Three hopefuls apply to contest the Senga seat on PF ticket

A senior Patriotic Front (PF) member in Northern Province says three candidates have so far applied to contest the Senga Hill parliamentary by-election in Mbala district on the ruling party’s ticket.

PF Chairperson for Elections Musonda Mpankata disclosed the development to ZANIS in Mbala shortly after a meeting with party officials at Mambwe Mission yesterday.

Mr Mpankata named the three as former MMD Senga Hill Member of Parliament Kapembwa Simbao whose election was nullified, PF losing candidate Giles Yambayamba and a Lusaka based clergyman.

He declared that the ruling party is ready for the April 15 parliamentary by-election.

Mr Mpankata said the ruling party will follow the due process of adoption a successful parliamentary candidate and that the central committee would respect the wishes of the lower organs of the party.

The PF election chairperson has since expressed happiness with the overwhelming support that the ruling party is receiving in Senga Hill constituency and Mbala district in general.

Meanwhile, Mr Mpankata has called for the re-organizing of PF structures ahead of next year’s general elections.

The Senga Hill seat fell vacant after the Supreme Court nullified the election of MMD’s Kapembwa Simbao following a successful petition by losing PF candidate Giles Yambayamba.

The parliamentary by-election will be held together with the Chawama and Masaiti constituencies’ by-elections slated for 15th April, 2015.

President Edgar Lungu has directed Youth and Sport Minister Vincent Mwale to simplify the application for funds under the Youth Empowerment Programme.

President Lungu said the application form is complicated for an ordinary person to understand and complete the process of the application.
President Lungu said this when he addressed PF party officials at Protea hotel in Chipata last evening.

He noted that a number of youths are not able to access the funds due to bureaucratic and sophisticated processes.

Mr Lungu stated that Government will ensure that youths and women are empowered through various initiatives such as the youth and women empowerment programmes.

He also stressed the need to simplify the application forms under the Citizen Economic Empowerment Committee (CEEC) programme.

The Head of State assured the country that Government will continue to create employment opportunities though infrastructure development such as road construction, schools and Health facilities.

President Lungu also noted that other employment opportunities in the health, education and agriculture sectors among others are being created.
He advised entrepreneurs especially those in the construction business to be proactive in bidding for government contracts.

Mr Lungu also observed that the acquisition of contracts is complicated and needs to be revised to ease the process.

The president also stated that women should be given an opportunity to take up leadership positions in government and the ruling party, adding that women should be supported as per his example of appointing the first female Vice President Inonge Wina.

President Lungu assured the nation that the PF will not steal government resources by diverting the funds towards party programmes.

He stated that the PF will mobilize resources from its supporters and ensure that government resources are not tempered with as the party implements its programmes.

President Lungu said the PF will continue implementing developmental programmes as time for campaigns has passed.
He stated that the people of Zambia will judge the PF by its works.

Mr Lungua also disclosed to the PF officials that the party is in the process of procuring vehicles that will help mobilize the party in provinces.
He also reiterated his commitment to work with the opposition MMD to form a democratic alliance.

President Lungu said the Eastern Province will be a powerhouse for the PF and MMD which he said are committed to form an alliance.

The Head of State also said that Eastern province will be an example to bridge all political parties and prove that the two political parties can work together to bring development to the country.

He said his leadership will be based on peace and humility as opposed to lies saying he adopted his style of leadership from late President Michael Sata.

Mr Lungu observed that there are a number of people meddling lies within the party and stated that he will not listen to such people as he knows his supporters well.

He also announced that the PF will soon hold elections to elect new leaders in all the ten provinces of the country saying the three year term for all office bearers had expired.

He further stressed the need to remain united during the period of elections and ensure that members elect people who can deliver.

President Edgar Lungu has warned politicians from politicizing the incident which occurred in Mutendere compound in Lusaka where a man died after being attacked by criminals.

President Lungu who singled out United Party for National Development leader Hakainde Hichilema warned that he will not tolerate provocation, saying what the opposition leader was doing instigates political violence.

President Lungu stated that what happened in Mutendere recently where a life was lost should not be considered as political violence because doing so was inciting violence.

He was speaking when he commissioned rural electrification project in Luangeni village in Paramount Chief Mpezeni’s area in Chipata district yesterday, where a grass thatched house was lit under the Rural Electrification Authority (REA) project.

Mr Lungu noted that identifying people by tribe or political affiliation when they fight should come to an end as doing so was fuelling violence between the aggrieved parties, adding that as republican President he will not tolerate that.

He stated that the police have a duty to investigate an incident when it occurs saying pushing them to hurriedly arrest culprits poses a danger of arresting an innocent person whose case may end up in acquittal hence the need to give them ample time to investigate before they apprehend suspects.

The Head of State said what happened in Mutendere was unfortunate and that politicians should not politicize the issue adding that as President he will not shield criminals but endeavour to protect all citizens whether from UPND, PF and any other political parties.

Mr Lungu has since given a directive to the Police to do its work and arrest all criminals including those that were grabbing land from rightful owners.

He said it is his duty to protect citizens but will not tolerate those who wish to break the law with impunity saying as citizens everyone should respect the law.

The president has also cautioned the media from negative reporting which fuel violence among the citizen.

Mr Lungu said time for politicking is over and he advised those that lost the elections to join him in acceleration development in the country.

He said there is need for political parties to wait for 2016 to do campaigns because he was ushered in office and now was the time to heal from political campaigns and foster to develop in the country.

He thanked people of Luangeni constituency for being peaceful during the January 20, presidential polls adding that he is in the province to celebrate the Ncwala traditional ceremony slated for today and take advantage of the occasion to commission the electrification project under REA.

He stated that his government will continue to work hard and ensure all rural parts of the country are lit so that children in such areas also enjoy the benefit of studying at home.

He further said for 50 years the people have been waiting for electricity which the PF government has provided in three years a gesture which has shamed the critics.

He stated that roads are also being done to benefit the locals to live meaningful lives.

President Lungu is in Eastern province to grace Ncw’ala traditional ceremony of the Ngoni people held at Mutenguleni in Chipata district today.

The ruling Patriotic Front (PF) has been advised to acknowledge the political pedigree former vice president Guy Scott still posses by restoring him to the dignified position of party Vice President.

The opposition People’s Democratic Party (PDP) is urging the ruling PF to keep in mind the fact that Dr. Scott is a founder member of the ruling party.

PDP president George Mpombo has advised the ruling party to overlook its succession wrangles that preceded the January 20, 2015 presidential election and restore Dr. Scott to the position of PF vice president.

Dr. Mpombo has told Qfm News by telephone that the ruling party should restore Dr. Scott to his rightful position in the interest of harnessing peace and unity in the party.

He says if Dr. Scott is not shown the respect he deserves in the Patriotic Front, this will most likely result into discontentment which may not be in the best interest of the ruling party.

Dr Mpombo has also called on PF and Republican President Edgar Lungu to also realize the importance of making Dr. Scott feel part of the new PF administration as opposed to sidelining him.

He says much as it is President Lungu’s prerogative to appoint and disappoint, he should consider brining Dr. Scott closer by giving him a position in government with the purpose of chatting the way forward for the ruling party.

First Lady Esther Lungu arrived in Mansa yesterday afternoon in a trip meant to have an on the spot check on the challenges being faced by the under privileged and women clubs in Luapula province.

Mrs Lungu who travelled to Mansa aboard a Zambia Air Force plane arrived at Mansa Airport at 12:50 hours yesterday afternoon.

She is accompanied by former First Lady Vera Tembo Chiluba and some Minister’s spouses among others.

Mrs Lungu who immediately paid a courtesy call on the Luapula Province Minister Brigadier General Benson Kapaya said she is in the province to see for herself the challenges that women and children are faced with in the province.

The First Lady who also appreciated the thunderous welcome accorded to her described the gesture as overwhelming and a clear indication of unity among the people and the Patriotic Front party in the province.

And Luapula Province Minister Benson Kapaya said the province is humbled by the visit of the first lady in the province.

General Kapaya told the First Lady and her entourage that Luapula province has a lot of developmental projects the government is undertaking i in terms of road network and general infrastructure.

Meanwhile Luapula Province Permanent Secretary Boniface Chimbwali pledged the province’s support to all the projects and ensure that Government policies are implemented expeditiously.

Discussions are under way for a possible merger of PF and MMD-Chama

THE Patriotic Front (PF) and the MMD are still consulting on their proposed merger.

And MMD president, Nevers Mumba said party officials have not yet met with PF members and that an appropriate statement will be made at the right time.

PF secretary general, Davis Chama said in an interview that the ruling party believes that consultations will be beneficial between the two parties.

“Discussions are under way for a possible merger. We will inform everyone once consultations are complete,” Mr Chama said.

Recruit more science and Mathematics teachers, Government told

ZAMBIA National Union of Teachers (ZNUT) has appealed to Government to recruit more science and mathematics teachers in the enrolment exercise to be deployed country-wide this year.

Minister of education and vocational training Michael Kaingu said in a ministerial statement in Parliament on Wednesday.

In an interview in Lusaka yesterday, ZNUT secretary general Newman Bubala said the government’s recruitment plan is welcome.

“The targeted 5,000 teachers for recruitment is not enough but it is welcome. Government should consider more science and mathematics teachers to enhance the reduction on teacher-pupil ratio in public schools,” Mr Bubala said.

He said the recruitment will help in dealing with the challenge of teacher-pupil ratio in public schools especially in rural secondary schools.

Mr Bubala said recruiting more teachers especially now with the revision of education curriculum will help pupils grasp knowledge faster and hopefully see an increment in the coming examination results rate.

He said the government should clearly categorise where recruited teachers will be working from to avoid teachers crowding at one school.

Mr Bubala advised teachers to refrain from the mentality of working from urban areas knowing that rural areas, too, need equal education.

He also called on the government to blacklist teachers who take long in moving to their new postings.

VICE-PRESIDENT Inonge Wina says members of opposition political parties are taking advantage of the Patriotic Front (PF)’s lack of membership cards to commit crimes and other atrocities.

Ms Wina said cadres from the opposition are denting the “good image” of the ruling party by committing crimes and other vices and put the blame on PF cadres.

She said this in Parliament yesterday during the Vice-President’s question time.

This was in response to a question from Namwala member of Parliament (MP) Moono Lubezhi (UPND) who wanted to know what action the government will take against people issuing statements that UPND Munali constituency chairman Glyzier Matapa was not murdered by PF cadres but by criminals.

President Edgar Lungu says government will not interfere with the operations of councils concerning their approved levies in order to gain political mileage.

President Lungu observed that government interference on council levies has been affecting the revenue base for local authorities hence they have not been operating efficiently.

He said this in Chipata today when he was conferred with the honour of free man of the municipality of Chipata.

Mr. Lungu cited the abolishing of the bicycle and crop levies by the previous government as a move that affected the Chipata municipal council’s revenue collection.

President Lungu becomes the third President to be conferred with the free man of Chipata municipal council after first President Kenneth Kaunda and South African President Jacob Zuma.

Mr. Lungu pledged to uphold the confidence and trust that the Chipata municipal council has bestowed on him.

And Mr. Lungu has said government has started implementing the revised national decentralisation policy in phases with effect from January 2015.
Mr. Lungu said the implementation of the revised national decentralization policy was the pledge of successful performance in the pursuance of the Patriotic Front (PF) manifesto.

The President said he was convinced that the implementation of the policy will not only strengthen the operations of local authorities but also fortify the country’s democratic dispensation through inclusive governance.

And Mr. Lungu has said government has shown strong commitment to strengthening the local government system through increased budgetary allocation to the sector.

He reaffirmed government’s commitment to support the local government system in order to better the lives of the people in the country.

Meanwhile, President Lungu has urged the people of Eastern Province to remain united and uphold the ‘one Zambia: one nation’ unifying motto.

Speaking when he arrived at Chipata airport this morning, President Lungu thanked the people of Eastern province for the support rendered to him prior to the January 20 presidential elections.

The Head of State was met on arrival at the airport by Eastern Province Minister Malozo Sichone, opposition MMD Kasenengwa Member of Parliament Victoria Kalima and her Chipata central counterpart Mtolo Phiri and many other senior government officials.

The President is in Eastern province to among other programmes officiate at tomorrow’s Nc’wala traditional ceremony of the Ngoni speaking people.

The President is accompanied by Minister of Local Government and Housing John Phiri, Minister of Tourism and Arts Jean Kapata and Minister of Youth and Sport Vincent Mwale.

Government upgrades 220 basic schools into secondary

The Ministry of Education, Science, Vocational Training and Early Education has upgraded a total of 220 basic schools into secondary schools.

Ministry Spokesperson Hillary Chipango said the upgraded schools were so far performing very well.

Mr. Chipango said the ministry was therefore happy with the performance of secondary schools that were last year upgraded from basic schools countrywide.

He disclosed this development in a telephone interview with ZANIS in Lusaka today.

He noted that the programme has benefited mainly rural pupils who were finding it very difficult to have access to distant secondary schools.
Mr. Chipango observed that government has already achieved 70 percent in its upgrading programme.

He has also said government will this year recruit 5,000 teachers noting that his ministry was planning to send most of them to upgraded schools to solve the challenges shortages and unqualified staff.

Police and UPND cadres clashed today during the funeral procession of UPND Munali Constituency Chairperson Grayzer Matapa. Mr Graizer Matapa was last weekend brutally blungeoned to death with knives and screw drivers by suspected PF cadres in Lusaka’s Mtendere Township.

The chaos ensued after heavily armed Police instructed the UPND cadres who were carrying the casket on their shoulders from Ambassador St Annes to put it on a vehicle, a suggestion the cadres rejected sparking the confrontation.The Police then fired tear gas at the mourners and the casket of the late Matapa was damaged in the ensuing fracas.

A new coffin had to be bought in which to bury the slain UPND member.

The late Matapa has since been put to rest at Leopards Hill Memorial Park. UPND leader Hakainde Hichilema was among the mourners.

And the Young African Leaders Initiative (YALI) has described the clashes involving Police and UPND cadres carrying the coffin of the late Matapa as a distressing.YALI Governance Advisor Isaac Mwanza says the police should have read the mood the UPND were in considering that they were mourning.

Mr Mwanza said it does not matter whether the cadres carried the coffin on their shoulders or in a vehicle.Mr. Mwanza stated that it is unfortunate that the Police went ahead and did the unthinkable disrespecting the dead.He said the move by the Police was provocative and that they should desist from engaging in such taboos in the future.
Mr. Mwanza has since appealed to the Police command to ensure that they do not allow police officers to engage in provocative situations in a bid to promote peace and order in the country.

The UPND leader Hakainde Hichilema in a statement earlier this week accused the Police of shielding the PF cadres who murdered Mr.Matapa.

Nkana are preparing for the FAZ Super League season that starts on March 14 while Mazembe are getting ready for the first round of the CAF Champions League after being put on bye in the preliminary stage.

Zambia’s Cosafa Cup quarterfinal date set

Zambia will kick off their COSAFA Cup title defence on May 25.

COSAFA today unveiled the full tournament fixture list following Thursday’s draws that were made in Johannesburg.

Zambia and five other teams enjoy a preliminary group stage bye thanks to their FIFA rankings and will enter the tournament at the quarterfinal stage.

Chipolopolo will await the winner of the battle in Group A that will involve Zimbabwe, Namibia, The Seychelles and Mauritius.

Should Zambia beat their Group A opponent, they have a potential semifinal date against guest team Ghana.

Ghana, like Zambia, also await a preliminary round opponent from Group B that comprises of Swaziland, Madagascar, Lesotho and the tournaments second guest Tanzania whom they will play on May 24.

The quarterfinal losers will play in the Plate semifinal on May 27 and final on May 29.

The main COSAFA Cup semifinals will be played on May 28 while the final will take place on May 30.

South Africa will host the COSAFA Cup in North-Western Province from May 17-30.

Zesco chase qualification against Swallows

Zesco United look set to advance to the first round of the 2015 CAF Champions League when they host Mbabane Swallows of Swaziland in the return leg tie of the preliminary round at Levy Mwanawasa Stadium on Saturday.

The two teams are tied 1-1 from the first leg match played in Manzini two weeks ago.

Justin Zulu’s away goal in Swaziland can send Zesco to the next round in case the game in Ndola finished goalless.

George Lwandamina’s side warmed up for this match by beating Nkana 5-4 on penalties after their replayed Charity Shield semifinal ended 1-1 in Kitwe on Sunday.

Ahead of this crucial match, Lwandamina has remained cagey.

“I am sure the team is ready, we started preparations long way back so I am sure we we are set,” said the 2014 Zambian coach of the year.

Lwandamina said his players are looking forward to the clash against Swallows.

“As usual they are looking forward to the game.Football is a game of challenges but we have to overcome challenges,” Lwandamina said.

The overall winners between Zesco and Swallows will meet either Kaloum of Guinea or Ivorian club Sewe Sport in the first round.
