Transport, Works, Supply and Communication Minister Yamfwa Mukanga has unveiled a new 15 member Road Development Agency Board to be headed by Businessman Willie Nsanda.

The other board members include Mrs Doreen K Mwanza from the Zambia National Farmers Union, Ms Atridah Mulonga from the National Science and Technology Council, Engineer Charles Sakanga from the Engineering Institute of Zambia and Mrs Phidelia Mwaba from the Chartered Institute of Logistics Transport.

Others are Engineer Bernard Chiwala from the Ministry of Transport Works Supply and communication, Mrs Charity Ngoma from Ministry of Transport Works Supply and communication, Reverend Howard Siwela from the Ministry of Local Government, Mrs Pamela Kabanga from Finance Ministry, Ms Chiseshe Mutale from Tourism Ministry and Peter Lungu from the Ministry of Agriculture.

The rest of the board members are Engineer Golden Makayi from the National Council for Construction, Mr Zindaba Soko from the Road Transport and Safety Agency and Dr Anthony Mwanaumo from the National Road Fund Agency including a representative from the Attorney General Chambers.

Mr Mukanga has since urged the new board members to diligently perform their functions and provide guidance to the road sector on behalf of Government.

He has also directed the board members to immediately acquaint themselves with national road projects and ensure that they succeed.

And Mr Mukanga has disclosed that it raised K22 Million from toll gates since they were introduced.

He told journalists in Lusaka that Government will construct toll gates on all newly constructed roads to raise revenue for road maintenance.

Mr. Mukanga notes that the toll gates have proved to be an effective way of raising revenue.

    • Finally HH ‘s call has been addressed. Though cynical the move is wellcome. I suspect GBM knows the rot that has gone on at RDA and Sata wants to shield himself in case GBM exposes RDA’s skeletons to the public in case ACC probes him.
      Now we need the newly appointed board to audit the books of accounts for RDA activities since Sata moved it to State house. They need to bring in competent forensic accountants to look through all the records of how much was spent on what and how much money is left. Otherwise it might just another cover up by Sata and his syndicate to hide how much they have stolen since RDA moved to state house.
      Any way no worries the contractors they engaged will one day talk and spill the beans if they still want to work with Zambia after PF has been booted out.

    • Just thinking; is PS Works & Supply not supposed to be part of the board? And why is the Ministry of Mines not representated when haulage of mineral ore and shipment of processed copper constitute the heaviest strain on our roads, and the lifeline of the country’s economy?

    • So all these learned men and women will be led by Nsanda? What an insult to these members after so many years of schooling and acquiring professional and managerial competence… War sure kuti waluka kumuselu !

  1. This is rubb.ish really and very disappointing!!

    Are all those women really competent and courageous enough to scrutinise the financial mismanagement by Nsanda and team!

    Knowing some of them, there is no doubt that this is a very weak Board at a very important Government Agency which spends more than 10% of our national budget!

    This weak board has deliberately been selected to make it easier for Nsanda and SataN to steal public funds from an Agency that is housed at State House!

  2. Why all the board members are govt employees,some are bosses and to me its a spy scheme .any serious board would have comprised people from the private sector,NGOs,banks,and gov’t.but this is a rubber stamp only,don’t be fooled Zambians.

  3. Chilyata on what basis do you call this a weak board? I do not know the cvs of the individuals but they seem to represent relevant stakeholder organisation. Great if you can enlighten us rather than making an substantiated statements. I for one do not know better

    • Not at all since SataN took over! Just imagine the looting that has taken place with only 2 people Nsanda and SataN making decisions on all the lucrative RDA contracts in the past 2 years…and NO audit, etc.

      Even if the audit took place, it is unlikely that it would yield anything because audits are only effective where there are effective internal controls – BUT these controls do not exist at RDA where Nsanda and SataN make all important decisions!

      That was the reason for taking RDA to state house – NO ONE can dare to ask the President!!

  5. These people are Engineers and doctors and stuff and they are being chaired by a chap who barely passed Grade 7. Is this how it is done in most countries is is this just unique to Zed?

    • In a canoe it is normal. The paddler does not need any qualification apart from a skill to paddle and swim to the shore when it capsizes. Even Mpezeni is Chairperson of some board which I cant remember. Be careful not to shake while in a canoe. It will capsize and only the paddler will swim to the shore. The rest will perish the Lempedussa way. That is why I never got in the canoe in the first place.

    • @Dudelove, its cry my beloved country…..no one complains and life goes on. You and I can even imagine how money and contracts are dubiously awarded to themselves. The bad management of our country is being reflected in the weakening kwacha, high debt and high cost of living. We are on a high way to self destruction, ….oh this is painful!!!

  6. I wished the board had private sector representation to offer more scrutiny & accountability. W. Nsanda, though a businessman, die hard PF cadre/supporter, is arguably to foster govt interest than private sector. Also note that corporate governance tenets encourage a board to elect it’s own chairperson & not imposing one like in this case.
    Credit, however, must be given for appointment of more women. Here is an opportunity for you WOMEN to prove yourselves on the rough turf. Kukosa! There’re too many politics at RDA.

    • And what have those women appointed to head the security wings done so far? Nothing. ..they are too passive and easily manipulated.

Now they create a board after all the big contracts have been handed out by State House….and we wonder why we never develop. …the system is rotten; clearly lack of transparency and good corporate governance is evident here. One wonders what criteria is used to select these selfsame board members.
    Honestly what good can come out of a road and transport board headed by a business man and reporting to a dumb minister like Yamfwa?

  8. This is indeed interesting. You appoint a board members now….so willie nsanda has been the board alone all these 2 years he has been at RDA? What a way of stealing money? Even the minister himself must be ashamed, because what he should have done was to relieve Nsanda his duties as board chairman then appoint a board which should have chosen its chairperson. The problem with Sata and some of his ministers is that they dont consult….they think they know it all. I hope the board will function.

  9. first build the house and later do the drawing of the house to submit to council for approval. What a one of its kind world over. The board was function with one member and gave all contracts, now you put in place the board to approval the already given contract…only PF can do things this way.

    • This why people have been saying these crooks have been getting contracts at inflated prices then selling them to the Chinese for kickbacks and finder’s fees. The taxpayer is loses out again!!

  12. i think the board is not that bad atleast it has quite a number of relevant stakehplders though i think willie nsanda was suppose to be relieved of the chairman position..a more neutral person would do better as chairperson not a well known staunch pf suppoter

  13. PF are jokers, surely after 2 yrs in government this is when they are putting a board. These guys are not following the lay down procedures. So RDA has been operating without the board all this long? Who has been approving the decisions of the CEO?? Sata and PF are destroying this country

  14. May be you can now monitor minister who are influncing road constructions to the residences. Kambwili is one such type. He has made the road to his house in W leaving O uncompleted.

  15. Yaluma is so corrupt, This Zindaba Soko is his brother inlaw. He put at RTSA to ensure a deal on e-ZAMTIS goes to a certain group. Now on Road projects. Kwena, Father Bwalya was right.

Generally a weak board, the sole purpose of RDA is procurement of road works, It is the reason why it is the biggest spending government agency, It shocks me that prominent procurement specialist of today are not named in this board. We are still sleeping in Zambia!!! We should stop wasting time on audits that are never taken anywhere, learned accountants will tell you that audits are not a remedy to fraud instead powerful controls are what we need, audits don’t correct theft coz they take place after the theft has taken place! that board is weak and pathetic!

The private sector represented by Zambia Association of Chambers of Commerce and Industry (ZACCI), Private Sector Development Association (PSDA), Zambia Association of Manufacturers (ZAM), Bankers Association of Zambia (ZAM), Zambia Development Agency (ZAM – the govt wing with good overview of the whole economy) should be considered when the board forms sub-committees. The Board needs institutions which are in the midst of business operations and not just bureaucrats, most of whom do not have the slightest idea of how commercial operations function. For some civil servants, all they know about is controlling/regulating businesses and are even skeptical of the private sector and money-making-which is the primary purpose of private sector business operations.

  20. My advise to govt ,ratsa and transport minister is to listen to the complaint of bus and tax drivers. Mechanized fitness and testing machines are for new vehicles straight from the manufacturing plant to detect faults not second hand vehicles. This tax and bus drivers feed their families from the same business. Remember these people how they strongly supported pf with their own fuel. Mulalaba abantu ngaba mivotela. Continue being arrogant 2016 is around the corner
