First Lady Esther Lungu has arrived in Mongu District of Western Province ahead of a 20 day outreach programme.

The plane carrying the First Lady touched down at Mongu Airport at about 11:50hrs and was accompanied by Western Province Minister Poniso Njeulu, Community Development Mother and Child Health Deputy Minister Josephine Limata, and Southern Province Minister Nathaniel Mubukwanu.

Upon arrival at the Airport the First Lady was treated to some traditional music from the local dance troupe.

Addressing the people that received her, Mrs Lungu said she is interested in seeing that women’s lives are uplifted.

Mrs Lungu said she will try her best to ensure that the welfare of women is improved through Women Clubs.

Speaking earlier Western Province Minister Poniso Njeulu said the people of Western Province are not tribal.

Mr. Njeulu said people in his area believe in the one Zambia one Nation philosophy.

He further said that he is happy that government has given relief maize to the people of Western Province which has since been distributed.

According to a programme obtained from the Western Provincial Administration, the First Lady will among other projects visit Lilato orphanage, Sefula school for the blind, Nalolo health Centre and nine women clubs from different districts of the Province.

SADC countries to experience Maize deficit

The Southern African Development Community (SADC) on Food Agriculture and Natural Resources says most SADC member states except Zambia, Tanzania and South Africa will experience maize deficit in the region this year.

Southern African Development Community (SADC) Director Food, Agriculture and Natural Resources Margaret Nyirenda disclosed this during a media briefing held at the Gaborone International Convention Centre (GICC) in Botswana today.

Ms. Nyirenda said Zambia and Tanzania recorded a maize surplus of 880, 000 metric tonnes and 810, 000 metric tonnes respectively while South Africa has 310, 000 metric tonnes.

She however attributed the poor yield to poor budgetary allocation and low donor support from the international community.

Other factors that have contributed to the low food production in the region include unfavorable climate change, increase in population, poor health and sanitation, high poverty levels and rapid urbanisation, among others.

“Increase in national and donor support as well as assistance from the private sector is inevitable if food security in the SADC is to be sustained,” she explained.

However, she observed that even though Zambia has recorded a surplus in food production, the country‘s humanitarian assistance has increased to 798, 948 this year from 351, 267 last year.

“SADC region is cognizant of the increased number of vulnerable people who require both food and other humanitarian assistance,” explained Ms. Nyirenda.

Ms. Nyirenda however hastened to say that the regional body is making strides in order to improve the lives of its people within the region.

“The region continues to ensure that food security is attained at both house-hold and national level. Agriculture, food security and prudent management of natural resources remain at the epic centre of the SADC region,” she added.

The SADC Director Food Agriculture and Natural Resources explained that most parts of the SADC region recorded poor rainfall for the period 2014/2015 with prolonged dry spells in Botswana, Lesotho, Namibia, South Africa, Angola and Zimbabwe.

“Madagascar, Malawi and Mozambique experienced both floods and prolonged dry spells,” Ms. Nyirenda noted.

Ms. Nyirenda stated that the availability of maize which makes up more than 75 per cent of total cereal production is this year forecasted at 31.73 million tonnes as compared to 36.79 million tonnes in 2014.

She expressed concern that with such a record in place, it meant that the total requirement for the region for 2015 is estimated at 32.93million tonnes, reflecting an overall maize deficit of 1.20 million tonnes.

The media briefing, among others, is a run-up to the 35th Ordinary Session of the SADC Heads of State and Government Summit that will start on 17 August, 2015 in Botswana.

LCC Committed to constructing proper drainage systems

The Lusaka City Council (LCC) says it is committed to the rapid creation of a proper drainage system for the city and is uniting with the founders of the project Millennium Challenge Account Zambia (MCAZ) in doing so.

LCC Assistant Public Relations Manager Brenda Katongola said the council has provided MCAZ with the essential information for implementing technical assistance to the institution.

Ms. Katongola said contrary to chatters that the local authority failed to provide MCAZ with information on plans for the layout of the city’s overflows regarding the drainages project, the council had succeeded in supplying MCAZ with the information they demanded in correspondence on April 30, 2015.

She said the council through its Engineering Services and the Public Health Departments gave MCAZ a complete report on the Urban Development Plan that the Council in collaboration with Japan International Corporation Agency (JICA) had drawn out.

Ms Katongola stated that the local authority and MCAZ had a cordial working relationship and held a series of meetings on the Urban Development Plan for Lusaka.

She further stated that the two institutions shared a common strategy and vision on establishing a plan for future drainage investments in Zambia where water will be poured from the tributary drainages into the Bombay Drain.

Ms. Katongola added that the Council had also presented its annual allocation and expenditure report on drainage maintenance to MCAZ and that the allocation will be done in conjunction with the Ministry of Local Government and Housing for a proposed three years from 2013.

Electoral systems inhibiting women participation in politics

The Southern African Development Community (SADC) says although the region has recorded progress in women participation in politics, it still remains a challenge as first past the post electoral system which inhibits women’s participation in politics is still being used among SADC member states.

The SADC Acting Head of Gender Unit Elizabeth Kakukuru disclosed this during a media briefing held at the Gaborone International Convention Centre (GICC) in Botswana today.

Ms. Kakukuru said the first past the post electoral system is difficult for women who have to stand against men who at most times tend to have an upper hand as compared to them.

She also cited the factor of cultural norms as another hindrance that continues to render women as poor participants in political leadership.

“The increase in Gender Based Violence cases for certain countries is also contributing to this situation, “cited Ms. Kakukuru.

Ms. Kakukuru stated that although the region has recorded progress in women participation in politics, only a few SADC member states have recorded beyond 40 per cent, which is still below the SADC Gender attainment participation of 50 per cent women empowerment.

She however observed that although some member states have not done well in enhancing women empowerment in political leadership, they have made positive strides in public services.

Ms. Kakukuru further added that in some quarters, SADC countries have been engaging women in conflict resolution assignments which have yielded a positive record for the region.

“A number of women have been seen participating in peace keeping assignments,” she illustrated.

According to Ms. Kakukuru, targets set under the Gender protocol among SADC member states is that by 2015, member states are to abolish the minority status of women and that with the 50-50 target , no member state has yet achieved it as the nearest for the region stands at 47 per cent.

Additionally, addressing the gender stereo types on education is currently at 23 per cent and that member states to reduce gender based violence by half in 2015.

UNZA Lecturers and Researchers maintain they wont release results

The University of Zambia Lecturers and Researchers Union (UNZALARU) has maintained that it will not release examination results for students if they are not paid their outstanding balances by government.

UNZALARU President Euston Chiputa however said the union expects government to mobilise resources and pay them in order for the University of Zambia to open on October 4, 2015 as scheduled.

Dr. Chiputa was speaking in an interview with ZANIS in Lusaka today following the union’s first meeting with Education Minister Michael Kaingu called to resolve the impasse with academic staff over unpaid gratuity and other unsettled financial obligation owed to UNZA lecturers.

Dr Kaingu pointed out that government wants the institution to open as scheduled and was doing everything possible to address the concerns of the lecturers.

The Minister was accompanied to the meeting by his Permanent Secretary Professor Patrick Nkanza and Ministry Spokesperson Hillary Chipango.

Dr. Chiputa however, said he was happy with the positive deliberations and outcomes of the meeting as UNZALARU officials were assured that government was working towards settling the debt owed to lecturers.

The Zambia Centre for Interparty Dialogue (ZCID) has welcomed the appointment of opposition United Party for National Development (UPND) Sinazongwe Member of Parliament Richwell Siamunene as Defence Minister.

ZCID Executive Director Horrance Chilando said President Lungu’s decision to work with opposition parliamentarians should be commended.

Mr Chilando has since urged Zambians to support President Lungu who has boldly showed that he has confidence in Mr. Siamunene and whom he saw and found suitable to appoint as Minister of Defence.

Mr. Chilando pointed out that the Head of State is merely exercising his prerogative as provided for under the Zambian Constitution and that it is not within the power of the Zambian citizens to dispute the President’s decision.

He added that President Lungu should only be judged if Mr. Siamunene fails to carry out his rightful duties as Minister of Defence.

Speaking in an interview with ZANIS in Lusaka today, Mr. Chilando said this was the first time in Zambia that an opposition MP was holding the portfolio of Defence Minister.

Mr. Chilando further commended President Lungu on his commitment to appointing people from all sectors of the political areanat as he had also appointed the first female Vice President of the Country.

He however cautioned Mr Siamunene not to disappoint the trust deposited in him by President Lungu on behalf of the Zambian people.

Mr Chilando appealed to Zambians to support President Lungu in his efforts to unite the nation by encouraging coalitions among political parties.

Zambia host Gabon in friendly

Zambia will host Gabon in an international friendly next month.

The match against the 2017 Africa Cup hosts will be played on September 8 at Heroes National Stadium in Lusaka.

FAZ spokesperson Nkweto Tembwe said kickoff of the match will be at 18h00 and will be played just two days after Zambia’s 2017 Africa Cup Group E qualifier against Kenya in Nairobi.

“Zambia has secured an international friendly match with Gabon on Tuesday, September 8, two days after playing the 2017 Africa Cup of Nations qualifier against Kenya,” Nkweto said.

President Edgar Lungu has launched the 2015 National Youth Policy and Action Plan on Empower and Employment which he says must result in the creation of more than 500,000 jobs for the youth by the end of 2016.President Lungu described it as a momentous and historic day for the government as the launch of the 2015 Youth Policy is the first ever action plan for Youth empowerment and employment.

President Lungu said the Launch of the two documents marks an end of an era of politics that promotes handouts and rhetoric that succeeds only on scoring short term political mileage at the expense of long term sustainable national and youth development goals.

Speaking during the launch of the two documents in Lusaka this morning, President Lungu said the 500,000 jobs will be created through implementation of the national apprenticeship and internship schemes which should create employment for the unskilled youth within participating companies, expansion of low interest credit facilities targeting new and growing youth-led enterprises, and provision of ongoing business support services including mentorship to youth-led businesses.

The President has directed all line ministries and sectors to offer preferential treatment to qualified youth -led enterprises in awarding contracts and in the public procurement process.
He also directed the Ministry of youth and sport to be pro-active in ensuring that there is proper coordination of youth empowerment programmes across all sectors.

President Lungu said he expects the Ministries of Finance and Youth and Sport to work together on the modalities of achieving this.

The Head of State has since directed all State and non State actors to immediately start mainstreaming youth empowerment at all levels.
He has also reiterated his call to the youth to reflect on their obligations, responsibilities and contributions towards national development, as government continues to create opportunities for youth empowerment.

Speaking earlier, UN Zambia Resident Coordinator Janet Rogan commended the Zambian government for launching the National Youth Policy and Action Plan to coincide with the International Youth Day which falls today under the theme “Youth Civic Engagement”.

And Youth and Sport Minister Vincent Mwale has observed that by personally officiating at the launch of the Youth Policy and Action Plan, President Lungu has demonstrated his commitment to addressing issues affecting youths in the country.

Local TV stations urged to beam local movies

Shiloh Arts Training Institute Director Evans Chisenga has appealed to broadcasting stations in the country to start accepting local movies as the country migrates from analogue transmission to digital.

Zambia has switched from analogue to digital transmission only along the line of rail from Livingstone to Chililabombwe under phase one of the digital migration process.

Mr. Chisenga noted that television broadcasting stations have in the recent past expressed worry about accessing local content following the digital migration which requires more local content.
He said production houses have worked so hard in the recent past to produce high quality films that have appealing storylines worth airing on TV.

Mr Chisenga urged the National broadcaster to consider buying local content from local producers as a way of empowering local production houses to produce more movies and other programmes.
He said his training institute in conjunction with the National Arts Council and the National Association of Media Arts (NAMA) has trained a huge number of producers and actors to produce movies and other programmes that can be used by various TV stations.

He noted that in view of the digital migration, various TV channels need to acquire local content that can air on their channels as opposed to repeating the same old movies and programmes.
Mr. Chisenga has since called on the corporate world to invest in the film industry to ensure that more quality local content is produced for both the local and the international markets.

He disclosed that the National Arts Council, NAMA and Shiloh Arts Institute are currently training young people in film production.Mr. Chisenga said this in an Interview with ZANIS in Lusaka today.

Finance Bank loses case on US$3 million loan to defunct Zambian Airways

FINANCE Bank Zambia (FBZ) has lost a US$3 million loan facility it gave to defunct Zambian Airways on grounds that it flouted the bank regulations.

This is a matter where Finance Bank had sued Development Bank of Zambia (DBZ) for failing or neglecting to take up an equity stake in Zambian Airways and breached the agreement to indemnify the plaintiff in the sum of US$3,000,000 in 2008.

The dispute between the two banks arose over the indemnity which DBZ discharged after Finance bank had already loaned Zambian Airways US$3million before the defendant gave the plaintiff original security documents and a duly executed and sealed Memorandum of Discharge and Satisfaction as required under the Companies Act.

Kitwe High Court judge Catherine Makungu in her judgment stated that there was nothing to enable DBZ to sale its loan commitment to Finance bank because there was no loan transfer agreement or certificate between the plaintiff and the defendant, making the issue of ovation non existence.

“ Applying all the authorities on burden of proof cited by DBZ, I finally find that Finance bank has failed to discharge its burden of proof, I therefore dismiss the case with costs to be taxed if not agreed upon,” Ms Justice Makungu.

She said it was not DBZ’s fault that Finance bank did not register a debenture for the US$3 million facility in question and found that there was no proper consent or approval by the other syndicate banks on that aspect.

Ms Justice Makungu further found that both the plaintiff and defendant acted impetuously and made a lot of mistakes in the process and that the risk taken by FBZ was huge because they knew that Zambian Airways was getting bankrupt.

The Judge said the taking up of equity in Zambian Airways would not have enabled DBZ to totally discharge securities held in respect of the syndicated loan because securities were to be shared amongst the syndicate banks.

“I further find that the defendant decided to overlook some of the conditions precedent to obtaining equity participation in Zambian Airways in order to enable DBZ to quickly grant the facility required by the plaintiff,” she said.

She said Mine Air Services trading as Zambian Airways had already borrowed US$4,300,000 from DBZ, US$ 500 million from, other banks making it reach a stage where it should not have been allowed to borrow any more money from DBZ as it had no more assets free of encumbrance to pledge as security for any debt.

According to the syndicated loan agreement, Investrust loaned, US$3, 292,000, Intermarket K500,000,000 (unrebased) and DBZ US3,000,000 to Zambian Airways and the three banks also entered a security sharing agreement.

Based on that, the plaintiff later agreed to pay the defendant the US$ 3 million provided that the relevant security documents that the defendants were holding were discharged and released to the plaintiff.

DBZ then informed Finance bank that it no longer had a claim in the security assets of Zambian Airways and that the contract for indemnity had been discharged with immediate effect but at that time the plaintiff had not received the securities and did not know the value.

“The security assets in issue were attached to the syndicated loan agreement and the security sharing agreement but the syndicate banks were not parties to the new debenture registered at the companies registry by Finance Bank, the debentures registered earlier were expected to be discharged by the syndicate banks before a new one could be registered,” the judgment read.

Ms Justice Makungu stated that the plaintiff had not offered an explanation as to how it purportedly took over all the assets and that it was wrong to register a debenture to secure the old loans instead of the loan in issue.

Entrepreneurship among the locals can defeat poverty-Mwanakatwe

COMMERCE, Trade and Industry Minister Margaret Mwanakatwe says poverty can only be defeated by promoting entrepreneurship among the locals.

Ms Mwanakatwe said foreign investments were only useful in supplementing local efforts.

Ms Mwanakatwe said the Patriotic Front (PF) Government is focused on developing a vibrant micro, small and medium enterprise sector by providing ease and cheap cost of doing business in the country.

“Government is aware that economic development can only be achieved if the local businesses are empowered and it is important for businesses to register with PACRA as it is easier to loan out money to a business entity than an individual,” Ms Mwanakatwe said.

Ms Mwanakatwe said this yesterday during the official opening of the Patents and Companies Registration Agency (PACRA) branch in Kabwe.

She said local business entities could only grow if they were recognised and registered.

Ms Mwanakatwe said Commercial Banks and other financial institutions could only extend credit finance to businesses that were registered hence the need for local businesses to register their business with PACRA.

She added that Central Province had a lot of youths running businesses in various sectors and needed to be encouraged to formalize their businesses by registering with PACRA.

Ms Mwanakatwe urged PACRA to devise programmes targeted primarily at promoting youth entrepreneurship and intellectual property administration activities as a tool for economic development.

Meanwhile, chairperson of PACRA Board William Nyirenda said the agency would before the end of the year introduce on-line business registration systems.

“I want to take this opportunity to inform our existing and would be clients that by the end of the year, we will be introducing internet registration, this development will be a milestone and will place PACRA ahead of many registries not only in Africa but globally,” Mr Nyirenda said.

Mr Nyirenda urged business communities in Kabwe and the country at large to give PACRA all the necessary support and ensure that they file their annual returns as required by law.

Central Province Minister Davis Chisopa said he was proud of the statutory bodies which have continued striving to work towards reducing the cost of doing business.

THE Lusaka water supply, sanitation and drainage project under the Millennium Challenge Corporation will commence this year at a cost of US$355 million.

Millennium Challenge Corporation resident country director for Zambia Steven Marma said the project would be undertaken in phases over a period of five years and will benefit more than 1.2 million people.

Mr Marma said millennium challenge account of the United States (US) Government authorised the funding to Zambia after the country posted impressive goals aimed at meeting economic needs of the people.

He was speaking in Lusaka yesterday when his organisation met Members of Parliament (MPs’) from constituencies in Lusaka.

Among the parliamentarians who attended the meeting was Lusaka Central MP Guy Scott, Given Lubinda of Kabwata, Gerry Chanda of Kanyama and Keith Mukata for Chilanga.

Others were Chongwe MP Sylvia Masebo, Lawrence Sichalwe of Chawama and Munali law maker Nkandu Luo.

“This project will improve water supply, reduce incidences of waterborne diseases and strengthen institutional capacity of water utility companies,” he said.

Mr Marma called on Government agencies to support the programme so that it was completed within the stipulated period of time.

He said failure to complete the project within the stipulated period of time compels the US treasury to repossess the funding allocated to the project.

Millennium challenge account Zambia deputy chief executive officer for operations Israel Banda said the institution would ensure that the all projects were completed within the stipulated time frame.

“The projects will obviously be done in separate stages but everything possible is being done to ensure that the whole project is a success,” he said.

The MPs’ took turns to appreciate the project and Mr Lubinda urged the corporation to allocate some jobs to Zambian contractors that would exhibit the capability to carry out the works promptly.

Government raises K 2 million from hologram sales

Government has sold a total of 1,928, 361 holograms from September 2013 to August 2015 which translates to K1, 928, 361.

Ten percent of the amount realized has since been remitted to ZAMCOPS as mechanical rights for the artists whose rights were sold.

Registrar of Copyrights Kenneth Musamvu disclosed to ZANIS in Lusaka today that government through the Ministry of Information and Broadcasting Services has been selling holograms with the view of curbing piracy in the country.

Mr. Musamvu said the copyrights Unit is working with stakeholders to facilitate the smooth implementation of the hologram adding that arrests especially in Central province have been made and pirated audio visual material have been confiscated and destroyed.

He said the unit has been working hard to engage law enforcement agencies to ensure that they conduct inspections on the market to confiscate pirated audio visual materials.

And in a separate interview Shiloh Arts Training Institute Director Evans Chisenga appealed to the law enforcement officers to conduct regular inspections on the markets to ensure that perpetrators are arrested and prosecuted.

Mr. Chisenga observed that law enforcement agencies have not done their duty as vendors especially in Lusaka have been selling pirated audio visual materials without fear of the law.

He noted that government through the Ministry of Information did a good thing by introducing the use of a hologram on all audio visual products but blamed the police for failing to enforce the law.

Mr Chisenga stated that piracy has continued to be on the raise despite government introducing the hologram because the police have deliberately decided not to enforce the law.

He stressed that both artists and government are losing colossal sums of money in mechanical rights and taxes which could be used on developmental projects if collected.

Mr. Chisenga said government raises revenue through such taxes hence the need for the police and other enforcement agencies to be committed in enforcing the law on copyright

He said the Arts industry can only develop if people begin to buy genuine products so that artists and producers can earn money out of their works and reinvest into productions.
