Zambians living in Namibia come to the aid of flood victims

Zambians living in Namibia have donated 10,000 Rands to supplement government’s efforts in mitigating the plight of flood victims in some parts of the country.

Receiving the donation in Lusaka today, Vice President George Kunda said there is need for Zambians in the Diaspora to identify themselves with the sufferings of the people affected by floods in the country.

Mr. Kunda said government needs the support of others to mitigate the effects of calamities such as floods. He noted that Zambia and Namibia have both been devastated by floods.

Mr. Kunda has since thanked Zambians resident in Namibia for the gesture.

And speaking earlier, Zambia’s High Commissioner to Namibia Marvis Muyunda said Zambians living in Namibia are concerned with the happenings in Zambia.

They are currently about 1,200 Zambians living in Namibia.

LAZ pledges continued protection for its members

The Law Association of Zambia (LAZ) has pledged to continue to protect all its members and ensure that they were independent in their execution of duties in various institutions.

In a statement released in Lusaka today, newly elected LAZ president Stephen Lungu, said the association would also respect President Rupiah Banda’s recent call to re-organize the Attorney General’s (AG’s) chambers.

President Banda made the call following the recent findings of the tribunal that investigated former Communications Minister, Dora Siliya for alleged irregular tender procedures.

Mr. Lungu said LAZ was of the view that constitutional offices such as the Attorney General’s and the Solicitor General’s chambers should continue to enjoy independence in the execution of their duties.

He added that his association also acknowledges the constitutional powers vested in the Republican President to appoint and remove persons to the respective offices as provided for in the constitution.

Mr. Lungu explained that the association could not find it prudent to comment on the issue without analyzing President Banda’s statement and the context in which it was used.

He said LAZ would further continue to endorse principles on the role of lawyers as adopted by the eighth United Nations (UN) Congress in Havana, Cuba in 1990.

Mr. Lungu said this was in order to ensure that lawyers performed professionally and without intimidation and improper interference.

Commonwealth happy with Zambia’s good governance efforts

Commonwealth Secretariat Governance Advisor, Roger Koranteng says the commonwealth enjoys cordial relationship with the Zambian government because of the country’s good governance policies.

Dr. Koranteng observed that the Zambian government has shown its determination for good governance by among other things, approving the anti-corruption policy, which is aimed at providing integrity to the country’s public service.

He was speaking at the opening of a one week workshop for the civil service’s integrity committees organized by the Anti Corruption Commission (ACC) at Fairmount Hotel in Livingstone today.

Dr. Koranteng said the Zambian ACC was one of the key players in the promotion of good governance in the African region.
“The ACC is one of the agencies throughout the region that have played an important role in the promotion of good governance in the region and as such the Commonwealth is proud to be associated with the ACC in Zambia through the Zambian government,” he said.

He however said presently, the ACC agencies around the world have a huge challenge because pervasive abuses of offices have become rampant partly due to the economic recession.

Meanwhile Southern Province Permanent secretary, Darius Hakayobe said government attaches great importance to the issues aimed at fighting corruption in the country.

Mr. Hakayobe said training of integrity committees in the public service will automatically help reduce corruption in the public service sector.

“What I see here is the team of young men and women capable and able to make this training very helpful because these men and women will be very important in the fight against corruption in their various institutions,” he said.

He also said there was need to harmonize and strengthen further, anti-corruption laws in the country in order to effectively fight corruption.

And ACC Commissioner, Webby Kalikiti thanked government for showing commitment to the fight against corruption in the country.

Dr. Kalikiti said government’s introduction of the anti-corruption policy was clear testimony of its concern for good governance.

“This move has set the tone for the country’s good governance landscape .The policy identifies the institutionalization of the integrity committees,” he said.

He advised the 27 integrity committee participants at the workshop to utilize the knowledge they will acquire by applying an effective tactic of identifying corrupt practices.

President Rupiah Banda is tomorrow beginning a one week long working retreat, which he will take at Hippo Lodge in Kafue National Park.

While on his retreat, President Banda will hold meetings with various government and non governmental institutions, including the Zambia Congress of Trade Union (ZCTU) and some members of the church.

President Banda will also hold strategic planning sessions with his key aides and other senior government officials on various issues concerning the running of government.

The President is expected to conclude his retreat and return to Lusaka on Monday next week.

This contained in a statement released by Special Assistant to the President for press and public relations, Dickson Jere this evening.

Meanwhile, President Rupiah Banda and Beatitudt Theodoros II , the Pope and Patriarch of Alexandria and all Africa of the Orthodox  Church  this afternoon held private talks at State House.

Beatitude Theodoros II, who arrived in the country last week, was accompanied by Bishops from Zambia, Malawi among other countries and Egyptian Ambassador to Zambia Tamer Mansoul.

Pope Beatitude Theodoros II, presented the Cross and Star of St. Mark the Apostle and evangelist to President Banda.

The Cross and the Star are the highest decorations that are given to Heads of States only.

Speaking through his interpreter, the Pope said he was happy to see the economic progress that the country has recorded over the years.

The Church leader, who last visited Zambia some 15 years ago, is in the country for pastoral   and the inauguration of charity work.

He said the church is supporting Charity work in Kanyama adding that it would extend the work to Kitwe and Ndola.

He has since invited President Banda to visit the Church based in Alexandria City in Egypt when he visits that country.

And President Banda said he was honoured to receive the cross on behalf of the Zambians.

Mobile Clinics procurement received with mixed feelings on the Copperbelt

The Government initiative to procure Mobile Clinics on the Copperbelt has been received with mixed feelings with some Kitwe residents saying the facilities would help to deliver quality health care among the poverty stricken Zambians especially in the rural parts of the Country.

In a Survey carried out around the Copperbelt today the residents said most of the Zambian People in the rural parts of the Country have no access to proper medical facilities while those in Urban areas were failing to meet medical bills currently being charged in the Zambian Government Hospitals due to high poverty levels.

A Ndola resident Musa Sichalwe said the Mobile Clinics would enable poor people in both Urban and Rural areas access quality health care at their door step in line with the Millennium development goal on Health.

He added that most of the people in Rural areas were currently dying in their homes due to lack of access to medical facilities which were mostly located in distance places.

He said their was need for the Government to be accountable to the Zambian people and proceed with the project if it was going to be done in Public Interest and not meant to enrich the pockets of a few selfish individuals in Government.

However, some people also felt that the proposal on the introduction of mobile hospitals was so not a good initiative adding that Government must construct permanent health facilities in areas were they were lacking.

A retired clerk from Kitwe Central Hospital Albert Bwalya observed that the US$ 53 million loan that government wants to borrow will negatively affect the Zambian economy amid the global economic crisis.

Mr. Bwalya said it was unfortunate that Government wants to borrow a huge amount of Money at a time when most of the people have been retrenched while a lot of retirees were languishing without being paid.

And a Chingola resident, Kabwe Mwenya said that government should build permanent structures rather than spend a lot of money on mobile hospitals.

Ms. Mwenya further said that mobile clinics were a disadvantage in that they might only operate within a specified period of time their by limiting access to the people in a particular locality.

Misheck Simwanza a Kalulushi resident stated that the introduction of mobile hospitals was another way for government to incur more debt which it will fail to pay in future.

Mr. Simwanza noted that the idea would erode the confidence of the Zambian Health Sector thus create problems in the general economy which will subject more Zambians to suffering.

Police in Luanshya have recorded a warn and caution statement from Patriotic Front Roan Member of Parliament, Chishimba Kambwili for allegedly defaming President Rupiah Banda.

The police have also recorded another warn and caution statement from the two Post newspaper journalists, Mutuna Chanda and Zumani Katasefa, the authors of the story in which Kambwili said that President Banda was foolish.

Kambwili who arrived at Luanshya Central Police Station around 10 hours accompanied by his supporters in four hired mini-buses, was interrogated for close to two hours in the presence of his lawyer.

Addressing his supporters outside the police station after the interrogation, Kambwili denied having insulted the President, adding that he had respect for him.

Kambwili is cited to have accused the republican President of having incited MMD party cadres to harass him when he went to greet him shortly before his rally at Kafubu stadium.

Patriotic Front leader, Michael Sata to contest 2011 elections

Patriotic Front (PF) leader, Michael Sata, has said that he would contest the republican presidency in the 2011 presidential elections despite people’s suggestions that he was old and needed to groom a younger person.

Mr Sata has called on people in Luapula to register in numbers during the voter registration exercise in preparation for the 2011 presidential and general elections.

Speaking during a rally at Senama grounds in Mansa yesterday, Mr Sata said that electorates should choose leaders who have the interest of the people at heart and not leaders whose main interest was money.

Mr Sata said that the former republican president, Dr Fredrick Chiluba, groomed the late president Levy Mwanawasa, who, when he assumed office, pressed charges against the former president.

Mr Sata, who was accompanied by Chimwemwe MP, Willie Nsanda, Chililabombwe MP Ester Banda and other senior officials from the Copperbelt, was also endorsed by the Luapula PF leadership to contest as president during the PF national convention.

Mr Sata noted that some of the young people whom he was looking forward to groom had disappointed him because they were more interested in money and not what the PF stood for.

He charged that the rebel MPs from Luapula were interested in putting money in their pockets and alleged that they did not care about the non availability of medicine in hospitals, low salaries of public service workers and the suffering of people in rural areas.

Mr Sata referred to the PF rebel Members of Parliament as greedy and selfish leaders who allegedly did not represent the people who voted them into power.

The PF leader said that the rebel MPs were not rebels to him (Sata) but the people who voted for them as their representatives.

He alleged that the rebel MPs were asked to campaign for President Rupiah Banda who promised them jobs in government but that they were later disappointed because President Banda had his own people he has employed.

He further said that in the forth coming 2011 presidential and general elections, the PF would give chance to its members to nominate MPs that would represent the party’s manifesto.

Mr Sata said that the reason for visiting Luapula was to thank the people in the province for having voted for PF in the 2008 presidential by-elections.

Mazabuka DC calls auditors to Chikankata hospital

Mazabuka District Commissioner, Tyson Hamaamba, has called on the Ministry of Health to urgently send independent auditors to Chikankata Mission Hospital to investigate reports of abuse of the K1.5 billion released to the institution for the construction of a school of bio medical sciences.

Mr Hamaamba said in Mazabuka that he has constituted a team of government officers to look into the reports of alleged financial mismanagement and theft of building materials at the health institution before evidence is destroyed by the suspected culprits.

The suspected financial scam at Chikankata comes barely five days after another scandal was uncovered at Mazabuka District Health office in which government was swindled out of K300 million through unauthorized salary advances paid to some named senior managers, programme officers and other staff.

Mr Hamaamba, who confirmed the financial scam in Mazabuka yesterday, said some named senior managers at Chikankata Mission Hospital had allegedly shared part of the money and building materials from the K 1.5 billion.

He said some of the suspected culprits had allegedly been caught red handed ferrying building materials for their private errands.

Mr Hamaamba warned that he would not tolerate theft of public funds by public officers charged with the responsibility to administer government programmes.

He said government had sponsored the construction of a School of bio medical science because of the importance it attaches to human resource development as a solution to the shortage of personnel facing the health sector.

Mr Hamaamba said staff at Chikankata Mission Hospital petitioned him to lobby government to send auditors to investigate the alleged financial mismanagement.

Health workers in Mazabuka have also called for independent auditors to be sent to Mazabuka District Health Office to look into the books of accounts in the wake of reports of financial irregularities discovered.

According to some staff, senior managers allegedly paid themselves subsistence allowance during the cholera outbreak when they did not spend nights while funds released by the Centre for Infectious Disease and Research in Zambia had also been abused.

THE Government has challenged opposition United Party for National Development leader, Hakainde Hichilema to provide evidence that President Rupiah Banda wanted a cut from the US$53 million mobile hospital deal with Chinese investors.

Chief Government spokesperson, Ronnie Shikapwasha said Mr Hichilema should provide evidence, as it was not proper for a political leader of his standing to issue unsubstantiated claims.

Lieutenant-General Shikapwasha said in an interview in Lusaka yesterday that apart from the Government demanding that Mr Hichilema should provide evidence, it would not arrest the opposition leader as doing so would be making him unnecessarily popular.

“Mr Hichilema should provide evidence that the president wanted a cut as failure to do so would prove him to be a liar. As a leader, he should not speak on things that he does not have evidence and he should know that this country is not going to thrive on lies,” Gen Shikapwasha said.

Mr Hichilema was quoted in The Post’s Saturday edition as having insisted that the president had a cut in the deal to provide mobile medical facilities from China and dared the Government to arrest him.

Gen Shikapwasha said the Government would not be arresting politicians and wondered why Mr Hichilema challenged it to do so.

Gen Shikapwasha, who is Information and Broadcasting Services minister, also said the Government was taken aback by sentiments from Roan member of Parliament, Chishimba Kambwili that Chinese investors were not appropriate to run the Luanshya Copper Mines.

He said he was not sure of what really Mr Kambwili was looking for as at some point he was asking the Government to quickly find investors for the mine and now that had been done, he is against the idea.
He said the world over, governments were pleading for Chinese investment.

“The US government is borrowing from Chinese investors because even in the wake of the economic crisis, their economy is picking up and why should Zambia not pick on the Chinese when the whole world is doing so?” Gen Shikapwasha asked.

The National Initiative for Citizens Awareness (NICA) president, Kelvin Sampa, has challenged PF Roan Member of Parliament Chishimba Kambwili to substantiate claims that President Rupiah Banda and his government were corrupt over the awarding of Luanshya Copper Mine (LCM) to a Chinese firm, Non Ferous Metal Mining Company Limited (NFCA).

Mr Sampa said when the people of Luanshya voted for Mr Kambwili they expected him to work hard and to speak facts on the ground.

He said the MP has been cheating the people of Luanshya because of fears that his political career will be exterminated by the progressive development and intervention by the government over LCM.

Mr Sampa charged that the minister does not realize that most Zambians are enlightened with what is going on globally and most of them are very much aware of the capacity of the Chinese.

He said China right now is the most feared emerging power and it has the capacity to help Africa and even America.

Mr Sampa has advised Hon Kambwili to tell the nation if he had provided tangible solutions for the people of Luanshya when the mine went under care and maintenance.

He added that the MP must be ashamed of himself for trying to deny the people of Luanshya development and better living conditions when he is able to earn a living through parliament.

Mr Sampa advised the civil society to provide checks and balances between the government and the opposition leaders and not to criticize every matter.

Donors disburse US$174.1 million support

Zambia’s Cooperating Partners have disbursed US$ 96.2 million as budget support and a further US$ 77.9 Million in project grants in the first quarter of 2009, representing over 55 per cent disbursement out of the US$312.88 Million 2009 projected budget support and project grants scheduled to be channelled through the Treasury.

According to a statement released today, by Ministry of Finance Public Relations Officer, Chileshe Kandeta, information on support channelled directly to Non-Governmental Organisations [NGOs] and other Public and Private Sector Organisations has not been included in this media release.

The Cooperating Partners have disbursed direct budget support totaling US$96.2 million from the projected US$120.28 million for 2009. Of the disbursed resources, the UK Department for International Development has contributed US$29.9 million, Norway US$25.5 million, Sweden US$18.3 million, The Netherlands US$12.9 million and World Bank US$9.6 million.

Of the US$77.9 million project grants received in accordance with the cooperating partners division of labour agreed in the Joint Assistance Strategy for Zambia [JASZ], Canada has disbursed US$ 0.8 million out of US$4.3 million projected grant support to health and governance, Department for International Cooperation [UK] US$11.6 million out of the projected US$25.2 million grant support to health, HIV & AIDS, governance and humanitarian causes and Norway US$8.3 million out of US$12.6 million projected grant support to environmental causes, HIV & AIDS, roads development, governance, gender affairs and culture.

Sweden has disbursed US$13.2 million out of US$27.9 million projected grant support to energy, governance, health and agriculture, Ireland US$ US$1.6 million out of the projected grant support totalling US$4.6 Million for water and sanitation, HIV & AIDS and governance, and Germany US$4.1 million out of US$21.8 million projected grant support to water and sanitation and governance.

Other grant support has been received from the European Union which has disbursed US$21 million out of US$79.2 million projected grant support to agriculture, environment, roads development and health, UNFPA US$0.6 million out of the US$3.1 million projected grant support for health, macro-economic issues, gender and HIV & AIDS causes and Japan [JICA] US$6 million out of the projected grant support of US$13.9 million for agriculture, governance, education, energy, water, health and infrastructure. The total projection for 2009 to be disbursed as project grants for Sector Wide Approaches [SWAPS] in the Education and Health sectors is K644 billion.

The sectors covered in the Joint Assistance Strategy for Zambia eligible for donor grant support in accordance with implementation expectations for key performance indicators agreed using 2005 values as the baseline, are; macro-economics, agriculture, mining, communication and meteorology, environment and natural resources, infrastructure and transport, tourism, manufacturing and industry and commerce and trade.

Others are land, energy, science and technology, education and skills development, health, water supply and sanitation, housing, social protection, youth and child development and employment and labour. The rest are central administration [public sector management], local government, decentralisation, information services, foreign relations, defence, law and order, governance, HIV and AIDS, gender and food and nutrition.

The amounts above exclude an amount of US$160.1 million disbursed by the IMF last week following completion of the first and second reviews of Zambia’s economic performance under the Poverty Reduction and Growth Facility (PRGF) arrangement as balance of payments aimed at stabilising the exchange rate.

Also excluded is support disbursed in the second quarter [after March 2009] and that channelled directly to Non-Governmental Organisations [NGOs] and other public and private sector organisations. Other projected programme loans in 2009 are K128 billion from the African Development Bank and K87 billion from the World Bank.

To fully capture the total public expenditure behaviour in accordance with the key performance indicators identified for each sector in the Joint Assistance Strategy for Zambia, the Ministry of Finance and National Planning is working towards strengthening the reporting and monitoring systems.

“To ensure a smooth process, we would like to see more commitment towards the JASZ to strengthen the results-based disbursement structure that incorporates monitoring of inputs, outputs, outcomes, and impacts so that resources could be strategically managed and progress tracked,” states the release.

The Ministry of Finance and National Planning is indebted to the cooperating partners for their commendable and unwavering support to Zambia’s economic development, poverty reduction and wealth creation causes, despite suffering similar or in most cases worse effects of the global economic slow-down.

“We look forward to receiving the remaining projected support so that the resource capacity to meet Zambia’s socio-economic targets for 2009 is enhanced,” Kandeta stated.

Dynamos Beat Power, Nkana Stay Top of Div 1 North

Lusaka Dynamos moved out of the Faz Premier Division relegation zone for the first time this season after overrunning a poor Power Dynamos 2-0 at Queensmead Stadium in Lusaka today.

Power’s defeat left them without a win stretching back to five matches ago on March 21 when they won one of their only two league games this season after beating Nakambala Leopards 3-1 away in Mazabuka.

Defensive blunders and awful finishing today cost Power  at least a share of the points especially in the first half that they dominated with shots on target.

However, it was Zambia striker Makundika Sakala who made sure with  a brace before and after the break to hand Dynamos a precious 3 points.

His first goal came after stealing the ball off defender Mwape Chongo to rattle the net with a powerful low shot.

Luka Lungu, Dennis Chimena and Elson Mkandawire were all culprits for Power while midfielder Kennedy Mudenda was the only consistent flame in the visitors pack.

Dynamos couldn’t believe how easy they could cut through Power’s defense sometimes after the break and went on to get a grip the game as the Kitwe club showed no hunger to try and overturn the result.

Sakala made sure of the points when he turned in his sides second goal in the 51st minute to see Dynamos rise from 13th to 10th on the table on 8 points.

Vanquished Power are just above them in 9th place and on the same number of points.

Nkana maintained a one-point lead at the top of division one north table after a 2-0 home win over Kalulushi Modern Stars in Kitwe.

Nkana lead on 18 points from 9 games after defeating Kenneth Malitoli’s  Kalulushi  who were promoted to division 1 north side from division 2 north where they have been since 2007.

Muchindu from Mufulira are second on 17 points after a 1-0 away win over Indeni in Ndola this afternoon while townmates Mufulira Blackpool are third on 14 points.

Blackpool  beat Nicholas Bwalya’s Luanshya United 1-0 at John Kachofa Stadium on Sunday.

RB addresses Zambian residents in South Africa

rbhPresident Rupiah Banda has assured Zambians living abroad that his government would work tirelessly to develop the country.

President Banda said the MMD government was in a hurry to expedite development in the country in order to meet the aspirations of people living home and abroad.

Mr Banda was speaking in Pretoria when he addressed Zambians living in South Africa today at the Zambian High Commission.

He said allegations that his administration has failed to deliver were unfounded as development takes a long time to achieve.

The President called on Zambians living abroad to contribute to the country’s development by investing their money back home.

“It is not late for you to start investing in your home country now because you may end up regretting if you delay,” said Mr Banda.

He reminded the Zambians that the task of developing the country needed concerted efforts of all Zambians.

He said Zambia has not been spared by the global economic crisis which is likely to impart negatively on the country’s economic efforts.

He said as part of measures to enhance the country’s economic development, government was seriously diversifying the economy which has been dependent on copper since independence.

Mr Banda added that although he is working on implementing development plans left by his predecessor, the late President Levy Mwanawasas, he needed support from those working with him in order to succeed.[quote]

“I expect the leaders I inherited from my Predecessor and those I have appointed to be loyal to me for the system to work effectively,” he said.

Meanwhile President Banda today commissioned the chancery at the Zambian High Commission in Pretoria.

The Chancery was bought by the government at the cost of 4. 5 million Rands in 1998. The Chancery was formerly a college.

The President commended the previous administration for its foresight to purchase the property.

He said this has served government a lot of money in rentals which now can be used for other purposes.

And speaking at the same function, Foreign Affairs Minister, Kabinga Pande, urged Zambians in diaspora to desist from engaging themselves in unlawful acts which can tarnish the image of government.

Mr Pande said 90 per cent of Zambians imprisoned outside the country were women who were used by drug barons as couriers.

He said Zambians must abide by the laws of the host country to avoid unnecessary problems for themselves.

And in his welcoming remarks, High Commissioner, Leslie Mbula, urged the government to help quicken the process of issuing passports to Zambian nationals living in diaspora.

Mr Mbula said the mission has been receiving a lot of complaints from Zambians in South Africa by the slow pace at which passport applications were being processed in Lusaka.

He said because of the delays, people have been blaming the mission for the problem.
