A KASAMA man caused a stir on Monday night when he arrived at the ZESCO offices with beddings demanding to spend a night at the premises as a way of protesting the failure by the electricity firm to connect power his house despite paying seven months ago.

The man who identified himself as Thomas Kabwe of Location Township who had with him a set of beddings was turned away by bewildered ZESCO staff that told him the electricity firm did not offer lodging
facilities.

Mr Kabwe was, however, adamant that he would be spending the night at the well-lit regional ZESCO offices because the offices, unlike his home, had electricity.

Mr Kabwe who arrived early in the evening by taxi, said he his children would arrive later to be part of the unusual protest.

“I have children in grades nine, 11 and 12. They need to study. They will join me here so they can use the electricity here for studying,” he said.

He complained that he had paid the electricity connection fee of close to K1, 000 last year in September but seven months down the line, his house was still no electrified.

What apalled him most was the apparent fact that other customers that paid connection fees after him had allegedly been connected already.

An emotional Mr Kabwe also wondered why he had been reduced to pleading for a service he had paid for.

When contacted for a comment, A Mrs Banda from the Zesco public relations department promised to get back to the Times as soon as she was in possession of the facts relating to the incident.

INSPECTOR General (IG) of Police Stella Libongani has warned political parties to desist from proposing violence through statements and public gathering.

Ms Libongani said all political players were expected to abide by the law by refraining from any conduct that instigates violence especially among their counterparts.

She said in Kitwe yesterday that political parties should be mindful of their conducts during public functions and how to relate with one another.

“We have had incidences where political parties are proposing violence through statements made but they should know that we have police in place and we want all political parties to feel protected by the institution,” she said.

Ms Libongani said political parties should refrain from taking the law in own hands because the police would not tolerate that.

She said as much as politicians had the right to freedom of expression and gathering, they should not exercise that at the expense of other citizens who also deserved the same rights.

And Ms Libongani said police reinforcement had been deployed to Kasumbalesa to beef up security around the border post area following the last Saturday shooting of a couple by suspected soldiers from the Democratic Republic of Congo (DRC).

“We have two groups of officers in Kasumbalesa. The mobile unit group and a police station and following that shooting, we have reinforced the mobile unit,” Ms Libongani said.

On earlier remarks that police intended to establish a permanent platoon at Kasumbalesa, she said there was already a permanent platoon in the area and the only thing needed was to reinforce.

Ms Libongani said the reinforcement was made two days ago but was not in position to give the number of officers deployed to the area.

Meanwhile, Ms Libongani said the problem of police infrastructure such as accommodation and new stations round the country was receiving positive attention.

She said Government was aware of accommodation challenges and that very soon, the Ministry of Home Affairs would commence the construction of 20, 000 housing units for various security wings including police.

Ms Libongani said similarly, the police command had earmarked some areas of high economic activities including new districts for construction of new police stations.

The inspector general who was in Kitwe for an on-going familiarization tour of districts was accompanied by Copperbelt police commissioner Joyce Kasosa and a number of senior officers from Lusaka Headquarters.

Intercontinental Hotel Lusaka and the Taj Pamodzi have refused to host the eagerly anticipated news conference which was to be addressed by UPND President Hakainde Hichilema on the state of the nation.

Mr Hichilema’s team from the national secretariat had initially contacted the Taj Pamodzi Hotel as the venue for the news conference.

Management at the Taj Pamodzi agreed to host the event but later contacted the UPND to cancel the booking citing pressure from higher authorities.

By lunch time Tuesday, the UPND team managed to secure venue at the plush Intercontinental Hotel after management agreed to host the opposition political party.

The UPND Communications team even went into full gear publicizing the news conference at which Mr Hichilema was expected to recount his experience in Ndola on Saturday when he was attacked together with his entourage.

But management at Intercontinental Lusaka phoned the UPND much later in the evening informing them that the event had been cancelled at the last minute.

UPND Deputy National Secretary Kuchunga Simusamba confirmed that the two hotels refused to host the news conference.

“Yes it has been moved to our secretariat at the same time. We couldn’t agree with the hotels and we had to move it,” Mr Simusamba said.

And Intercontinental Hotel Lusaka Public Relations Manager Veronica Simubali confirmed that the hotel rescinded its earlier decision to host the UPND leader.

“We had to review our decision to host the UPND after undertaking our own security assessments especially that there have been some media reports indicating that members of the UPND will start arming themselves. We also took into account the events of Saturday in Ndola and since we host a lot of guests, we thought it would not be prudent to take such risks,” Ms Simubali said.

“We consulted our regional office in Ndola and they advised that the event be cancelled purely based on security fears.”

She added that the decision not to host the UPND goes for all other political organisations.

“From now on, Intercontinental Lusaka will no longer host political meetings until such a time that the security situation improves.”

Ms. Simubali also confirmed that the UPND will be reimbursed.

But sources have revealed that the two hotels faced intense political pressure from State House with President Sata personally phoning managements at the two hotels and threatening them.

The source said President Sata threatened to deport the managers of foreign origins managing the two hotels if they do not cancel Mr Hichilema’s news conference.

Mr Hichilema has over the last few months emerged as a strong contender for the Republican President and has attracted a good share of harassment and victimization mainly from PF cadres.

Zambia yet to confirm 2014 Cosafa Cup participation

Defending champions Zambia have not yet confirmed their participation in this years Cosafa Cup.

In a statement, Cosafa said only seven countries from the 15-nation regional grouping have so far confirmed their participation in the tournament Botswana will host this September.

“Seven Southern African countries have already confirmed their participation in the 2014 COSAFA Cup to be held in Botswana between September 13-28,”Cosafa stated.

“With the deadline for response set for April 25, Zimbabwe, Namibia, South Africa, Malawi, Seychelles, Lesotho and Swaziland have all confirmed they will participate.”

Cosafa is however hopeful that most of its member countries will beat next Friday’s deadline.

“Many of our general secretaries from the various COSAFA countries were in South Africa at the FIFA seminar that was held recently and so have not been in their own offices to deal with such issues,” Cosafa CEO Sue Destombes said.

Zambia beat Zimbabwe 2-0 in last years final at Levy Mwanawasa Stadium in Ndola to equal the latter as Cosafa Cup record winners.

 

 

 

 

Zambia U20 track second round opponents

Zambia Under-20 assistant coach Bilton Musonda has sad they are closely monitoring prospective opponents Namibia and Mozambique.

Young Chipolopolo will face either Namibia or Mozambique in their Senegal 2015 African Youth Championship second round qualifier in May.

“We are monitoring our opponents in the Africa Youth qualifiers and have acquired a DVD on the first leg of the game involving Mozambique and Namibia played in Maputo with the host nation carrying the day winning 2-1,” Musonda said after Tuesday afternoon training at Barclays Sports Complex in Lusaka.

“We have tried to analyze their style of play to help us prepare well. We will be ready for them.”

Zambia Under-20, who enjoyed a first round bye, will travel for their second round, first leg match during the weekend of May 9-11 while the return leg will be played on May 24.

Winner will advance to the final qualifying stage where they will face winner of the first round tie involving DR Congo versus the first round winner of the Botswana-Malawi match.

DR Congo,like Zambia, enjoy a first round bye.

Final leg first round matches will be played during the weekend of April 25-27.

OSF Challenges President Sata To Condemn the Ndola Violence

Open Society Foundation (OSF) has challenged Republican President Michael Sata to categorically condemn the violence against United Party for National Development (UPND) President Hakainde Hichilema.

Executive Director Sunday Chanda said there is no need entertain and promote such acts of violence fifty years after Independence.

Mr. Chanda advised political players not to take Zambia’s peace for granted because it can easily slip away if such actions of savagery is allowed to continue.

He called on politicians especially those from the ruling PF to realize that Zambia is a multiparty state hence all political players have the right and freedom to do what UPND President and his team were doing on the copperbelt provided it is within the confines of the law.

He added that the incident in Ndola is an indictment on the Zambia police who allow such lawlessness to prevail right under their nose.

Mr Chanda has since demanded for a comprehensive statement from Zambia Police regarding the incident and arrest of those behind the violence.

Over the weekend Patriotic Front (PF) cadres armed with guns and machetes attacked UPND president Hakainde Hichilema’s entourage and interrupted an interview he was attending at a radio station in Ndola.

Mr. Hichilema said that he suspected that the PF cadres whom he has referred to as being thugs may have come from Kitwe and Luanshya specifically sent to kill him.The UPND leader wondered why the Police have not arrested any of the suspected PF cadres when they were present at both incidents when members of his party were being attacked by the suspected PF cadres.

Meanwhile the Southern African Center for the Constructive Resolution of Disputes (SACCORD) has observed that the escalating culture of political violence taking root in the country is retrogressive and does not have any place in the nation.

SACCORD Executive Director Boniface Cheembe said the culture of violence being perpetrated by political cadres is uncalled for especially that the Zambia is celebrating its 50th Golden Jubilee anniversary this year.

Mr Cheembe told Qfm News that the acts of political violence call for political party leaders to keep their cadres in check.

He said Zambians regardless of political affiliation should show unity in celebrating the country’s 50th independence anniversary.

Mr Cheembe said that there is need for political tolerance if the country is to have a functional democracy.

The SACCORD Executive Director has also appealed to the Zambia Police to ensure that the law is applied equally to all citizens regardless of political affiliation.

He further stateed that SACCORD hopes that perpetrators of the attack on UPND leader Hakainde Hichilema in Ndola will be brought to book.

Power play Mazembe in friendly

Power Dynamos have confirmed that they will face DR Congo giants TP Mazembe in a friendly on Wednesday.

The two sides will face off in an international club friendly at Arthur Davies Stadium in Kitwe.

Wednesday friendly will be a double-header that will see Mazembe’s B team take on Konkola Mine Police in a 15h00 kickoff.

Power will face Mazembe’s main team in the second kickoff at 17h00 under floodlights.

Mazembe will on Thursday play FAZ Division One North side Gomes Haulage FC in Ndola.

The DR Congo club is currently on a week-long training camp in Ndola that began on Sunday.

Mazembe are taking part in the CAF Champions League and will know their group stage opponents on April 29 when the league phase draws are made in Cairo.

Agriculture and Livestock Minister Wilbur Simuusa has described the high mealie-meal prices in the country as shocking.

Mr Simuusa said today when he paid a courtesy call on Eastern Province Minister Malozo Sichone in his office in Chipata that it was shocking that Zambia despite being the major supplier of maize in Southern region, the prices of mealie-meal had remain high.

The minister said there was no proper justification on why the mealie-meal in the country was very expensive and said amicable solution must be found in order to benefit many Zambians who were struggling to get the commodity.

The minister said he had already met Zambia National Farmers Union (ZNFU) and said he was yet to meet Millers Association of Zambia (MAZ) on the way-forward over the issue of mealie-meal prices.

“It is very shocking that a bag of mealie-meal is very high in the country and I have already met ZNFU and I am yet to meet MAZ in order to resolve this matter,”Mr Simuusa said.

He said Zambians should not suffer with the issue of the mealie-meal in the country. Mr Simuusa also disclosed that he would in few weeks’ time flag off the distribution exercise of fertiliser in the country.

The minister said the Government believed that by September this year all farmers should receive the farming inputs.

He explained that Nitrogen Chemicals of Zambia (NCZ) has already started the production of fertilizer for the distribution to the farmers for the 2014/15 farming season.

He said it was also saddening that Camp Agriculture Committees (CACs) were failing the farmers across the country. Mr Simuusa said it was also disheartening that the cooperatives movement was siphoning money from the farmers.

He commended the Eastern Province for being the highest producer of farming inputs.

And Mr Sichone said Tanzania had the lowest prices in terms of food. The provincial minister also wondered why the price mealie-meal in the country was very high despite Zambia being being the major exporter of farm produce such as maize to the neighboring countries.

He said Chipata had the millers who were fond of telling stories on the issue of production of mealie-meal.

Police to seek permission from PF before allowing opposition meetings?

The Zambia Police have been challenged to state their position on directives by PF Copperbelt chairman Stardy Mwale that they should seek permission from the ruling party before granting permission to opposition political parties intending to hold meetings.

UPND Copperbelt provincial chairperson Elisha Matambo said it was unfortunate that police could not arrest Mr Mwale even after he admitted that he sent his team of ruffians to disrupt a programme on which Mr Hichilema was appearing at SUN Radio of Ndola at the weekend.

Mr Matambo said it was the first time in the history of Zambia that party cadres had dared police on how they should execute their duties.

He called on the Zambia Police to show their independence when enforcing law and order.

“Zambians should be on the lookout as democracy is slowly being wiped away by the PF who cannot accept divergent views from other political parties because they have failed to deliver on their promises.
“We are challenging the police to tell the nation that they have failed to arrest Mwale and the thugs who fired guns at the radio station and unleashed panga and machete wielding cadres on the UPND supporters and police officers.
“As a party that knows the sufferings of the people of this country we would like to ask every Zambians to stand up and condemn in strongest terms the behavior of the thugs at Sun Radio and to rise up and defend the democracy that this country has enjoyed for 48 years. Why should things change now that PF is in power,” he said.

He said opposition political parties had worked in harmony with all the past PF chairpersons in the province who respected different views from the opposite side.Mr Matambo said plans by the PF to destabilise the opposition would not yield results as they would not be intimidated even by the panga carrying thugs.

“We shall give them the correct dosage if police have failed to do their job. How can Mwale say police should seek permission from him, who is he?
If the police are not going to arrest Mwale then Zambians will believe that they are another branch of the PF,” Matambo said.

The confusion in the MMD has deepened with Lusaka Province resolving NOT to back calls for the holding of an extra ordinary convention.

MMD Lusaka Province Chairperson Watson Mtonga says the province will NOT support calls for a convention and has opted to forge reconciliation among top party leadership.

Mr. Mtonga says some of the accusations leveled against party leader Nevers Mumba can be resolved without going for a convention.

The MMD Lusaka province chairman says this stance was arrived at during a meeting by the provincial leadership held on Friday last week.

This comes barely two day after MMD Vice President Michael Kaingu says Lusaka province would take the lead in presenting a petition to call for the holding of fresh elections in the party.

And when contacted for a comment on this turn of events, Mr. Kaingu maintained that the convention is meant to save the MMD from collapse.

Mr. Kaingu says he has received two petitions from Western and Eastern Provinces in support of a convention.

At least four out of the ten provinces need to petition if the party threshold for a convention is to be attained.

6 people die on the spot in a bus and truck head on collision

Seven people have died while two others have sustained injuries in a head on collision road traffic accident involving a Noah bus and South a African truck at Chisekesi in Pemba district, in Southern Province.

The accident occurred at a sharp bend when the driver of the Noah bus registration number AJB 866 attempted to overtake another vehicle but collided with an oncoming South African truck registration number DGS921GB.

Pemba District Commissioner Reginald Mugoba, who was found at the accident scene, told ZANIS that six people on board the Lusaka bound Noah bus died on the spot.

Mr. Mugoba has explained that in the process of overtaking, the driver of the Noah bus hit and killed a cyclist and injured another.

The two injured include the lorry boy from the truck and another cyclist.

The Noah bus has been extensively damaged.

The bodies of the seven are lying in Monze hospital mortuary.

The majority of Zambians live on less than $1 a dollar

The Jesuit Centre for Theological Reflection (JCTR) Basic Needs Basket has revealed that the cost of living for the month of March 2014 for an average family of five living in Lusaka increased by K71.44 from K3,616.28 in February to K3,687.72.

The JCTR has attributed the increase mainly due to the rise in the cost of Mealie meal which increased from K68.00 to over K82.00 per 25kg bag of breakfast in some parts of the country.

The JCTR further urges the government to ensure that the price of mealie meal does not increase any further as it will adversely affect and exacerbate the already eroded coping capabilities of the majority of Zambians who depend on this staple food and often have very limited escape opportunities from the poverty trap.

Mealie meal which is a staple food in Zambia must to be readily available to the greater majority of the citizens. However, during the month of March, the price of breakfast mealie meal sharply increased from ZMW68.00 to over ZMW82.00 per 25kg bag in some parts of the country making it difficult for many to access the commodity.

The high cost of mealie meal is very saddening and alarming especially for a country whose staple food is maize. The increasing systematic exclusion of families in accessing a 25 Kg bag of maize meal has been compounded by the reality that over 60% of the population is living in absolute poverty and depends heavily on maize and maize supplements for their dietary needs. Further, it has been observed that the price of mealie meal remains high despite the various interventions by the government.

The free falling Kwacha has also contributed to the high cost of mealie meal due to the increase in the cost of importation of production related inputs needed by millers. This has adversely affected people’s livelihoods and coping capabilities as it inadvertently pushes up the cost of production of goods and services thereby making the cost of goods and services beyond reach of ordinary citizens.

The cost of living has generally increased owing partly to the fact that key accounts of inflation which include prices of basic food items and non food items have continued rising. The Central Statistics Office (CSO) Report, The Monthly for the month of March affirms that annual food inflation has risen by 0.1 percentage point from 7.5 % to 7.6% while non-food inflation rate has increased by the same rate from 7.7% to 7.8% from February to March 2014. This simply means that there is an upward thrust on the average prices of goods and services particularly over the first quarter of 2014 as evidenced by both the rising cost of Basic Needs Basket (BNB) and the CSO Consumer Price Index (CPI) for the months of February and March 2014.

JCTR is concerned with the rising cost of living due to its adverse effects on majority of the citizens as evidenced by the failure of some families to meet the cost of a 25Kg bag of maize meal. Survey findings from peri-urban markets show that there is a sharp increase in demand for small unit repackaged mealie meal popularly known as Pamela. This is indicative of the systemic increase in the number of families living from hand-to-mouth in peri-urban areas. Local traders of the commodity justify the high prices on grounds that millers have not reduced the wholesale price despite government intervention.

Therefore, on a general scale, the cost of living for the month of March 2014 as measured by the JCTR’s Basic Needs Basket for an average family of five living in Lusaka stood at K 3,687.72. This reflects an increase of K71.44 compared to the month of February 2014 when the basic needs basket stood at K3, 616.28. The increase is mainly due to the rise in the cost of Mealie meal. However, there has been a minimal decrease in the price of beef from K30.58 to K29.36 per Kilogramme which translates into a net decrease of K1.22. Conversely, during the month under review, the price of onion, due to the commodity’s season induced scarcity is showing an upward price trend from K6.12 to K8.78 per Kilogramme.

The government must therefore intervene, both in the medium and long term, in the rising cost of mealie meal bearing in mind that Maize pricing is overtly over-sensitive to market forces and weather patterns.
Further, the JCTR urges the government to ensure that the price of mealie meal should not increase any further as it will adversely affect and exacerbate the already eroded coping capabilities of the majority of Zambians who depend on this staple food and often have very limited escape opportunities from the poverty trap. Additionally, we urge the government to ensure a stable macro-economic environment buttressed on consistent and sound economic policies rather than political imperatives. We also add that the depreciation of the Kwacha must be squarely addressed as millers are transferring the cost to the consumers.

VJ urges consideration of holding 2016 polls jointly with referendum

Retired veteran politician Vernon Mwaanga says there is need to seriously consider the idea of holding the 2016 general election together with the referendum on the new constitution if government’s worry is the cost of holding the exercises separately.

Mr. Mwaanga says the idea of holding the two exercises jointly is what government and other stakeholders including the opposition, the church and civil society should be engaging in dialogue on to discuss such a possibility.

Mr. Mwaanga has told Qfm News that unless the country gets the constitution making process right, all efforts being made towards the enactment of the new constitution will come to nothing.

He says Zambians want a good constitution that will protect them from excessive abuse of authority and power so that they can continue enjoying their hard earned independence and democratic rights.

Mr Mwaanga has also reiterated the need for the country to take advantage of the willingness of cooperating partners to help fund country’s constitutional making process.
