President Rupiah Banda says MMD has deliberately adopted young candidates so that the young generation begins to prepare to take over the leadership of the nation.

Mr. Banda says there is need to groom the youths for leadership roles in the country.

The President said this when he introduced some MMD candidates to the people during the flagging off of the tarring of the KASAMA-MPOROKOSO road on today.

He has urged some youths to aspire for leadership roles other than waiting to impose themselves during elections. Mr. Banda has further urged citizens to elect the MMD based on its good performance record.

KASAMA central MMD candidate Chilekwa Munkonge says some youths are ready for leadership roles.

And President Rupiah Banda has officially flagged off the tarring of the four hundred and twenty billion kwacha Kasama-Mporokoso road. Mr. Banda has also commissioned the newly tarred Kasama-Luwingu road constructed by Sable construction at a cost of K190 billion. Speaking during the commissioning President Banda declared that time is now ripe to rebuild and transform the country.

The President pledged more development in all sectors of the economy once re-elected. The president was speaking at a joint ceremony held at Itamina road junction in Kasama on Wednesday.The president urged Zambians to reject politicians campaigning on tribal lines because all Zambians are one people.

And Road Development Agency-RDA chairperson Luambe Mondoloka, says Sable construction has been awarded the contract for the Kasama – Mporokoso road based on good performance.

And speaking at the same ceremony, Former Commerce Minister Felix Mutati, said that the new road will unlock the economic potential of the entire province once completed. Mr. Mutati has thanked President Banda for his dedication to Zambia’s development agenda.

The project involves the tarring of the one hundred and fifty kilometer stretch between Kasama and Mporokoso. Sable construction has already moved on site.

PF to dedicate one third of the national budget to infrastructure development-Sichinga

The Patriotic Front (PF) has promised to dedicate one third of the national budget to infrastructure development once voted into power.

Speaking during the ongoing political debates organised by the Economic Association of Zambia to highlight various political parties’ strategies for development of the country last evening, PF representative Bob Sichinga said the MMD government has neglected infrastructure development during the last 20 year.

He says infrastructure development is critical to the sustenance of various sectors of the economy.

Mr. Sichinga says the PF would institute measures to curb corruption in the construction of major infrastructure like roads to ensure that only high quality infrastructure is put in place.

He says most of the roads that had been constructed or rehabilitated under the MMD government were of low standards because the process of engaging contractors was marred with corruption.

He stated the MMD had been given enough time to implement infrastructure development projects but had failed and therefore there is no need to vote the party back into office because nothing would be done differently.

And Mr. Sichinga says the PF would convert the Zambia National Broadcasting Corporation (ZNBC) into a real public broadcaster as opposed to the current situation where the national broadcaster is a mouthpiece of the ruling MMD.

He says his party would also immediately implement the freedom of information (FOI) Bill as it realized that Zambians have the right to information.

Mr. Sichinga further adds the MMD leadership was deliberately delaying the implementation of the FOI Bill because the party was engaged in activities that are not transparent.

Mr. Sichinga further stated the PF would review the railway and aviation sectors to enhance operations and offer relief to the road network.

FODEP condemns intentions by the Zambia Police service to collaborate with the Zimbabwe police

The Foundation for Democratic Process FODEP has condemned intentions by the Zambia Police service to collaborate with the Zimbabwe police in policing the 2011 general elections.

FODEP executive Director MacDonald Chipenzi says such an action will undermine public confidence in the police service.

Mr. Chipenzi states that the story in the Herald Newspaper of Zimbabwe has the potential to instill fear in the electorate and lead to voter apathy.

Mr. Chipenzi in an interview with QFM today adds that the Zambian government should question why the Zimbabwe police have the worst record of handling electoral related conflict in the region.

The FODEP executive director further says that such an action should not be supported by any well meaning Zambian.

the Zambia Police Services (ZPS) is willing to work with the Zimbabwe Republic Police during the presidential and general elections scheduled for next month, Zimbabwe state controlled newspaper ‘The Herald’ reported recently.

ZPS Inspector General Francis Kabonde said they were geared up to ensure that peace and tranquility prevailed in Zambia during the elections.

Saviour Chishimba joins the MMD

United Progressive Party-UPP- leader Saviour Chishimba has ditched his party and joined the ruling MMD.

Dr Chishimba who is also former Patriotic Front Kasama MP, has called on all well meaning citizens to reject attempts by some politicians to wrestle power from President Rupiah Banda at all costs.

Announcing his defection at a ceremony where President Banda commissioned 60 newly built houses for the police in Kasama Northern Province, Dr Chishimba said he wants to work with the ruling party in uplifting the welfare of the people.

Dr Chishimba says President Banda has performed well and deserves to be re-elected.

At the same function, former Kasama PF Mayor, Sebastian Chipope and Heritage Party Province Vice Treasurer Grace Chisanga Chinunda also defected to the MMD citing good leadership and progressive policies.

And in receiving the defectors, President Banda says he is happy that Zambians of all age groups are de-nouncing their ties with the opposition to join the MMD.

Mr Banda says defectors should be embraced by all MMD members because politics is a game of numbers.

The President says the MMD’s good policies and leadership are attracting well meaning Zambians to the ruling party.

Meanwhile, Three senior Patriotic Front-PF members have defected to the ruling MMD citing tribalism and corruption in the opposition party.

Bwacha constituency aspiring candidate Mable Ngulube says she has left the PF because the party is not gender sensitive in there selection of members of parliament.

Ms Ngulube says the party is a one man show which does not respect the tenets of democracy.

Speaking at the Same occasion Nyimba aspiring candidate Justin Mumba accused the PF leader of being a dictator who refuses to allow free selection of members of parliament.

Mr Mumba says Mr Sata wants candidates who donate huge sums of money to the party.

He says the party picked someone else despite him winning the elections at ward, constituency and provincial levels.

And PF founder member Gillian Jere says she has resigned on moral grounds after witnessing the poor adoption process.

But PF secretary general Wynter Kabimba says the adoption of candidates was thorough in a bid to remove members who were not loyal to the PF.

First Republican President Kenneth Kaunda is expected to be discharged from Hospital in Namibia by Thursday this week.

Health Spokesperson Dr. Kamoto Mbewe says this is according to the progress report by the medical team sent to Namibia to review Dr Kaunda’s condition.

Dr Mbewe says Dr Kaunda has made steady progress.

Government on Monday dispatched a team of medical experts to assess the condition of Dr Kaunda.

The team of health experts that are in Namibia include Dr Kaunda’s Former personal physician Professor Chifumbe Chintu, Director of Emergency and mobile health services Welani Chilengwe and University Teaching Hospital Director Luckson Kasonka.

Dismiss PF action aganist ZRA with costs

THE Zambia Revenue Authority (ZRA) and the MMD have submitted that the court should dismiss the action by Patriotic Front (PF) secretary general Wynter Kabimba against the authority with costs because it was irregular as he did not follow the laid down procedure for the commencement of an action as stipulated in section 164 of the Customs and Excise Act.

According to the submissions by Messers Eric Silwamba & Company for the MMD, the High Court is wanting in jurisdiction as the proceedings are premature since the plaintiff, Mr Kabimba, did not furnish ZRA the requisite one month.

It was submitted that the MMD was fortified by the provisions of section 3 of the Revenues appeals Tribunal Act No 11 of 1998 as read with the provisions of the revenue appeals tribunal regulations, 1998 statutory instrument number 143 of 1998.

This is in a matter in which Mr Kabimba in his capacity as PF secretary general sued ZRA, the Attorney General and Major Richard Kachingwe as MMD national secretary over the importation of the ruling party’s campaign materials.

And in their submissions to the High Court, ZRA argues that Mr Kabimba did not follow the stipulated procedure as provided for in the Act.

“The first defendant submits that the action is irregular before this honourable court as the plaintiff did not follow the clearly laid down procedure for the commencement of an action against the first defendant as stipulated in section 164 of the Customs and Excise Act chapter 322 of the laws of Zambia.

“Section 164 (1) of the Customs and Excise Act provides that a writ of summons shall not be issued against nor a copy of any process served upon the Authority for anything done under this Act or any other law relating to customs or excise until one month after notice in writing has been delivered to the authority, by the person, or the person’s legal practitioner, who intends to issue such write, summons or process,” reads the submissions in part.

The authority argued that it was clear from the provision of the Act that it is mandatory for a person who brings an action against ZRA, which arises from the Customs Act to give the one month’s notice before issuance of a writ of summons or any process.

“Furthermore it is trite law that where an Act makes provisions for processing of an action then such Act should be followed by the plaintiff and the trial court should be satisfied by the plaintiff that the action so brought is in compliance with legislation in so far as it places certain obligations on the plaintiff to comply with,” reads the submissions.

They argued that therefore failure to give notice by the plaintiff in this case Mr Kabimba is an rregularity which cannot be cured by the court by the excise of discretion or by amendment.

And in the affidavit in support of the application to dismiss the origination process for irregularity on a point of law pursuant to the provisions of order 18 rule 19 and order 33 of the rules of the Supreme Court ZRA legal counsel Arthur Sike argued that the plaintiff did not follow the laid down procedure.

“The plaintiff ought to have given the first defendant one month notice before commencing an action against the first defendant. That in the premises, the plaintiff’s action has not yet accrued and as such this matter is prematurely before the honourable court,” he said.

9 MMD councilors go unopposed

THE MMD has scooped nine local government seats unopposed in Western, Southern and Eastern provinces following failure by the opposition to raise the mandatory nine supporters ahead of the September 20, 2011 tripartite elections.

The MMD has won five seats in Eastern Province and two others in Western Province unopposed. The Patriotic Front (PF) only won one ward in Western Province where the adoption certificate for the MMD candidate delayed to arrive.

MMD Eastern Province chairperson for women’s affairs Dorothy Phiri and her counterpart in Western Province Namatama Mupo confirmed the developments in separate interviews yesterday.

In Southern Province, MMD candidate Golliath Hankomba scooped unopposed the Mwanza East Ward in Moomba Constituency, according to Southern Province MMD chairperson Edgar Keembe.

Ms Mupo, in an interview from Mongu, said a PF cadre Charles Liswaniso told The Post newspaper a lie in yesterday’s lead story that the opposition party had won two seats when it only got Lweti Ward following

the successful but late filing of the nomination by the MMD candidate Nasilele Lusangu for Lulang’unyi Ward which they claimed to have been won by the PF unopposed.

She said the MMD is the one that had scooped two wards in a constituency in Shang’ombo District where the MMD is fielding Mubika Mubika at parliamentary level.

Ms Mupo said the MMD proposed to the Returning Officer in Lweti to allow its candidate to file as an independent but the returning officer was hostile and refused despite the law allowing individuals to file in that capacity even if they belonged to a political party.

In Eastern Province, the MMD scooped five wards after the opposition struggled to find nine supporters until the nominations were concluded.

The ward seats won by the MMD in Eastern Province include Kazimule in Luangeni, Ng’ongwe in Kasenengwa, Ambizi in Nyima, Mwangazi also in Nyimba and Nsefu in Malambo Constituency.

In Kalabo Central Constituency in Western Province, the PF failed to field candidates in Likona and Ng’uma wards and also in Sikongo’s Mwenyi Ward.

There is also no PF candidate in Siluwe Ward in Liuwa Constituency where only the MMD and United Party for National Development (UPND) managed to field candidates.

Meanwhile, Mr Keembe said the UPND was set to lose several seats to the MMD in Southern Province because the mood had changed while the PF was non-existent which has forced the party to leave out several ward seats to the ruling party and UPND.

In an another development, MMD Western Province chairperson Simasiku Namakando said the announcement by PF president Michael Sata that he would use late president Levy Mwanawasa’s vision to improve the welfare of the Lenje people in Chisamba shows that the PF does not have a vision of their own for Zambia.

In Chiyeke Kakoma Ward in Chavuma’s North-Western Province, the MMD also scooped the seat unopposed.

Former Energy minister Kenneth Konga said the opposition failed to find candidates to contest the seat until the nominations closed.

Mr Konga said the win shows how disorganised the opposition political parties were and predicted that they would lose terribly in the province.

And UPND candidate Taulino Sakala won Mbuzi Ward in Vubwi Constituency in Eastern Province where the candidate for the MMD did not have the adoption certificate until the nominations closed.

The opposition party has also won the Chilumba Ward in Mpulungu through Joshua Simuchenje.

Mr Namakando said Mr Sata should remember that the late president did not have any vision for the Lenje people but had a vision for the whole Zambia.

He reminded Mr Sata that he was the one who fought the late president and opposed everything that he did and wondered how he could now appreciate the vision which he opposed when the late president was alive.

CALLERS to Radio Christian Voice’s Chat Back programme yesterday questioned the health of Patriotic Front (PF) president Michael Sata, who developed a serious hiccup during a phone-in programme.

Mr Sata, who sounded low during the one-hour talk show, when asked by a Mr Muchindu of Lusaka about his state of heath responded: “I think I am fine.”

“Your supporters are cruel because they have continued to encourage you to go on even when your health is deteriorating,” Mr Muchindu said.

He said it was clear that the opposition leader was not well from the way he was sounding on the radio.

Another caller also only identified as Bright said it was clear that the opposition leader was not well because his breath was not that of one who was enjoying good health. He urged Mr Sata to instead take a break and attend to his health.

A caller who identified himself as Eddie said: “I can hear from your voice that you are not well. It is important to take a rest so that you look after your health. We shall pray for your quick recovery.”

A woman who identified herself as Bwalya wished the PF leader quick recovery as it was evident that he was not too well.

Some callers, however, encouraged the opposition leader to soldier on as he was the only “messiah” for the country. However, Mr Sata accused some people of having sponsored stories on his health status even on the Internet.

He said the illness talk was started by the same group and that the Times of Zambia and Zambia Daily Mail allegedly had picked it up from there. “To some people I was supposed to have died in 2009, but it did not happen,” he said.

Asked about the failure of the pact with the United Party for National Development (UPND), Mr Sata said the UPND leadership was not sincere on their membership to the opposition alliance. He said to date his party had not yet received correspondence on why UPND pulled out of the pact.

Mr Sata said the problem of the UPND was that it had been hijacked by a leader who had no political background. “There are two people in Zambia who came from nowhere and started leading political parties, so it is difficult to run a joint venture,” he said.

Mr Sata said if elected in the September 20, 2011 elections, his party would divide Northern Province because it was too vast. He also said his party would create employment opportunities for the youth and that there was need for political parties to disclose their source of funding.

PF has set a target to win 10 seats in Eastern Province

People’s pact leader Panji Kaunda has noted that the patriotic Front party has set a target to win about 10 seats in eastern province.

Colonel Kaunda has told QFM that the people of eastern province have realized that the change of government is appropriate because the ruling MMD has failed to bring meaningful to development to the area.

Colonel Kaunda notes that the PF is the only party that can form alternative government adding that PF has been gaining popularity in the
eastern province.

He adds that the people of eastern province are geared for change and that no amount of political manipulation will be able to influence their
decisions in this year’s elections.

Zambia is expected to hold its 6th democratic elections on the 20th September, 2011.

President Rupiah Banda has expressed optmism of defeating Patriotic Front(PF) leader Micheal Sata, yet again, in this year’s polls.

President Banda dismissed calls by PF leader Mr. Michael Sata over his parentage because they were immature for a leader aspiring to be a leader of this nation.

Mr. Banda says he was proud that he emerged victorious each time he stood with Mr. Sata.

President Banda saying this when he addressed a public rally at Senga Hill area in Mbala district.

He reiterated that he has a track record of developing Mbala district and the entire country as a whole.

He disclosed that his administration had embarked on developmental projects by opening up more mines, expanding training and health institution along side with empowering more Zambians with houses so that the Zambian economy could grow bigger to benefit the Zambian people.

He urged the people of Mbala district to vote for him and his MMD aspiring candidates to foster economic development in the country.

And president Banda says he was glad that the MMD was becoming bigger on a daily basis.

He appealed to MMD members to embrace and unity with the opposition members joining the MMD.

He said this when he received 26 former PF cadres who defeated to join the
MMD.

The defectors led by Mwuluzi ward Youth Chairman Moses Sinyangwe said the opposition party had nothing to offer to the Zambian people in terms of development.

Speaking earlier, former republican Vice president Enock Kavindele advised Zambians not to vote for the PF leader because he would reverse the economic gains the country had scored.

Printing of ballot papers has not yet began

Some political parties monitoring the printing of ballot papers in Durban South Africa have expressed sadness at negative reports suggesting that the ballots have already been printed.

United Party for National Development international officer Brian Hapunda has since advised political parties not to mislead the Zambians on the printing of the ballot papers.

Mr. Hapunda told ZNBC that the printing of the ballots is yet to start.

And National Restoration Party secretary general John Phiri says his party is saddened by the negative reports by political players that the process of printing the ballot papers has already started.

Mr. Phiri says political parties present in Durban are waiting for the process to commence later in the week.

Meanwhile, Zambians for Empowerment and Development secretary general Kelly Mukonka says it is important that political parties give the correct picture of what is taking place.

In a separate interview, Patriotic Front representative Troy Mwila says he will give a better comment when the time is right.

And the Movement for Multi Party Democracy which is being represented by Mikatazo Wakumelo says stakeholders present in Durban are waiting for the actual printing of the ballots to begin.

Lifwekelo complains to ACC over the purchase of hearses by Sylvia Masebo

The Forum for Leadership Search Zambia has officially written to the Anti-Corruption Commission –ACC to complain over the purchase of hearses by former Local Government Minister Sylvia Masebo.

The Forum also wants the Anti Corruption Commission to disclose the findings of the investigations into the alleged irregular procurement of the hearses.

Executive Director Edwin Lifwekelo says the ACC needs to speed up investigations into the matter so that it is concluded and pursued in the courts of law by his organisation.

Mr Lifwekelo has told ZNBC news in Lusaka on Tuesday that the procurement of the hearses was done in contravention of the Public Finance Act.

The Late former Local Government minister Benny Tetamashimba made a complaint to the ACC on the procurement of hearses by his predecessor Sylvia Masebo.

Drug Enforcement Commission-DEC- Chief Investigations Officer under the Anti-Money Laundering unit Frank Tayali has been dismissed for breaching the code of conduct for officers in the Commission.

Mr Tayali was suspended last year to pave way for investigations into allegations that he solicited for a bribe from a suspect.

DEC Public Relations Manager John Nyawali has told ZNBC in a statement that the termination of Mr Tayali’s employment is with immediate effect.

Meanwhile, A 34 year old Zambian businesswoman risks a possible death penalty after being arrested in China for drug trafficking.

Monica Seketi was arrested at Hong Kong International Airport for trafficking in over 700 grams of cocaine.

Ms Seketi becomes a second Zambian woman to be arrested in China for drug trafficking after Mary Musiyalike was sentenced to death by firing squad about two years ago.

China has one of the toughest drug laws in the world with a minimum sentence of death by hanging or firing squad.

Defending Super Division champions Zesco United return to Lusaka seeking vital win when they visit Green Buffaloes in a delayed Week 10 game at Woodlands Stadium.

Zesco are a team in transition following the departure of Fighton Simukonda earlier this month.

Under new coach Masautso Mwale, they have a record lost one, won one and drawn one in that order from his three games in charge.

The draw result was recorded last Thursday in their last game in Lusaka when they squandered a 2-0 lead to finish 2-2 away to Nkwazi.

That game also marked the return to form of key striker Alfred Luputa who scored a brace in the game away to Nkwazi after a four-month injury layoff.

It seems Luputa did not miss anything during his recovery period because he is two goals shy of the top scorer Lottie Phiri who has 10 goals.

Luputa has managed to record 7th and 8th goals of the season while some strikers during his absence struggled to breach the five-goal gap.

Mwale will be banking on him to try and get the three points over Buffaloes have are struggling in 8th place.

Meanwhile, both Buffaloes and Zesco are on 25 points with the latter in 7th place setting up an interesting match-up at Woodlands.

Winner will move within eight points of leaders Red Arrows while a draw will not be good enough for either side with 12 games remaining before the end of this season.

Futhermore, Buffaloes coach Aggrey Chiyangi is under pressure to save his job while Mwale needs a win to favor of his doubters after three games at the helm.

UPND accuse MMD of getting bicycles meant for the poor to use for campaigns

The United Party for National Development (UPND) has accused the Movement for Multi-party Democracy (MMD) of looting the national treasury in the run-up to the national elections.

UPND spokesperson Charles Kakoma says that the UPND has evidence that the MMD has gotten bicycles meant for the poor people.

Mr. Kakoma discloses that the MMD has forcefully gotten bicycles from the ministry of community development and social services, and redistributed to the MMD candidates to entice them to vote for them.

Mr. Kakoma in an interview with QFM radio further discloses that the MMD has also gotten money meant for women’s clubs to aid its campaigns.

He says that the action by the MMD cannot entirely be described as corruption, but also plunder of national resources for selfish gains.

Mr. Kakoma has warned Zambians against voting for a political party that is plundering resources meant for national use.

He has expressed sadness that the MMD is selfishly campaigning using tax payer’s money at the expense of the poor Zambians
