President Sata responds to HH’s letter

UPND leader Hakainde Hichilema, presided over a flawed and corrupt privatisation exercise that consigned thousands of Zambians to abject poverty after being rendered jobless in the process, President Michael Sata has charged.

Responding to Mr Hichilema’s letter of 19th July, this year, in which the opposition leader accused President Sata of misconduct at national events, the head of state advised Mr Hichilema to tone-down the levels of his grievances and deal with his bitterness and pomposity.

Mr Sata charged that the reality about Mr Hichilema’s character was that his track record proved that his interests had always been self-centred.

“This explains why you are a principal beneficiary of one of the country’s most fraudulent economic policies that resulted in the reckless selling-off of assets of our parastatal companies, thereby condemning many of our people to joblessness, poverty, breakdown of families and even premature deaths, while you amassed gluttonous wealth at their expense.

“What is even worse is that you, the self-seeking prime recipient of this deceptive policy today wants to be speaking for the same people whose poverty situation and misery you participated in creating,” Mr Sata said.[pullquote]“This explains why you are a principal beneficiary of one of the country’s most fraudulent economic policies that resulted in the reckless selling-off of assets of our parastatal companies, thereby condemning many of our people to joblessness, poverty, breakdown of families and even premature deaths, while you amassed gluttonous wealth at their expense.[/pullquote]

In the response dated 23rd July 2012, Mr Sata alleged that Mr Hichilema was too bitter and frustrated to make meaningful contribution to national matters and that this was clouding his judgment.

Mr Hichilema had accused President Sata of trivialising and undermining the Office of President on issues affecting the nation.

But Mr Sata urged Mr Hichilema to learn some humility and do his best to develop love for all the Zambians even those from different ethnic backgrounds so that he could become a constructive leader.

“Reference is made to your letter, in which you elected to give to the media even before it reached my desk. That conduct alone demonstrates the ill-will and babyish approach on national matters.

The bottom-line is you still have a lot to learn about Government and the way it operates.

“Your lengthy letter is nothing but an open insult to me and its contents do not deserve my response because that is not what you were looking for. My young brother, your current bitterness-laden-ranting will not help you in your political career,” the President’s response read in part.

    • Many times Some ministers may not know tricks happening in others ministries. Sata was not Minister of Commerce and industries where privatisation was being carried out. He never even met HH in privatisation and agreements. A lot go on that one can not know everything. How come Sata did not handle Zamtrop monies? or was not signing mining contracts? etc.

    • Sata was fully aware of  FTJ’ S SAP. These decisions were made in cabinet meetings in which sata was part. so its their govt with FTJ that presided over such ccorrupt privatisation nnot private citizens….Shooting in one’s foot! 

    • Floyd Chitalu you are on the point. One addition though is that the Privatisation Policy itself (where Sata participated in making) was well intended. It was based on advise from WB/IMF. The execution however is where things went wrong. Sata was not anywhere near that. This is where crooks stole and the policy became fraudulent.

Can HH surely rule this country?He got his wealth from the selling of our mines and left people with no work as most were retrenched by the new owners and he says he can eradicate poverty?How?HH chimofye na Nevers…….they are all dull chaps.

  3. Hahaha, Mwanawasa in 1993 fired sata for corruption. HH was never in govt BUT was just like many other firms given consultancy services. He did his part and SATA as a minister then never raised an eyebrow. I find the president’s response immature and an attack on HH even over things he did not raise.

    • you obviously dont know the full truth of what transpired.How do you oversee the privatisation of a company and later become its chairman-that is corruption.whose interests was he serving if he was eying the chairmanship-obviuosly his own and not the tax payers.By the way lm talking about sun hotels of which he is chairman when he forsaw its sale to the current owners

    • Ican see one of you is not getting the point right, HH was by then a business consuntant who was selected from the Govt of SATA who was alson a Minister at the time privatisation was going on.Why then did mr sata being a decision maker at the time allowed what HH was doing. The beans was spelled out along time ago.If he really love the people , why didnt he advise his Govt at the time of all these processes. HH was in business and what he did , he didnt act alone. There were some other people on the desion maker pannel. Both Sata and HH are to blem when it comes to this issue. They are all Zambians who were supposed to protect the interest of the peopl of Zambia.

  4. Yes those parastatals were sold for a song. The change from autocracy to demogracy was done without due regard to the adverse effect on the population. In their megalomaniac desire to get rich they did not pause to consider the careful steps that needed to be taken in order to cushion the impact such a change inevitably brings. When others were dying from the chaos that followed, a few were smiling all the way to the bank with ill gotten wealthy at the expense of the Zambians. 

  5. My question which needs an honest answer is, why is it that both the previous regime and the current one know about HH’s wrong doing and yet they can’t prosecute???? PLEASE I NEED AN ANSWER.

    • Because when a policy is put up by government and one finds a loophole and takes advantage, the government cannot prosecute because there would be no case to answer. However, the intergrity of the doer is what remains at stake. This is what the president is talking about. Some people have gotten away with murder by claiming temporary insanity or self-defence. But in the end, we all know that Kantwa killed Chite.

    • Chiluba and HH FLASHED all the the documents in the toilets at state house… The only sources of evidence we have is in foreign hands… But the government is working toward retrieving some of it… But the nasty bottom line here is that, dealing with HH in court could be a national sensitive issue as the present government is bound to be accused of tribalism or anti- southern province… So the issue at hand is so delicate and tricky indeed!!!

    • This blind loyalty is what is killing this country. The president held in cabinet and as minister without portfolio was third in hierarchy and you said he was not in the inner circle. These people as cabinet made the final decisions and should be held even more accountable than HH who was a mere advisor

  9. CNP, Does it Matter who wrote it? Government has scribes whose task is to write speeches on behalf of there superiors, ministers , perm secs… etc and indeed the President. Theres is to just approve and append their signatures to it. Whats important here is Ba Sata has responeded and pretty well I might add.

    • Please leave Chitalu out of this … Valentine was the most credible guy we had at ZPA and when he could not stop Chiluba’s loot and HH’s appetite for liquidation fees, he personally resigned to join CDC.

      So, please don’t include him in this issue. In fact, he and Ronald Penza were very methodical in the way they were handling the privatization process but Chiluba wanted to move faster and steal quickly and when they advised him otherwise, you know what happened to Ronald and Valentine could not continue serving a wicked master, he left.

      These two were the best jewels we had in the privatization process and after they left/gone everything became free for all. We could have done it the Boris Yetsin way and 80% of that wealth would have been among us through leveraged buy-outs (LBO)

    polices, in short one of the initiators.after failing to run the industries they had to liquidate them and hired someone with knowledge on how to go about the liquidation,hence hh was hired.when you kock down a person with a car the motually attendant should not be condenmed for taking care of the cops but the one that causes death

    • Ka Chiluba was a tricky master, even though it appeared  in public circles that Sata was a third person to Chiluba… Chiluba hated Sata to the core. Thats why Sata was not appointed as part of the sourcing and deal making inner circle… Only HH was a trusted servant of Chiluba only in private and hidden to the public… Mafia at work!!   TITO Chiluba….

MCS was number 3 and HH was actively selling the assets on instructions, but who doesn`t know that he personally benefited. At the end of the day it is the common person that suffers. Both of them are properly insulated.

Why doesn’t Sata reply on PF paper in his capacity as party president? We do not need such in a country where the challenges are enormous and the future is looking bleak. Sata could have participated in putting the framework but he did not execute it but the experts in the likes of HH who saw an opportunity to steal from Zambians. who has proof of Bembas being thieves? people always talk about Bembas being thieves, what have they stolen that you cant mention…one tribe in Zambia was given the responsibility to run mines in Zambia, did they succeed, no! why then should we give them the presidency to ruin the nation. political parties like the UPND should just disband because they will never this country. after Lungu finishes his term in 2021, Chipimo will take over.

    UPND: 26.76%, 25.32%, 19.70%, 18.17%; 
    MMD: 28.69%, 42.98%, 40.09%, 35.42%;
    PF:  3.35%,  29.37%,  38.13%,  41.98%.

Sata was never in charge of the govt that did privatisation. he can not take the blame for being part of it. however HH was in charge of the entity privatising companies. he may have been number 3 but was his voice heard? I wish HH could tell us if he never benefitted from any actions by way of him having privelleged information

    • HH like many good tonga’s started by inheriting a few animals and a few parcels of land. He is a Trained Businessman, Chartered Accountant so he used the expertise he acquired in Britain to rise in Business. Grant Thornton was what elevated him to preeminence. The same people who think HH is corrupt were also claiming Mazoka was a cattle rustler or whatever. The fact is just that People in Southern Province are very hard working and extremely smart. You will never find lazy hungry children in Tongaland, I know cause I have lived their with them. I too own cows and farms in the Monze and Choma area. We are just damn good.     • I don’t agree with you when you praise your province like that. There is no single province that can stand alone in Zambia, we all need one another. There is no man more superior than others werther tonga or non tonga. if you want to ride on tribe in order to get to plot one you will be frustrated more and more. Have you ever heard a bemba campaign on tribal lines…never! they just know how to talk that is so.

      Have you ever seen relief food going to northern province in the history of Zambia…never but we have witnessed times without number in the southern province.

  39. My comment is on the current tendency of the President to use either his press assistant or presumably someone from the Post to respond to attacks on his behaviour. I know Presidents are helped in speech writing, but I think this ‘takes the biscuit’. How many times has Sata actually been heard to respond personally and directly to HH, RB or others? As this goes on, the language in those ocherstrated specially written responses becomes less and less connected to Sata himself. They read as if its Chellah himself or someone from the Post who is personally embroiled in the issue. Sata might order a reaction, but the more he steers clear from it himself, the more it appears detached from him.

  42. I have seen and come across a lot of response letters by responsible leaders or people in authority, it is rare that you find they raise issues of one being pompous, self centered etc.
    Am sure the head of state can address the mans queries without speaking the way he has. To make other feel you are there for them even when they insult you is best to ensure you respond kindly while addressing the matter at hand, harsh words for harsh words will not solve anything

  47. Anyway, back to the story at hand. The biggest problem I see with people like HH is that they somehow feel more entitled to their opinions than the rest of us. Especially those of us whom they perceive to be less educated. Just look at the way HH and his UPND vehemently defended and supported the “DEGREE CLAUSE”!     If HH was a serious person and genuinely wanted to advise or state his concern on National issues to the President, he could have written to him in confidence and wait for his response, or lack thereof, without unnecessarily alerting the media about it. Why did have to involve the media before the letter even got to the President? I mean, what were his motives and intentions here; to embarrass the President?

    Sadly these are the so called “educated” Zambian politicians who seem to be seriously deficient in their political leadership roles. And the person they have nicknamed “CNP” seems to be walloping them hands down!

    Sata may not be the most formally educated person to ever have occupied State house, but lack of formal education should never be mistaken for lack of political smarts and abilities. HH is a novice compared to Sata when it comes to playing the political game. Sata has plenty of STREET and POLITICAL smarts HH will probably never match in his entire political career.

When he just became president he claimed HH unlawfully bought his house from Lima Bank, when it was realised that that information was not true the president went quite. HH was a private consultant hired to perform specific services for which his firm was paid by ZPA. So it is actually good that HH bought some companies that had no chance of savival and stabilized them.   81. Continued … I was one of the few, young at the time in my early twenties that never believed in the “HOUR” and never has. One of our arguments with ZPA at the time was first creating a legal framework and having laws in place before we could embark on the process was an essential aspect of the conceptual framework.

    There could be no proper privatization without laws in place for the process to succeed; we argued, FTJ could not listen. FTJ was deaf to all that, we argued that we needed the Lusaka Stock Exchange in place so that all assets would be offset there, we were told it would come in later. If all sales were handled by BOZ through LuSE, we could have had transparency but we were given a cold shoulder … continued.

  82. Continued … The other issue we argued for was Leveraged Buy-Outs similar to what Boris Yetsin was doing in Russia, the untouchable sacrosanct FTJ was the jack of all trades and master of none who could not listen to anybody. He had all of a sudden become a god of some sort.

    Our Pension funds in Zambia at the time had enough cash on hand, all insurances companies at the time had so much cash on hand and even if all the liquid assets of all thrift institutions in the country could not buy up all parastatal because others such as ZCCM were huge, (ZCCM was the world’s largest conglomerate at the time it was privatized trading at the NYSE), new inflows could have met net asset values thus derived … continued.

The advantage with Los was that all these companies had highly trained technocrats, the best of the best Zambian brains available, trained at the best institutions such as Cambridge, Harvard, Stanford, Oxford, etc were at the helm of these companies, such that when new owners came in they were actually being advised by our own people.

    If we offer these companies to the sitting board of directors and their unions as new share holders (employees through unions would have participated in profit sharing schemes) only privatize 10-20% to foreign entities, the work culture would change and the bottom line would improve because everyone would now be an equity holder, we argued but Chiluba would not listen … Continued.

  87. Finally, at issue is not whether HH is providing employment to the present day smart people of the Zambian Enterprise but whether he used his inside knowledge (not available to everyone else) of the prevailing circumstances to enrich himself.

    This is called “Insider Trading” and depending on the statute of limitation in Zambia, if a case is well-built against him, he could end up being locked up. Remember Martha Steward? Ever read about Winans who wrote the “Heard on the Street” column profiling a certain stock?

    The saddest story for the smart people of the Zambian Enterprise is that, there were zero billionaires in Russia at the time we were all chanting the HOUR, HOUR, HOUR, THE HOUR HAS COME!!! And now there are 92 and we have none. Never again Zambia, never should we!

I am a chartered Engineer (P.E.) here in the USA and I can promise you I don’t sign any document for free. Whenever I append my name to a design, I am taking a huge risk and how can you expect me to take risks for free. What about all the sleepless nights I had to spend in school to get my degrees.   94. I have no friends in PF, I am still UNIP even if it may never take the reins again in my lifetime. I am a patriot first and I think independently all the time. So, I am not here to please people from whatever sides(UNIP, MMD, PF, UNPD, etc), I will say it the way it is … so help me God.

    Even where we went wrong as UNIP, I have been able to highlight those things and would be the first to admit. No blind loyalty to any group from this cat Badala. Zambia is greater than any single one of us.

This is proper idiocy,There is little link between what HH said and what Sata is saying.Its clear Sata has lost it in this letter as he is trying to hoodwink bloggers.Sata can not run away from the selling of parastatals as he himself was actively in gvt at the time and a senior minister at that.I would urge Sata to go back and read the letter and answer the issues HH raised which to me  are genuine queries on his judgement and actions

  105. Yambayamba the ‘degree clause’ came at a time when HH was still in the pact with PF. I remember him clearly state that it should not be a requirement. Whether he was speaking from his own convictions or to save face since our President may not be a degree holder, I do not know but surely he should not be misquoted. In my opinion, I still feel that if so many jobs require a degree holder or higher, why should the Presidency be an exception-why take such a mamoth task and rely on experience, talent or wisdom alone-too much is at stake. So if one with a degree would suggest the same, whether I have one or not-I would still make out the logic in that without branding such a one a being proud of his academic achievements.

      Baba, the presidency is not a specialization like you pick “Library Studies” in college! If we require a degree, very soon will be arguing about what sort of degree qualifies for the presidency. What does the person who studies Nuclear Physics know about Economics, Political science, Social sciences? Never heard of a college that offers a degree in the “Presidency studies”! So, this is slipery slope which is best left alone.

      And yes, HH may have said something about the Degree clause simlpy to save face. But he surely did not show leadership on this issue when MPs from his own party who sat on Constitution review commettee were busy champion this clause. That’s HH for you! Anything he thinks benefits his selfish political ambitions, he goes along with it!

      UPND and HH thought that if the degree clause was implemented it would disqualify Sata and make HH head of the PF-UPND pact.Only when they found out that Sata actually may have been a few steps ahead of their shananagans (that Sata actually has some sort of a degree) did they drop their phony support for the clause. Go back to the arguments the UPND was advancing at the time and you will find that what I am telling you is true—if you have already forgotten!
      HH has never accepted to be number two in any pact he has entered into with others, and they have been quite a few already. This is the main reason why the PF-UPND pact failed. Mr. “SOME OF US” Hichilema was too proud to accept the fact that his party was smaller and less popular compared to PF. Go figure!!

      And if you think the difficulties the current purported MMD-UPND pact is experiencing is without a reason then you don’t know how HH thought process is! I feel for poor Nevers Mumba who at least stood and won the presidency of the MMD. But HH just wants to come in and jump to the front of the line by any means necessary, despite the fact that his party is very junior and small compared to MMD. But NO, none of that matters to this POWER HUNGREY chap. All he is focused on is find enablers to get him to State House—and RB is just about right for this job—-never mind the terrible tribal tinged approach they have decided to go about all this. It is up to HH to make sure he distances himself from such divisive approach to national issues if he hopes to become President!

  106. a few facts will help here. HH was a financial expert whose firm was engaged to “value” some of the government parastatals. Elias Chipimo’s Corpus Globe was engaged as legal experts for some of the parastatals. these two firms were engaged after open bidding by the Zambia Privatisation Agency, an arm of Government. the actual privatisation was done by neither, but ZDA itself. you might hate either of the two, but do not distort the facts!
