SIM and phone registration started in 2009, has nothing to do with PF-ZICTA

ZICTA has clarified that the just commenced national SIM and phone registration exercise has nothing to do with the alleged plan by the PF government to crackdown on public dissent.

ZICTA Director-Legal and Regulatory Affairs Thomas Malama explained that the exercise started in 2009 when Parliament passed the ICT Act, long before the PF assumed power.

Mr. Malama said assertions that the PF government wants to collect mobile phone user’s identity details as part of an opposition crackdown are baseless.

“There is not truth in that. As far as ZICTA is concerned, this law was passed to enhance cyber security and had nothing to do with politics,” Mr. Malama said.

He observed the exercise has attracted unnecessary criticism from some opposition political parties.

“We are simply effecting Statutory Instrument 65 of 2011 issued pursuant of Section 64 of the ICT Act of 2009 which prescribes that all users of mobile phone service should provide basic KYC(Know Your Customer Information) to the service provider which should be passed over to ZICTA.”

Mr. Malama emphasized that every apparatus used to access mobile phone services should be registered adding that the end date for the exercise is still to be determined.

He warned that those that may not register their SIM and handsets will have their mobile phone service deactivated.

Mr. Malama was speaking in Lusaka this afternoon when he made a presentation on cyber security during the ongoing 4th annual Celpay mobile payments national conference.

    I’m not against SIM registration but i just dont trust PF, they will use the information we will give to our disadvantage…. These failures are capable of listening to other peoples calls.

  2. yaba! elo lwanya. blantant lies here. i have been buying phones and sim cards from ba airtel and celtel from time immemorial and never have i declared or signed any form(s). just say that you want to start gagging chapwa!

    The devil lies in that paragraph, why should the provider pass customer information to ZICTA? That is exactly what does NOT happen in developed countries.

  4. As an example ; there are 2 types of mobile phone ‘contracts’ in the UK.

    1. Contract phone: you pay monthly and you have to give your details to the phone company.The phone company has no obligation to hand over your details to the government.

    2. PAYG (pay as you go): You dont need to leave any details. The phone company has ZERO of you personal details.

  7. Time for people power – very simply, do not register!

    With GRZ’s slow performance on everything, it will be forever until they announce (let alone implement) the cutoff date. Imagine people from all the villages who now have to go to town to register. The phone companies will also resist and ask for extensions, especially if a large share of their customers are not registered.

    It would be economic suicide any government to turn off the nation’s phones!!! Kenya, for example, has never followed through on threats to de-register existing customers there.

    Again, if you are concerned about your privacy (and it’s not just criminals who should be), simply do not register. Or, wait until the last possible minute and see what happens. 

  8. i believe that for zambia to have a form of development, it needs organization of know where and how, not what. no one in there right mind would object to know know where and how. its an easy way for anybody if the where and how can access a loan, so long and hope for good. Zambia need identity of stay and placement, conformable. and with sim registration maybe, may be a beginning somewhat and with hope. a nation that is disorganized is tough to develop

  9. Nkubeja! Registration actually started in 2009? Registering handset that are just stollen day and night or pack up for whatever reason – hence increased burden of not only reporting to police but to MTN/ZICTA whenever one loses phone. No wonder the SI never saw light of day under MMD; may be it still needed to be refined to be relevant and value adding. Now come the men of action, acting even against logic and reason! Start registering, everything fyalaisova!
