PATRIOTIC FRONT (PF) campaign manager in the August 19 Mangango by-election Obvious Mwaliteta was yesterday attacked by suspected United Party for National Development (UPND) cadres who also grabbed K500 from him, Western Province Commissioner of Police Lombe Kamukoshi has confirmed.

Ms Kamukoshi said in a telephone interview that police in Kaoma have since arrested former district commissioner in the MMD regime Gilbert Nasilele to help with investigations.

“I wish to confirm that we have arrested former district commissioner, a Mr Nasilele for leading a group of youths to attack and rough up Mr Mwaliteta, who was on a routine campaign trail,” she said.

Ms Kamukoshi said the suspected UPND cadres also stripped Mr Mwaliteta’s car and got away with two number plates and a car remote control.

She said she has since dispatched more police officers to Kaoma for reinforcement.

Mr Mwaliteta is Kafue member of Parliament and Central Province minister.

And in a separate interview, Mr Mwaliteta denounced the violence by the suspected UPND cadres.

“There were over 10 cadres led by Mr Nasilele who attacked me together with Mr Daudi Chiseke. They grabbed our car keys and stripped our vehicle and got away with K500 cash. We were rescued by Rae Hamoonga [deputy police spokesperson], who was on his way to Mongu,” Mr Mwaliteta said.

He said UPND cadres have issued threats on his life saying he must leave Mangango.

He pleaded with UPND not to engage in violence, saying people are interested in development and not fighting.

“I appeal to the UPND to embrace peace. They must take back these cadres to Mongu. They are bringing confusion here,” Mr Mwaliteta said.

He said the PF will not engage in violence because it is focused on bringing development to the nation.

Efforts to get a comment from UPND campaign manager Misheck Mitelo proved futile as his mobile phone was switched off.
Attempts to speak to UPND’s party spokesperson Charles Kakoma and his deputy Cornelius Mweetwa also failed.

Kambwili to lodge complaint to FIFA and CAF over the alleged misconduct of Ethiopian referee

GOVERNMENT says it will complain to FIFA and the Confederation of African Football (CAF) over the misconduct of Ethiopian referee Bamlak Weyesa during Saturday’s Confederation Cup match between Nkana and Etoile du Sahel of Tunisia.

And Nkana coach Beston Chambeshi said his team’s victory over Tunisian giants has motivated his players to beat Al Ahly of Egypt in next Saturday’s Confederations Cup Group B return match.

Minister of Youth and Sport Chishimba Kambwili made the announcement in Luanshya yesterday that both FIFA and CAF would be communicated to on the poor officiating of the match by the 33-year-old Weyesa.

“I would like to inform the nation that I am extremely disappointed with the way the Nkana match was handled yesterday [Saturday] by the Ethiopian referee,” the minister said.

Kambwili has also requested Nkana to complain to CAF over the poor handling of the match by the Ethiopian.

Nkana beat Sahel 4-3 with the Tunisian team being awarded two questionable penalties, one in the fourth minute which Youssef Mouihbi converted to put his side ahead and again stepped up to score the second penalty at the nick of time with the Zambians leading 4-2 at the time.

“I told the referee personally that I was going to write CAF to complain about the manner he handled the match and I want to urge Nkana FC to lodge in an official complaint about the way the game was handled,” he said.

“And as minister, I am writing to FIFA and CAF to complain and urging them to review the video of the game and see what had transpired. Games are there to bring people together and bring unity, but games are not there to disunite the people.

“But if referees are not fair in the way they handle the games, then we are going to have a lot of problems…so as a country, we are officially going to lodge in a complaint to both CAF and FIFA,” he said.

And speaking in a post-match interview on Saturday, Chambeshi said his team will now concentrate on preparing for the next match against Al Ahly to ensure they collect maximum points.

Chambeshi said the technical bench will work on the defence that looked shaky on Saturday to avoid conceding unnecessary goals against Al Ahly.

“It’s a good victory for the team and the boys. It’s not easy to score against Arab teams but we managed to do it. We need to maintain the same spirit even in our next match against Al Ahly,” Chambeshi said.

Nkana have four points, four behind leaders Al Ahly, who edged Sewe Sport of Ivory Coast 1-0 in a late kick off in Cairo.

MINISTER of Foreign Affairs Harry Kalaba castigated MMD president Nevers Mumba for suggesting that the PF government has neglected Luapula Province.

Mr Kalaba said it is sad that Dr Mumba can continue misleading the nation that the PF has neglected Luapula when Government is busy taking various development projects to the region.

“We are very surprised as a PF government that Dr Mumba was in Mansa district talking about the fuel situation in the area.

“Mansa district is enjoying good roads, reduced power outages and many other development projects. We therefore don’t expect Dr Mumba to continue lying to the nation that we are not doing anything as a government in the area,” he said.

Mr Kalaba says President Sata has the vision to develop the country and must be given support by all well-meaning Zambians to achieve this dream.

Mr Kalaba said Zambians must continue supporting President Sata because he is the vision-carrier of the country’s development agenda and the torch-bearer of the Patriotic Front (PF).

He said in an interview in Lusaka yesterday that Zambians have a duty to rally behind President Sata so that he can develop the country to meaningful levels.

“We have seen unprecedented development taking place in this country and the people’s lives are being improved across the country.

“What we are asking for as a government now is for the people of Zambia to continue supporting this hard-working President of Zambia so that he can deliver on his campaign promises,” Mr Kalaba said.

He said President Sata has created new districts throughout the country to help serve people by taking government closer to them.

Mr Kalaba further said the PF must continue to be an instrument of service to the people, adding that President Sata has worked hard to build roads, clinics, houses and schools countrywide in the few years he has been in office.

Choma Trades female, male students housed in same hostels

20

FEMALE and male students at Choma Trades Training Institute have been sleeping in the same block of flats owing to inadequate boarding infrastructure for female students.

The institution, which was built in the 1970s, was initially meant for male students only.

It has emerged that female students at the institute occupy the ground floor of one of the hostels while their male counterparts sleep on the upper floor, a situation the students describe as “not conducive”.

This came to light during the institute’s 5th graduation ceremony in Choma on Friday.

In a vote of thanks, James Mukuka, a graduating student, said there is a dire need to build more hostels to cater for female students who were recently introduced to the institution.

“There is need for Government to help build hostels for the females. Currently, we are sharing a block of flats, and females sleep on the ground floor while the males sleep on the first floor.

“This situation is not conducive, our parents always express concern when they come to visit us,” Mr Mukuka, who graduated with an automotive craft certificate, said at the event graced by Deputy Minister of Education, Science, Vocational Training and Early Education David Mabumba.

Mr Mukuka said the institute has enough land for construction of more student hostels.

He also appealed to Government and other stakeholders to help restock the school library and workshops, which are in need of modern machinery.

“It’s been a challenge for us students to do our practicals because the equipment in our workshop is old, most of it was bought in the 70s.We also need modern books in our library,” he said.

Mr Mukuka said students will only excel if the learning environment is conducive.

He, however, thanked Government for providing bursaries for students.

Earlier, Principal Tom Kampamba said management has in the last five years been requesting the Ministry of Education to construct hostels for female students.

African Development Bank Boss pleased with Kazungula Bridge project

The African Development Bank (ADB) says the Kazungula Bridge project would facilitate trade between Botswana and Zambia and the entire SADC region once completed.

ADB President Donald Kaberuka says it is pleasing to note that construction works on the bridge were going on smoothly.

He said he was happy to be in support of the project adding that there was need to change the way traffic was handled especially that there are 100 trucks on either side that are taking two weeks to be cleared at the border post.

ZANIS reports that the ADB president said this at a press briefing today when he visited the sites from the two countries at Kazungula Border post where the bridge project shall pass.

The ADB President said the Kazungula Bridge is a multi-national project on the North-South corridor on the Zambezi River which would cost US$ 259 million funded by loans from Japan International Cooperation Agency (JICA) and ADB as well as contributions from both the governments of Zambia and Botswana.

Dr. Kaberuka disclosed that the Joint Steering Committee for the Kazungula Bridge project is still meeting for the next two weeks in Kasane in neighbouring Bostwana to discuss preparations for the ground breaking ceremony to be announced soon.

He hoped that the small gap remaining can be resolved very quickly so that the commencement of the Bridge can start.

Earlier, Dr. Kaberuka and his entourage visited the famous Lumbo village housing project on the Zambian side where the affected families have been built 40 houses as compensation.

He was happy that the affected families have been relocated to a new site with a community school and other facilities provided for them.

Meanwhile, Commerce, Trade and Industry minister Robert Sichinga said in an interview that more benefits await the SADC region once the project is completed.

Mr. Sichinga says once completed, the project shall reduce the traffic at the border like at Chirundu border post where said business has been quickened.

He added that the Bridge shall also improve border management operations and easy trade between the two countries as well as reducing transport costs.

Mr. Sichinga further charged that the Kazungula Bridge project is very vital because it is a confluence of four countries namely Zambia, Botswana, Namibia and Zimbabwe adding that he was also delighted by the assistance of ADB, JICA and the governments of Zambia and Botswana.

He disclosed that the gap remaining was US$ 60 million towards the project.

And welcoming the Zambian delegation on the Botswana side was that country’s Transport and Communications Minister Norofo Molefhi.

While in Botswana, the Zambian delegation held a closed door meeting with their Botswana counterparts at Cresta Mowana Lodge Resort in Kasane.

MOPANI Copper Mines(MCM) PLC has implemented programmes aimed at empowering and building capacity of local contractors and other small and medium enterprises in Zambia.

MCM Chief Executive Officer Danny Callow said the Company was encouraging formation of joint venture partnerships between local contractors and internationally-recognized foreign firms wishing to do business with the mining company.

Mr Callow said the company's policy on joint ventures would help build capacity for local companies.

“We have a deliberate policy that encourages foreign manufacturing companies wishing to do business with us to partner with local companies or involve Zambians in their shareholding structures. This, we believe, will help build capacity of local companies, encourage skills transfer and give a competitive edge to the local firms while improving quality and efficiency,” said Mr Callow.

One such joint venture supported by MCM is between Shawonga Enterprises Limited of Zambia and ZINPRO Engineering of South Africa which have partnered to form ZINPRO Zambia Limited, to specialise in shaft and structural steel rehabilitation works.

ZINPRO Zambia has been engaged by MCM to undertake massive refurbishment of the shaft infrastructure.

This is contained in a statement by MCM public relations manager Cephas Sinyangwe released in Kitwe yesterday.

Mr Callow said initially the attention was directed at improving processing plants and that time had come to address mining related issues.

He said at privitisation, MCM inherited dilapidated infrastructure both on surface and underground and the company's major focus was to upgrade the Smelter to eliminate emissions and improve its efficiency.

Mr Callow said the project was completed 15 months ahead of schedule in March this year and was currently operating effectively.

“Our focus now is to improve efficiency and productivity of underground operations. Maintenance of vertical shaft infrastructure is a highly specialised job and there is lack of local skills in this regard due to many years of lack of investment. Every month Mopani loses about 6000 metric tonnes of copper due to shaft shutdowns to facilitate maintenance.

Mr Callow said by bringing in shaft experts such as ZINPRO Zambia Limited, MCM would address the problem of frequent shutdowns, achieve continued production and less maintenance costs.

ZINPRO Zambia Operations Director, London Mwafulilwa hailed MCM for supporting joint ventures which would benefit the country.

Mr Mwafulilwa said the joint venture would enable Zambians participate in improving productivity in the mining industry as well as grow the mining support base.

Zambia National Women’s Lobby (ZNWL ) Board Chairperson, Beauty Katebe says her organization is concerned with the continued withdrawal of underage girl children from school for early marriages.

Ms Katebe says ZNWL was concerned that some parents did not realize the importance of giving their girl children education in preference to early marriages.

She advised parents in the country not withdraw their children from school in exchange for money and animals as dowry given for marriages.

The ZNWL instead parents should instead protect their girl children by ensuring that they secure a better future for them through education.

ZANIS reports that Ms Katebe said this in an interview in Lusaka, today.

“ It is unfortunate that in this era and age many parents can still disregard the importance of educating the girl child and marrying them off at tender age when they are not yet ready for a marriage commitment, ‘ she said.

She was commenting on a 12 year old grade two girl from Kapiri Mposhi who was forced into marriage with an elderly man by her parents but was withdrawn from that marriage by Central Province Campaign against Early Marriages committee.

Ms Katebe has since called on relevant authorities to ensure that the peasant farmer who married the girl and currently on the run should be brought to book.

She has urged other cooperating partners to continue with the sensitization against early marriages.

Ms Katebe said it was a sad that underage girls were forced into marriages which she said is a life time commitment which is supposed to be made when a person is mature.

She observed that marriages to underage girls were contributing to high mortality rate as some of the young girls deliver still born babies because they are too young to undergo through that process.

A twelve year-old grade two girl at Renato Basic School in chief Nkole’s area in Kapiri Mposhi district has been withdrawn from a marriage forced by her father.

Central Province Campaign Against Early Marriages Coordinator, Dorothy Mambwe this confirmed the development in an interview in Kapiri Mposhi district, today.

Ms. Mambwe said the girl has since been put under the care of Nsungeni Orphanage for custody and counseling.

Government urged to extend maternity Leave

Some working mothers in Kalulushi have appealed to government to consider extending maternity leave for them because they are failing to work and breast feed at the same time.

Heath Nutritionist Sera Sinyangwe says according to a recent survey in the district it was revealed that most working mothers faced a number of challenges as working mothers.
Ms. Sinyangwe said most of the working mothers complained that they were often late as a result of breastfeeding.

And District Medical Officer Dr. Liwung Sichinga says heads of departments should consider creating conducive environment that allow breastfeeding at workplace.

“Let them discuss with their employers for the good health of their children, because we are encouraging exclusively breastfeeding,” said Dr. Liwung.

Child Rights Activist Kelvin Sampa has called on youths in the country to rally behind President Michael Chilufya Sata for the good governance he has put in place.

Mr. Sampa says it is important that the youths support the Head of State to ensure that he accomplishes his mandate and all his programs.

Speaking at a media briefing this morning, Mr. Sampa says he also thinks there is no crisis in the Country and that he does not foresee any Presidential By-election as is being purported by some politicians.

The Child Rights Activist notes that it is for this reason that youths in the country should rise to the occasion and condemn all such sentiments and take control in giving government proper guidance.

He says this is because President Sata still has the mandate to rule Zambia till 2016.

Leader of the opposition National Revolution Party Cosmo Mumba has lashed out at UPND president Hakainde Hichilema for allegedly wishing President Sata dead.

Mr Mumba told a news conference in Lusaka that Mr Hichilema has been going round telling people to prepare for a presidential by election because President Sata is ill.

He said the actions by Mr Hichilema and the UPND are satanic and should be condemned.

“We know that Mr Hichilema has been praying that President Sata dies. His behaviour qualifies him to be crowned Chief Satanist. I’m ready to be sued for this, I already have 17 lawyers to defend me,” Mr Mumba said.

He added, “The UPND MPs should not even be allowed close to the President. That visit to State House they are pushing should not be granted because they can bewitch the President when they visit him at State House.”

Mr Mumba said Zambians should ignore politicians such as Mr Hichilema because they are evil and can destroy the county through tribalism.

“We should reject HH and his tribalism. Zambia is One Nation One Zambia. “

And Mr Mumba has announced that his party will support the PF in the Mangango parliamentary by election.

He also appealed to President Sata to consider sacking Labour Minister Fackson Shamenda for allegedly failing to implement the minimum wage.

“This Shamenda man has failed the poor worker. These investors are paying our people meager salaries very bad salaries and Fackson Shamenda is failing to check on these employers for compliance. We are asking the President to either transfer him or sack him from the Ministry of Labour.”

UPND concerned about empowerment programmes in Maninga constituency ahead of by-election

Richwell Siamunene
UPND MP Richwell Siamunene

The opposition UPND in Kaoma district of Western Province says it is concerned with the empowerment programmes being undertaken in Mangango Constituency ahead of the August 19 parliamentary by-election.

But Western Province minister Richwell Siamunene says government will not be deterred from executing its functions in any part of the province and the country as a whole.

UPND assistant campaign manager for the Mangango by-election, Kenny Ndumba, says the distribution of empowerment inputs such as shovels and picks to the youths in Chilombo area in Shikombwe Ward in Mangango constituency is tantamount to corruption.

Mr Ndumba said whilst the UPND appreciates poverty alleviation packages through empowerment programmes, it was dismayed that such donations in Mangango constituency were happening when ahead of the by-election.

But Western Province minister Richwell Siamunene says government will not be deterred from executing its functions in any part of the province and the country as a whole.

Mr. Siamunene said government will not be derailed from its duties of governing in the area just because there is a by-election as doing so would be detrimental to its national development aspirations.

He said the UPND’s assertions are unfounded as the empowerment programmes in Mangango constituency are part of government’s broader poverty mitigation strategies being undertaken in Western Province and other parts of the country.

He said the by-elections in Mangango constituency should not halt the implementation of the on-going government programmes as such undertakings are meant to cushion the poverty burden amongst the masses regardless of their political affiliation.

Chenda ‘ sells’ Zambia’s investiment opportunities in the US.

Local Government and Housing Minister Emmanuel Chenda
Local Government and Housing Minister Emmanuel Chenda

Local Government and Housing Minister Emmanuel Chenda has highlighted the various investment opportunities in Zambia and Government-initiated reforms to diversify the economy and creation of jobs.

According to a New York’s LEADERS magazine headlined Zambia’s Economic Reforms, published in the July-August-September 2014 edition, Mr Chenda said Zambia has numerous opportunities for investors in mining, agriculture, tourism, construction, manufacturing and other sectors.

The Minister said Zambia was diversifying its economy from dependence on a mono product – copper – to other raw and finished products.

“We intend to continue implementing prudent economic policies aimed at making the mining sector competitive, and that will lead to increased investment and output. We see mining as a platform for greater diversification,” Mr Chenda told the quarterly magazine.

The Minister said Zambia was strengthening its laws to ensure that the benefits of the vibrant mining sector accrue to Zambians.

This was contained in statement released to ZANIS today by First Secretary for Press and Public Relations at the Permanent Mission of the Republic of Zambia to the United Nations.

Mr. Chenda said it was essential to create a conducive environment for business to grow and prosper.

“The Cabinet recently approved the National Strategy for Industrialization and Job Creation, a comprehensive outline of the steps we are taking as the Government to create jobs,” he said.

“My interest is to ensure that we work hard to implement that strategy and create at least one million jobs over the medium term,” he said.

Mr Chenda said job creation was the platform on which the PF Government was elected, and it was of “key interest” to him.

The Minister highlighted the need for measures aimed at increasing access to finance through micro, small, and medium enterprises, facilitating value-chain clusters using citizen empowerment initiatives, particularly for rural Zambia, reviewing and improving the public-private partnership framework.

Mr Chenda said there was need to accelerate the implementation of the special economic zones for manufacturing and value addition.

He appreciated the World Bank’s recognition of Zambia as one of the fastest economically reformed countries.

“My view has always been that we should find a balance between our appetite for foreign investment and promoting and protecting local investment,” he told the Leaders Magazine.

PF’s silence over MPs’ pay rise demand shows lack of leadership – Sikota

Lawyer Sakwiba Sikota
Lawyer Sakwiba Sikota

Opposition United Liberal Party (ULP) President Sakwiba Sikota has stressed the need for the ruling Patriotic Front (PF) to show that it is taking the lead in giving guidance to the nation.

Mr. Sikota says it is not right for the ruling PF to remain silent on an important issue such as the demand for a pay rise by Members of Parliament (MPs) at a time that government has imposed a wage freeze on the civil service.

Mr. Sikota has told Qfm news in an interview that by remaining silent on the demand that MPs have made, the ruling PF is showing that it also wants to have a share of the cake.

He says by being silent the ruling party is also acting like a rabbit that is caught in a glare of a head light and is frozen to a point of not doing anything.

The ULP leader adds that by being silent over the said matter the ruling party is further showing lack of leadership.

But PF national chairperson Inonge Wina has told Qfm news in a separate interview that her party has not yet discussed the matter of MPs wanting to have a pay rise.

Ms. Wina, who is also Gender Minister, says this is why she cannot give her views over the matter as it may seem unfair to other members of the party as her views may be different to that of other party members.

She notes that for all she knows the majority of members of her party feels that the demand for a pay rise by MPs is an issue that needs to be considered very seriously and cautiously in view of the fact that country faces some challenges of poverty.
