
Opposition UPND leader Hakainde Hichilema says Labour Minister Fackson Shamenda is insulting civil servants after he claimed that the planned pension reforms will help them to better manage their retirement money.
Mr. Hichilema charged that Mr. Shamenda is not the best person to offer advice to civil servants on how to use their retirement money.
“I’m now talking about education qualifications here, I just feel Shamenda should keep his advice and not insult civil servants,” he said.
Mr. Hichilema said Mr. Shamenda’s statement’s over the proposed pension reforms shows a lot of arrogance on the part of the PF.
“Shamenda is basically insulting the intelligence of Zambians and the collective intelligence of all Zambians. He was arrogant enough to tell civil servants that they don’t know how to use their retirement money. Who tells him that it’s his job to worry about how a civil servant uses his retirement benefit?”
He said the PF government is rushing the pension reforms because they want to run away from their responsibility of paying retirement benefits.
“They have bust the budget and are looking at ways of saving up some money and they now want to squeeze civil servants.”
Mr. Hichilema said again the PF government has cheated civil servants.
“They told civil servants that they will be receiving their pension money within 90 days after retiring but they now want to scrap off the lump sum package, this is the Don’t Kubeba that civil servants voted for,” he said.
Mr. Hichilema has demanded that government halts any plans of reforming the pay system for pensioners saying the planned reforms are unconstitutional.
“Article 124 as amended in 1996 on the preservation of the pensioners accrued rights should be respected, the constitution does not allow Shamenda and the PF to do what they are planning to do to the pension system because there have not been any constitutional amendments.”
The UPND leader has since advised the labour movement to reject any policy reforms that will impact negatively on their members.

Hakaivotela Humwine (HH) has a good point here though I have problems with the way he is underrating Shamenda.Shamenda has been in the union too long to know what he is talking about.The proposed move by the government is not good anyway.

So, what is so difficult to understand, and you claim that you are educated. In my opinion the unions and politicians in opposition should be worried about inflation and probably ask the government to be an amount equivalent to the dollar. I retired in Zambia and probably know more about this topic than most of the bloggers who are just still in school.

I think what needs to be proposed is to have a certain figure say 1/3 of the lump sum e.g K900,000 = K300,000 lump payment, the K600,000 to be paid monthly + inconsideration of things like inflation and other factors, surely K300,000 one can build a 2bedroomed house and buy a piece of land to farm on, a1so use the monthly pay 4 sustanance. Many who the lump sum blow the money die peniless & leaving scandals of having married a chain of women. Can diasporans shed more light on say British pension scheme. The truth is that Most civil servants never retire. They become destitute soon after being paid Lump sums and have to get back to work on contract. This is why our wage bill is so high. Serious reforms are needed and on this score I agree 99.9% with PF!
