Government turns former refugee camp into a Child and Youth Training and Settlement.

Government has taken over the former Mwange Refugee camp in Mporokoso district of Northern Province and has turned it into a Child and Youth Training and Settlement Scheme.

ZANIS reports that Sport, Youth and Child Development Deputy Minister Brian Sikazwe disclosed that the scheme has three thousand hectares of land on which youth that are willing to venture into agriculture for income generation purposes will be settled.

Mr. Sikazwe stated during the official opening of the Ministry of Sport, Youth and Child Development quarterly review meeting in Kabwe today that 50 youths have already been settled at the scheme.

He appealed to officials in the Ministry of Sport, Youth and Child Development to come up with workable strategies that will see Mwange Child and Youth Training and Settlement Scheme become the flagship for government.

The deputy minister stated that there should be no room for failure at the settlement scheme and has since appealed to the Permanent Secretary Teddy Mulonga to immediately set a team that should develop a concept paper for soliciting resources for the development of the Mwange scheme from cooperating partners.

He said this was important because resources coming from the Central treasury this year were not enough for the development of the scheme.

70 suspects appear in Court over Mansa riots

70 People yesterday appeared for mention before a Samfya Magistrates court in Luapula Province following riots that recently occurred in Mansa district.

Appearing before Mansa Principal Resident Magistrate John Mbuzi were the 70 suspects out of over 200 who have since been arrested,facing charges of riotous behaviour contrary
to section 67 of the laws of Zambia.

ZANIS reports that the court cases being conducted in Samfya commenced yesterday in the afternoon amidst a heavily guarded courtroom.

The matter was adjourned to next month on the 11th when it comes up for plea.

More suspects are expected to be prosecuted in relation to disturbances that recently marred Mansa, causing loss of lives and severe damage to property.

MMD challenges Catholic church to discipline Fr. Bwalya

The ruling Movement for Multiparty Democracy (MMD) on the Copperbelt has asked the Catholic Church to discipline Father Frank Bwalya for using the name of the church to insult President Rupiah Banda.

And the party has warned people who want to take advantage of this year being an election year to insult the Head of State at will, to desist from the act.

Provincial Information and Publicity Secretary Yotam Mutayachalo said the party will not sit idle and watch father Bwalya continue insulting President Banda.

Mr. Mutayachalo said what the catholic priest is doing is unacceptable and calls for the Bishops of the church to take disciplinary measures against him.

He said the party expects the church to act on the continuous insults by father Bwalya if they do not support his behavior which has also brought the name of the church into disrepute.

ZANIS reports that Mr. Mutayachalo reacting to father Bwalya’s sentiments during his rally held in Ndola yesterday.

He urged the catholic bishops to ensure that priests do not use the name of the church to insult others.

He said the priest should refrain from insulting the Republican President as doing so was provocative to the party members who are ready to take him on.

And provincial women’s chairperson Lizzy Bwalya advised Fr. Bwalya to repent and return to priesthood so that he concentrates on praying for the nation as it prepares for the tripartite elections.

Ms. Bwalya wondered why the catholic priest was the only person who has not seen the development that the MMD and President Banda have achieved.

MMD Kitwe district Chairperson George Lungu said the party is saddened by the insults from father Bwalya on President Banda because the party does not understand why a priest can have so much hate for the President.

Mr. Lungu said President Banda is the sitting Head of State and that father Bwalya should have respect for the office regardless of who is there.

Meanwhile, Mr. Mutayachalo has advised PF leader Michel Sata to familiarize himself with the electoral process so that he does not mislead people with results in this year’s election.

He said Mr. Sata should verify population figures with the Central Statistical Office and also know the number of registered voters in various areas.

Government Printers will not print ballots

MINISTER of Works and Supply Gabriel Namulambe says Government will not recommend the use of Government Printers to print this year’s ballot papers because the department lacks the necessary equipment and security.

Mr Namulambe instead advised the Government printing department to prepare for the 2016 by-elections by upgrading the machinery and planning for the printing of ballot papers for some by-elections that may occur after the 2011 tripartite elections.

“If we are to print ballot papers, let us focus our energies on 2016 because we have to ensure that security is tightened and all the necessary machinery is bought and installed,” he said.

Mr Namulambe said this during a familiarisation tour of the government printing department yesterday.

“After this tour, I don’t think it would be wise for us to recommend that ballot papers be printed here, unless the Electoral Commission of Zambia insists. I would instead suggest that we focus our energies towards addressing the concerns raised by stakeholders and modernise the equipment here,” he said.

Mr Namulambe also called for intensive capacity building to acquaint staff with the use of modern machinery and ballot printing,” he said.

The ministry would recommend that some of the government printing employees are part of the group of printers for this year’s ballot papers so that they are aware of the required standards.

And speaking during the tour, Government Printers captain Joseph Simbeye told the minister that the printing department was at the moment unable to print ballot papers in colour until one of the new machines is installed with the right software.

Capt Simbeye said most of the machinery and equipment was in place but the location would require some refurbishment before the ballot papers are printed.

And Mr Namulambe said he was impressed with reconstruction works undertaken by Shanghai Construction of China at the new government complex buildings.

During a tour of the building, Mr Namulambe said the construction firm was working at good speed and the complete structures were neatly done.

“It is impressive that you have done this much despite all the difficulties. I am sure that even our stadiums will be complete in record time,” he said.

And Shanghai Construction Company chief quantity surveyor Wu Zheng Rong said the government complex wing would be completed five months ahead of schedule.

Mr Wu said the firm was able to achieve such quality works by combining Chinese and Zambian specifications.

5 NGOs petition Mopani over tax

FIVE non-governmental organisations (NGOs) have filed a complaint to the Organisation for Economic Co-operation and Development (OECD) against Mopani Copper Mines, a subsidiary of Glencore, the world’s largest commodity trader, over allegations that its Zambian mine may not be paying enough tax on its profits.

The NGOs– the Centre for Trade Policy and Development (CTPD), in Zambia; Sherpa, a Paris-based NGO; Berne Declaration, a Swiss-based NGO; Mining Watch Canada; and L’EntraideMissionaire, also based in Canada–believe the operations of Mopani Copper Mines, in which Glencore has a 73 percent stake, may be at odds with OECD guidelines for multinational companies.

Recently, Glencore, which buys and sells metals, sugar, wheat and oil, announced plans for its flotation on the London stock exchange, initially valued at US$60 billion.

The complaint has been made to the OECD’s Swiss and Canadian national contact points, based on the findings of an audit report last year by accountants Grant Thornton and consulting firm Econ Pöyry into Mopani.

The audit was commissioned by the Zambia Revenue Authority (ZRA).

The report, which was leaked, allegedly identified a series of “problems” in Mopani’s figures related to costs and revenues.
The leaked report first emerged in February but Swiss-based Glencore refuted the allegations.

In a statement to Christian Aid, a partner of CTPD, it said: “We refute the conclusions of this draft report and we question the reasons for the manner in which it was leaked. This draft report contains factual errors and inaccuracies. It is based on broad and flawed statistical analysis and assumptions.” It repeated its comments when approached by the Guardian last week.

But Savior Mwambwa, executive director of CTPD, wrote: “For me, the leaked report lends some support to Zambian civil society organisations’ claims that mining companies are depriving us of social and economic benefits which are rightly ours, through tax evasion and avoidance.”

In a post on the Poverty Matters blog, he said he hoped the complaint would “prompt the Zambian government to do a financial audit of all mining companies so that ZRA can update its assessments of the tax they owe. Donor countries such as the UK – which gave Zambia almost £50 million in aid last year – should support our government in such an exercise”.

David McNair, economic adviser at Christian Aid, said: “We hope that this complaint to the OECD will highlight the huge difficulties developing countries face in determining whether multinational companies are paying the correct amount of tax – and the urgent need for new accounting rules to help deter multinationals from artificially shifting their profits out of those countries.

It is currently all too easy for companies to use financial secrecy to book their profits where they pay less tax. This is a massive problem for developing countries, which currently lose more to tax dodging by multinationals than they receive in aid.”

Christian Aid is campaigning for more financial transparency around the world and greater support for developing countries in challenging tax arrangements.

It is also a member of the End Tax Haven Secrecy campaign, urging G20 to put the issue on the agenda of its meeting in November.

South chiefs differ over RB

CHIEF Mwanachingwala of Southern Province has described Chiefs Nalubamba and Macha, who denied endorsing President Banda, as hypocrites.

And Royal Foundation of Zambia chairperson Chief Mukuni has described utterances by the two chiefs over the Mazabuka resolutions as unfortunate.

Chief Mwanachingwala said in a telephone interview yesterday that Chief Nalubamba is trying to console and please United Party for National Development (UPND) president Hakainde Hichilema because the Patriotic Front/UPND pact was unsuccessful.

He was commenting on comments attributed to Chiefs Macha and Nalubamba that they never endorsed Mr Banda for the 2011 elections.

“Chief Nalubamba is depressed that the PF/ UPND pact is dead and is only displaying his anger because he supports the UPND,” he said.

Chief Mwanachingwala said Chief Nalubamba encouraged him to invite President Banda to the recent conference of Southern Province chiefs where it was resolved that the chiefs would support Mr Banda in this year’s tripartite elections.

He said Chief Nalubamba should have told President Banda during the meeting that he would not endorse him.

“Why should Chief Nalubamba U-turn on this matter when we agreed that we would give Mr Banda all our support during the meeting?” Chief Mwanachingwala said.

He said Chief Nalubamba should thank Mr Banda for everything the President has done in his chiefdom and not show ingratitude and disrespect.

“Zambians should forgive Chief Nalubamba for denying what he earlier agreed to, because he doesn’t know what he is doing,” Chief Mwanachingwala said.

In an interview yesterday at his office, Chief Mukuni said he does not want to believe that the articles attributed to the two traditional leaders in The Post of yesterday are true and he hopes to hear that Chiefs Nalubamba and Macha were misquoted.

“It would appear that in Zambia today, there seems to be a culture of dissenting for the sake of it. It is very unfortunate indeed. I am sure the two chiefs will have problems with their subjects because how do you expect someone to say such things when they could not do so during the deliberations,” he said.

Chief Mukuni said he would like the two traditional leaders to come out in the open and state their true position on the matter of endorsing Mr Banda.

He said even when he spoke during the Mazabuka conference, he did not speak in his personal capacity about the traditional leaders’ support for Mr Banda but that it was a resolution which represented all the 41 chiefs.

“What I presented to the President were the feelings of the majority on their support for President Banda as Presidential candidate. These were not my personal feelings,” he said.

Chief Mukuni said he has been trying to get hold of the two traditional leaders but to no avail.

And Chief Chilyabufu of Itezhi-tezhi described the utterances of Chiefs Nalubamba and Macha as false while Chief Sinazongwe said he is extremely disappointed with the two traditional leaders.

“I disagree with the two chiefs and I am also angry with them. There is something wrong. Maybe they must have been approached by some opposition politicians who could have swayed them to change their stance. It is not right to go against what you have agreed to,” he said.

The traditional leader wondered how Chief Macha, who was secretary of the conference of chiefs, and wrote the minutes as well as the resolutions, could all of a sudden make a U-turn on supporting President Banda.

“Chief Macha was secretary of the conference and he wrote that all the 41 of us agreed and supported the proceedings. I don’t remember anyone disagreeing. I don’t know why he had to change,” Chief Sinazongwe said.

2 suspected criminals stoned to death

Two suspected criminals were during the Easter period stoned to death by a mob in Lusaka’s Kanyama compound while the other three managed to escape.

The suspected criminals wanted to robe a house in Kanyama compound but the owner of a house who was alert switched on the alarm and the neighbors rushed to the house for rescue and managed to apprehend two criminals who later were stoned to death.

Zambia Police spokesperson Ndandula Siamana disclosed the development to ZANIS in a telephone interview in Lusaka today.

Ms. Siamana said the two suspected criminals were identified as Kelvin Muyambango and Kelvin Sindengwe both aged between 30 and 35 years and their bodies are still lying in the mortuary.

Ms. Siamana said the general public has the right to arrest but not to take the law in their own hands by taking away people’s lives.

She has appealed to the general public to only arrest and take the suspects to the police.

Ms. Siamana disclosed that the police have since launched an investigation over the same incident to ascertain who were involved in the killing.

And 60 more people have been arrested by the Zambia Police Service in connection with last week’s riots in Mansa.

Inspector General of police Francis Kabonde has appealed to Mansa residents who were involved in the looting to surrender themselves to police.

After the riots the police recovered goods worth billions of Kwacha.

And Mr. Kabonde says the police has since written to the Director of Public Prosecution (DPP) for consent to prosecute the 280 that were earlier arrested.

Namwala records low malaria incidences

MALARIA prevalence rates in Namwala District have dropped from about 75 per cent a few years ago to 15 per cent, District Commissioner Wilson Siadunka has said.

Speaking during the commemoration of the World Malaria Day whose theme was: “Achieving progress and impact” which was commemorated at Chitongo Health Centre yesterday, Mr. Siadunka attributed the reduction in malaria prevalence rates to government’s efforts in preventing malaria incidences through mass distribution of free mosquito nets in the District.

He said government would continue to allocate resources to the Ministry of Health in a bid to eradicate malaria which was the number one killer disease in Africa.

ZANIS reports that Mr. Siadunka also expressed optimism that the construction of the Namwala District Hospital, health posts and clinics in various parts of the District would further enhance health service delivery in the District.

The District Commissioner urged the District health office to continue implementing programmes aimed at accelerating health delivery to people especially in far flung areas such as fishing camps.

At the same function, Namwala District Medical Officer Dr. Davy Kaile said government would soon start the indoor spraying programme in the District in an attempt to complement other malaria prevention efforts such as distribution of free insecticide treated mosquito nets.

Dr. Kaile said the indoor spraying programme was intended at complementing other preventive measures in order to eradicate malaria in the District.

Dr. Kaile also told the gathering that the Ministry of Health would soon send about 40,000 insecticide treated mosquito nets following demands from communities who did not receive the nets allocated for the District last year.

The District received about 22,100 mosquito nets for distribution to people in the District but were insufficient to cater for everyone.

Dr. Kaile further advised the people to use the mosquito nets for the intended purpose and not for fishing.

“I want to advise you to use these mosquito nets you receive freely are used for the intended purpose and not as a fishing net because this is the only way we can effectively combat malaria in the District,” said Dr. Kaile.

Meanwhile, about 24 village headmen from Chief Nalubamaba’ s area have commended the government for releasing cattle vaccines worth about K7 billion in Southern Province.

The headmen told Namwala District Commissioner Wilson Siadunka during a short meeting that the gesture was highly commendable as it would significantly help to curb animal diseases in the region.

Meanwhile Mr. Siuadunka has said government would soon start the distribution of 3,000 by 50 kilogram bags of relief food to families facing food deficits as a result of poor yields in the District.

Mr. Siadunka said a memorandum of understanding has already been signed between the government and the Seventh – Day Adventist church to implement the distribution exercise.

He, however, could not say whether the maize was under the Food for Work programme or not.

Contractors shoddy work worry Kawambwa Council

Kawambwa District Council in Luapula Province has expressed concern at the shoddy work by some contractors on many projects in the district.

Council Director of Works Frank Mupesha disclosed that some contractors had not yet paid casual workers whom they engaged in road maintenance in the area adding that such reports were disturbing to the local authority.

Mr Mupesha stated that the named contractors have since been blacklisted and promised that his
office would always consult Area Development Committees (ADCs) when awarding contracts to the people.

He was speaking yesterday when Luena ward ADC Chairperson, Geoffrey Chansa complained that people in the area would not accept outside contractors because of their shoddy work on projects.

The Council Director of Works said the local authority attached great importance to views voiced by ADCs adding that it could not achieve its goals in terms of development without the involvement of such committees hence it would always get its advice.

In a related development, Mr Mupesha said the issue of ADCs was receiving serious attention and would soon be tabled before Parliament for it to become a legalised institution.

He said Government wanted to legalise the ADCs to enable them access funding adding that this would also enhance development in rural areas.

Mr Mupesha urged community members to continue contributing building materials such as bricks, sand and crushed stones, if they werere to attract CDF and build tangible projects.

The Director said the community should also work hard and finish projects on time because CDF was little and there were many areas that needed funding.

President Rupiah Banda says his decision to write off residential purchase prices of some parastatal houses would not be rescinded.

President Banda said this in response to Patrotic Front(PF)President Michael Sata’s letter to him arguing that there was no legal provision to back the Head of State ‘s decision to write off the residential purchase prices for some parastatal houses.

The President said his position on that matter was very clear as he would not rescind his decision which he made following numerous petitions from tenants who pleaded with him to write off their debts on properties which have been outstanding for the past 10 years.

This is contained in statement made available to ZANIS in Lusaka today by Special Assistant to the President for Press and Public Relations, Dickson Jere.

President Banda said the situation remained the same saying the houses belonged to the sitting tenants as per his presidential announcement of APRIL,16 2011.

The President stated that all tenants who have benefited from his decision, paid part of the money towards the total purchase price and were since struggling for many years to complete their payments hence it was illogical for Sata to suggest that those who paid in full for the houses should be refunded.

President Banda further said Sata should wait until he became President for him to reverse the decision and compel the poor Zambians to pay back the remaining balances on their houses adding that he could either seek legal redress in the courts of law over the matter.

And the President has reiterated his earlier position that he would not be responding to Sata’s letters which were distributed to the press before they reached his office.

President Banda said Sata should learn a bit of communication courtesy that letters were not supposed to be circulated to the media before they reached the intended recipient.

The President made an announcement on April 16, this year that debts on some parastatal houses across the country be written off.

In a statement, the Kamanga faction reiterated that they will attend the Faz AGM to be held at the Mulungushi Rock.

“This is a very welcome assurance by FIFA,” the statement said.

“We wish to commend them for their stance and urge them to ensure that participation is restricted to the 223 full members.

200 Litres of Fuel stolen from Mobile Hospital

Unknown people in Mazabuka have stolen more than 200 litres of diesel from Mobile Hospitals amid tight security provided by state police.
This comes barely 2 days after the Southern province mobile hospitals were launched by President Rupiah Banda.

 

Meanwhile police on Friday rounded up and arrested twelve illegal fuel dealers for questioning over the missing of the fuel from the widely critised mobile hospitals.

Police have since released eight while four are still in police custody.

Both Zambia police and chief security officer at Mazabuka general hospital Cosmas Himoonga have confirmed the incident.

The suspected thieves are alleged to have stolen the fuel on Thursday in the night; the drivers of the trucks only discovered that diesel had been drained after they were preparing to leave for Livingstone to deliver the trucks.

Police said it was at that time the police rounded illegal fuel dealers who do their business near the hospital.

The trucks were later refueled at a local filling station.

When contacted, Mazabuka district Hospital administrator Janet Njovu could not give a comment saying she had no details about the theft.

But Hospital chief security officer Cosmas Himoonga said he was shocked to learn that fuel had been stolen amid tight security.
He said the Hospital security officers do not work at night because the role had been taken over by a private security company.

Zambia makes progress in reduced importation counterfeit products

Intellectual property specialist Kingsley Nkonde says Zambia has made progress in reduced importation of counterfeit products.

Speaking in an interview with ZANIS in Lusaka yesterday, Mr Nkonde attributed this to government’s intensified awareness campaigns against counterfeit products’ importation.

He expressed his gratitude to government for its political will on counterfeit products.

The Intellectual property specialist revealed that as a result of the political will, only three percent of the imported products for are counterfeit.

Previously, 95 percent of imported Sumsung products in to Zambia were counterfeit.

Law enforcement agencies recently introduced the hologram on all Compact Disc as part of the identification of products, under the copyright Act.

Kabwata Member of Parliament Given Lubinda has challenged the Electoral Commission of Zambia to stop the TV campaign adverts of President Rupiah Banda.

Mr. Lubinda said the adverts being aired on national television are illegal and that the ECZ should stop them from being shown.

He said that it was unfair for the ruling party to take advantage of its incumbent status by airing political campaign adverts on national television while stopping other political parties from doing the same.

Mr Lubinda said that no announcement of the elections date has been made; hence the campaign adverts of President Banda receiving airplay are illegal.

Olympic Youth Development Centre Director Clement Chileshe says the centre has performed beyond expectations since its commissioning late last year.

Chileshe says more young people in Lusaka and beyond have been utilising various facitilities at the centre to develop their sports disciplines.

He told ZANIS sorts in an interview in Lusaka yesterday that the centre is the solution to the development of sport in the country.

Chileshe thanked government and the corporate world for the support they have continued to render to the centre both material and financial.

He however stated that there is need for more private sector partnership in the development of sport in the country.

Chileshe appealed to the private sector to partner with the OYDC for them to play an active role in the development of sport in the country.
