President Rupiah Banda arrives in Cuba

President Rupiah Banda has arrived in Cuba for a three (3) day state visit at the invitation of his Cuban counterpart, Raul Castro.

President Banda arrived at 12:10 Zambian time at Jose Marti International Airport, where he was received by that country’s Foreign Affairs deputy Minister, Marcos Robriguz.

President Banda told Journalists at the airport that Zambia stands to learn a lot from Cuba on how that country manages its economy using little resources.

He said Cuba may not be rich in terms of having money, but that its citizens and the government have the knowledge of how to use the little resources available.

The President further said Zambia will also learn a lot from Cuba in terms of agricultural science and medicine.

He said Zambia and Cuba share warm relations, adding that Cuba helped some African countries fight to win their political independence.

President Rupiah Banda further said Zambia has benefited from Cuba through the many scholarships that country has offered to Zambian students in various disciplines.

Nkana coach Fewdays Musonda has saluted the clubs fans for giving the promotion chasers overwhelming support in their 2-1.

“They love their team and they gave us great support and supporting us greatly and help the team a lot even on this trip,” Musonda said after the game at Nkoloma.

Nkana fans dominated a packed Nkoloma Stadium cheering 10-man side that played a man down from the 37th minute.

Meanwhile, Musonda said Nkana was not getting carried away with the win over Wanderers with 9 games left to play.

“The players need to be totally disciplined in our remaining nine games and if we need to win all eight games to get promoted,” he said.

Musonda added the team was hoping this weeks Barclays Cup preliminary round draws will favor another trip to Lusaka this weekend for another treat for their Midlands fans.

Meanwhile, Nkana lead the Faz Division 1 North log on 48 points, two more than 2nd placed Nchanga Rangers.

Wanderers defeat sees them drop from 2nd to 3rd but stay put on 43 points.

Nkana’s home game against Wanderers was staged in Lusaka by a local sports promotion agency to tap into Nkana’s boxoffice appeal despite their current lowely status.

Mpombo hands over vehicle

Former Defence Minister, George Mpombo has officially surrendered his official motor vehicle to government.

Works and Supply Permanent Secretary, Bizwayo Nkunika, told ZNBC News that Mr. Mpombo surrendered the government vehicle a week ago.

The law requires that government vehicles are surrendered fifteen days after one vacates office.

Mr. Mpombo resigned as Defence Minister some time in July this year.

Home Affairs Deputy Minister Bonshe stable

The condition of Home Affairs Deputy Minister Misheck Bonshe who is admitted to the University Teaching Hospital (UTH) high cost medical wing is stable.

Mr Bonshe is admitted to UTH after failing ill about two months ago.

UTH Public Relations Manager Pauline Mbangweta told ZANIS in an interview in Lusaka today that Mr Bonshe is responding well to treatment.

The UTH Public Relations Manager also said doctors at UTH were attending to the Home Affairs Deputy Minister.

National Assembly Speaker Amusaa Mwanamwambwa says he is impressed with the Zambian youths interest to learn about democracy.

Mr Mwanamwambwa expressed gratitude that adults and young people are becoming aware of the importance of democracy and learning to cope up with the view of many people they live with.

Mr Mwanamwambwa, who is also Zambia Inter-Parliament Youth President called for the involvement of young people in programmes of political issues.

The Speaker said this when he officiated at the 6th National Youth Parliament to mark the International Day of Democracy that fell on September 15.

Zambia could not commemorate the day on September 15 like the rest of the world because she was preparing for the official opening of the 10th session of Parliament by President Rupiah Banda.

He however, regretted that political intolerance has continued to impede the tenants and principles of democracy because people do not want to respect other people’s opinions.

The Speaker said it is the responsibility of all citizens and political leaders to practice tolerance with deeds and actions and not mere words by accepting and respecting the basic rights and civil liberties of persons, groups who have different views.

He challenged the youths to learn to tolerate and respect other people’s views because democracy calls for respecting one another’s views.

Mr Musonda said unless the society develops a culture of tolerance, democracy cannot be upheld.

This year’s theme’s International Day of Democracy is dubbed: Democracy and Political Tolerance”.

And speaking earlier, National Youth Constitution Assembly (NYCA) Co-ordinator Muuka Tony Mweemba said young people should be developed.

Mr Mweemba regretted that young people are confronted by poverty, child defilement, HIV/AIDS, child abuse, lack of employment and failure to access essential services such as health and education.

Mr Mweemba said it is in this view that the NYCA is taking deliberate steps to increase awareness of current affairs on social, economical and political issues to greater heights in order for the youths to firmly confront their plights.

The NYCA is currently operating in four Provinces namely Eastern, North-Western, Lusaka and Southern. The 6th National Youth Parliament attracted youths from schools and political parties among others.

Some Members of Parliament who are also deputy and cabinet ministers were in attendance to commemorate International Day of Democracy.

Mwata Kazembe calls for High school in his chiefdom

Senior chief Mwata Kazembe of the Lunda people in Mwasabombwe , Luapula province, has called on government to construct a high school in his area to enhance education for all.

The Mwata Kazembe said there was need to construct a high school because there are only basic schools in his area.

Speaking at his palace when Luapula province Minister Dr. Boniface Kawimbe paid a courtesy call on him in Mwasabombwe yesterday the traditional ruler said that land was readily available for building a school.

Mwata Kazembe noted that his area required a high school with boarding school facilities saying education was key the development of the nation.

Mwata said Mwasabombwe needed a boarding school because boys and girls walked long distances with an aim of attaining an education.

He said that Mwasabombwe has been asking government to construct a high school for a long time adding that he was confident that the current administration would consider the plight of the people of Mwasabombwe.

Zambia and Malawi prisons services keen to co-operate

Commissioner of Prisons Gibbie Nawa says the Zambia Prisons Service is looking forward to working together with the Malawi’s Prisons Service.

Mr. Nawa pledged to conduct joint comprehensive research programs on the systems which is an essential vehicle for change and excellence.

He was speaking during the official signing of the Memorandum of Understanding (MoU) and the agreement on the transfer of convicted persons between Zambia and Malawi in Kabwe yesterday.

Mr. Nawa said a meeting was held that recommended that steps be taken for the two Prison Services to come up with an MoU in order to enhance the cordial co-operation that exists between the two countries.

He explained that the signing of the MoU shows how committed the two countries are towards enhancing the warm relations that already exist.

Mr. Nawa added that this gives both countries a good reason for working together in this era of globalization where the world has become a global market of exchanging goods and services.

And Malawian Principal Secretary Tresphore Kang’ombe said the history of Zambia and Malawi has gone through many phases of great success and co-operation.

Mr. Kang’ombe said the road to the signing of the MoU has not been easy adding that members of the team spent a lot of time and effort to come up with these documents.
He said the task force team has been working tirelessly saying it is pleasing to note that they came up with what was expected of them.

Mr. Kang’ombe said he recognizes and appreciates the significance of establishing the long awaited friendly co-operation between the two countries.

Zambia to award Fidel Castro with the ‘The Order of the Zambian Eagle’-Nevers Mumba

Zambia is to award Cuban Commander-In-Chief, Fidel Castro Ruiz with the ‘The Order of the Zambian Eagle’, Zambia’s High Commissioner to Canada, who also oversees Cuba, Nevers Mumba has disclosed.

Dr. Mumba said Cuba has immensely contributed to Zambia’s health and the education sectors since time in memorial during Mr. Castro’s leadership.

He said the two countries have had several memorandums of understanding which will be cemented even more during President Rupiah Banda’s three day state visit to this country.

He told ZANIS in an interview here today that there are currently 41 Zambian students studying various disciplines in Cuban Universities and other tertiary institutions.

He said Cuba has also been sending several medical Doctors to Zambia for many years now.

President Banda is expected to arrive here at midday today, Monday September 28th, following an invitation by his Cuban counterpart Raul Castro Ruiz.

President Banda arrives from Caracas in Venezuela where he on Saturday joined other African heads of state and government in participating in the second Africa-South America summit.

The summit was held in Margarita Island in Venezuela.
Among other activities which President Banda will do here include laying a wreath at the monument of Cuban hero, Jose Marti before visiting Labiofam, which is a research centre for vaccines for malaria and other tropical diseases.

Dr. Mumba said Zambia will learn the technology and science of producing vaccines, adding that the two countries have already signed a memorandum of understanding in this area.

President Banda will also visit the Colon centre, which is a memorial site for Cubans who died in Africa while fighting for independence.

He said the President will on Tuesday meet the 41 Zambian students that are studying in various disciplines in Cuba.

President Banda will on Wednesday visit an African national heroes’ memorial centre before visiting Varadero tourist resort from which Zambia is expected to learn some tourism lessons.

Alongside President Banda’s three day state visit to Cuba, there will be a Joint Permanent Commission (JPC) meeting that would be held between the two countries.

The two countries will sign a memorandum of understanding after the JPC meeting.
He said Cuba has been able to stand on its own and build its economy despite trade embargoes imposed on it by the United States of America.

President Banda leaves Cuba for Lusaka on Thursday, 1st October 2009.
Before going to Venezuela, President Banda attended the 64th General Assembly of the United Nations in New York last week.

GOVERNMENT has warned politicians to refrain from inciting people to protest against former President Frederick Chiluba’s acquittal.

Minister of Home Affairs Lameck Mangani said in an interview in Lusaka yesterday that inciting people to protest against Dr Chiluba’s acquittal will bring chaos in the country.

“Such statements are the ones that bring anarchy and chaos in the country. As Government, we will not allow this,” he said.

Mr Mangani was commenting on veteran politician Simon Zukas’ statement that people will be mobilised to protest against Dr Chiluba’s acquittal because Government has decided not to appeal against the acquital.[quote]

Mr Mangani said Government allows people to exercise freedom of speech but that statements that border on inciting people to protest will not be accepted.

“It is like the case in which Post Newspaper managing director Fred Mmembe’s contempt proceedings were quashed by Judge Wood. Did you see us in Government going to the streets to protest? We didn’t mobilise anybody to protest over the issue because we respect the judiciary and we want it to operate independently,” he said.

Mr Mangani said in Dr Chiluba’s acquittal, Government cannot pressurise the Director for Public Prosecution (DPP) to appeal against the acquittal.

“Mr Zukas is a freedom fighter who lives in the past. He should know that there is need for everyone to respect arms of Government that make decisions.

“People who are fighting for an appeal against the acquittal of Dr Chiluba are fighting democracy. The best is to refrain from such talk because this can bring division in the country,” he said.
Mr Mangani urged politicians and members of the public to respect the rule of law.

“People are talking as if they are Judges. They wanted the case to go in their favour, but we cannot be judges ourselves, that’s not how we should think,” Mr Mangani said.

M’membe contempt case thrown out

THE Lusaka High Court has quashed contempt proceedings against Post News papers Editor-in-Chief Fred M’membe and two others.

Judge Albert Wood said yesterday that the facts from the record showed that the alleged contempt was not committed in the face of the court.

He said the record also shows that section 100 of the Criminal Procedure Code (CPC) was not complied with.

This is in a matter in which Mr M’membe, deputy managing director Sam Mujuda and the author of the article Professor Muna Ndulo filed an application for Judicial Review following the decision by Chief Resident Magistrate Charles Kafunda that the trio be cited for contempt.

Prof Ndulo authored an article in relation to the Chansa Kabwela case that is before Magistrate Kafunda.

Tujilijili to undergo further examination

Lusaka Provincial Epidemic , Preparedness, Prevention, and Control and Management Committee has called for the urgent further examination of ‘Tujilijili’ beer before it can be declared wholesomely safe.

Deputy Permanent Secretary who is also the Chairperson of the committee, Chinjili Zulu says his Committee is not satisfied with the outcome of the investigations in which the Lusaka City Council, through its spokesperson Henry Kapata declared that the Tujilijili beer was safe for public consumption.

Mr. Zulu said the committee which comprises among other members Lusaka Province Health Director Tackson Labart, Health Directors an d other health experts will carry out its own investigations in complementing the efforts made by Lusaka City Council and other stakeholders

He said certifying Tujilijil safe is not enough but that firm and additional measures are critical in ensuring the safety of the public.

He added that the packaging of Tujilijili should be changed from plastic sachets to bottles like other conventional beers saying this will eliminate the discreet and indiscriminate intake of alcohol by school going children, workers, and bus and taxi drivers.

He said the plastic sachets which can be carried in the pockets and drank as people go about their chores poses great danger to the public and general public.

Netherlands government increases financial support to some African countries

THE Netherlands government has increased financial support to some African countries in the water and sanitation sector, following concerns that some of them may not attain the Millennium development goals (MDGS).

Netherlands ministry of foreign affairs senior advisor for water and sanitation, Dick Van Ginhouen, says US $ 150 million has so far been staked by his government to help accelerate efforts towards attainment of the MDGs in the water and sanitation sector.

Speaking in Choma at a stakeholders meeting for the Netherlands government review mission for water, sanitation and hygiene education at Crystal lodge, Ginhouen said the money would be channeled through UNICEF for programme implementation in identified African countries.

“We have put in place a 6 years programme in Africa through UNICEF covering Zambia, Malawi, Mozambique, Kenya, Ethiopia, Comoros, Rwanda and Sudan focusing on increasing access to safe drinking water and sanitation,” he said.

The meeting was also attended by chiefs Macha of Choma, Nkambo of Masaiti and chieftainess Shimukanami of Lufwanyama district.

With only eight years to go, he said the Dutch government is concerned over the progress of most countries towards the attainment of the MDGs.

Ginhouen said it was for this reason that respective governments and support agencies need to give extra support towards programmes aimed at achieving the MDGs.

“Governments and support agencies need to give an extra push, failure to which we won’t make it,” he said. “As for the Netherlands government, we are going to commit more support.”

He expressed happiness at progress in Zambia in the provision of water and sanitation.

“We have seen during our visit that there has been so much progress in Zambia. However, it will be interesting to note if the country will meet the MDGs considering that we only have 7 to 8 years,” he said.

The Netherlands government delegation also visited areas in chief Singani’s area where there has been tremendous progress in latrine construction as well as improved school sanitation.

And UNICEF expert on sanitation, Dr Peter Harvey told ZANIS in Choma that achievement of the MDGs would be highly dependent on the commitment of various donors and government to release needed funds for project implementation.

Dr Harvey said if donors like UNICEF, DANIDA, JICA, African development Bank and the Irish Aid fulfilled their financial commitment, more progress will be achieved in Zambia in meeting the set targets in water.

He however expressed concern at the tendering process through the ministry of local government which had been moving at a slow pace thereby affecting project implementation.

“The tendering process undertaken through the ministry of local government has in the past been too slow but we are hopeful that things will improve so that we keep the process moving,” said Dr Harvey.

He said if the programme on Community Led Total Sanitation (CLTS) being implemented by UNICEF was adopted as a national programme, a lot of progress in increasing sanitation coverage would be achieved across the country.

CLTS which was first piloted in Choma district has so spread to Kazungula, Mazabuka and some copperbelt rural districts.

Speaking earlier CLTS national coordinator Leonard Mukosha told the Dutch government delegation since the introduction of the programme in Choma, more than 120,000 people had gained access to sanitation in less than a year.

He said the district had recorded a sharp increase in sanitation coverage from 23 percent to 95 percent.

Mukosha said out of the 817 village, 551 of them had so far become open defecation free as each household had construction latrines and were observing good hygiene practices.

He said the mass mobilization of the rural populace was due to the CLTS approach which embraced the crucial role of traditional and civic leaders in project implementation.

VICE-PRESIDENT George Kunda has called for creation of more opportunities in communities for economic activities that could enhance the standards of living of the people.

Mr Kunda has also said that investment in real estate was one way in which grassroots communities can have sustainable income-generating programmes.

He said this in Lusaka yesterday at a fundraising breakfast meeting for St. Theresa Catholic Church in Lusaka’s high-density Chainda Township.

Mr Kunda said opportunities must be created at community level to empower those who are keen to work.
“As long as one has enthusiasm and the desire to progress, the opportunities are becoming available.

Even with degree programmes, there are fast track programmes being put in place for those who want to undertake such courses,” he said.

Mr Kunda said it is now Government’s desire that communities take advantage of opportunities being availed to embrace self-reliance.

He said that Government is committed to working with the church in order to enhance economic sustainability in communities.

Mr Kunda said that the church complements Government’s efforts in upgrading and training the people in various skills.

He said although various Government institutions offer training skills, they are inadequate for the needs of all Zambians requiring such skills.

Mr Kunda said it is encouraging that the community in Chainda has risen to the challenge and decided to empower its members with various skills in carpentry, basic automotive engineering, fabrication of various equipment and literacy lessons to improve educational standards.
He said that the Government will always support Church activities that contribute to the growth of the country’s economy.

Mr Kunda applauded the Chainda community and the Catholic Church for their programmes to sustain income-generating activities.

He also commended Chainda community for acquiring real estate because this is the best way of sustaining programmes.

Mr Kunda appealed to the community to jealously guard the property against vandalism.

He said it is only such efforts that can raise the living standards of communities countrywide.

“I understand that the hall will be available for hire to interested parties for functions so as to raise money that will go towards supplementing the running of various programmes and activities that are planned for at this centre,” Mr Kunda said.

Mr Kunda, however, said that Government cannot do everything alone and thus welcomes the church and community efforts that are complementary to those of State.

Member of Parliament, Sylvia Masebo, asked the office of the Vice-President to quickly release funds to Chainda to mitigate poverty.

Ms Masebo said the growth of the community is in the hands of the disaster management office especially that all the problems of Chainda were a disaster.

Parish priest, Patrick Barry, said the church will continue working with Government to undertake various activities that will contribute to national development.

Fr. Barry also said the multipurpose hall will not benefit the Catholic community alone but will embrace the whole community regardless of religion, race or tribe.
