
Government through the ministry of education, science, technology, vocational training and early education has today signed a mutual accountability framework with its cooperating partners for the third national implementation framework (NIF III) of the education sector under the sixth national development plan for 2011-2015.
A total of 211.25 million United States dollars has been committed for the period of the third national implementation framework up to 2015.
The committed resources will be critical in programmes such as the implementation of the free education policy up to grade 12, upgrading of community schools into fully fledged primary schools as well as promoting gender equality and equity.
Speaking during the signing ceremony in Lusaka this morning, Education Minister John Phiri says unless attention is paid towards improving literacy and numeracy levels particularly for the early graders, performance among children will forever remain at the tail end in the SADC region.
Dr. Phiri says the country is resolute in its quest to attain the education for all and millennium development goals by 2015 adding that the Patriotic Front government has prioritized education as one of the key sectors for increased investment during the period of the sixth national development plan (SNDP) and beyond.
He however stated that government on its own cannot afford to meet the demands owing to the many competing needs.
And speaking on behalf of the cooperating partners, Shaya Ibrahim Asindua, who is UNICEP deputy representative to Zambia said no nation can aspire to substantive economic and social progress without investing in quality education.
Mrs. Asindua notes that strengthening and building capacity in the educational planning and use of accurate and timely data for evidence based decision and policy making is vital for effective implementation of the third national implementation framework.

Well a lot of good news coming in about Zambia in the past 2 days. The Kwacha is gaining, ZRA is back and now free education upto G12. Well this is commendable

And they don’t realize that they are burying themselves to the Zambia people. They opposed minimum wage, they have opposed ZR concession cancellation, The opposition will cry in 2016 that the PF is rigging elections while its what the PF is doing now which reasonates very well to a common Zambia. As Obama said at the recent Democratic Convention, ‘We ve got to start from somewhere and wee do not leave anybody behind, we are in this together’. We need to educate everybody as we continue to create more jobs. One thing at a time, we will get there.

These are the plans that MMD left, this has not been started with PF. those of you are excited for nothing- read the statements thorough- it says III part of the programs. these were programs started by MMD. PF should also start it own programs.

@mwansa…dont use your backside to think..use your brain…wherever you go in the world:the good policies,projects left by the previous governments are always taken on if they are of much benefit to the citizens…why should they go back to the drawing board and start afresh…it is even better to capitalise on the positive projects and finish them.

I am not surprised at your level of reasoning. I now see why the Western World does not like unskilled labour migrants like you who do not know how to distinguish between state policies and Party policies. If you really live in the USA, check the American government policies and not only for Democrats or Republicans. Learn something from there as regards governance of a state.

Next PF should give proper subsidies to the farmers this farming season and then work on most of the feeder roads each year. Increase the road network and work on a viable railway system and move all heavy cargo onto the rail so our roads can stay longer. It will really help us in Kitwe. Expedite the road works on Pedicle Road through Congo to Chembe
And find jobs for those truck drivers and lorry boys who are going to lose jobs or employ all of them to RSZ. Eeeeeeh…….
Then the MMD govt was also working we have not yet seen anything that PF has for us. they are now receiving on behalf of MMD what MMD was going to receive because it was already agreed upon. (NIF III) which means there was NIF I and NIFII. you must understand that. Kutasha fye MMD, fro waht they left. PF was lucky to find something in place.
Good move guys..PF. Go go show these useless MMD how government works. The MMD was busy captalizing education where only children of thieves were able to go to universities. Let education be free up to Grade 12. All the developed countries have made lower education free. More votes to the PF.
