Decrease in donor assistance means Zambia’s economy is growing-Thornton

British High Commissioner to Zambia, James Thornton, says declining donor assistance towards Zambia’s national budget is a clear indication that the country’s economic is on a growth path.

Mr Thornton says there has been a considerable projected expenditure increase in the 2013 budget compared to 2012, which indicates that the projected income is equally good.

The High Commissioner said this in Senanga today when he met government Heads of Department in Senanga as part of his familiarization tour of Country.

This was in response to a question from the District Meteorological Officer, Thanda Ngwelela, who wanted to get the High Commissioner’s views on next year’s budget which was present by Finance Minister, Alexander Chikwanda, Last Friday.

Mr Thornton said the challenge now is for the Finance Ministry to raise income through revenue.

He said the success of the budget will largely depend on how well the Ministry of Finance maximizes government revenue through taxes and other means.

“Government is right to be aiming to increase income, thereby, having more money to spend. Obviously that creates a challenge because income has to be raised from taxation and elsewhere and that’s the biggest challenge for every Finance Minister,” he said.

The High Commissioner said his government is working with the Zambian government to ensure that money in next year’s budget is spent in the most effective way.

Mr Thornton said the country’s 7.7 per cent economic growth as projected by the International Monetary Fund (IMF) is very impressive.

“The 7.7 per cent economic growth projected by the IMF for Zambia is a very high growth by any standards,” he said.

  1. This is what people of Zambia were looking for, not these self claimed economic managers, Just by President Sata elected President and him apointing Hon. Miles Sampa and Hon. Chikwanda to Min. of Finance, the whole world shifted its attesion to Zambia’s economic grouth. The world now new Zambia is in credible hands. So Hakainde’s bitterness will never help him at all. You cant match Hakainde with Hon Sampa by any measure he is far below the bar,,,what more with President Sata, HH is just a little ka fish without direction.

  2. Not so fast Mr ambassador.Certain african countries are able to meet over 95% of their budget but zed is far from being able to be let loose.Not zambia with just 76% budget financing.

    • Some of you guys will never appreciate anything. Anyway the fact you should know is that Zambia is developing. Whether you like it or not. Those countries you are comparing with Zambia started from somewhere. And by the way, what is the percentage of those countries in Africa. Probably that will give u a clue of where Zambia is, my friend. Be positive

  3. Zambia can finally become an independent state. Good news! Compared to countries like Tanzania with +/-30% and Malawi -/+40% foreign budget support, step in the right direction

  4. Zambians are extremely happy with the way President Sata is selling Zambia to the international community interms of business bilaterals.This is the man we needed many years ago. Now you will see how this country will collaborate with high profile bussisness partners, am very sure with youger and vibrant Ministers like Miles Sampa who understands economic and financial matters, Zambia is shapping up for greater destinations.

    We know small chicks of the likes of Hakainde will be screaming out of ignorance, but we will not be delayed by selfish minds.We have a country to govern while he has no constituency.

    • i just dont know what is wrong with you. zambia’s reputation  was not discovered with the advent of mcs. in fact in all respects we feared mcs mighty change the direction of the country and take it towards UNIP as per PF manifesto. but i do give his credit for maintaining the established path

    • I agree with you that should be our aim. South Korea only imports 1% everything else they buy and use are made in South Korea.

    • UTH will never have the required equipment or medicine lets equating it to health care. what you should say is that when “you see equipments and medicine in the country then i will know ….”

  5. Cutting of donor funding is a good move!!! we will be able to make independent judgements without the fear that donor funding will be cut if we say no lesbs & homo’s rights.

     Most importantly, it’s high time our African governments learnt how to fish!!!!!!!!!!

  6. #3, THEY ARE SO MANY THINGS THE FINANCIERS ARE LOOKING AT INCLUDE THE COUNTRY’S RESOURCES, POTENTIAL TO GROW ECONOMICALLY, CURRENT ECONOMIC POLICIES, CORRUPTION FIGHT WHICH IN MOST CASES HAS BEEN HINDRANCE TO ECONOMIC PROGRESS AS MONEY WENT INTO PRIVATE PEOPLES’ POCKETS AND SOME OF IT GOT BARRIER AT FARMS. ZAMBIA HAS ALL THE RESOURCES. WHAT REMAINED WAS POLITICAL WILL WHICH CURRENTLY IS BEING EXHIBITED BY THE CURRENT GOVT.

TANZANIA IS HIGHLY PRODUCTIVE IN TERMS OF FOOD PRODUCTION. BUT, STILL THERE’S A HIGH LEVEL OF CORRUPTION. SO, THING CAN’T MOVE ECONOMICALLY. NO WONDER MORE ZAMBIANS ARE NOW USING WALVIS BAY PORT IN NAMIBIA FOR THEIR IMPORTS.

BUT, THE POSSIBILITY LIES IN TURNING RAW MATERIAL INTO FINISHED GOODS AND HOW QUICKLY THE GOVT COMES UP WITH THESE MANUFACTURING AND FOOD PRECESSING INDUSTRIES ALONG WITH FARMING AND TOURISM. THE VIGOROUS TAKEN BY THE PF GOVT IS INDICATIVE OF WHAT YOU ARE WISHING FOR- STOPPING TO SELL MATERIALS IN THEIR RAW FORM BUT ADDING VALUE TO THEM AT HOME BEFORE EXPORTING THEM.   15. James Thornton is expressing his views typical of a colonial master. Reduction in donor aid has nothing to do with Zambia’s economic growth projected by IMF in USA. UK does not get lectures from IMF on which countries UK has to give aid. Thornton is loud speking on the pressure UK parliamentarians have resolved to reduce and do away with donor aid to most developing countries whose economies have recently showed some growth. UK has issues with its social welfare system which is under heavy cuts from the Conservative government. Reduction to Zambian aid should be explained in plain english than speak hoodwinkinly as a colonialist.

  16. pls indulge me a little. 1. since we havent disburded the $750m. was it necessary to expand our budget by almost the same amount secondly , is grz intending to borrow some more? this will bring our foreign debt to about $2.5bn. as much as we appreciate roads and infrustructure, they dont bring in money on their own. it would’ve been better in my view for grz to balance the budget and live within our means. dont forget that in yrs to come aid will be cut and will need to borrow. this culture of borrowing is a trap. the high commissioner is happy for us to borrow and enslave our selves. finally am glad to see that the president has swallowed his pride and become a globe trotter like his levy and RB. Foreign direct investment beats debt any day.
