Kabanshi downplays rift in Cabinet

Community Development Mother and Child Health Minister Emerine Kabanshi has downplayed the rift in the Patriotic Front top leadership over the presidency.

Ms. Kabanshi has told Qfm news in an interview that there is no serious fighting among Cabinet Ministers as is being portrayed by the media.

Ms. Kabanshi says all Cabinet Ministers are seriously working to deliver the best to the Zambian people who put them in office.

She however states that there is no family which can stay without differences, adding that what is happening in the ruling party is only making the party stronger.

Meanwhile Ms Kabanshi has reaffirmed government’s commitment to work closely with all

stakeholders to enhance community systems in the country.

Speaking during the dissemination meeting for research findings on community based volunteers this morning; Ms Kabanshi says the research is timely and that there is need for all stakeholders to work to their very best.

Ms .Kabanshi says the ministry is seriously working to enhance cooperation and collaboration amongst the departments of community development mother and child health and social welfare.

Ms. Kabanshi states that this is in order to strengthen community systems and also improve the coordination and utilization of community based volunteers in order to attain better service provision in the communities.

She has also commended the UK department for International Development (DFID) for the continued support to the ministry by facilitating the research.

The research findings show that over hundred volunteers are currently working in different communities in the country.

Political stakeholders who took part in the SACCORD organized summit on political violence have agreed to back the Electoral Commission of Zambia (ECZ)’s calls to have legal authority to enforce the electoral code of conduct.

And the stakeholders have promised to take practical measures to ensure that their cadres desist from engaging in political violence.

Speaking when she issued a communique on behalf of the participating political parties Alliance for Better Zambia Secretary General Mulenga Shula, said the summit had resolved to support ECZ in its quest to have legal authority to enforce the electoral code of conduct so as to facilitate for the prudent management of elections in the country.

She explained that the ECZ if entrusted with legal authority to enforce the code of conduct cases of electoral malpractice will be expeditiously disposed off.

Meanwhile political stakeholders resolved to “renounce political violence and all its trappings.”

Ms. Shula said the parties will talk to their structures instructing them to desist from engaging in acts of political violence.

The summit also resolved to uphold the demand for relevant legal reforms meant to protect security personnel against arbitrary politically motivated dismissals and transfers.

Other resolves included logical conclusion to constitutional and other legal reforms so as to address the loopholes in the legal causes of political violence, setting up of fast truck electoral courts to deal with electoral violence and the extension of the period for civic and voter education among others.

Political Parties present included the ruling PF (whose representative Bridget Atanga left the proceedings before signing on the resolution), the MMD, UPND, NAREP, FDD, ULP UNIP, ZDDM, ABZ among other political parties.

The two summit was organized by the Southern Centre for Constructive Resolution of Disputes (SACCORD), Friedrich Ebert Foundation (FES) and the Zambia Centre for Interparty Dialogue (ZCID) to discuss the possible solutions to the continued electoral violence in the country.

Zambia’s annual inflation has remained the same for the month of August 2014 as that of July, 2014, by maintaining the 8.0 per cent.

This means that on average, prices increased by 8.0 per cent between August 2013 and August 2014.

Speaking when presenting the monthly bulletin in Lusaka this morning, Central Statistical office (CSO) Director, John Kalumbi, said of the total 8.0 per cent annual inflation rate recorded in August 2014, food and non-alcoholic beverages products accounted for 3.6 percentage points, while non-food products accounted for a total of 4.4 percentage points.

Mr Kalumbi said the annual food inflation rate for August 2014 was recorded at 7.0, indicating an increase of 0.1 percentage points compared to 6.9 per cent recorded in July, 2014.

He said a comparison of retail prices between July and August 2014 shows that the national average price of a 25 kg bag of breakfast mealie meal decreased by 1.2 per cent from K73.20 to K72.33 while the national average price of a 25 kg bag of roller mealie meal decreased by 7.1 per cent from K55.77 to K51.79.

Mr Kalumbi further said the annual non-food inflation rate had decreased by 0.1 percentage points from 9.2 per cent recorded in July 2014 to 9.1 per cent recorded in August, 2014.
And the CSO director said Zambia recorded a trade surplus valued at K117.2 million in July 2014 from K43.8 recorded in June. This means that the country exported more in July 2014 than it imported in nominal terms.

The bulletin shows that Zambia’s major export product in July 2014 were from the intermediate goods category mainly comprising copper cathodes and sections of refined copper accounting for 84.9 per cent while consumer goods, raw materials and capital goods accounted for 15.1 per cent of total exports in July, 2014.

According to the bulletin, Zambia’s major export destination in July, 2014, was Switzerland which accounted for 54.4 per cent, seconded by China which accounted for 13.0 per cent and followed by Congo (DR), South Africa and Australia respectively.

The bulletin shows that the five countries collectively accounted for 83.4 per cent of Zambia’s total export earnings in July, 2014.

The highest trade surplus valued at K295.3 million was recorded in January, 2014 and the lowest trade surplus was in April, 2014, valued at K29.5 million.

Meanwhile, Mr Kalumbi announced that the Central Statistics Office (CSO) will officially launch the National Strategy for the Development of Statistics (NSDS) 2014-2018, on September 2, 2014.

The NSDS, which was approved by Government on May 5, 2014, once implemented, will establish an integrated National Statistical System (NSS) which will yield a comprehensive national statistical database to ensure reliable, comprehensive and harmonised statistical information in the country.

Mr Kalumbi also disclosed that the CSO will hold a stakeholders review meeting of the draft Statistics Bill, 2014 on September 3, this year.

The review meeting will provide a platform of consultations that will enrich the process leading to the enactment of the new statistics law.

Mr Kalumbi said after the approval of the NSDS by the Zambian Government, one of the major milestones that need to be implemented by CSO is the amendment of the Census and Statistics Act of 1964 and the new Statistics Bill has since been drafted.

Leadership Conferences Foundation, the organizers of the Jubilee Conference slated for Friday, 5th September 2014, has dismissed as a baseless and malicious lie that the conference is designed to prop up Mulenga Sata’s presidential ambitions.

Conference Coordinator Stanley Mhango in a statement made available to QFM News today has expressed surprise and regret at the claims by a named online publication.

Mr Mhango says the report is false in its fact and in its information, designed by known persons with malicious intent to scuttle an initiative that is meant to celebrate the Golden Jubilee, recognize the work of the forefathers and mothers and use the spirit of the Jubillee to bring people together.

He says the Leadership Conferences Foundation (LFC) is a non-profit organization set up by Oscar Chavula, Beatrice Mwila, Kellys Kaunda, Nakiwe Simpungwe, Stanley Mhango, Emmanuel Mwamba, James Mwenda and Cleophas Phiri as mere pioneers to bring Zambians together and promote the agenda of Zambia as the foremost goal.

Mr Mhango explains that to bring this idea to life, they decided to host a leadership conference that would act as a platform or forum for Zambians that would reflect on the last 50 years and help plan for the next 50 years.

He states that many Zambians of goodwill have joined forces with them to help usher a better Zambia in the next 50 years.

Mr Mhango adds that they have since received confirmations from among other people Dr Reverend Japhet Ndhlovu of the United Church of Canada who is also former Council of Churches in Zambia General Secretary,Bishop Alick Banda of Ndola Catholic Diocese, Zambia Episcopal Conference President Archbishop Telesphore Mpundu, Bishop John Mambo and veteran politician Vernon Mwaanga.

He further states that speakers include young members of Parliament such as Miles Sampa,Cornelius Mweetwa,Vincent Mwale and Garry Nkombo and one of Zimbabwe’s young Ministers Savior Kasuwere, who is Minister of Environment.

Mr Mhango adds that Foundation has also picked Lusaka Mayor Mulenga Sata,Dr Maureen Mwanawasa and Dora Siliya.

He says the idea of the conference is bigger than any one, and that at the core of the agenda is a brighter future for Zambia, and that the conference will go on as planned.

Nkana’s Odur sets 15 goal target for 2014 season

Nkana striker Tony Odur says he is targeting to score at least 15 goals before the end of the 2014 FAZ Super League campaign.

The Uganda international striker has so far scored one goal in two games for Nkana since joining them from Kampala City Council Authority
(KCCA) last month.

Odur said he wants to score as many goals as possible whenever he gets an opportunity to play for Nkana.

“Every time one must have ambitions, my targets is to score 15 goals and above,” he said.

“Every time I have to work hard and score as many goals as possible when I get the chance to play,” Odur said.

The striker said he wants to work hard while playing for Nkana.

Odur added that he was adapting to life in Zambia.

“I think the life in Zambia is not bad, it resembles life in Uganda. The only thing is that I am missing my family but in-terms of football
I am focused.”

Pro Hit List PSL Wrap: Mbesuma goal lifts Black Aces

Collins Mbesuma capped his Zambia recall with a goal on Wednesday to hand his new club Mpumalanga Black Aces their first PSL win of the season.

Mbesuma came off the bench in the 65th minute to find the target two minutes later in Black Aces’ 2-1 away win over SuperSport United.

The Zambia striker moved to Black Aces this season on a free transfer after he was released by Orlando Pirates.

Elsewhere in PSL mid-week action on Wednesday, Zambia number one Kennedy Mweene had a forgettable night on Wednesday in Mamelodi Sundowns 3-0 home loss in their Gauteng derby against Orlando Pirates.

Mweene, who was playing his second game this season, was stunned by two chipped goal’s from Kermit Erasmus and a blistering volley from Lehlohonolo Majoro.

In Durban, Bornwell Mwape’s PSL debut didn’t go according to plan at Amazulu who fell 2-0 at home against Bloemfontein Celtic.

Mwape came on in the 60th minute while Davies Nkausu remains sidelined at Celtic.

On Tuesday, Zambia captain Christopher Katongo was substituted in the 46th minute in Bidvest wits 3-1 away defeat at Ajax Cape Town.

Clifford Mulenga was on the bench for Ajax.

And defender Joseph Musonda made his debut for new club Polokwane City on Tuesday and played the 90 minutes in their 3-2 away loss to Moroka Swallows in Johannesburg.

Mbesuma set for Zambia recall

Striker Collins Mbesuma is expected to be named in Zambia’s squad for the upcoming 2015 Africa Cup of Nations qualifiers against Mozambique and Cape Verde.

Chipolopolo coach Honour Janza is yet to announce the squad that will take on Mozambique on 6th September in Ndola before facing Cape Verde away just after four days.

Mbesuma’s South African Club Mpumalanga Black Aces has confirmed that the player will be recalled to the Chipolopolo squad.

He last played for Zambia almost a year ago before he was hit by an injury a year ago.

“Black Aces powerful striker Collins Mbesuma has received a call up to the Zambia squad for the two 2015 Africa Cup of Nations qualifiers against Mozambique and Cape Verde, which starts next month,” Black Aces said on their website.

“Since his arrival at Aces before the beginning of the season, Mbesuma has re-invented himself as a team player where he offers more than just scoring goals. The striker already has an assist in AmaZayoni colours and his work rate has been outstanding.”

Kalume: Nkana will defend its ZPL title

Nkana captain Sydney Kalume believes the Wusakile side will successfully defend the FAZ Super League.

Kalume’s Nkana are fifth on the table with 32 points, 12 behind leaders Zanaco as at Week 21 although the Kitwe side have two un-played matches.

He said Nkana would strive to ensure that they retain the league title.

“We are going to defend the league title,” Kalume said.

“We can defend the league if we work together and play as a team,” he said.

Nkana returns to league action this Saturday with an away Week 22 match against Kabwe Warriors just a week after exiting the 2014 CAF Confederation Cup at the group stage.

“We learnt lessons in the Confederation Cup but now we have to focus on the league,” said the ex-Zanaco, Zesco United and Lusaka Dynamos midfielder.

On the game against Warriors, Kalume said:” Any game in the Premier League is not easy so we need to work hard to get maximum points in Kabwe.”

ECZ Director, Priscilla Isaacs, threatens to quit if political atmosphere does not change.

Electoral commission of Zambia (ECZ) Director of Elections Priscilla Isaacs has threatened to quit her job if the current political atmosphere in the country does not change in the run up to the 2016 general elections.

Speaking at the summit on political violence in Lusaka yesterday Ms. Isaacs said she is contemplating quitting her position due to the non adherence to the electoral code of conduct by political parties.

Ms. Isaacs said she has been accused of belonging to certain parties for trying to do the right thing and that there is too much political violence making it difficult for her institution to do their job effectively.

“I think if we continue in the same way we are going I will quit my position before the 2016 elections. This job is difficult as it is and its just that I’m a strong woman that is how I have been able to survive in this job.

“I have been battered and accused of belonging to PF, MMD, UPND for being on the side of the law and it is too much,” she said.

And Ms. Isaacs says the ruling party has greater responsibility in curtailing political violence.

She said the party in government should endeavour to abide by the electoral code of conduct and ensure that they do not use government resources as well as call on civil servants to stay away from political campaigns.

She said as long as senior government officials and civil servants continue to participate in campaigns issues of political violence will always be there.

She noted that if the party in government avoided engaging in electoral malpractice then cases of electoral violence will drastically reduce because the opposition political parties will take a leaf from the ruling party.

Meanwhile Ms. Isaacs said there is need for the ECZ to be given more powers to punish political parties which does not abide by the electoral code of conduct.

She explained that as long as the ECZ continues to operate in its current form which limits its powers then nothing much will change and that the commission needs to be given appropriate powers to punish political parties violating the electoral code of conduct.

She said it is imperative that the ECZ be given the powers that it needs to deal political parties that abrogate electoral laws which would allow for the commission to disallow offenders from taking part in the election.

Charles Kakoma tells Wynter Kabimba to stop using God’s name in vain

The UPND candidate in the Zambezi West parliamentary by-election, Charles Kakoma, says he is disappointed that PF secretary general Wynter Kabimba is using God’s name in vain by asserting that God is very annoyed with him.

Mr Kakoma, whose seat was nullified by the Supreme Court recently, said Mr Kabimba who is also Justice Minister, should be ashamed of himself for bringing the Lord’s name into disrepute in a political contest.

He said God’s commandments are clear and should not be taken in vain or abused by any politician for the purpose of gaining political mileage and urged the PF to show the people of Zambezi West what they have done for them in the close to three years they have been in power.

In a telephone interview from Zambezi, Mr Kakoma said it was the responsibility of the central government to develop the constituency and all the other parts of the country but, thus far, nothing has been done in Zambezi West.

He said the PF had promised the people of Zambezi that they would build a hospital, schools and bridges yet the development projects that are in the area are being implemented using the Constituency Development Fund which he oversees.

Mr Kakoma said the PF promised employment to the people of Zambezi and had pledged to give 15 bags of fertiliser to each small-scale farmer which has not been delivered to date.

And Kabompo East UPND aspiring candidate, Kenny Ndumba, urged the electorate in Zambezi West not to be duped by voting-buying as they may end up voting for a person who will not represent their interests in parliament.

Mr Ndumba, who was the UPND assistant campaign manager in the Mangango by-election, alleged that vote-buying was rampant in the Mangango polls which should not be replicated in Zambezi West parliamentary by-election slated for September 11.

He urged government to deploy police in the area not as cadres but as agents of peace and law enforcement who should not be intimidated by political functionaries.
Mr Ndumba wondered why Mr Kabimba was making assertions that God is very annoyed with Mr Kakoma when he was not the Lord’s spokesperson.

Meanwhile, he police command in Western Province says it will not let any case of violence or robbery that was allegedly perpetrated prior to the Mangango parliamentary by-elections to go without being investigated or pursued further.

Reacting to complaints of police inertia by both the UPND and PF, Western Province police commissioner Lombe Kamukoshi said the police service will only pursue cases that have a possibility of yielding convictions based on the evidence available.

In a telephone interview, Ms Kamukoshi said it will be a waste of public resources and time for the police to follow-up cases that lack evidence and may result in an acquittal.
UPND provincial coordinator, Kingford Nasilele, alleged that the police have not arrested the known perpetrators of the attack on their losing candidate Godwin Putu’s brother, Moses Kabindama, who was allegedly robbed of K50, 000 by suspected PF cadres.

But the Western Province police commissioner said the police have not received any official complaint from the victim going by the records at the Kaoma office.
Mr Nasilele said Kabindama, who runs a shop in Mangango, was allegedly attacked by PF cadres who went there in two motor vehicles with registration plates ALD 7579 and ALK 1369 belonging to former Mangango Member of Parliament Taundi Chiseke and PF Kaoma district chairman George Chisani respectively.

He said the victim was beaten up by his captors and identified two of the eight assailants as Charles Ndewe and Steven Makinishi who are known PF district party officials who accused him of being a financier of the opposition UPND even when he was not in politics.

Reacting to the accusation, Mr Chiseke said he was not part of the group that allegedly attacked Mr Kabindama and was hearing about the information for the first time.
He said he was a credible leader who is well-known in Mangango and cannot go to the extent of fanning violence just to yield political support.

On the other hand, Bonny Tembo, a member of the PF campaign team in the just-ended by-elections urged the police not to let the dockets that where opened against the perpetrators of the violence to be buried following the ruling party’s electoral victory.

Mr Nasilele, who is himself facing a charge of idling and disorderly conduct, said Mr Kabindama’s attackers first hit him with an iron bar before going away with his K50, 000 cash and the case was reported to the police though no action has been taken.

He said the public image of the police is currently in jeopardy because of their inaction and urged them to protect and entrench the security of the general citizenry in the country regardless of their perceived or real party allegiances.

Meanwhile, police sources in Mangango have confirmed that the docket was opened on the day the attack on Mr Kabindama happened on August 18 and it is currently in the office of the second in command at Kaoma central police station.

GAME stores manager, Maduramuthoo Mare Palan has pleaded not guilty to sexually abusing his former female employee.

Palan, 46, of house number 8 Mass Media in Lusaka told principal magistrate, Aridah Chuulu when he appeared before her yesterday that he understood the offences slapped against him but he was not guilty.

He is defended by three lawyers from Eric Silwamba, Jalasi and Lubinda Legal practitioners.

Palan, a South African is facing two counts of indecent assault and sexual abuse contrary to Zambian laws.

It is alleged in the first count that Palan between June 1, 2013 and July 31, 2014 in Lusaka unlawfully and indecently assaulted Mukamuluti Mwila.

Palan is in the second count accused to have between June 1, 2013 and July 31, 2014 in Lusaka, being the Stores Manager at Game Stores, Manda Hill did practice sexual harassment namely seductive sexual advances being unsolicited sexual comments, physical contact which caused discomfort against Mukamuluti Mwila, a worker at Games Stores Manda Hill.

When the matter was called up for allocation, Ms Chuulu allocated it to herself and after reading the particulars of the offences, Palan told the court that he was not guilty.

Ms Chuulu entered pleas of not guilty in both counts and set September 5, 2014 as a date for commencement of trial.

The State would call about 14 witnesses to support Ms Mwila’s evidence against Palan.

Palan was arrested a two weeks night ago after Ms Mwila broke out her silence by reporting the matter to the media and Police.

VICE-PRESIDENT Guy Scott has said the repayment of Value Added Tax (VAT) owed to the mining companies is within the law and not something Finance Minister Alexander Chikwanda wants to cook up.

Dr Scott described the attacks on Mr Chikwanda as unwarranted and that the finance minister was above board on the VAT rule number 18.

“This matter has been discussed here in my office, at ministry of Finance and elsewhere, the payment is not voluntary but within the law, it is nothing that Mr Chikwanda dreamt up and requires change, it is within the law.

“We owe more money to the mining companies in VAT refund and we have to do something about it and not just leave it to accumulate or leave it to our next generation, the money is theirs,” Dr Scott said.

The Vice-President said the question at hand was how the country would pay back the money.

“It is payable unless the law changes it might not be payable, it has accumulated and that all the minister of Finance is talking about,” he said.

He said the issue of ministers owning shares in companies in Zambia was not illegal but that it was something that needed to be declared to relevant authorities.

“If Mr Chikwanda did not make a declaration over his ownership in Sigma Enterprise, am sure it was an oversight on his part. I have been a minister before and I owned shares in some farms, in a consultancy company, its normal in this country and I don’t see any fuss about it,” Dr Scott said.

He said there were no differences between the ministry of Finance and the Zambia Revenue Authority (ZRA) over the repayment of the VAT to mining companies.

“There maybe disagreement about practicality and opinions, but there can’t be disagreement that the money is owed, the way forward in future is to change the law, but the situation is that the money is legally owed,” he said.

He refuted claims there were factions within the Patriotic Front (PF) describing the speculations as not being worthy his comment.

“Just be careful on the source of information, any party in power usually has some funny people, but I will not comment on them until they are named. I am Vice president, my job is to ensure the party wins elections, the job which I am doing very well, we won Mangango and we are going to win in North Western Province,” he said.

Truck drivers from Zambia that have a Democratic Republic of Congo (DRC) stamp are not allowed to pass through Botswana route due to the reported outbreak of Ebola in that country.

ZANIS reports that at the Kazungula border post yesterday, several truck drivers DRC stamps that had attempted to cross into Botswana side were denied entry in that country .

Speaking in an interview, some truck drivers who did not want to disclose their names said there were over 80 trucks at Kazungula border that came from DRC going to South Africa and wondered what measures the Zambian government and that of Botswana would do to address the situation.

And when contacted for a comment, Kazungula District Commissioner Pascalina Musokotwane charged that she was aware of the happenings in Botswana.

Mrs. Musokotwane charged that the Zambian government has taken some measures to control the Ebola disease in the country adding that it was unfortunate that such a thing was happening on the other side.

Meanwhile, a Livingstone businessperson Alex Willo has supported the move that the Botswana government has taken not to allow trucks pass anyhow in their country following the outbreak of Ebola disease in the neighboring DRC.

Mr. Willo said in an interview today that it is wise for every country to protect their people and respect the laws of their land especially when it comes to outbreaks of diseases such as Ebola.

Meanwhile, Kazungula heads of government departments and other stakeholders met this morning at Kazungula district council chamber to discuss how best to sensitize the people at the border town on the dangers of Ebola disease.

Some health workers have been tasked to work closely at the border post and make sure that all truck drivers are screened for Ebola disease in the area while the council has been tasked to come up with fliers with sensitization messages for distribution to rest of the community members in the area.

A team of government workers and other stakeholders accompanied by District Commissioner Pascalina Musokotwane visited the border area shortly after the meeting to sensitize the maketeers, money changers and restaurant owners on the preventive and precaution measures to avoid possible outbreaks.

Kalaba set for Sudan friendly

Zambia coach Honour Janza has received some good news after TP Mazembe agreed to release their Chipolopolo stars for Sunday’s friendly against Sudan at the Heroes National Stadium in Lusaka.

The development means Zambia’s home-based team will now be fortified by the presence of the influential star midfielder Rainford Kalaba and three other foreign-based stars.

This will be Kalaba’s second game back in the Zambia fold this year since his controversial and messy absence from the Brazil friendly last October.

Kalaba’s last game for Zambia was on March 5, 2014 in a 2-1 friendly win over Uganda at Levy Mwanawasa Stadium in Ndola.

The midfielder is expected to travel with defender Kabaso Chongo and strikers Jonas Sakuwaha and Given Singuluma.

Singuluma and Sakuwaha return to the team for the first time since January, 2012 and June, 2013 respectively.

Zambia is using the match as buildup for its 2015 Africa Cup Group F qualifier against Mozambique at Levy Stadium on September 6.
