Investors more confident in RB than 60% of Zambians

The kwacha has made a dramatic comeback with a strong appreciation following the inauguration of President, Rupiah Banda.Before the election day the kwacha depreciated to trade at about K4,800 to one US dollar.

But the latest exchange rate report issued by the Zambia National Commercial Bank shows that the kwacha is now trading at K3,850 to one US dollar.This represents an appreciation of about 20 percent.

And Local Economist Chibamba Kanyama said the performance of the kwacha is a sign of the level of confidence investors have in the leadership of President Banda.

And Commerce Permanent Secretary,Davidson Chilipamushi, said the Kwacha will regain its stability now that the uncertainity created by the Presidential election is over.In the first quarter of the year, the Kwacha was trading at K3100 to $1.

Meanwhile foreign analysts are hailing the election of Rupiah Banda as potentially good news for mining companies like First Quantum Minerals Ltd. and Equinox Minerals Ltd. Like Mr. Mwanawasa, Mr.Banda  is strongly in favour of foreign investment in the copperbelt.

But one difference from his predecessor investors are happy with is  he appears to be opposed to the higher mining taxes that Zambia introduced this year. While he has said publicly that he will follow the policies of Mr. Mwanawasa, there is some hope for investors that he will make the punitive windfall profits tax less costly.

It appears that the onerous tax rates enacted into legislation in Zambia earlier this year are likely to be significantly watered down. And this should enable the country’s copper producers to regain a stable economic footing,” TD Newcrest analyst Greg Barnes wrote in a note to clients.

Mr. Barnes calculated that the current windfall tax could top 70% at higher copper prices. But if it is reduced to a flat 25% tax above US$2.50 a pound copper, then it would decline to between 45% and 50%. At current copper prices, the windfall tax is irrelevant because prices are too low.

Mr. Banda barely beat out opposition party leader Michael Sata for the presidency. RBC Capital Markets analyst Cailey Barker considers this a “lucky escape,” as Mr. Sata was looking to enforce 25% local ownership in mining projects (though this was unlikely to get pushed through because of opposition in the copperbelt). Mr. Sata is contesting the vote and that may drag out the current proceedings.

First Quantum’s Kansanshi mine was the only one in Zambia that paid the windfall tax in the second quarter. Equinox’s Lumwana mine is going into production by the end of the year, but the company has a development agreement that it says will exclude it from the tax.

  2. Bloggers did say that the kwacha falling was as a result of hoarding by investors getting ready to take flight should PF win, because of their perceived animosity towards certain investors. We also predicted the inflation rate going the Zimbabwe way.
    If this is not an indication of the correctness of that analysis then someone please provide a more plausible explanation.
    Zambians voted wisely. Viva the rural vote! They have saved us from ourselves.

If the ‘pabwato’ nonsense – fueled by Sata and m’membe’s POST Newspaper – was never there, we as Zambians would not have lost some of the money we did in foreign exchange.

    May this knowledge begin to sink in the minds of uneducated mionds of Sata’s PF cadres so that we can continue building our economy together. I hope the ‘pabwato’ nonsense will not resurface in 2011. Be blessed you all Zambian Citizens eherever you are.

    My understanding is that Parliament enacts legislation, not the President. So how will RB reverse that? This is wishful thinking. These windfall taxes have the backing of World Bank. If anything this was one of the first suggestions the current World Bank represetative presented to Zambia when he came. Our MPs should not reverse or reduce this. Businesses world over hate to pay tax. 2/3 of companies in USA don’t pay tax. Fact.

More job opportunities.More food on the table.Proper healthcare.More manufacturing industries.Quality education.improved infrastructure and above all high standard of living for the majority.

  23. We rely on foreign investors because Zambians have no capacity to engage in large capital investments like copper mining. Most rich Zambian hold their cash in foreign banks..to avoid paying tax. moreover Zambians do not trust each other at doing business, they can’t pool resources to make a big investment . Instead they venture into small, risk free personal enterprises which only benefit their households. Without foreign investment the Zambian economy cannot stand. This is one thing PF cadres need to learn.

  25. As for the 25% Sata wanted to introduce (good idea), how was it going to be funded? Zambians don’t have much money. We are talking about millions if not billions in US$. RB said there are 400 licences for emerald mining out there but only 4 mines operate. These 4 are owned by foreigners. The rest are owned by Zambians who don’t have money to operate the mines. If Zambians can’t get money to operate a small mine, where do they get money to own 25% Konkola, Lumwana etc. If teh 25% will be owned by the Govt on behalf of Zambias, then that’s a different story. Would the Govt get such money? They might as well turn windfall tax gains into shares until they reach 25%. That’s my suggetion!!!

Barclays Bank last week sourced £7 billion from Qatar and friends in teh Middle East. Now if the UK needs foreign investment, how much more Zambia. Can we also please send RB out there to woe investment. No nation can develop without foreign investment. The USA lives on borrowed money from outside. There are people and institutions out there who have a lot of cash. We can put it to work, add interest then give it back to them later. I am so saddened by some Zambians.After so many years of mining people should be opposed to 25% of the mines to go to Zambians?I have followed mining closely including the time Anglo pulled out of KCM:who kept the mines running?Zambian technicians,engineers,metallurgists,geologists,accountants etc.Mwanawasa gave KCM away for$25m.Today you are still worshiping invetsors blindly.Zambians will continue to suffer untill they either put PF or UPND in government.By the way the fact that the kwacha is stronger does not change the way MMD looks at NCZ:they will continue to give contracts to their friends to supply fertilizer while NCZ continues to be dead.What a shame!!!

  43. We need to understand that investors are people like us. ZMK depreciated for various reasons, one of which was political risk. It was risky to keep your wealth in Zed Govt Bonds because if Sata became president for instance, you may never get that money out. Some of these investors kept their money in Zambia because they have projects in Zambia. You and I would have done the same, take your money out go and put it under your pillow until the risk that Sata will take it from you goes away. Some investors are fund managers like pensions funds, who have the responsibilty to grow the money on behalf of pensioners so that when they retire money will be there, and more than they saved. They care!

These people are not there to help develop Zambia and the sooner you sleepy people realise this the better you will understand why they are so happy with RB as presido. The PF leader has come out very strongly about inversters who are not following labour laws and providing good conditions of services to the employees in Zambia. We need to be tough as Zambian and not let foreigners intimidate us with their investments. They are there because they need our resources and they have to respect and abide by the laws.   56. CORRECTION: Its not 60% of Zambians that did not express confidence in RB, its 60% of registered voters that turned-up. And since registered voters are only about 36% of the Zambian population – of which only 45% turned-up, only about 10% of Zambians did not vote (show confidence in) for RB or only about 7% of Zambians voted for RB. Sad numbers.

Will you tell me FQM or Albidon or indeed Kanshi mines will move after having had sown more than 2million dollars (US) in their equipment? Tell me guys, we have had investors go and come but the kwacha just appreciated coz of copper sales, soon we will see it trailing if govt wont revisit the shameless promises of reducing fertilizer. Look at it this way people on LT, privatization of government-owned copper mines in the 1990s relieved the government from covering mammoth losses generated by the industry and greatly improved the chances for copper mining to return to profitability and spur economic growth.   67. Fact! I personally received a number of calls from a certain friend (South African business man) with businesses in Zambia just when election results satrted coming through. The truth is that him and his friends (share holders) were worried Sata would put them in their place if he takes over, i.e. investors and not masters as is the case now. They confessed to me saying as long as MMD is in power, they can come here make their millions, take advantage of Zambians and take off any time, unchecked!     My suggestion is that we allow then to come but we need to enforce labour laws. Laws are enacted by our MPs, people we sent to the August house tom represent us and push our desires.

In Australia minners get paid $55 an hour and work for atleat 8 hours in a day but mostly its 12 hours a day. will use the minimum. 8 hours a day and they work for 21 days in a month and one week rest. Why the gradient was so sharp is because monies being released were not coming from an ordinary natural flow like all the other months but was coming from forex that was deliberately held by investors for security of their money from the leadership of SATA. So of caurse the money was simply waiting either get into the economy or taken out should SATA win. You must understand that foreign investment come by way of dollar, that is why you noticed that the Rand and pular were stable.
