RB to launch new mine in Solwezi

PRESIDENT Banda is today expected to officially launch the construction of a multi-million dollar mining investment at Kalumbila near Solwezi in North-Western Province, which is expected to create more than 2,000 jobs once completed.

 

According to a statement by special assistant to the president for Press and public relations Dickson Jere, the president said the Kalumbila Minerals Trident project, owned by First Quantum Minerals, showed that Zambia’s economy was headed for more success under his leadership as more foreign investors continued to pump huge sums of money into the economy.

“The new mine will increase the national coffers through taxes that will translate into more money which my Government will use to improve the lives of Zambians,” President Banda said ahead of the ground-breaking ceremony of the US$1 billion project.

The new mine was expected to start operations in 2014 and with the commencement of operations at Kalumbila Minerals and other new mining projects, Zambia’s copper production is expected to peak at about one million tonnes of copper per annum.

President Banda, who will be in North-Western Province for two days, is also expected to officially open Solwezi Trades Training Institute constructed as part of the Government’s strategy to provide skills education to young people.

The president will further lay a foundation stone for the construction of Zangamenu Bridge and flag off the construction of township roads in Solwezi District.

PF MP sources funds for construction of a clinic

Chawama Patriotic Front (PF) Member of Parliament (MP) Sampa Bredt has disclosed that about K785 million will be spent on the construction of a clinic in Freedom Compound.

Mrs. Bredt said the construction of the clinic has already commenced and was expected to be in operational by the end of this year.

She explained that of the funds, about K160 million was sourced from Constituency Development Funds (CDF), K25 milion from Ward Development Funds while the other K600 million came from the Swedish Embassy who were the cooperating partners in the project.

Reverend Bredt observed that residents of Freedom Compound Ward 4 were currently facing difficulties in accessing health services as they had to travel long distances to Chawama and Chilanga clinics respectively.

ZANIS reports that the MP said this in Lusaka yesterday when she toured developmental projects under construction in her constituency.

Rev. Bredt said there were also plans to construct a school near the clinic since the land which has been allocated for the project was big enough to accommodate other developmental projects.

Speaking earlier, Lusaka District Health Management Team (DHMT) Medical Officer, Roy Chavuma said inspections carried out by experts indicate that building project conforms to the set standards of health clinics.

Mr. Chavuma said two houses will also be constructed for staff that will be operating at the clinic.

Meanwhile Rev. Bredt has commended government for constructing a local court in Chawama compound saying it will go a long way in helping residents who have to move long distances to attend court sessions in other areas such as Chilenje.

And in another development, Lusaka District Health Management Team, Medical Officer Roy Chavuma says about K1.3 billion is needed for the construction of a surgical ward and extension of the maternity wing at Chawama clinic.

Mr. Chavuma says the maternity wing at the clinic needs to be extended besides construction of a surgical ward, administration block and a frontage that will make it look like a hospital.

He said construction works will start once all necessary resources have been put in place.

ZANIS reports that Mr. Chavuma was speaking in Lusaka yesterday when Chawama Member of Parliament Sampa Bredt inspected some projects in Chawama’s Jack compound.

And speaking earlier, Chawama Constituency Member of Parliament (MP) Sampa Bredt said she has set aside K350m from the Constituency Development Funds (CDF) to go towards the extension of the maternity wing at the clinic.

Reverend Bredt said the construction works have delayed because the Government through Ministry of Health wants to put up a modern structure which will also include a surgical ward.

She has since commended government for its efforts in improving health facilities in her area.

And Rev. Bredt said the construction of an ablution block at Chawama Market at cost of K306 million from CDF funds has been completed and was scheduled to be commissioned in the next two weeks.

New power station in Itezhi Tezhi to increase power generation

The construction of the multi-billion Itezhi-Tezhi Power Corporation(ITPC) will increase power supply in Itezhi-tezhi district from the current 1MVA supplied from Choma to 10 MVA leading to better standard of living and improved economic activity.

The estimated US$ 231 million 120 megawatts power station will comprise Kaplan turbines coupled with Synchronous generator with a generation voltage of 11KV.

ZANIS reports that Itezhi-Tezhi Power Corporation Director Robert Nsamba who disclosed this during a presentation at a stakeholders meeting at Musungwa lodge in Itezhi-tezhi district yesterday assured the stakeholders that power reliability in the district will greatly improve when the power station is operational.

He said that SinoHydro which was awarded the contract through International Competitive Bidding (ICB) process has moved on site and is mobilizing equipment following a kick off meeting held last week in Lusaka.

He said that the 50-50 share holding company between TATA-Africa Holdings and ZESCO will operate on the Built-Own-Operate-Transfer (BOOT).

This means the power corporation will operate the project for 25 years before handing it over to the government.

Mr. Nsamba noted that Itezhi-Tezhi power Corporation will be the first power project in Zambia to be implemented under the Public Private Partnership (PPP) arrangement.

Mr. Nsamba said that the project includes the development of 220KV/330 KV transmission line of about 280 kilometers from Itezhi-Tezhi to Lusaka with a substation at Mumbwa.

He observed that the substation at Mumbwa will ensure supply to mines and farming areas.

He noted that the Itezhi-Tezhi energy project will not only benefit the country alone but also the SADC region which is grappling with an energy crisis.

Mr. Nsamba further said that the commencement of the power project in Itezhi-tezhi district is also an opportunity for people to apply to the Citizen Economic Empowerment Commission for funds to set up various businesses that will support the project.

Indian Vice President Mohammad Ansari’s visit to Zambia last year saw the Indian government giving Zambia a US $50 million loan facility to develop the 120-megawatt Itezhi Tezhi hydro power station, aimed at increasing the country’s power generation capacity.

The Itezhi Tezhi hydro power project is a joint venture between ZESCO and Tata Africa Holdings, an Indian company involved in ICT and electric power generation in Africa.

Lions terrorize villagers in Itezhi Tezhi District

Lions have attacked several villages and killed five herds of cattle in Itumbi area in Chief Kaingu’s chiefdom in Itezhi-Tezhi district in Southern Province.

One cow was killed and eaten yesterday afternoon while four herds of cattle were killed in the early hours of today.

Alfred Malawo, the owner of the cattle that have been killed, confirmed the incident to ZANIS in a walk-in interview in Itezhi-Tezhi today.

He said that people in Itumbi area in Kaingu Chiefdom are living under fear of attacks from the carnivorous beats which are roaming the bushes around the villages in Itumbi.

Mr. Malawo said that the matter has been reported to Zambia Wildlife Authority (ZAWA) in Ngoma headquarters by Chief Kaingu although they have not yet gone to the area.

He further said that there was need for ZAWA to put measures that will control the dangerous animals before they start attacking people or kill more domestic animals.

Opposition Patriotic Front Leader Michael Sata has charged that reports indicating that President Rupiah Banda has replaced Parliamentary Chief Whip Vernon Mwaanga as his Campaign manager with Education Deputy Minister Boniface Kawimbe is a ploy.

Mr. Sata said that the move is just a ploy by the ruling MMD to blindfold Zambians that Mr. Mwaanga has been kept out of the spotlight ahead of this year’s elections, while he continues to perform background roles.

He said that this is not the first time that the ruling MMD has succumbed to such tactics as they have done the same in the previous elections.

Mr. Sata was commenting on a media reports that President Banda has replaced Mr. Mwaanga with Doctor Kawimbe as Campaign manager in this year’s polls following a disagreement between the two emanating from the recent MMD convention which was held in Kabwe.

He said this in an interview with QFM.

Government commences road works in Kafue District

Government through the Rural Roads Unit has commenced rehabilitation works on feeder roads in Kafue district.

District Commissioner Winford Ngoma disclosed the development to ZANIS in Kafue today.

He said K800 million has been released for the works out of the budgeted K1.7 billon set aside in the National budget.

Mr. Ngoma said the graders and other road equipment are already in the district and works were currently on-going in Chilanga constituency.

He said the graders have started with the Makeni-Chilongolo and China- Zambia roads.

Mr. Ngoma said the RRU in conjunction with his office has put in place a plan that will ensure that all roads in the district which are supposed to be rehabilitated are worked on.

He said it was unfortunate that last year’s programme did not work accordingly but expressed optimism that roads in the district will have a face lift after the grading.

And Lusaka Province Rural Roads Unit Engineer Ernest Nshindano said his team will work hard so that all the works on feeder roads are completed within two months.

He said all the earth moving road equipment was in Kafue district and will only move out once all works are completed.

Mr. Nshindano said his office together with that of the District Commissioner will vigorously monitor the road works so that no shoddy job is carried out.

He said once they finish with Kafue, the unit will then move to other districts in Lusaka province.

This year’s Gabon disaster was marked by a low-key informal ceremony at the heroes’ acre at Independence Stadium in Lusaka.

Only five families of the 30 victims attended the memorial with most of the Copperbelt-based relatives chosen to boycott the 18th anniversary over the non-release of the crash report.

Conspicuously missing was the groups spokeswomen Joyce Chabala who on April 20 declared that no families would attend.

And most of those relatives that didn’t attend the memorial were from the Copperbelt.

Late Faz president Michael Mwape’s family including relatives of deceased players Winter Mumba, Samuel Chomba, Robert Watiakeni and Derbie Makinka attended Thursday’s memorial.

ZESCO SWEATING BEFORE FEELING CAIRO HEAT

Zesco United are set to be without key striker Alfred Luputa for their Orange Caf Champions League second round, return leg match against six-time champions Al Ahly.

Luputa suffered a hamstring injury in the first leg played last Saturday in Ndola that ended 0-0 and is reportedly out for three weeks.

Luputa is Zesco’s top scorer in Caf club competition this year with four goals.

However, defender Billy Mwanza has started light training and is expected to make the trip to Cairo next week.

Mwanza together with Luputa were substituted late in the second half of the first leg match on April 23.

Winner over both legs advances to the Champions League group stage while the loser will be relegated to the Orange Confederations Cup pre-group stage that kicks off at the end of May.

Solwezi awaits President Banda’s arrival

A tight schedule awaits President Rupiah Banda when he arrives in Solwezi tomorrow for a day’s visit.

According to a programme released to ZANIS in Solwezi by North Western Province Permanent Secretary Fabian Mumba today, Mr Banda will soon after arrival travel to Kalumbila in Senior Chief Musele’s area for a ground breaking ceremony of the Trident mining project.

Kalumbila is close to 180 kilometers west of Solwezi.

In the afternoon, the President will lay a foundation stone at the construction of a K2 billion Zangamenu bridge on Kifubwa river before flagging off the construction of township roads in Solwezi.

On Saturday, President Banda will officiate at the opening of Solwezi Trades Institute.
Later the President will launch the North Western Province Mobile Hospitals.

President Banda is expected to fly back to Lusaka soon after the launch of the mobile hospitals.

Meanwhile, Solwezi is gripped with anxiety as the people are yearning to see the President.

Zambia’s inflation slows to 8.8 %

Zambia’s headline consumer inflation slowed to 8.8 percent year-on-year in April, a rare example of easing price pressures in Africa caused in part by a drop in the cost of basic food. Inflation in the southern African country was at 9.2 percent in March.

“The reduction is attributed to decreases in food and non-food prices,” the Central Statistics Office said on today. The government last month told the state-run Food Reserve Agency to cut maize prices by 20 percent to bring down the cost of the staple. Zambia had a bumper maize harvest in the last season, producing 2.8 million tonnes and exporting a surplus of 1.1 million tonnes.

“If we can stabilise food inflation we should be able to reach the end-of-year target. We are likely to have another bumper maize harvest and this should stabilise food price,” said Oliver Saasa, an economist at Mulungushi University.

The central bank has said inflation should end the year at 8 percent.

The CSO also said the trade account recorded a surplus 862.3 billion kwacha in March from 645.2 billion in February.

In contrast to Zambia, inflation is picking up in many African countries due to the sharply escalating cost of food and energy. In Kenya, it leapt to 9.19 percent in March from 6.54 percent the previous month, while Uganda’s CPI jumped to 11.9 percent from 6.4 percent over the same period.

South Africa, the continent’s biggest economy, inflation stands at a relatively tame 4.1 percent but economists expect that to pick up to an average of 4.11 percent for the whole of the year.

RB commissions Police Housing units in Livingstone

President Rupiah Banda says his Government will continue empowering Zambians with houses despite criticism from the opposition.

 

Speaking during the handover ceremony of 68 Police housing units in Livingstone yesterday,President Banda said currently Government is considering building 4,500 units for all the Defence forces countrywide.He also said the government would construct new police stations as the current stations which were left by colonial masters were old.

He said the MMD Government considers homelessness as the worst social problem.

“Because I do not want anyone to be homeless that is why I am giving these houses.By the way my next destination is Kasama and I will continue…I know that some people are against this but I will continue,”he said.

Mr Banda said the policy of the Government was to develop Zambia regardless of how people voted.

President Banda has challenged his rivals from the opposition to point out which Government has done more than his regime in terms of accommodation.

Meanwhile Inspector General of Police Francis Kabonde has thanked Government for the gesture.

Mr.Kabonde said houses for the Police had not been constructed in 43 years hence the Police have experienced a lot of difficulties in terms of accommodation.

And speaking during the 6th International Association of Women Judges Africa Regional conference held at Zambezi Sun Hotel,President Banda urged the Judges and magistrates to ensure that delivery of justice is timely and untainted.

President Banda said that people look up to the court for justice and fairness in dispute resolution.

He told the delegates comprising of honorable judges and magistrates that people hold judges and magistrates in high esteem because their role in society is special, well recognized and appreciated.

He appealed to the delegates to maintain their integrity and reciprocate the trust and confidence from the people.

He said magistrates and judges can do that by demonstrating a sense of responsibility, impartiality and diligence in the execution of their duties.

Malawi cops nab 4th Zambian

ANOTHER Zambian national has been arrested by the Malawi police for drug trafficking. Drug-Enforcement Commission (DEC) spokesperson John Nyawali identified the man as a business executive of Chifwiti Village in Lundazi District, saying he was arrested by the Mzimba police after he was found with 150 kilogrammes of cannabis.

He is the fourth Zambian to be arrested in Malawi within two weeks for trafficking in cannabis.

Mr Nyawali said in a statement yesterday that two of those arrested were serving their prison terms after being sentenced to eight and 10 years with hard labour, respectively.

Meanwhile, 113 people were arrested country-wide in the last seven days for trafficking in different quantities of cannabis totaling 4. 5 tonnes.

Mr Nyawali said among these was a grade 12 pupil of Kasama High School in Northern Province.

“Others arrested in connection with controlled drugs and precursor chemicals were a 65-year-old British national working as a volunteer at one of the community-based organisations in Chipata.

He said the man was found with Diphenhydramine, a class-two controlled drug.

Mr Nyawali said 39-year-old business executive of Chilenje in Lusaka was also arrested from the light industrial area in Kitwe after he was found with Ephedrine which he was attempting to sell.

He said all the suspects were detained in custody and would appear in court soon.

MINISTER of Defence Kalombo Mwansa says President Banda does not owe the nation an explanation over allegations by Kafulafuta member of Parliament George Mpombo that he was involved in an arms procurement deal involving US$100 million.

 

“The President has nothing to explain because procurement of public goods and services is a function of civil servants. The President has no role whatsoever in the procurement of goods and services, including arms. So there is nothing for him to explain,” Dr Mwansa said.

He said this to journalists at Lusaka International Airport shortly after seeing off President Banda who travelled to Livingstone yesterday.

Recently, Mr Mpombo claimed that he resigned as Minister of Defence because he refused to be part of President Banda’s alleged involvement in the procurement of arms worth US$100 million from South Africa.

And Dr Mwansa said there is no need for Zambians to worry about any possible breakdown of law and order as the country heads towards the 2011 general elections.

He said everyone knows that Zambia is peaceful and citizens have lived in peace since independence.

“So there is nothing that should change that position and I can assure the people of Zambia that they should remain peaceful and go about their lives without worrying about any breakdown of law and order. That will not happen and there is just no basis for that,” Dr Mwansa said.

He was reacting to a story in The Post in which Kabwata member of Parliament Given Lubinda was quoted as saying Zambians are not safe in their own country following recent killings blamed on the police.

Dr Mwansa said defence forces will guarantee peace before, during and after elections, as they have always done in the past.

“We are alert to ensure that we deal with any breakdown in law and order but I don’t think there will be any need for us to be worried and deploy our forces to maintain peace. Zambians are always peaceful. They always maintain their peace and this will continue before, during and after elections,” Dr Mwansa said.

Zambezi Portland Cement gives employees K100m

ZAMBEZI Portland Cement (ZPC) management has resolved to share the benefits from increased production with its employees by giving them a total of K100 million.

ZPC public relations manager Kelvin Sampa said the increase in production was despite a brief plant shut-down during this month to facilitate maintenance works.

“The sum of K100 million was disbursed to the employees in this profit share initiative. In addition, management decided to award the employees a 30 percent advance payment on their April salaries to enable them celebrate Easter holiday,” he said.

He added that the K100 million was given as a motivational incentive that management has come up with and is awarded to unionised staff when the production target reaches a certain level. ZPC has about 600 unionised staff.

Mr Sampa said in a statement that the firm witnessed an unprecedented rise in cement production to 1,200 metric tonnes after production capacity fell below 1,000 tonnes in February.

He said yesterday that the company experienced the highest levels of production since new management assumed control last April.

Mr Sampa has attributed the increase to higher local demand for cement and a motivated workforce coupled with a conducive business environment.

“Zambezi Portland Cement has strived to perform well on the Zambian market despite being a new entrant in the Zambian manufacturing industry.

Due to Government’s commitment to national development, we are now witnessing an increase countrywide in the construction industry which is ZPC’s primary target market,” he said.

Mr Sampa said ZPC is focusing on expanding the plant with a current capacity of 1,600 tonnes due to overwhelming product demand from an ever increasing market base.

“Our current capacity is 1,600 tonnes but we want to triple that to try and satisfy the market,” he said.

Mr Sampa said the company, which has successfully managed to contribute heavily to the economy as evidenced by the hive of construction activities on the Copperbelt and Ndola in particular, is also exporting cement to the Democratic Republic of Congo.

Meanwhile, ZPC has paid US$14 million in trying to reduce the company’s loan obligations.

UNITED Party for National Development (UPND) spokesperson Charles Kakoma says the Patriotic Front is stage-managing defections in Southern province to create a false impression that the UPND has lost ground in the province.

Mr Kakoma said the reported defections are not genuine, especially that it is the same people who are said to be defecting.

He said in an interview in Lusaka yesterday that UPND is happy with its members because more people have defected from the PF.

Mr Kakoma said last month the party received a lot of defectors from PF in Lusaka.

“It is for this reason that UNPD can never be shaken by fake defections of the same people who are being paid to do that,” he said.

Mr Kakoma said the PF is belittling the UPND by announcing fake defections, which will not help in winning elections.

He said Southern Province is a stronghold of the UPND because of president Hakainde Hichilema’s good leadership.

Mr Kakoma said UPND will not concentrate on trivial issues like stage-managed defections.

He urged the people of Zambia to be careful with politicians paying them to stage fake defections, especially in Western and Southern provinces.

Mr Kakoma said the UPND will continue working on its agenda to support Mr Hichilema during and after the forthcoming elections.

He said the PF knows that it will never win elections in Zambia, which is why it has continued to incite violence.

He said UPND members should continue supporting Mr Hichilema.

President Banda challenges judiciary to maintain integrity

PRESIDENT Rupiah Banda has urged the judiciary to maintain integrity by demonstrating a great sense of responsibility, impartiality and diligence in the execution of their judicial functions.

President Banda says to maintain their integrity, the judicial officers must reciprocate the trust and confidence from the people in their various jurisdictions.

Mr. Banda said people look up to the courts for justice and fairness in dispute resolutions.

He said people hold judges and magistrates in high esteem because of the role they play in society.

ZANIS reports that the President was speaking in Livingstone yesterday when he officially opened the 6th International Association of Women Judges Africa Regional conference held at Zambezi Sun.

Mr. Banda said he could not over-emphasize the importance of judicial integrity in advancing women’s and children’s’ rights.

‘’It is common for the women to experience discrimination and inequality in political participation, employment, property rights, personal status in marriage and access to national wealth and resources,’’ he said.

He said it was similarly true that women tended to face many economic and social obstacles which were sanctioned and upheld by culture, stereotypes and perceptions.

Mr. Banda said there was need for integrity among men and women on the bench as without judicial integrity, the cause of safeguarding the rights of women and children, and all who seek recourse in the courts of law would be a lost one.

‘’It is my hope that through this distinguished gathering of eminent adjudicators, solutions maybe proposed to ensure that women and children enjoy their rights as enshrined in national, regional and international human rights instruments,’’ he said.

Mr. Banda also urged the judges and magistrates to ensure that delivery of justice was timely and untainted.

He said there was now a realization that judicial competence required more than just knowledge of the law adding that the judicial training which Judges and Magistrates had undergone has aided them to cope with the increasing volume of litigation which involves the changing world.

Mr. Banda said government was grateful for the work and contribution that the Zambia Association of Women Judges was making towards the advancement of women’s rights in the country.

He assured that his government remained committed to ensuring that women were accorded the opportunity to be equal development partners in every area of human endeavour.

President Banda said since coming into office, he had appointed a total of 15 female judges adding that it was the policy of his government to add more women Judges to the bench in accordance with the SADC protocol.

“As long as I am President, the Association will continue to receive more female Judges,” he said.

He also noted that his government was committed to the advancement of women’s rights adding that that was why the Sixth National Development Plan which he launched recently was aimed at developing gender responsive policies and legal frameworks.

Mr. Banda said the government further intends to develop strategies to domesticate appropriate and relevant provisions contained in the convention on the elimination of all forms of discrimination against women.

He said it was also an objective of the government to enhance the capacity of women to participate in national development and to strengthen institutional capacities for effective gender mainstreaming.

The President was confident that Judges would find ways of incorporating the principles outlined in the international legal instruments.

Speaking earlier, Zambia Association of Women Judges president Ireen Mambilima said it was common knowledge that in most jurisdictions, the appointment of women to the bench was and in some cases still remain a slow process.

“I do not need to go into details about the peculiar challenges that women face but allow me just mention that it is a fact that the workload in most judicial legal systems is fairly heavy and demands full procedural litigation,’’ she said.

She said it was the first time the conference was being held in the country and noted that it had brought women judges from different parts of the continent.

Mrs. Mambilima said the conference would continue promoting dialogue for all women adjudicators on how they could continue practicing justice on the African continent.

“Judicial officers continuously face challenges in this modern and changing world and the appointment of women to the bench still remains a challenge,” she said.
