Former president Rupiah Banda has formally accepted the nomination to stand on MMD tickect this afternoon. Mr Banda has been issued with an adoption certificate by the MMD. The former president accepted the adoption by his party and said he would re-unite the nation. Banda said he has been forced out of retirement due to poor management of the economy by the Patriotic Front government.

FACING CRISIS, A UNITED ZAMBIA SHALL PREVAIL

Before I begin, I would first like to express my humble gratitude to the members of the National Executive Committee, the Provincial Executive Committees, District Executive committees, the Constituency Executive Committees, the Ward Executive Committees, members of the diplomatic and business communities, members of the media, and to my fellow countrymen and women.

My Dear Brothers and Sisters of the Movement for Multiparty Democracy, today we are once again in the difficult position of having to find the strength and determination to pick ourselves up and rebuild our national unity, shaken by the untimely death of our Republican President, Michael Chilufya Sata (MHSRIP).

All around our country, one can see that this heartbreaking tragedy has brought not only sadness and grieving, but also fear and uncertainty for many Zambians.

It was only six years ago that we were struck with the loss of another much-loved President. Many of the feelings of loss we experienced then are with us again now.

Six years ago, that crushing loss was made even worse by a global economic crisis that hit our country hard.

We lived through the anguish of not knowing how we would emerge from the darkness. We stood on the edge of a precipice where our country’s future hung in the balance, and now we stand there once again today.

But we came through it, and Brothers and Sisters of Zambia, I passionately believe that with calmness, fortitude and unity we shall emerge once again stronger.

I believe that together we will not stumble. Together we can build a better, more prosperous and more unified Zambia. I love my country and believe in its people, and I know in my heart that we can recover and achieve great success.

I am quite certain that even as we grieve, we shall rise above this tragedy as one people under our cherished banner and motto “ONE ZAMBIA ONE NATION”, to keep our country on a programme of peace, development and growth.

When we last faced such a test of our country, hope was scarce, and fear was abundant. We lost a President. Our economy was under threat. Zambia’s future looked uncertain. The country needed strong, experienced leadership.

We all remember how the global credit crisis hit Zambia. Copper prices slumped dramatically, causing inflation to spike, suddenly doubling to nearly 17% in 2008. A sharp rise in fuel costs and low food production made mealie meal much more expensive, other commodities too, while the value of the kwacha continued dropping lower and lower and many lost their jobs.

At the time, I knew that we could not hope to address these urgent issues as a divided nation – it simply wouldn’t work. We needed to work together toward a common goal, and get our economy back on track.

One of the first things that I did was to call a policy indaba, inviting all segments of the Zambian population, including opposition, NGOs, businesses, unions, and influential Zambian citizens from all over the world.

It wasn’t easy. There was resistance and of course there were disagreements. Some refused to attend. But the people of Zambia answered the call from across the political spectrum and came to contribute, working together in mother Zambia’s hour of need.

The results of our recovery were miraculous – economic growth soared to 6.6% and higher, while mineral exports rose to $4.2 billion and inflation settled back down to 8%. We achieved consecutive bumper harvests of maize, food was cheaper and widely accessible, and mining jobs were saved while our infrastructure flourished. We restored not only international confidence in Zambia, but also our confidence in ourselves to succeed as champions.

These were the positive results of unity – a testament to the incredible things that we can achieve when we work together as one United Zambia.

Now once again facing crisis, we find ourselves in need of unity. Zambia again is suffering from economic troubles and social unrest, which are accelerating to dangerous levels.

My fellow Zambians, our country over the past three years began to falter. Many people today are unable to afford food, unable to find jobs, and even our university students are struggling. We have now come to recognize that our country is a country in a crisis on many fronts.
The kwacha has lost more value faster than almost any other point in recent history. External debt has spiraled up to $6.2 billion – becoming unsustainable to service.

The situation for human rights has gotten worse. Freedom of expression and freedom of assembly are not being protected, as people may fear arrest or worse for speaking out on their beliefs.

Today in most places, Zambians are paying double to fill their bellies from three years ago. The average price for a 25 kilo bag of maize meal has shot up from K35 to K75, while in some areas people have to pay as much as K120. People are living from one pamella to the next, with no certainty what tomorrow will bring. It is unacceptable.

We now know that there were no plans for the agriculture sector. Maize produced by our farmers has not been paid for. K900 million is still outstanding owed to farmers today. Commitments to tobacco and cotton farmers are not honored. This should not be allowed, our farmers should be protected by its elected government.

To enhance food security and lower prices, inputs need to affordable and available on time. Payments to farmers must be on time and not delayed.

In the mining sector this government has introduced many distortions due to unpredictable polices. Mine suppliers have been marginalized. Jobs are under threat because investment is being withheld. Therefore we need to ensure that Zambians benefit fully from the mines without killing the goose that lays the egg.

My dear compatriots let me be very clear. In this period leading up to 2016, we can afford no more unfulfilled promises.

We cannot continue down this same road.

So what does Zambia need to do to move forward?

The time has come to listen to our people. To hear their cries for affordable food, their cries for quality education, accessible healthcare, economic stability, and a new constitution. We must respect the Bashilubemba, and uphold the guidance that they give us in selecting our Royal leaders. The time has come to listen to one another, and unite for what we all agree is the public interest.

Zambians need a serious government that will attract both domestic and foreign investments. We cannot risk any more experimentation with our wellbeing – no more “on the job training.”

We are all aware that the country has been ravaged by tensions recently. These tensions can have serious consequences if we do not take action. What Zambia needs is to heal and unify under a new spirit of cooperation and mutual respect that includes ALL Zambians in order to ensure the delivery of a truly people-driven constitution that does not favour one group or party over the others.

In light of the present crisis, there have been voices calling for my political comeback in recent months. Some people say they want to bring back experienced leadership to restore Zambia’s credibility.

These calls intensified during the painful drama of the president’s final months and I feel that I can no longer ignore the question.

But it is a question that I do not take lightly.

In 2012, I took the decision to step down from active politics. I felt that it was the right thing to do, as I believed it would help our country unite and move forward.

But three short years later, the country faces crisis once again – not only the loss of a president, but serious economic challenges that have weakened our nation.

Our country was not well prepared to handle this tragedy – and once again we need a good plan and effective action. Many promises were made and then broken, and many people rightly feel disenfranchised by our system.

The bitterness and splits within Government has created a deficit of trust and in some parts, an atmosphere of panic. The possibility of unrest and conflict is much too real, and requires a more responsible dialogue among different sections of society.

So now the question becomes how do I best help Zambia: by standing on the sidelines, or by taking action?

Those calling for my comeback are looking for the restoration of stability – a better politics. They are worried about a loss of confidence in the state, and the need for experience to restore Zambia’s prospects.

We need to develop the future generation of young leaders – not by running away and leaving them without any guidance or structures to succeed – but by creating a diverse and mutually supportive administration where Zambia’s best and brightest are given authority to execute the public affairs of the nation. Instead of being a family relative of the president, it should be merit and achievement that is the doorway to opportunity.

Our country’s greatest natural resource is the Zambian people, and it’s time that we had more young people appointed in positions of real leadership – provided with guidance, opportunities, and the chance to grow into the stewards of tomorrow’s Zambia. The chance to become leaders that the country can be proud of.

We need to build a new stronger Zambia. A Zambia for all its people, built together, a nation where the old divisions which held us back are cast aside. A Zambia with a new spirit built by working together in unity, in partnership. A united Zambia – that is the new Patriotism for our country.

Old divisions must be cast aside, no more appealing to one section of the nation at the expense of another. No more cycles of vengeance, no more cartels, no more infighting. No more the politics of difference and polarity. What Zambians are asking for today is the politics of hope, and not fear. The politics of unity and not division. The politics of trust and not broken promises. The politics of love and not hate. We can make this our new Patriotism, the true Patriotism of our nation.

But this requires experienced leadership now and strong leaders for the future. The time between the Presidential by-election and the Presidential election in 2016 should be used wisely. A time to deliver a people’s constitution. A time to prepare energetic young leaders, ready for the responsibilities of power. It’s not a time to take a leap in the dark – it’s not a time to experiment, and we have no more time for mistakes.

The coming Presidential by-election is not a struggle for political power, it is the chance to bring change in how Zambia is governed. Now and for tomorrow. It is a rare opportunity to shape Zambia’s future through new and better leaders.

The calls for my return began quietly, but now they cannot be ignored. The calls for my return reflect the need for a transitional government; someone who will not be burdened by any agenda of participating in coming elections. The call for an inclusive leader with the proven experience to appoint only the most effective cabinet from a range of backgrounds and successfully deliver a new constitution.

Zambia is a democratic country for all Zambians and let us promote its development on that basis. As politicians we must allow the peoples’ will to prevail.

Brothers and Sisters of Zambia, I feel that I can no longer ignore these calls. Let us now unite, with a single purpose and work hard in order to form the next Government and fulfill our nation’s promise.

I stand here today firstly to say that if you will join me in Building a Better Zambia tomorrow I am deeply honoured to announce to you that I, Rupiah Bwezani Banda will be contesting the forthcoming Presidential By-election.

    At times you have to know when to let go before you fall embarrassingly
    and it becomes foolhardy to continue.

    We have had 2 Presidents die in office and anyone endorsing this man
    is subtly agreeing in having a third one doing so, saying that I hope he lives
    on a lot longer.

    Even his own Son thinks this is fallacy of the highest kind

    In any country this man is classed a retiree.

    • I have to give it to RB. There are no “empty promises” to keep street vendors on our streets or “stopping of the demolition of illegal structures” in this statement. It is all about restoring the hopes and dignity that Zambia has been robbed of in the last 3 years.
      The choices are clear enough for all those with eyes to see beyond their noses.
      Vote for more empty promises or vote for a realistic journey to restore our fallen pride.
      Vote wisely in 2015.

    • If Zambia is to progress socially and economically, we have to embrace “issue based polictics” and move away from polictics of personalities. Analysis of candidates and what they are offering should be central in “attracting” our precious votes.

      1. PF is full of lies and no candidate should escape this. They have simply mismanaged the affairs of the nation both socially and economically.
      2. HH was my obvious choice following the demise of Sata. But what I have read over the last few days in terms of “promises” together with the names that are now floaking to him and being welcomed with open arms has given rise to doubts. His desparation cannot be ignored

    • This is the beginning of the end of MMD as we know it. Mumba will challenge this in court!!! MMD will split its already weak presence. MMD can only and I repeat only win in Eastern Province. This actually helps UPND as it diminishes Edgar Lungu’s chances in Eastern Province. HH’s strongholds will remain intact and he will gain big in Lusaka, Copperbelt and Central. UPND should set up camp in these three provinces. Start with the big cities then go to the villages. This is another good day for Team HH.

In greatest nations of the world, older generation continues contributing to welfare of the society in their old age, They do not rest or shirk their responsibility. Warren Buffet (78 years old) and Ingvar Kamprad (88 years old) are two shining examples of older people who continue to guide, mentor and lead. RB is much more healthy and active than most of us who are between 50 and 60. There is nothing wrong in RB being a President for transitory period of 20 months. He is not promising 90 days mana but setting the system back and bringing stability which, naturally a seasoned person with no interest to doctor a constitution and the process of change is better placed to do.   9. what does this mean for HH,those who know politics very well will agree with me that HH has suffered another setback with the coming back of RUPIAH BANDA,eastern province had not been for RUPIAH to stand HH chances of getting more votes in eastern province would have been 50% but I see it diminishing ,western province MMD commends large quantity of votes ,north western mostly likely it will be 50-50 HH & RUPIAH will share the spoils then it will leave HH with southern province has his only strong hold,thereby leaving PF with huge advantage of scoping the BY ELECTION with huge votes.

    • @Nkana Supporter, your observation is quite flawed. Eastern will vote MMD 75%, Pf 10% and UPND 5%. just as in 2011. The King makers in this election remain Western , North-Western and the rural CB. If UPND can pick up votes and manage to get 5% in Luapula and Northern ( unlike the 0.7% in 2011), they have a chance.

The time for good governance was when RB WAS in power, he would NOT have lost 911; I repeat, MMD WAS NOT a party 1991, failed to cement itself as party through FTJs reign. it would not be too speculative in fact to think “The Cartel” started off by hounding the rest of the MMD founders after FTJs death, LPM was cative and of course MCS broke away on a cartel ticket, RB was too lax in his approach and lost.

  69. UPND and MMD will form a coalition. RB is in a win win situation.
    If he does not win outright the coalition with UPND is on.
    The conditions for this coalition will be to drop all charges against RB and his family, and to include some of them in GRZ.
