UPND leader Hakainde Hichilema has charged that Justice Minister Wynter Kabimba is incompetent to preside over the constitution making process.
Mr Hichilema said Mr Kabimba is a dull and arrogant individual who was made to repeat his courses in law because he kept failing.
He was speaking at a news briefing at the UPND Secretariat in Lusaka.
Mr Hichilema said Mr Kabimba has continued to exhibit high levels of arrogance by ridiculing Zambians over the constitution making process.
“I watched his performance on ZNBC Sunday night after I returned from Chiengi and I said this man is insulting the collective intelligence of Zambians. Who tells him the people of Shangombo don’t need the constitution? You need a good constitution to deliver development to places like Shangombo but Kabimba can’t comprehend that,” he said.
“We know some of these people do not have the intellectual capabilities to effectively run public office. They are so mediocre that they had to repeat their courses in law school. You Journalists should go and ask them how many times they repeated courses,” Mr Hichilema said.
He added, ” I cannot seek legal advice from Wynter even if he was the last lawyer on earth, I would rather go to prison.”
Mr Hichilema said Zambia should place a premium of the quality of leaders they elect into office.
The UPND leader called on the Church and the civil society to continue pressing for the release of the draft constitution.
“Let’s keep the resolve for a new constitution and we shall get that which we want as a nation.”
At the same briefing, Mr Hichilema welcomed former District Commissioners for Mpongwe (Rasford Bulaya) Kalulushi (Joshua Mtisa) and Luanshya (Joseph Chilambwe) who joined the UPND.
Mr Hichilema said it is clear to see that the UPND is the party of choice going by the way it is attracting new members.
And Mr Hichilema has said that he believes that God has chose his party to govern Zambia after the ruling Patriotic Front (PF) completes its term.
Mr. Hichilema said this because he thinks that the ruling PF has allegedly failed to provide quality leadership to Zambian people.
Mr. Hichilema noted much as it may be difficult for other people to accept that time has come for his party to govern the country, people understand that God is great.
He said that he believed that God has chosen his party for a purpose.
The UPND president also accused the ruling PF of disturbing peaceful campaigns for the forthcoming August 19th Mangango by-election.
He said that his party therefore warns that no one should complain if it invokes citizen’s arrest on any PF official found abrogating the Electoral Code of Conduct.
Wynter is a Mwembeshi reject, an embarrassment to the law fraternity in Zambia. He has never won a case in court and his current position is thanks to President Sata. He can never survive if not in politics…for him politics is a means for survival

I am bemba but when I finally chose my candidate for President of Zambia, tribe will not be a consideration for I do not see why a tonga should not be president of zambia. If anything I think that it is tribalism if we do not elect a tonga, a lozi, a luvale, a lunda or any other zambian whose tribe has not ruled zambia yet.
