Veteran politician Vernon Mwaanga is disappointment with the directive by the Ministry of Justice for the Technical Committee to print only 10 copies of the final draft constitution.
Mr. Mwaanga has wondered why such a directive could have been made when the Technical Committee’s terms of reference are that the final draft constitution should be distributed to the nation and the President simultaneously.
Mr. Mwaanga observes that the directive to print only 10 copies of the final draft constitution is ill-conceived and ill-advised.
He notes that the directive is now raising a lot of suspicious on what true intentions of government on the current constitutional making process are.
Mr. Mwaanga notes that the PF government must know that the draft constitution is not a document for the government alone but for the people of Zambia.
He says government should rescind what he has termed as a retrogressive directive and allow the Technical Committee to print the exact number of the draft constitution copies it intended to distribute.
Mr. Mwaanga has told QFM that allowing the printing of more copies for distribution to Zambians is the only way Zambians will ultimately be the owners of the new constitution.

we are all disappointed with that directive but the comforting part is that, this issue is now in the public forum and the people will prevail over that repugnant directive.

This is a very foolish directive, but we’ll implement it this way – hand over ONLY TEN Hard copies to government and transmit an official electronic copy of the official final draft to all civic organizations, opposition political parties, the electronic news and social media and millions of Zambians on e-mail all over the world.

VJ you failed in your time to help us have a good constitution so leave PF alone. The 10 copies are enough i.e. one per province since we have 10 provinces in Zambia then each province will make photocopies and a lot of money will be saved.

Mwaaga should be the last person to comment o the constitution. MMD did badly when it came to the constitution. As much as I dont support what PF are doing, at least they have gone this far. I still don’t comprehend the drama behind 10 copies.
If the Technical committee were given powers to draft the constitution in the first place, why should they even wait for a directive regarding how many copies they should print and distribute? Why don’t they just ignore the directive, knowing that they are acting within their regulations?
In my view, the committee is showing inability to make an independent decision and carry it out confidently. On the other hand, a clearer separation of powers would simplify the whole process.

If Printing many copies is a cost, please use modern technology. Convert to PDF and let people down load and read from the Zambian or Govt websites.
It is more disappointing to hear Vernon expressing his disappointment over the printing of 10 copies of the draft constitution. While I agree with him that 10 copies are not enough to be distributed simultaneously, VJ should be the last to talk about matters related to the constitution because he and his MMD 20 year rule lamentably failed Zambians on the constitution they have waited for so long. If he thinks Zambians have short memories, let him be reminded that you failed as a government and as a party. To the PF you have so far done a good job leave a good legacy by honouring mother Zambia with a constitution that will stand a test of time.

PF has gone out of touch with the people. hide and seek play games.
