to raw- materials?

    3. Skills  —  Technical and vocational
    4. Work ethics
    5. Capital
    6. infrastructure

    Am afraid Zambia does not have any of the above to add value to any raw material.  You can dream on…  too bad for the 68% of Zambian who thought a grade 7 could give then jobs when himself needed a job

    As long as the leadership is perceived as having the capacity to offer companies at dawn and taking them back at twilight, attracting legitimate investors could be a tough sale. Furthermore, among other favorable factors investors in manufacturing look for is a skilled labor force (also technologically savvy) and I am afraid, in this area, our country leaves much to be desired. I recall a time when an entire University graduating class, after being recruited by a company, was sent back because they were less hands-on and more hypothetical.

    To add value to raw material is not a joke…   the reality is Zambia does not have what it takes to do it. Australia with the amount of capital and being a far much developed country than Zambia does not add any value to iron ore, manganese, copper, etc. Its exports raw material because that a competitive advantage.
    Ask South Africa another country so advanced than Zambia.. the have been singing the same song for years but have failed to add value simply because south africa does not have the ability to add value to platinum, gold, manganese etc.
    Ist not just a case of working up and going to a labour day parade and saying we will create jobs by adding value to raw materials. Bwana a lot is involved which Zambia does not have and i see it not having in the next 20 years.

  26. A country which can add value to raw materials requires a developmental plan. Its details the strategies to address the elements i stated in my first post. Its goes into addressing were you are going to export your added value. How are you going to have access to technology? Do you have the skills base and work ethic to achieve a level of productivity which makes your end product competitive on price…

    Does Unkwa know all that…..?

    This is not like managing kabwata we talking the real world.

  28. Important who is going to add the value? Is it government or the private sector?  How is it going to be funded? First Quantum is a private company which has no mandate from shareholders to produce copper wire. They are not a manufacturing company. Mopani is not a copper wire or copper pipe producer.

    How do you add value to raw materials when you can not even build a proper immigration office at livingstone? Ndola international airport is the still the hangers the Royal British air force left after second world war. Livingstone town the tourist capital city looks like a war ended yesterday.

    Tell us more Ukwa? Am sure you are telling the many blind Zambians.

  29. More important…  Has Ukwa calculated how many jobs will be created by adding value to raw materials? Not as many has he thinks by my calculation

  30. Zambia can have a competitive advantage by producing raw materials as well as create more jobs in the sense that more jobs are create at the lower end of the value chain than at the higher end. A copper mine will employ 2000 to 3000 workers while a modern copper wire plant employes 50 to 80 people.

    How many will you have to employ 68 % of your population?

  32. The secondary support industry created by a copper mine is far much larger than what is created by a copper wire plant. The multiplier effect is 15 as per the South African  experience.

    Does anyone one understand all this????

Sometime back the then Managing Director of ZANACO said that Zambia would have a serious skills gap in future.  I understood this to mean that if new companies where set up, how many Zambians would have the necessary skills to be employed by these same companies. Our institutes of Higher Learning are running on auto pilot not matching their targets with the skills that the country needs desperately. If you ask the kids attending colleges in Zambia what they are studying, I bet most of them would tell you that they are doing accounts or business administration. Where are the builders, the artisans, the technicians e.t.c.

    So let them feel it for once. The Bible clearly states that my people perish for lack of knowledge. This is exactly what Zambians did to vote PF. Let them reap what they sowed.

  35. # 21 Die Hard. Forgot one more character of Bembas — THIEVES. Everyone in Zambia knows Bembas are thieves naturally and disguise this ‘kalema’ with sweet talk as Sata potrays it with ‘more money in your pockets and create employment for youths’.

Can someone advise why Zambia does not have an E2 treaty with USA, i think it would be beneficial since Zambia seems to be very open to Investors , the E2 category is reciprocal and is a two way treaty meaning Zambians living in Zambia and anywhere else can also  invest in the USA and obtain E2 visa’s. There are a number of African countries who have this treaty with USA such as Ethiopia, Egypt, Cameron, Congo,Liberia, Morocco,Senegal, Tunisia etc

    You are on the ball!  Another reason in that manufacturing jobs are created nearer the end users.  If you make copper wire and tubes in Zambia you still have to transport all that to China or Japan and you will lose competitive advantage.  That is the reason why there are no LME warehouses in Africa or South America.  Final product manufacturers want intermediate manufacturers to be next door (remember the just-in-time practice in Japan?)  You can’t do that from Zambia when you have to cross borders and book ships etc.  Zambia should specialise where we have competitive advantages – raw materials.  Even Australia (coal and iron ore), Brazil (iron ore and soya beans) and Chile (copper concentrates and cathodes) are doing the same.
