Nothing strange about including cadres in Presidential delegation- Shikapwasha

Government says the inclusion of opposition members and MMD cadres in the Presidential delegation during foreign tours is not a new phenomenon.

Chief government spokesman Lieutenant General Ronnie Shikapwasha said this has been done before by the three past presidents in order to add value to the processes and proceedings of the Zambian delegation.

Lt. General Shikapwasha , who is also Information and Broadcasting minister, said the choice of the delegation member is the prerogative of the president.

He said the inclusion of opposition members goes to show how committed President Banda has to the principle of inclusiveness so that they add value and also be better informed about the goings in government.

Mr Shikapwasha said embracing the principle of national inclusiveness is one sure way of narrowing people’s political differences in national issues in the country.

He said the president cannot discriminate against Zambians on the basis of party membership or the jobs held in any given political party,adding that party cadres are also Zambians and using public funds on them when they add value to the Zambian delegation when attending important government businesses is justifiable.

” The inclusion of Forum for Democracy and Development (FDD) President Edith Nawakwi in the presidential delegation to the 12th session of the African Union in Addis Ababa is not an anomaly,” he said.

He said Ms Nawakwi was expected to contribute in whatever area the president wanted her to do so.

Mr Shikapwasha further said giving exposure to Zambians from different walks of life is useful for the country as Zambians will become knowledgeable on different issues.

He adviced some named opposition and labour movement leaders not to pretend that this is a new phenomenon and that it does not benefit Zambians.

Mr Shikapwasha reminded the aggrieved leaders not to forget that this was same practice during first Republican President Dr Kenneth Kaunda and second President Dr Fredrick Chiluba’s administration.

Mr Shikapwasha said even late President Dr Mwanawasa’s administration did the same when need arose.

If it is to add real value there and serve the interests of the public then theree should be a logical and transparent criteria of choosing who accompanies the President on an international mission, and definitely not cadres. Tax payers money is being used so it cant be left to RB to dream up whom he takes as if they are using his personal money.

It’s hard for any govt spokesperson to be in their position coz they have to talk on behalf of the govt even if what the govt is saying is crap.Yes,the practice Shikapwasha is on about has been going on for ages but it will only take a bold leader to stop the bull..it because it is costly.One thing the ordinary person doesn’t know is that in the last decade,the late President could not steal openly because of what he did to Chiluba so it is thru trips abroad that money came in,the larger the delegation,the larger the cash,it is silly but that’s just the way it is,the President has to decide who comes with him & no one has the right to question,he trip cashier makes money too!

    Could you please, MMD, GRZ appoint Ms Edith Nawakwi to a position of Zambian Vice President so that she can reap benefits like President RB Banda who benefited from late former President LP Mwanawasa’s rule to become our President now after he was appointed Veep – probably because he campaigned for President Mwanawasa in Eastern Province after the MMD panicked when Chief Mpezeni released data that “namukonda” president HH before the 2006 Tripatite elections.

    If a Leader is not cautious the end results are bad , these are the same things which breed unjustified expenses in GRZ. Look at what is happening in Mansa. A truck worth K 60 million is being sold at K 6 million. Responsibility should be broad based, starting from the top – down or is it down – top.

  78. No matter how much discretion the president has to select his travelling party, there must be due care to ensure that such important trips bring maximum benefit to the country. If this was a summit of heads of government, it therefore follows that only policy makers i.e. government officials accompany the head of state as they are the ones who make the decisions that matter. Nawakwi and et al can offer advice through their usual trips to State House. They do not need to travel at tax payers expense in order to give advice. I suppose that is why such things as the Zambia Centre for Inter-Party Dialogue exists, talking shops for the much talked about policy of ‘INCLUSIVENESS’.
