
President Michael Sata this morning refused to launch the ground breaking ceremony to upgrade the Kasisi/Ngwerere road project.
President Sata said he could not launch the ground breaking ceremony on a tarred road.President Sata said it is practically impossible for him to do a ground breaking ceremony of the Kasisi –Ngwerere road when the same has already been upgraded to bituminous standards.
The visibly annoyed President Sata directed Works and Supply Minister Yamfwa Mukanga and Lusaka Province Minister Philip Kosamu to ensure that they do their homework.
“How do you do the ground breaking ceremony on the road which has already been tarred? The Minister of Works and Supply and the contractor should do their home work nicely,” President Sata ordered.
President Sata who only spent about 12 minutes at the site was not impressed with the works that have been done so far.
“You Mr Provincial Minister (pointing at Mr Kosamu), pull up your socks, we can’t launch this,” President Sata shouted.
Some invited guests expressed shock his sudden departure.
And speaking at the same occasion, Defence Minister Geoffrey Mwamba said there is no way the Head of State can do the ground breaking ceremony on the road already tarred.
Mr Mwamba said this is the home work for the people involved in this road project and that they should work on the project as a matter of urgency.
He said more needs to be done with regard to the upgrading of D751/ A2 Kenneth Kaunda International Airport through Kasisi to a 24.7 Kilometres Great East Road and D176, D 753 at Kasisi Mission junction.
Meanwhile, Works, Transport and Supply Minister Yamfwa Mukanga said his ministry will do everything possible to ensure that the directive from the Head of State is implemented as soon as possible.Mr Mukanga stated that both the contractor and his ministry will ensure that everything is put in place in readiness for the ground breaking ceremony which is supposed to happen in the next few weeks.
“We will move on site as quickly as possible in line with the directive from the president to facilitate the fourth coming ground breaking ceremony to be graced by the Head of State,” Mr Mukanga said.
He said his ministry and the contractor will work round the clock adding that this is the sole purpose his ministry exists in the nation.

Why would anyone expect work already done on ground breaking ceremony unless the president was misinformed of the the event. Remember this is the second time the president has done this. This is sad too considering that the roads department fall under state house and the president has no clue or adequate information about what’s happening. I rest my case.

I dont understand this. Whose Minister is Kosamu. Who does Kosamu report to. Where are the shushushus. What was the president told before he left state house. Or is it a question of politics as ussual. How many things are wrongly reported to the president. It is high time the president started listening to the oposition and ZWD because from the look of things the people he has entrusted to help him are not telling the truth. It is very embaracing each time the presindent feels a bit better and decide to check on the projects nothing or little is done. The only Minister, in my view, who seem to deliver is Kambwili. In case you have forgotten , the Sata walked away from a similar ceremony in Chinsali because the road had nkt been tarred saying, tgere was , therefore, nothing to ground break. He harrased the officials present demanding to be shown a tarred road. He did the same thing on the Leopards Hill road. Now, instead of tolerating this nonsense , these Ministers and RDA Officers should pluck enough courage to answer this man when he abuses them in public like that. My president is a genious. He reacts very quickly. We know him better. He must have driven on this rollercoaster kind of a road. Whichever the contractor is. The 2km strecth, towards Kasis, and imediately after the KK airport road junction, leaves much to be desired. I drove on it 3months ago. I couldnt imagine whether RDA with its resident engineers was involved. It’s a total mess. No wonder the warning to Mukanga and the D/Minister.

most people are missing the point here as to why this is headline news. let me give you abit of history. some 5 months ago , the president was invited to some groundbreaking and comissioning of a road in chinsali, upon finding only gravel, the president refused to launch saying they shud have done atleast a tretch of tar. he left warning mr nsanda to be serious. it was on znbc tv news. so i guess these guys learnt and had to do a stretch before inviting him. i hope u now understand the paradox. so when the minister says they will follow his directive, does he mean they will un do the tar?

Why should the president be launching road projects every now and then? He has his minister, RDA and the permanent secretaries to do such jobs. This just wasting tax payers money driving a huge entourage to a project site in the name of launching. Why are politicians so dull and petty anyway! Always want publicity to be seen like they are working even when they are simply precious resources! PF just work and stop the monkey business!

These are clear signs of mental illness by the President. Any clearer than this and he will begin to walk naked.
Let us understand what is happening here. Our head of State goes to a place and finds that things are not as planned – big deal there are diplomatic ways of handling eventualities. By the way, no one can predict the future so HMCS should always be ready to diplomatically handle ALL situations.

This is a proper case for a medical board. There is nothing wrong with the President ground- breaking, launching or commissioning something. if that project was already started, the president would have just commissioned it. No need to embarrass his ministers. What happened to discussions behind the scenes?? And yet some die hard sees totally nothing wrong with this drama. The minister meant well with this event coz PF needs votes and they can only get votes if they are seen to be delivering.
Classic failures of our Country?? Why Invite the President to such?? You mean the Minister himself could not realize that there is no ways you launch a Project already in Progress?? These roads were done by MMD, here they just wanted to impress the president and the people as if they are doing something. And yet they would have stolen all the moneys for the projects.
Being a Minister in Ba Sata’s Gvt is difficult. Late last year, the same president left the road ground breaking ceremony in Muchinga province because he claims he cannot launch some thing that is not there but just some grading. In Muchinga he spent only minutes and today when the minister has done some work expecting some appraisals from his boss only to be shouted at saying he can not launch something that is already done? What is it that Mr. Sata whants from his ministers? I feel for Yanfwa mwe!
This provincial ministry simply wanted praise from the president. It was his job to upgrade the road and did not need a ceremony – Sata was right.
Move on to the next project and stop day dreaming and carry on building roads and schools – lazy ministers. Go to work, being in government does not mean going to sleep and get recommended for sitting on your back side.
Sata is still pushing for developments but there those crooks who want to bring him down like they did RB
What does ground breaking mean kanshi,….Mr president we expected you to cut the ribbon. Ground breaking is just symbolic it doesnt mean one should behave like a miner and use all the energy to break the ground.
