CAF Under-23 draws set for September

The draw for the 2015 CAF Under-23 Cup will be made in September.

CAF said in a statement on Sunday that the draws will be made in Cairo on September 14.

Zambia goes into th draws with fellow debutants Mali and Tunisia.

Also in the draws are Algeria, Egypt, South Africa, Nigeria and hosts Senegal who will be making their second tournament appearances.

Meanwhile, the 2016 CHAN draws will be made on November 18 in Kigali.

Rwanda will host next years tournament from January 16 to February 7.

Zambia face Mozambique in the final qualifying round in October to decide who goes through to the Rwanda finals.

Zambia, who have failed to qualify for the last two tournament since winning bronze at the inaugural competition in 2009 in Cote d’Ivoire, will be at home in the first leg on October 18 before traveling to Maputo on October 24.

Power Dynamos reclaim second position

Power Dynamos moved back into second place on Sunday after a 1-0 away win over Napsa Stars at Woodlands Stadium in Lusaka.

The two sides went into the break 0-0 before striker Kobe Chiupeta broke the deadlock in the 50th minute.

Power displace Zanaco who had kept their seat warm overnight after a 2-0 away win over Lusaka Dynamos.

The Arthur Davies moves within one point of leaders Zesco United on 39 and 40 points from 19 and 18 games played respectively while Zanaco are third on 38 points.

Meanwhile, Zesco await the FAZ Disciplinary committee’s verdict on Saturday’s abandoned away game against Mufulira Wanderers at Shinde Stadium in Mufulira that they led 1-0 in the 31st minute before crowd trouble forced the match to be called off in the first half.

It is compulsory for all Grade Nine pupils to write ICT Exams-PS

THE Ministry of Education, Science, Vocational Training and Early Education says it is compulsory for all Grade Nine pupils to write Information Communication and Technology (ICT) examinations although the subject will not be used for selection to Grade 10.

Permanent secretary Chishimba Nkosha said this is because not all schools have been supplied with computers.

He said had the ministry supplied computers to all schools, computer studies would have also been used for the selection to Grade 10.

Mr Nkosha said the theory part of computer studies examination will be 60 percent while the practical part of it will be 40 percent.

In an interview recently, Mr Nkosha said it was the ministry’s hope to supply computers to all schools before the introduction of computer studies.

“We have faced certain constraints, which have hindered us from supplying computers to all schools. Funding, long procurement procedures and legal battles have been some of the challenges we’ve been facing,” he said.

Mr Nkosha also said despite the limitations, the ministry found it fitting to introduce the subject.

He said the ideal situation is to ensure that pupils are given computers for their hands-on experience.

“If you are teaching pupils about an elephant, the ideal situation is to take them to a zoo or a game park where they can see the real object,” he said.

Mr Nkosha, however said, there are times in the classroom when teachers use simulations or pictures to teach some concepts.

He added that this is the same approach teachers have been using to teach computer studies in schools where there are no computers.

And Mr Nkosha said not all teachers are computer literate, adding that, however, school authorities have identified those that should undergo regular orientation.

He said during this year’s recruitment, teachers who are not computer literate and without teaching background will undergo teaching methodology courses offered by distance learning institutions.

Meanwhile, Mr Nkosha said the ministry has written to Zesco asking for permission to ensure there is no loadshedding when the practical computer exams are in progress.

This year’s Grade Nine pupils will be the first to write ICT examinations from the time the subject was introduced last year under the revised curriculum.

Court Grants GBM Judicial Review on declaration of Kasama Seat vacant by the Speaker

LUSAKA High Court judge Florence Lengalenga has granted leave for judicial review of the decision by the Speaker of the National Assembly Patrick Matibini to declare the Kasama Central seat held by Geoffrey Mwamba vacant.

According to an application for leave , Mr Mwamba’s lawyers, Mushipe and Associates, argue that the ruling of the speaker would exercise judicial functions by interpreting article 71 2 C in total disregard of the provision of 72 1 A and the cases that are still actively before the High Court.

On July 28, 2015, Speaker of the National Assembly Patrick Matibini declared the Kasama Central seat vacant on account that Mr Mwamba had accepted the position of United Party for National Development vice-president for administration while being a member of the Patriotic Front.

Luapula Province is solidly behind the leadership of President Lungu-Katele Kalumba

FORMER Minister of Finance Katele Kalumba says the Patriotic Front (PF)’s landslide victory in the Bangweulu parliamentary by-elections is an indication that Luapula Province is solidly behind the leadership of President Lungu.

Dr Kalumba said the province is united and continues to support the ruling party because of the various development projects being undertaken by President Lungu and his administration.
He said in an interview yesterday that he is optimistic Zambians will remain united and consistent in supporting Mr Lungu before and after the 2016 general elections.

“The leadership of President Lungu is delivering not by words but by works and it is for this reason that people in Luapula Province are behind the PF,” he said.

Dr Kalumba urged Zambians in all parts of the country to unite and support President Lungu to enable him to deliver development.

He thanked the people of Bangweulu for being peaceful before, during and after the by-election.

Dr Kalumba is optimistic the newly-elected Bangweulu MP, Anthony Kasandwe, will add value to the ruling party as he is credible.

Mr Kasandwe won with a landslide 9,516 votes, beating Robby Mwansa of the Forum for Democracy and Development (FDD) into second place with 1,882 votes.

United Party for National Development (UPND) candidate Blanco Muma was third with 1,122 votes, while independent candidate Prudence Chinama got 653.

John Kabila of the Christian Democratic Party (CDP) managed 432 votes with National Restoration Party (NAREP) candidate Morgan Mwewa collecting 336.

Meanwhile, the PF has challenged the Rainbow Party to participate in the three forthcoming parliamentary by-elections instead of partying over victory in a ward election.

PF secretary general Davies Chama said the Rainbow Party and UPND’s wins in the Kapililonga and Bululu ward elections in Isoka and Kasama Central constituencies, respectively, were just some stroke of luck.

Mr Chama said the ruling party still enjoys popularity in the two constituencies and that its defeat could be as a result of failure to field strong candidates.

The PF secretary general said yesterday that the opposition’s victory is not a reflection of their growing popularity.

“I do not want to make excuses for our loss in the two wards as I am yet to get a post-mortem report from the relevant party organs but my immediate assumption is, we fielded candidates that were not strong enough.

“My advice to the UPND is, let them wait for the Kasama Central constituency by-election as that will be a different ball game and I will be in the campaign team,” he said.

Mr Chama also challenged the Rainbow Party to gauge its popularity by participating in the forthcoming parliamentary by-elections in Kasama Central, Lubansenshi and Solwezi West.

“The candidate that the Rainbow Party fielded in the Kapililonga ward election was in fact our immediate past councillor who was expelled. I am actually informed that he was claiming to be behind all the development in the ward, that he is the initiator.

“The entire Rainbow Party was in the ward campaigning. It is like killing a fly with an AK47 rifle. I challenge them to participate in the forthcoming by-elections so that they can truly test their popularity,” he said.

FORMER President Rupiah Banda says Zambians should be proud of President Lungu because he has raised the profile of the country.

Mr Banda said yesterday that President Lungu is doing his best to put the country on the world map as evidenced by people coming to Zambia.

Some of the presidents who have come to Zambia since January this year are Jakaya Kikwete (Tanzania), Uhuru Kenyatta (Kenya), Peter Mutharika (Malawi) and Robert Mugabe (Zimbabwe).
Mr Banda urged Zambians to support the President for peace and unity to continue flourishing in the country.

“As Zambians, we should be proud of President Lungu, he is doing his best to put the country on the world map as evidenced from the arrivals here at the airport. I am in good relations with him and the respect I get from him sometimes makes me feel like I do not deserve it even if I am a former President. He also has lots of respect for humanity,” Mr Banda said.

And Mr Banda said his relationship with Preident Lungu is sound, dismissing claims that he had differed with the President.

He said the reports that the relationship had soured were false as the two are enjoying a good relationship and have mutual respect for each.

The former President said President Lungu has a lot of respect for him.

Meanwhile, former First Lady Thandiwe Banda says she is alive, well and enjoying good health.
Speaking on arrival from South Africa yesterday, Mrs Banda said she has been cleared of cancer by doctors though she is expected to go for check-ups every six months.

Mrs Banda, who was in the company of her husband, Rupiah, thanked Zambians for their prayers, support and love rendered to her and the family.

“I am happy to inform you that I have been cleared of cancer by doctors and I am happy to be back home,” Mrs Banda said.

Last week, there were reports on social media that Mrs Banda had died.

Commenting on the speculations that his wife had died, Mr Banda said the culture of rejoicing when one is unwell must be discouraged.

“Zambians are known for caring for each other and when someone is sick or has a funeral, Zambians are known to show love, support and care in such times,” Mr Banda said.

Mr Banda said to learn that some sections of the media could claim that his wife had died when she is alive is shocking and ‘unZambian’.

“It is very ‘unZambian’ to rejoice if something tragic has happened. Fortunately with us, here we are, your prayers have been answered,” Mr Banda said.

First Lady urges Financial inclusion for women, girls

First Lady Esther Lungu has urged government to ensure that financial inclusion does not elude women and girls, who are the majority of Zambia’s population because this would be detrimental to the development of the country.

Mrs. Lungu says there is a strong consensus that increased levels of financial inclusion for women, contributes significantly to sustainable economic and social growth.

Speaking at the ceremony Mrs Lungu who was the Guest Speaker for the ‘W’ initiative launch commended Access Bank for the revolutionary idea in deepening inclusive banking in the country to reach many unbanked markets and called for a strong partnership between banks and the Government in deepening investment facilitation in the country.

Mrs Lungu noted that if women are economically empowered they will ensure that their families get the best health care services, and provide the best nutrition possible and will be able to send their children to school.

The women banking initiative known as the ‘W’ is designed to inspire, connect and empower women across Zambia, while catering for their financial and lifestyle needs at various stages in their life.

Mrs, Lungu says women have continued to face numerous challenges in uplifting their standards of living and lack of exposure to financial systems that will support their various lifestyle needs.

She says one of the biggest challenges is the failure to access banking services due to cumbersome account opening processes, high interest rate charges on credit facilities, high monthly ledger fees on their accounts, and high collateral requirements for credit facilities, among others.

Mrs Lungu noted that this has proved to be a great obstacle for women who desire to grow their businesses, invest in education for themselves and their families, acquire assets or indeed participate in the economic landscape of our country.

She says the need to offer women the financial services that they require, both in the formal and informal sectors cannot be overemphasized.

Mrs. Lungu expressed hope that Access Bank Limited will set the pace for other players in the industry to take deliberate steps to focus on women.

She has since commended Access Bank Limited for supplementing government’s effort in its endeavor to uplift the standards of women countrywide.

And women Managing Director of Access Bank Belo Jones says women banking initiative known as the ‘W’is designed to inspire, connect and empower women across Ghana, while catering for their financial and lifestyle needs at various stages in their life.

ZRA’s Mineral Value Chain Monitoring Project in second stage

The Zambia Revenue Authority (ZRA) and the United Nations Conference on Trade and Development (UNCTAD) have signed contracts that will see the development of the Mineral Value Chain Monitoring Framework.

The signing of the contracts marks the second stage in the implementation of the Mineral Value Chain Monitoring Project (MVCMP) that the Government through ZRA has embarked on, after the signing of the Memorandum of Understanding among the Government implementing agencies.

And Secretary to the Treasury Fredson Yamba who graced the signing ceremony that took place in Lusaka has observed that implementation of the Project will ultimately enhance revenue contribution from the mining sector to the Treasury.

Mr. Yamba says government will continue to implement appropriate measures aimed at ensuring that the Zambian people receive a fair and sustainable share of the proceeds from their country’s natural resources.

He states that it is government’s continued commitment to undertake this aspiration in a win-win sustainable, transparent and accountable manner for the benefit of all stakeholders.

Speaking at the same event United Nations Resident Coordinator Janet Rogan who spoke on behalf of UNCTAD said the MVCMP was expected to enhance capacity to appreciate and explain significant growth in mining activity and consequently in mineral royalty revenue collection and would improve the Government’s capacity to identify challenges along the Mineral Value Chain, resulting in inefficiencies in the monitoring of mining activities.

Ms. Rogan has expressed sadness that despite the mining sector being the mainstay of the Zambia’s economy it is only generating around 2% of employment.

And ZRA Commissioner General Berlin Msiska has urged all stakeholders to take the System which is Web based as their own product and recognize that it would only be as good as the input they collectively provide towards its attainment of the set objectives.

Meanwhile Norwegian Ambassador to Zambia Arve Ofstad says he has been observing the continuous distrust existing in Zambia within the mining sector, between the mining companies, parts of the Government, various political actors, the media and the civil society, even the academicians.

This is contained in a statement released to Qfm News today by the ZRA corporate communications unit.

Finland declares support for agric sector

The Government of Finland says it attaches great importance to supporting agriculture development in Zambia.

Speaking at the Namwala District Farmers Association Annual General Meetung (AGM) held at Brichi motel yesterday, District Finnish Representative Nachile Kaila said that the support is aimed at improving productivity of small scale farmers and food security among others.

Ms Kaila said it was for this reason that the support to the Zambia National Farmers Union (ZNFU) is one of the ways to achieve the objective to support farming by the Finnish government.

Ms Kaila said that she was impressed with the Namwala District Farmers Association report but added that a lot needs to be done to increase membership.

And speaking at the same function, Namwala District Commissioner Mary Sakala said government is committed to promoting livestock farming in the district hence construction and rehabilitation of dip tanks to improve veterinary services.

Ms Sakala further said that there is need for the National Savings and Credit Bank (NATSAVE) to include diary animals on Bunjimi asset plus financing.

She also financing should be extended to include goat and cattle beef acquisition especially for Kaabwe, Muchila and Mbeza farmers as this will help almost all the farmers to participate in the ZNFU programs.

The Namwala District Commissioner has called on stakeholders involved in selling and clearing cattle to revise the current exorbitant charge on cattle during clearing and verifications.

Ms Sakala has called on traditional leaders to make sure that no headman is exploiting on charges of verifications .

There has been an out-cry recently by cattle farmers that they are being exploited by headmen , Councils, and the Zambia Police in the verification charges and clearing of cattle.

And Chief mukobela of the Ila people of Namwala has appealed to headmen not to be charging K20 per head of cattle but instead the same amount per verification of about one to 30 herds of cattle.

Chief Mukobela said that what should be charged should be per verification not per head of cattle which will be affordable and reasonable to the cattle farmers.

Meanwhile, Namwala acting District Agriculture Coordinator (DACO) Martin Skainga has appealed to farmers to consider farming as a business venture for it to develop in the district.

He said that when farming is taken as business venture it will provide jobs and the much needed nutrition for the villagers.

Mr Skainga said that government wants to partner with the ZNFU to promote services such as lima credit and the asset plus schemes.

Emmanuel Mwamba pledges to work towards improving Zambia

Zambia’s High Commissioner to South Africa Emmanuel Mwamba has pledged to work towards ensuring that Zambia continues to benefit from the cordial relations it enjoys with that country.

Mr. Mwamba said he was looking forward to working with other diplomats at the High Commission in Pretoria and the Zambian community in South Africa to fulfill the mandate given to him by President Edgar Lungu.

He was speaking on arrival at Oliver Tambo International Airport in Johannesburg last evening where he was met by Zambia’s Deputy High Commissioner to South Africa Joe Kaunda and other members of staff from the mission.

And Mr Kaunda said the Mission in South Africa had been waiting for Mr. Mwamba to continue on the trail of serving the nation.

This is according to a press statement made available to ZANIS in Lusaka today by High Commission of Zambia in South Africa Press Secretary Nicky Shabolyo.

Mr. Mwamba has taken over from Muyeba Chikonde who has now been transferred to the United Kingdom as High Commissioner.

And former republican President Mr. Rupiah Banda and wife, Mrs. Thandiwe Banda has congratulated Mr. Mwamba on his appointment as High Commissioner to South Africa which he said was one of Zambia’s most important partners. The former President who gave a brief account of his experience when he served in the diplomatic service during the reign of Dr. Kenneth Kaunda encouraged Mr. Mwamba to focus on attaining the goals that the country has set.

Bishop Imakando challenges Christians to give generously

Bread of Life Church Overseer Bishop Joe Imakando has challenged christians to be united and generously give to the church as such acts portray a strong faith in God.

Bishop Imakando says it is important for individuals to bless others because God has done so to them in various ways.

Bishop Imakando was speaking last evening when he officiated at the fundraising dinner for the Pilgrim Wesleyan Church at the Intercontinental Hotel in Lusaka.

The Church is seeking to raise K500,000.00 to construct a new headquarters in Lusaka which will all ministries as part of celebrations to mark its 85 years of existence.

Bishop Imakando challenged the Pilgrim Wesleyan Church that it did not have to wait for the 85th anniversary celebrations of the church but rather could have done this at the 50th anniversary to build the new structure.

Bishop Imakando further added that the church has been faithful in the past 85 years hence the need to remain united.

And Pilgrim Wesleyan Presiding Bishop Alfred Kalembo said the church is targeting to raise K500,000.00 to construct the offices adding that it will celebrate its 85th anniversary on 23 August 2015.

Bishop Kalembo said the church headquarters were in Choma at its birth but was relocated to Lusaka in 1995.

He said the new offices will house different ministries as part of celebrations marking 85 years of God’s faithfulness in ministry and service.

Mighty-Zesco game abandoned, Nkana cruise at home

Mighty Mufulira Wanderers home game against Zesco United was abandoned on at Shinde Stadium in Mufulira while Nkana extended their unbeaten run to five games today.

Tensions were high as Mighty went into the match unbeaten at Shinde this season where they have picked up five wins and two draws since ending their 10 year absence from the Faz Super Division this year.

Moreover, Zesco came into the match armed with a psychological edge over Mighty whom they beat 4-1 in the first leg last April in Ndola to confine the nine-tome champions to their worst league defeat in 2015.

A disputed 31st minute goal by Winston Kalengo from a Cletus Chota cross angered the Mighty bench who alleged an infringement before the ball went in.

Referee Gladys Lengwe then halted the match for 10 minutes before decided to call off proceedings.

Meanwhile, there was something to cheer about for the suffering Nkana fans after their beloved 12-time champions beat second from bottom National Assembly 3-1 in Kitwe.

New boys Fred Tshemanga, Walter Bwalya and Diego Apanane were on target in the 5th, 50th and 67th minutes respectively to hand Nkana its first home win since beating green Buffaloes 2-0 on May 30.

Tshite Mweshi scored Assembly’s consolation goal in the 12th minute.

And the win sees Nkana unbeaten since returning from the three-week,mid-season break o July 18 in which they started with three straight draws before two consecutive FAZ Super Division victories.

UNZASU urges Government to resolve UNZALARU impasse

University of Zambia Students Union (UNZASU) President Martin Muyuya says government should facilitate negotiations between the Ministry of Education and the University of Zambia Lecturers and Researchers Union (UNZALARU) to reach a consensus on the current stand-off involving unpaid academic staff dues.

Mr Muyuya said the negotiations should give a clear roadmap on how the government is going to ensure that it pays the K350 million owed to the academic staff.

The academic staff at UNZA staged a work protest last month demanding payment of outstanding dues owed by the institution and have since resolved to withhold the results for the students until they are paid their money.
Mr Muyuya told ZANIS in an interview in Lusaka today that prolonging to resolve the matter clearly showed that government is not prioritizing issues affecting the education sector in the country.

Mr Muyuya added that UNZASU will ensure that academic studies are not being disturbed at the highest learning institution in the country.

The UNZASU president said if government can invest in education it will have made great achievements in terms of national development and human resource.

He added that UNZASU felt that the government should ensure that students are not disturbed in any way and return to the University on 4th October, failure to which the Union will do what they can to make sure that students are on campus by then.

He added that government must understand that UNZA is the highest learning institution in Zambia and expects it to give the institution the attention it deserves.

He assured the First year students that UNZA will open on 4th October, 2015 without fail.

“My humble appeal on behalf of the students is that the government should ensure that education is their first priority’’, said Muyuya.

He noted that for the lecturers to work they need to be motivated and get their benefits just like the those working in government and called upon the government through Ministry of Education to ensure that negotiations are completed as soon as possible.
