Some Mongu residents have urged newly elected President, Rupiah Banda, to institute strict measures in the way public resources are utilized by controlling officers in Western province.
In a joint congratulatory message made available to ZANIS Wednesday, Evans Musialela and Charles Nyambe said Mr Banda should put in place strict measures on public expenditures if he was to succeed in his efforts to address poverty in the province and the rest of the country.
The duo hoped that Mr. Banda will use his newly acquired position to address issues of development in all spheres of the country.
They said Mr. Banda’s aspirations as highlighted in his inaugural speech will only bear fruits in Western Province if a strong supporting provincial administration is put into place.
They expressed regrets on the current Western Province administration saying that it leaves much to be desired.
The duo cited an example of the mismanagement and misapplication of resources as reported in the 2006 Report of the Auditor General on Western Province on page 214.
“Sir, it is our considered view that unless strict measures no matter how radical they may be are instituted, your efforts to address poverty as discussed in your inaugural speech will be undermined”, the duo said.
They supported Mr. Banda’s vision to address poverty in the country and called for government to apply extra efforts to develop Western Province.
The province has high poverty levels of 84 percent according to Living Conditions and Monitoring Survey of 2006 by Central Statistics Office.
“As residents of Western Province we fully support your vision to specifically address poverty in the country. With regard to the Province, we feel extra efforts will need to be applied”, read part of the statement.

FORMER first lady Maureen Mwanawasa has rejected a house that the government had earlier offered to rent for her in Lusaka’s Roma Township on grounds that she wants a modern house.
Highly-placed sources both at Cabinet Office and State House disclosed yesterday that after the burial of the late president Levy Mwanawasa, Maureen had agreed to move into a house in Roma that the government had offered to rent for her.
Sources said this followed President Rupiah Banda’s instructions that the government should take proper care of Maureen and the family by offering her the accommodation she deserved.
Sources said President Banda also said Maureen should not be disturbed and that she should
she should only move from State House after the government finds a house of her choice.
“At first a house was found in Roma and Maureen agreed. Even some of the goods were taken to that house. But I don’t know what came to her mind because we were only told that she is not moving to the house in Roma because according to her, that house was not good. She wanted a modern house,” sources said. “So everything changed and there were fresh instructions to look for another accommodation which is better than the house in Roma.”
Sources said it was difficult to search for a much better house that would please the former first lady because of the election campaigns.

I wonder how easily we become vulnerable to worshiping individuals in Zambia. People must understand that economic development is affected by many factors in the country. Your foreign policy is key to any economic development. Your peace and security are key; your fisical policies are key; labour environment; development of social economic infrustructure, fight against corruption etc. If was a hero worshiper I could argue that the key person in our economic rise in the past few years was IG Ephraim Mateyo because he insured a safe environment for investment, and I will have a point. I would also opt to say that the minister of commerce was the key man, etc..

Yes, while I know that there are some people who may have worked harder than others I will not single out anyone without credible clear supporting evidence. The pick in the economy can not be attributed to one ministry, worse still to one individual. Therefore those who attribute the rise in our economy to one person in the name of Magande are being narrow in their view. Magande came at a time when HIPC completion was just about to be reached attracting debt cancellation. In the same period we saw copper prices shoot up, factors which we need to consider in our worship endevours. He worked under somebody who waged war on corruption, etc.
Now, each of the ministries in the country did their part to ensure that things were on track. We must also realise the development policies are a collective resposibility. Magande does not shock the cabinet by coming to report on what he has iniciated and implemented instead.
rb can not be strict with the management of the national treasury. he displayed his lack of discipline during the just ended elections through the issuance of ‘brown envelopes’. now that he is at the helm of power, one wonders what damage will be done.

Instead what happens is that each ministry submits their plans based on the common vision and these are debated and sent to ministry of finance where profesionals in the ministry scrutinise and make recommendations which Magande communicates back to cabinet at policy level. Cabinet will then debate and approve certain projects with the help of consultants among whom is the world bank. While I acknowledge that prudence on the part of finance minister is key we must understand that the participation of all stake holder is of equal importance. So for me, for the general economic picture, I will not say, “Magande, well done”. Instead I will say “Govt well done”
