Dante Saunders writes to AU and SADC about PF’s scheme to introduce state of emergency

Political Activist Dante Saunders has written to the African Union (AU) and the Southern African Development Community (SADC) about what he described as a plan by the government to lure the people of Zambia to start rise against the government so that the President Michael Saata can have an opportunity to declare a state of emergency and stop the country from going to the general elections in 2016.

Below is the full statement released to the media.

Lusaka, 27th February, 2014, Political Activist Dante Saunders wants to bring to the attention of the African Union (AU) and the Southern African Development Community (SADC) a major problem that is surfacing in Zambia.

There is an apparent and deliberate plan by the Patrotic Front (PF) government and its machinery to create spearhead violence and create anarchy in the country. This plan of spearheading violence and anarchy has been well thought out.

Currently, the public media is being abused to project a picture that the opposition political parties in Zambia were sponsoring violence when it is actually the ruling party, which is doing that using government machinery and resources.

The latest incidents were during the just ended Katuba by-elections, where government ministers were abusing the electoral code of conduct by bribing voters, provoking opponents and instigating violence, but the public media was blaming all this on the opposition parties who were merely defending themselves from attacks.

The aim of the plan by the government is to lure the people of Zambia to start rise against the government so that the President can have an opportunity to declare a state of emergency and stop the country from going to the general elections in 2016.

Zambian will not allow this to happen because this is a democracy where people have rights and freedoms guaranteed in the constitution.

We, the people of Zambia want to ensure that the AU and SADC monitor our elections in 2016. In fact, we want the AU and SADC to arrive in Zambia early enough so that they can look at the prevailing situation leading up to the general elections.

Further, we want to urge the AU and SADC to consider coming to Zambia to monitor some of the parliamentary bye-elections that are going on so the institutions are aware of the violence and other violations that are being perpetuated by the government and the ruling party.

      Each day that passes SATA is arming opposition parties (UPND) with enough credible political rhetoric to be used against him and his party during elections.

      Only stupid people who line up for bread crumbs from his table think Sata is popular and his exit is not near . Sata should know that not all people he bribes in politics support his schemes. Already he has created many enemies in his PF than he knows. With the help of these insiders the people of Zambia shall triumph over him without much struggle.

  7. We lived under State of Emergency for 27 years under KK and still had elections (albeit we were voting either YES or NO – the guy sometimes ran against a FROG). That said, I do not believe that there is much need to panic; I believe the under 60s must perk up their plan and take hold of this country for once. It is enough of gerontocratic acts, and I mean no disrespect to the geriartric. It is now hitting epidemic levels in Africa that we have people vying to be in power when their sale-by date lapsed almost two to three decades ago. Just like gender balancing for women, I think we need to legislate AGE balance in our leadership mechanisms, especially the very top levels.

    • @ 142, is your comment in aid of the State of Emergency question or my suggestion on AGE legislation. If it is on the State of Emergency (which is the main point), I do not see how Kabimba can influence anything negative unless we are looking at the entire country abrogating the provisions of the law. A state of emergency though sounding excessive does have it’s legislated boundaries.

      Imposition of the State of Emergency, in so far my memory allows, it is followed by suspension of the constitution and dissolving of the Parliament. Next step, giving security forces (army/police) emergency powers. You can check the above as to the Sudan, Venezuela, Cuba, Nicaragua. Strangely, very same countries Kabimba likes to visit to enhace his knowledge in democratic process practiced by “comrades”.

    • @ 142, in our present constitution we do have provision for a State of Emergency (Chiluba invoked it during the Zero Option fiasco circa 1993) and Kaunda invoked it and made use of it over the time he was in power. I think you are refereeing to a literal take over and a cessation of the Constitution and a replacement of such by a ‘State of Emergency’ to the extent of an attempt to totally ‘correct’ a perceived wrong governance system, usually a result of a coup. I do not think there are enough grounds for a government to find itself at odds with its own governance system at the moment (that is, there is little reason to imagine a coup against themselves)…

  22. Why should Sata fear an election when he has always enjoyed popularity over HH and defeated him convincingly in elections. At least if it were Sata who raised this while in opposition it would have some salt coz his popularity kept on increasing from 5% in 2001, 29% in 2006, 38% in 2008 and 43% in 2011, as opposed to Hichilema’s figures which read like this 25 % in 2006, 19% in 2008 and 18% in 2011. During that time the gap between Sata and HH was 110,000 in 2006, 300,000 in 2008 and over 750,000 in 2011. Even if they now claim to be more popular than Sata have they now become so popular to supplant the over 750,000 votes between the two. I see no reason for Sata to even fear holding the 2016 elections because he is more popular than Underfive. Ba HH just has a big mouth delivering little

  24. It is really a worrying situation but there is totally nothing the AU and SADC can do about it. African leaders do not even respect those institutions after all. Sata and the PF will never respect anything as they are following some of Mugabe’s tricks. It is really sad to see the country being wasted when it has all the potential to be a better place. This is a gallant man who has taken it upon himself to liberate the country from the shackles of the PF while the rest of us are so scared to come out in the open and demonstrate for the freedom of our country. Mr Saunders is a very brave man and if all of us can back his stand, this country would be different. We have allowed the thugs to take control of the instruments of power and are using it to abuse us. Just recently, Stella Libongani was threatening all of intending to demonstrate that the police will deal with us. You can clearly see that Zambians are not violent; it is the police that creates violence. My appeal to all Zambians is that lets rise one day and demand what rightfully belongs to us.
