Police spokesperson, Bonny Kapeso, confirmed the incident in Lusaka yesterday and identified the deceased as Charles Phiri, aged 21, and a 25-year-old married woman.

Mr Kapeso said the two died on the spot after they came into contact with a 33 Kilovolts (Kv) Zesco power line that fell after it got cut due to heavy rain in Lusaka.

The other four, he said, suffered electric shocks and were rushed to the University Teaching Hospital (UTH) for treatment.

“I can confirm that two people died on the spot over the weekend after they were electrocuted by a Zesco power line that got cut due to heavy rain. Four other people suffered electric shocks and were immediately rushed to UTH for treatment,” Mr Kapeso said.

The power cable, he said, fell on top of the roof of the deceased’s house while the four who suffered electric shocks were passing by.

Mr Kapeso said the condition of the four was critical.

Zesco senior manager for marketing and public relations, Monica Chisela, has said the company’s legal advisers were on the ground to ascertain the cause of the incident.

Mrs Chisela said Zesco officials were carrying out investigations in the incident and would issue a comprehensive report in the course of the week.

“Our legal officials are already on the ground and we shall issue a comprehensive report soon after they complete their investigations,” Ms Chisela said.
She regretted the deaths and electrocution of the four.

Chikwakwa reforms financial disbursement formats

15

Luapula Province Permanent Secretary, Jazzman Chikwakwa, has vowed to reform the disbursement of financial resources meant for development in the province to ensure the resources reach implementing agencies at the district level.

Mr. Chikwakwa said yesterday that he has identified a lapse where the districts were not getting adequate funding which made officers fail to implement and monitor developmental programmes.

He said he was going to fight and ensure that the money moves from the province to districts where it is supposed to be translated into services and goods that benefit the people.

He was speaking at Chisangwa Youth Resource Centre in Chief Kalasamukoso’s area before he was taken on a conducted tour of the centre that is training and mentoring youths to become self sustaining farmers.

The centre has so far trained 130 farmers who have been settled and have adapted to using ox-drawn power for cultivation.

The centre has this farming season cultivated 14 hectares of maize and expects a bumper harvest of 2,600 x 50 kilograms of the grain.

After taking a conducted tour of the 14 hectare maize farm and a cattle ranch, Mr. Chikwakwa said he was impressed that the centre has managed to produce results without donor funding, adding that government will not fail to support projects that implement its vision.

He described Chisangwa as a strong base that government would need to establish across the country as a way of empowering the youth.

Mr. Chikwakwa assured Chisangwa Youth centre manager, Action Chibanga, that as PS he was going to embrace all institutions that implement development and will remove selfishness to ensure all the financial resources reach sectors that are producing results.

The PS said he was happy that the centre was receiving K8 million per month but said there was need to increase funding to enable it expand on its programmes.

Counterfeit drinks seized in Zingalume

20

A Combined team of the Zambia Police Service Intellectual Property [IP] Unit and other security agencies have unearthed a multi million Kwacha scam of counterfeit drinks manufactured in Lusaka’s Zingalume area.

This is the second largest successful operation that security agencies have made in Lusaka in the recent past, the first being an illegal manufacturing plant in Chinika area discovered early last year.

One suspect has since been arrested in connection with the Zingalume scam which is believed to have been going on since the year 2006.

The combined team of security personnel that stormed the area following a tip off from members of the public also impounded a truck loaded with fake carbonated drinks destined for Southern Province.

The drinks seized are under the brand of Ziee and Taico lemonade drinks.

Intellectual Property (IP) Specialist, Kingsley Nkonde who led the team, has confirmed the development in an interview with ZANIS in Lusaka today.

Mr. Nkonde said the combined team of security officers raided three separate houses in Zingalume and seized large consignments of drinks.

The team that went into the operation area shortly after mid night also seized huge consignments of empty bottles and other packaging materials.

“We have impounded one Fuso truck loaded with fake drinks destined for Southern Province,” said Mr. Nkonde.

Mr. Nkonde said the government has lost millions of Kwacha through unpaid tax.

The IP specialist also said other than the government losing millions of Kwacha through unpaid tax, the dealers were also risking the lives of the unsuspecting customers by manufacturing such products in unhealthy conditions.

He warned that security agencies will not rest to ensure that the country is rid of counterfeit products.

Large consignments of chemicals used in the manufacturing of drinks which are added to the drinks without following any specifications have also been seized.

The team further discovered that a total of 300 drinks are made daily with the market being mainly outside Lusaka.

Police service spokesperson Bonny Kapeso when contacted for a comment said he had not yet reached the office.

Mr. Kapeso promised to issue a statement later.

13

Police in Luapula province have uncovered a scam in which some unscrupulous persons are excavating medical supplies and accessories buried by the Provincial Health Office at Mansa’s Mantumbusa Dumping Site.

The Police command in the province has since cautioned the public from sourcing and seeking medical treatment from unrecognized health centres and drug outlets following the discovery.

Luapula Province Police Commanding Officer, Auxensio Mbewe, said unknown people were excavating expired medicines and gadgets that had been disposed off at the site by the provincial health office.

Mr. Mbewe said Police were yet to determine the extent of pilferage to the disposal drums containing expired drugs, which were buried sometime last month.

He said the development was a threat to the good health of unsuspecting members of the public seeking medical attention from Quack professionals and unrecognized drug stores.

Mr. Mbewe said Police was still investigating the matter to ensure culprits are brought to book.

He said Police had since mounted patrols around the dumping site while a request has been made to the Provincial Health Office to find an alternative channel of disposing off drugs.

Most Mansa residents talked to condemned the health authorities over the method of disposing off expired drugs and other disused medical supplies.

When contacted Mansa Town Clerk, Bwanga Kapumpa, said though the ‘Dumping site’ was a legal disposal place, it was the preserve of the provincial health officer to use burying as a channel of disposing off the drugs.

A check by ZANIS at the site revealed a variety of sealed medical drugs such as painkillers, antibiotics, ARVs, syringes and other medical gadgets scattered all over he dumping site.

Government says it is in the process of restructuring the Forestry Department to make it more effective in monitoring and assessing the extent of deforestation in the country.

Tourism, Environment and Natural Resources Minister, Catherine Namugala, says government will ensure that the department is equipped with appropriate tools that will help mitigate the impact of climate change on the country.

Ms Namugala said this in a speech read for her by Permanent Secretary, Teddy Kasonso, at a tree planting ceremony to mark the World Forestry Day cerebrations in Lusaka today.

She said there is need to encourage planting of trees in all parts of the country because they trees play an important role towards cushioning the effects of climate change.

She explained that this is why trees should be considered as one way of implementing control measures of climate change in sectors like tourism, energy and agriculture.

The minster, further, added that her ministry is working in collaboration with the ministry of energy and water development and the ministry of agriculture to find alternative sources of energy and sustainable agricultural practices aimed at reducing effects of carbon emissions.

Speaking at the some ceremony, Director of Forestry Department, Anna Musanje said forest conservation is important to both the environment and human beings.

Mrs. Musanje explained that though trees are a renewable resource there is need for people in the country to help protect them just like other natural resource.

She, further, urged other stakeholders to partner with government in finding solutions to address the effects of climate change.

Mazabuka TC advises Mugoto villagers not to vandalise Albidon Mine equipment

7

Mazabuka Town Clerk, Ekan Chingangu, has ordered villagers in Mugoto area not to resort to vandalism of mine equipment at Albidon Mine following the suspension of operations at the only Nickel mine in the country.

He said any destruction to equipment would impact negatively on the district and national economy and later on scare away potential investors.

Mr. Chingangu said the mine is likely to resume full scale operations once government finalises negotiations for an equity partner to help revive operations.

“Don’t lose hope, I know your children have lost jobs and some of you have not yet been relocated to your new homes but please let’s keep our fingers crossed and pray that government quickly finds an equity partner to run the mine soon so that the economy of this area can again improve but safe guard this equipment,” pleaded Mr. Chingangu.

He said villagers must ensure they protect the mine equipment especially when the skeleton management staff stops working on March 27, 2009 next week.

Mr. Chingangu, who said this when he addressed displaced families who have not yet been relocated to a new farmland, observed that only security personnel will remain at the mine to protect the property.

He told the displaced families that the suspension of operations at the mine also meant, the relocation of villagers had been suspended until further notice.

Mr. Chingangu said, while he appreciates the hardships the affected families were going through such as failure to be relocated, cultivate fields and withdraw of transport provisions for school going children, they should not resort to the destruction of mine equipment.

He observed that, there is need for the villagers to sympathise with the mine management because of the global financial crunch which has affected nearly all sections of economies not only in Zambia but world over.

Mr. Chingangu said the Council will ensure displaced people, who have not yet been relocated received a better deal just like their counterparts, who have been given modern houses and big portions of fields for cultivation of crops once full scale operations start.

The villagers expressed worry that the new Chinese investor may not complete the implementation of the relocation programme initiated by Albidon management.

Govt targets to raise safe rural water access to 75 per cent

3

Government plans to increase safe water coverage in rural areas from the current 37 per cent to 75 per cent by 2015.

Ministry of Energy and Water Development, Permanent Secretary, Peter Mumba, said once the goal is achieved, it would help address the spread of diarrhea diseases and Malaria, which are a drain on budgetary expenditure in the health sector.

Mr. Mumba said improving the supply of safe water would also help achieve positive outcome in the fight against poverty and the attainment of the Millennium Development Goals, MDGS.

He was speaking when he commissioned a borehole donated to the Women of Kabweza Community, installed at the newly constructed health centre in Kafue’s Shibamala area yesterday.

He also said government, through the ministry of energy and water development is undertaking programmes to increase equitable access to clean, safe water at all levels of society.

Mr. Mumba said in view of this, government is encouraging communities to adopt the use of boreholes and protected wells fitted with hand pumps as they were appropriate in reducing water shortages.

He urged the people of Shimabala to take good care of the borehole and ensure it is utilised for the intended purpose of contributing to the provision of safe water in the area.

Kafue’s Shimabala Mungu ward Councillor, Obvious Mwaliteta, appealed to government to consider electrifying Kabweza health centre to facilitate the quick opening of the institution.

Strength under Control

9

Today’s Scripture

“Blessed are the meek, for they shall inherit the earth.”
(Matthew 5:5, NKJ).

Today’s Word from Joel and Victoria

When most people hear that word “meek,” many times they think of a weak, shy, reserved or timid person who lets everybody run all over them. But that’s not at all what it means to be meek. Meekness is not weakness; it’s strength under control. Meekness is like a wild horse that has been tamed. He’s just as strong, just as powerful, has just as much speed as before, but now that strength is under control. You can walk up to him, pet him, lead the horse around, get on him and ride him. But don’t be fooled. He has the same power, the same tenacity as before, he’s just learned how to control it.

When you’re a meek person, you don’t have to go around trying to straighten everybody out. You don’t respond to every critic. People may be talking about you, but you don’t let it bother you. You may have the power to do something about it, but you realize your time is too valuable. You don’t fall for every distraction. Instead, you keep your focus on what God has called you to do. You keep your strength and power under control so that you choose to stay in peace and move forward in the victory the Lord has in store for you.

A prayer for Today

Father in heaven, thank You for the blessing of meekness. I choose today to be a person of self-control. Help me to know when to speak and when to listen, when to respond and when to hold back, so that I can honor You all the days of my life. In Jesus’ Name. Amen.
