
NAREP leader Mr. Elias Chipimo has been arrested and formally charged for unlawful assembly in Kitwe.
Mr. Chipimo was on the Copperbelt to meet the party’s provincial and district officials.
He was in the company of the Vice President Charles Maboshe, National Chairman Joseph Mushalika and staff from the NAREP Secretariat in Lusaka.
Mr. Chipimo and other officials are being held at Kitwe Central Police.
Police in full riot gear descended upon a guest house where Mr. Chipimo was holding a strategic planning workshop for the Copperbelt Province executives.
In an interview from the police station, Mr. Mushalika said a police officer had approached Mr. Chipimo just when the meeting was about to start and requested for a permit before the meeting could proceed.
“We explained to the officer that we did not need a permit to hold an indoor meeting and the officer left and 30 minutes later we were informed that we had been surrounded by officers in riot gear,” Mr. Mushalika said.
“As we are speaking, the officers are taking a statement from Mr. Chipimo.”

Chipimo is part of the strategy of the “Hegemony”. In the event that PF falls then the so called majority would support their own in the name of Chipimo. Don’t worry about all these monkey tricks of denouncing the PF and getting arrested, it is part of the plan. Then the “blind” won’t realise he is part of them and will voter for him as they continue the plunder. NAREP is their future home.

While this is happening, the PF were free to gather and demonstrate against a citizen for exercising is constitutional right to speak and criticise where he disagrees with Govt. I have been a critic of Fr Bwalya and will perhaps continue to be simply for his unconsidered criticism of the MMD. Nonetheless, he has shown some integrity in stepping down from the Zesco board and speaking out against Sata’s persecution of opposition and the PF style of Governance.
Zambia should demand for answers as to whether or not these pF youths had a permit and when it was applied and issued.

A lot of institutions hold indoor meetings/workshops with over five people in attendance and without police permits. Your sentiments mean that families cannot hold wedding planning meets and actually need a permit to hold a funeral.

The date set by the High Court as judgement day on the The Law Association of Zambia (LAZ) petition regarding the Constitutionality of the Public Order Act is May 21 2013… let us wait and see hopefully that judgement should put this to rest

Which law are you talking about? There is no requirement for a permit to hold an indoor meeting. Even an outdoor meeting you only require to give notice to the police. There is no requirement for a permit. PF is worse than the National Party of the apartheid era.

Police please show us where we need to get permits, because even going to the toilet I guess we will need to get one. Sole william, naumfwa umwenso Chipimo was enclosed in the guest house, was he agitating for anything to injure the rulling party, or was it a rally and how many people were present for the said assembly.

Because of Fr Bwalya coming out in open now Chipimo what to start seeking public sympathy by breaking the law of public order act just like his fellow fake politicians have done HH and Nevers. Chipimo has not broken any law… The POA is in place to govern public meetings… A political Party meeting held in private at a lodge is not a public meeting…especially a strategic planning meeting.

You guys should get good uncompromised legal representation and take ZP to court. Don’t be shy. Let ZP tell citizens which laws they have used to arrest and to change you. If this points to government, register a complaint about bad governance. But make sure you were not plotting the fall of government.

There is nothing here, MMD used to apply this law all the time the opposition or NGO’s held any meetings. MMD had 20 years to correct this law if it was oppressive but they chose to keep it. They should not complain when the police enforce it, they are just doing their job. Chipimo should just follow the law and apply for permits, confrontations will just weaken the opposition because the law is on the side of the police.

This is appalling and the Police must be educated on the laws of the land. Surely, an indoor meeting size of a conference room does not require to obtain permit for. If that was the case then the police force would be extremely busy doing administration work issuing permits country wide with all those civil servants meetings, workshop and the likes. The Director of Public Prosecution and the Inspector General must come out and educate their officers (the dim wits) not to take the law in their own hands.

Useful *****s, I have read the ‘Public Order Act’ and it is unambiguous about when a police permit is required. There is no need for a permit when holding a meeting indoors with known and specified participants. I understand the gathering was of an educational nature (strategic planning). I also have information that those who demonstrated against Fr. Bwalya did not have a permit. Is Zambia now ‘Animal Farm’? This is tyranny. Zambia has made more than a full circle: we have regressed to the Kaunda-style law application. It’s a pity our poor cops are being used like hunting dogs. Infact, they are acting like senseless dogs.
