41 Youth groups got funds irregularly -Auditor General

The latest Auditor General’s report has revealed that 41 youth associations were irregularly awarded loans under the Youth Development Fund (YDF) totalling K1.2 million without signing loan agreements.

Auditor General Anna Chifungula said according to the YDF operational guidelines number 6.0 and 6.1, applicants of approved projects were required to sign binding loan agreements with the then Ministry of Labour, Youth and Sport.

Ms Chifungula, however, said contrary to the provisions, the loans totalling K1,274,269 were paid to the 41 youth associations during the period under review without any agreements.The report added that the ministry entered into contracts amounting to K113.2 million and that there was no authority from the Zambia Public Procurement Authority availed for audit, which made it impossible to ascertain the basis on which the contracts were awarded.

This regarded the ministry receiving K58.4 million for the rehabilitation and construction works at the National Sports Development Centre, expansion of sports infrastructure at the Olympic Youth Development Centre, and rehabilitation and upgrading of the Olympic Swimming Pool.

Other works were the rehabilitation of Nkoloma Stadium and hostels and facilities at the University of Zambia.The report said in this regard, the ministry engaged 12 contractors to carry out various works and as of December, 2013, the contractors had been paid amounts totalling K62.7 million.

In the estimates of revenue and expenditure for the financial year ended December 2012, a total provision of K196.4 million was made to cater for various activities at the ministry, against which amounts totalling K164.5million were released, resulting in under-funding of K31.9 million.

The report added that contrary to financial regulation numbers 52 and 65, there were 185 payments amounting to K5.7 million made during the period under review which were unvouchered in that the payment vouchers were either missing or had no supporting documents such as receipts and invoices.

On the non-recovery of loans and advances, the Auditor General said that contrary to the terms and conditions of service for the public service, recoveries in respect of loans and advances in amounts of K140, 000 paid to six officers during the period under review had not been effected as of December last year.

  1. This story is the work of the Kabimba and Mmembe Cartel to smoke Kambwili out of PF since they think he harbours some presidential ambitions. Watch this space. This Cartel is deperate and it is going to get really ugly this year

    • Kambwili prepare for your exit bwana. The Mmembe cartel has got you where they wanted.

      For now go to Bwinjifumu road and kneel down to Mmembe your boss to forgive you.
      After that Mmembe will issue a directive to Sata to spare you.

  2. Ministry of sport pls even the projects are urgent zppa and other authorising authorities can approve and make corrections even a week .

    But i doubt on youth funds loans requiring contrats through zppa, then it means we have a procurement act that needs serious pannel beating of the youth fund. How can a loan need zppa approval.

    Sorry if im ignorant on the matter.

  3. Are you indirectly implicating Kamwili? Can you also state other stake holders and ministries that had a fair share of such irregularities?!

    ITS ASSISTANCE MEANT FOR & DISBURSED TO ORGANIZATIONS SUCH AS CHURCH AND YOUTH ORGANIZATIONS, WOMEN’S LEAGUE ETC ON PRESENTATION OF-COURSE OF PROJECT PROPOSALS, UNLESS I AM MISSING THE POINT HERE!

    • Why the funds only given out during by elections?

      The fact that they are given out during elections is the reason why they are not vouched for fear of creating electoral fraud evidence.

  5. Luapula! Always. Always missing a point. These are revloving funds that are suppose to be paid back and paid to other beneficialies. They are not gifts. This reminds me of one cartel member who said kambwili is busy giving out youth empowerment money to his girls friends. This was when kambwili challenged winter to mention the tribal clique.

  6. This government has nothing to offer. Now why fight each other instead of concentrating on work. PF, you are oredy in power, stop thinking about 2016 and work. you will think about 2016 when the time comes. Tell me where do we go from here as politicians we trusted have turned against each other striving for leadership. Today they talk about this tomorow they talk about that…

  7. In all honesty what do we expect when you have BUFFOON in the name of Kambwili dishing out the funds ….where is ACC? This should a formality and they shouldn’t be waiting for 2016…cronyism of this nature is what led to Iceland going bankrupt.
    And people wonder why we are against the creation of IDC or INDECO.
