Chongwe Deputy Mayor calls for integrity among pastors

0

Chongwe Deputy Mayor, Anita Kamanga, has called on church leaders in the area to serve local communities with integrity and compassion.

Ms Kamanga states that church leaders are viewed as pillars of spiritual and moral support in society, hence the need for them to maintain good characters.

She also urged church leaders to continue promoting peace and unity in society at all times.

ZANIS reports that the Deputy Mayor was speaking when she officiated at the first graduation ceremony of pastors to be conferred with Bachelor of Arts in Theology Degrees at Chongwe School of Theological Studies.

Ms Kamanga noted that the graduation is timely as the country is in dire need of church leaders with high standards of integrity.

She further encouraged the graduates to take a leading role in addressing some of the challenges facing communities such as moral decay through spiritual guidance.

And Chongwe School of Theological Studies Director, Luke Buleya , challenged the pastors to use the Holy Bible as a guide for their work.

” As pastors, you ought to be deeply grounded in scripture in order for you to effectively lead the flock and undertake your roles in churches,” he said.

Dr Buleya also implored the pastors to utilise the knowledge and skills they have acquired from the school to serve local communities.

Meanwhile, Baptist Fellowship of Zambia Executive Secretary, Gracious Chambala reiterated the fellowship’s commitment to support the advancement of the Christian doctrine across the country.

Reverend Chambala said theological training is the foundation of church leadership which should be supported by every Christian fellowship.

He called on churches to embrace the graduates and give them opportunities that will enable them to enhance their capacity to lead in the Christian ministry.

“I would like to appeal to churches out there to welcome these pastors who have graduated and work closely with them. Give them opportunities that will help them to develop their skills and knowledge in the Ministry, Reverend Chambala stated.

Reverend Mike Phiri who gave a vote of thanks on behalf of his fellow graduates, thanked the college and various stakeholders for creating a conducive learning environment which helped them to successfully complete their studies.

Chambishi Copper Smelter has handed over a One by Four classroom block built at a cost of One Million, One Hundred and Three Thousand Kwacha, to Buseko Secondary School in Kalulushi District on the Copperbelt Province.

The Mining company has also donated bridges in Lulamba, Sitwe and Twaiteka wards which collectively cost over One Million Kwacha to help people cross to other places.

CCS Chief Executive Officer, Cheng Mingming, said this during the handover of the classrooms at the school located in Chibuluma area of Kalulushi.

He said the company observed that there was increased demand for classroom space at the only nearby Kankonshi Secondary School because of the Free Education Policy introduced by the Government.

Mr Cheng, said as part of their Corporate Social Responsibility, the mining company thought of building a school for the children in the area.

And Chililabombwe District Commissioner Kelly Jibinga who thanked the company for the donation, said the area only had one secondary school.

Mr Jibinga said the Government appreciates CCS for their Corporate Social Responsibility rendered to the community.

He urged the company to continue with the same spirit and called on other companies to emulate the mining company.

Meanwhile, District Education Board Secretary, Brian Mukonka, who commended CCS for the gesture, said the company has helped them decongest schools that had so many learners in one classroom.

Paramount Chief Mpezeni of the Ngoni people has indorsed the Chiefdom Emissions Reduction Coordinating Committee (CERCC) for his chiefdom, marking a key milestone for the Eastern Province Jurisdictional Sustainable Landscape Programme (EP-JSLP).

The endorsement was made at Ekuphendukeni Palace in Chipata District, where 10 newly elected committee members were formally presented.

This is according to a statement availed to the media by Communications Officer, Creavat Chituta for Eastern Province Jurisdictional Sustainable Landscape Programme (EP-JSLP) under the Ministry of Green Economy and Environment

Mr Chituta explained that the Paramount Chief also endorsed the Chiefdom Emissions Performance Plan (CERPP), affirming the committee’s legitimacy to spearhead emissions reduction interventions at chiefdom level.

He added that the EP-JSLP is implemented by the government through the Ministry of Green Economy and Environment with support from the World Bank.

“The programme is working to establish formal climate governance structures across all 56 chiefdoms in Eastern Province to coordinate implementation and sustain performance under Chiefdom Emission Reduction Performance Agreements (CERPAs),” he said.

Mr Chituta stated that the agreements formalise commitments by traditional authorities and communities, to carry out emission reduction interventions based on agreed performance indicators and targets.

“Committee members were drawn from Community Forest Management Groups, Cooperatives, Women’s Groups, Lead and Follower Farmers, Village Action Groups, and Community Resources Boards. Their election followed a community engagement and sensitisation process,” he said.

He further said Paramount Chief Mpezeni called for unity, teamwork, and inclusive participation and urged the committee to work closely with headmen and headwomen across the chiefdom to achieve lasting environmental and community outcomes.

“This committee must work as one, with a shared vision for the development of our chiefdom and the wellbeing of our people,” he said.

Meanwhile, Senior Chief Mwase of the Chewa people in Lundazi District also expressed support for the programme following the successful election and presentation of CERCC members in his chiefdom.

Mr Chituta further said the CERCCs are responsible for coordinating the implementation, monitoring, and reporting of CERPPs to ensure compliance with agreed performance frameworks under the jurisdictional emissions reduction programme.

“The rollout highlights the role of traditional leadership and community participation in strengthening governance systems, promoting sustainable land use, and enhancing climate resilience across the province,” he said.

prioritise citizens needs over personal gain says President Hichilema

4

President Hakainde Hichilema says politics must be rooted in service to the people, urging that those who serve in public office must highly focus on the needs of the people above personal interests in order to improve the quality of life for all.

President Hichilema underscored his commitment to fulfilling his campaign promises including last week’s reopening of the Zambia-China Mulungushi Textiles (ZCMT) Joint Venture.

The Head of State noted that this reflects the United Party for National Development (UPND) administration’s dedication to bringing development at all levels in the country.

He has called all well-meaning Zambians interested in unlocking Zambia’s development potential to join his administration and work together in contributing to national development.

The President further expressed gratitude to the Zambian people for their patience and resilience, emphasising that the results of the various positive reforms and initiatives undertaken in the past four and half years were now becoming evident.

“The Zambian people will have a real choice during the 13th August 2026 General Election to either continue moving the country forward, complete the work underway, and secure Zambia’s progress or to reverse the gains made so far,” he said.

He adds that under his leadership, the government has delivered meaningful progress such as the free education policy that has enabled over 2.5 million children back to school, teacher and health staff recruitment.

Mr Hichilema highlighted that this has been achieved by the government’s commitment to serving the people of Zambia in all the ten provinces of the country emphasising that division has been replaced with unity and shared vision.

He stated that increased Constituency Development Fund, (CDF), from K1.6 million per constituency in 2021 to K40 million in 2026 directs real resources to local communities.

This is according to a statement made available to the media today by State House Chief Communication Specialist, Clayson Hamasaka.

Mr Hamasaka disclosed that in the coming months, the President will continue engaging citizens across the country as he has always done in the past four years in order to foster a shared vision for continued inclusive development for all.

HH frames election around development record, unity call

President Hakainde Hichilema (HH) has urged citizens to support his administration’s development agenda, framing the August 13 general election as a choice between sustaining ongoing progress or reversing gains made over the past four years.

The Head of State said politics must remain anchored in service delivery, with leadership measured by its ability to improve the lives of citizens across all sectors. His remarks place governance performance at the centre of the political conversation as parties begin positioning ahead of the polls.

The focus on HH underscores the importance of prioritizing development in the upcoming elections.

According to a statement issued by State House chief communications specialist Clayson Hamasaka, the President said Zambians will be presented with a clear decision at the ballot, centred on whether to continue the current trajectory of reforms and development programmes under HH.

Hichilema said his administration has prioritised policies that target social and economic improvement, citing interventions in education, health, and local development financing as key areas of progress. He reiterated that leadership should prioritise citizens’ needs above personal or political interests.

The President also called on public officials to align their work with national development objectives, stating that coordinated effort remains necessary to sustain momentum across sectors. His message reinforces ongoing government communication that emphasises inclusive development and broad participation.

Figures released through State House communication point to expanded social sector investment under the current administration. Free education policy has enabled more than 2.5 million children to return to school, alongside the recruitment of over 41,000 teachers, while increased Constituency Development Fund allocations have supported infrastructure and community-level projects.

The government has also highlighted improvements in healthcare delivery, including recruitment of health workers and expansion of health facilities, positioning these interventions as indicators of broader structural reform.

Hichilema urged citizens to actively engage in development initiatives, stating that national progress requires collective responsibility rather than reliance on government action alone. He said unity and cooperation remain essential in achieving long-term economic stability and growth.

The President’s messaging places emphasis on continuity, with government positioning its development record as a basis for seeking renewed public mandate. This approach aligns with a broader narrative that frames the election as a referendum on governance performance.

The remarks come as political activity intensifies ahead of the election period, with competing narratives expected to focus on economic outcomes, public service delivery and institutional reforms.

Zimba Pushes Rejection of Electoral Bill, cites Democratic risks

Constitutional lawyer Jonas Zimba has called for the rejection or urgent revision of the proposed Electoral Process Amendment Bill, 2026, warning that its provisions could weaken Zambia’s democratic system and restrict political competition. Zimba’s intervention places the draft law under immediate scrutiny, with concerns centring on timing, scope, and the balance of power between electoral authorities and political actors.

He said the Bill arrives at a sensitive point in the electoral cycle and carries provisions that could reshape participation rules in ways that disadvantage opposition parties and independent candidates. He described the proposed changes as poorly structured and potentially exclusionary.

“The proposed law is firstly ill timed, not properly thought through and mainly has mathematical precision which seeks to exclude other political players. The proposed law is not well meant for the progress of democracy… There is only one course, this law must be rejected and or refined with extensive consultation with stakeholder involvement so as to save the democracy that this nation fought for fervently,” he said in a commentary released yesterday.

Zimba said the Bill could tilt the electoral field in favour of the ruling United Party for National Development by introducing mechanisms that narrow the space for broader political engagement. He pointed to provisions allowing for the suspension of political parties or candidates, saying such powers could be misused. He said instead of addressing genuine electoral breaches, the clauses risk becoming tools that limit participation.

The Bill also introduces adoption certificate requirements, a move Zimba said could generate internal disputes within political parties. He said such requirements might be used to disqualify candidates through administrative or procedural challenges rather than substantive electoral grounds.

Attention has also turned to the expanded authority of the Electoral Commission of Zambia under the proposed law. Zimba raised concern over discretionary powers granted to the commission, particularly in determining inspection periods for the voters’ register and managing party lists under proportional representation. He said these powers, if not tightly defined, could create uneven application of electoral rules and reduce transparency in key processes.

A major point of contention lies in the proposed linkage between proportional representation and presidential participation. Zimba said this structure could disadvantage smaller parties and independent candidates, creating conditions where parliamentary representation becomes tied to presidential performance. He said such a design could consolidate dominance by the ruling party, limiting diversity in Parliament and weakening multiparty competition.

Zimba also criticised the proposed reduction in the timeframe for correcting voter details, from 90 days to 14 days. He said the change fails to reflect practical realities in rural areas, where access to information and administrative services remains uneven. He said the shorter window could disenfranchise voters who are unable to verify or correct their details within the compressed period.

The timing of the Bill itself is a key concern in Zimba’s objection. He said amendments to electoral laws close to an election often raise suspicion and can be interpreted as attempts to influence outcomes. He said electoral reforms require stability, predictability, and broad consensus to maintain public confidence in the system.

Zimba urged the Government to halt the current process and open wider consultations involving civil society organisations, political parties, and other stakeholders. He said inclusive dialogue would allow for refinement of the Bill while preserving the integrity of Zambia’s democratic institutions.

“There is only one course, this law must be rejected and or refined with extensive consultation with stakeholder involvement so as to save the democracy that this nation fought for fervently,” he said.

The proposed Electoral Process Amendment Bill, 2026, is still being considered, with Zimba’s remarks adding to concerns over its potential impact on Zambia’s electoral framework.

Mark Simuwe is best suited as SG; let Liswaniso continue

UPND has just concluded its successful convention which unfortunately saw some casualties and indeed witnessed the arrival of new entrants into the ‘politburo’ of the ruling party. The likes of Gary Nkombo, Frank Tayali and Rodney Sikumba could not make the cut while the rising stars such as Ignitious Mark Simuwe and Elvis Nkandu have finally washed their hands and can now enjoy seats at the high-table and rub shoulders with the top brass in the party.

One of the attributes the Almighty God has gifted us with is the ability to easily read and interpret the political mood, accordingly. A few years of the UPND in power, many of us were frustrated by the apparent dearth of effective communication in the New Dawn Administration. This view was equally shared by notable political and social commenters such as Laura Miti who’ve the guts to call a spade a spade, and not otherwise!

This obviously prompted us to write an article – UPND government not communicating effectively! It featured prominently on several social media platforms and actually attracted a screaming headline in The Mast newspaper. In the same offering, we cited examples of the energy the likes of Sunday Chanda, as PF media director, had brought to his office or indeed the way Information Minister, Mulenga Kampamba would jump to the defense of the PF administration in real time!

We didn’t waste time appealing to the President to consider stripping Chushi Kasanda and Kennedy Kalunga of their positions as Information Minister and Permanent Secretary respectively, and replace them with Cornelius Mweetwa and Thabo Kawana, accordingly. We further suggested that Mark Simuwe was the best man for the job as UPND media director. As a listening leader, the President of course effected the necessary changes. There’s no doubt about it….the trio haven’t been a let down. They’ve demonstrated to us how it is supposed to be done in their execution of duties.

Although we’ve no doubt in our minds UPND is poised to reclaim electoral victory decively, an overhaul at the National Security is long overdue! This is an election year….. we’ve no doubt the opposition, particularly the PF or Tonse which is desperate to wrestle back power will go in overdrive casting aspersions or spreading innuendos about the ruling party. They’ll aim to achieve this by exhausting every artillery in their arsenal to throw punches or attempt to puncture holes in the achievements of UPND. They’ll even go to the extent of challenging the President or his Secretary General for live debates on radio or TV station.

In a political battle such as this one, you can not always allow the President to come under the crossfire, hence the need for a strong buffer zone.

Without seeming to undermine or demean anyone, UPND media director, Mark Simuwe is a perfect candidate for the crucial role as the party’s Secretary General! The gentleman definitely loves the microphone ; he’s not media shy! He has what it takes to defend the President from incessant attacks with his life or effectively explain the achievements of UPND since assuming power. Mark is not only eloquent, he is bold, daring and of course knowledgeable. Unlike others, he can never chicken out of any live debate be it with abena Emmanuel Mwamba, Sean Tembo, Makebi Zulu, Brian Mundubile or even Given Lubinda on the opposite side of the aile…..he can take them on head on! And when it comes to putting his neck on the chopping board to be subjected to scrutiny or interrogations on phone in programmes, he’s always proven himself beyond doubt in his current role as media director.

As for Gilbert Liswaniso, he has performed beyond expectations. He has not only managed to ‘reconnect’ the party to the youth by effortlessly using their lingua franca, but adopting their dress code as well. The party is better off not taking chances but maintaining him as ‘commander’ of the youth at this crucial hour.

We rest our case for now…..

The Copper Queens on Saturday night gave away a first half lead to settle for a stalemate against Korea and earn their first point at the tournament, having lost to hosts Brazil and Canada in their opening two matches.

Banda handed Zambia a 25th minute lead via a penalty after Prisca Chilufya was fouled in the Korea box. Phair Casey pushed in the equaliser for the Asians two minutes into the first half stoppage time.

“Not the result we wanted but I think we have done well in this last game. I remember the last time we played against Korea we conceded so many goals but today it was a good game,” Banda told FAZ Media in Brazil.

“We dominated the game, conceded toward the end of the first half. We are heading somewhere,” she said.
Banda hailed the quality of opponents Zambia played against in Brazil.

“For us to go back to the World Cup it will take a lot of work. We need to build up our team very well and we need to prepare adequately for the Women’s Africa Cup, the WAFCON will determine whether or not we will go to the World Cup,” she said.

Banda advocated early and good preparations for the WAFCON.

“We have a team; we just need to prepare well. We need early camp and proper team organisation. We have the material, we have good players,” Banda said.

Finance Minister advocates water, sanitation as economic priorities in D.C.

9

The Ministry of Finance and National Planning has successfully hosted a high-level engagement for finance ministers at the country’s embassy in the United States of America, Washington D.C. aimed at encouraging water and sanitation to be treated as a critical economic priority.

The gathering aimed to highlight water and sanitation as integral to Zambia’s economic agenda, not mere social-sector add-ons.

Minister of Finance and National Planning, Situmbeko Musokotwane who was the keynote speaker at the meeting, emphasised that water security will continue to be given the priority it deserves in fiscal frameworks.

Dr Musokotwane noted that while Zambia has increased allocations to the sector, financing gaps remain significant relative to development targets as well as demand.

He also highlighted that Zambia was moving towards an inclusive approach that combines fiscal prioritisation, decentralised financing like the Constituency Development Fund (CDF), among other positive efforts to attract private capital.

Dr Musokotwane noted that this was being actualised through improved governance alongside project management in the country.

Meanwhile, Ministry of Finance and National Planning, Permanent Secretary for Economic Management and Finance, Mulele Mulele called for water security to be elevated further as an integral economic priority.

“Countries that fail to secure water, will struggle to sustain growth, manage inflation and protect livelihoods,” he said.

Mr Mulele highlighted the strong need to strengthen water utilities through improved governance and efforts among others to reduce losses, further calling for greater use of concessional financing and domestic resources.

The meeting which was held on the sidelines of the ongoing Spring Meetings of the International Monetary Fund (IMF), brought together key stakeholders from the Sanitation and Water for All (SWA) partnership.

The initiative was attended by finance ministers and senior officials in the sector from Zambia, Malawi, Chad, and other countries.

This development also underscores Zambia’s commitment to promoting economic growth and development, while also addressing critical social and environmental issues.

ECZ consults Attorney General on presidential candidate residency requirement

6

The Electoral Commission of Zambia (ECZ) has announced that it will engage the Office of the Attorney General on the constitutional requirement that presidential candidates must be ordinary residents of Zambia.

The clarification will include the specific duration of residency needed for eligibility in the 2026 General Election.

This resolution was among several adopted during a consultative meeting held in Lusaka with political parties, represented by their Presidents, Secretaries General, Election Chairpersons, and Campaign Managers.

Speaking when she closed the meeting, ECZ Chairperson Mwangala Zaloumis disclosed that the Commission further resolved to engage the Registrar of Societies to address concerns raised about the registration of political parties, particularly the failure by some to update office bearers.

Ms Zaloumis however clarified that verification of Grade 12 certificates will be conducted by the Examinations Council of Zambia, either through its online platform or physical verification.

She also stressed that political parties and independent candidates wishing to have their 100 supporters pre‑processed in the provinces must formally notify the ECZ in writing.

She added that those opting for this process are required to pay the presidential nomination fees by 29th April 2026.

“We will reset Zambia” – Mundubile unveils economic and governance agenda

Brian Mundubile has pledged to “reset Zambia” if elected president in the August 13 general elections, outlining a broad agenda focused on economic transformation, unity and inclusive governance.

Speaking during the launch of his manifesto under the Tonse Alliance in Lusaka, Mundubile said his administration would move away from what he described as years of economic stagnation and unfulfilled promises.

He emphasised that the manifesto is not merely a campaign document but a practical blueprint for immediate action once elected into office.

“We will confront division directly. Not politely. Not selectively. Zambia is bigger than any tribe, any party and any individual ambition,” he said.

The Mporokoso lawmaker added that his leadership would ensure citizens no longer feel excluded in their own country, stating that national belonging would be guaranteed.

On youth and women empowerment, Mundubile said his government would prioritise their inclusion in decision-making and economic participation. He pledged to expand access to financing for women-led businesses, increase women’s representation in leadership, and create structured opportunities for young people.

“We are done with a system where women carry the economy silently while being locked out of decision-making. That ends immediately,” he said.

Mundubile also outlined plans to restructure Zambia’s economy by promoting industrialisation and reducing reliance on exporting raw materials.

He said key sectors such as mining, agriculture, manufacturing and energy would be reorganised to create employment and add value locally.

“We will build an economy that produces, processes and employs, not one that exports wealth and imports poverty,” he said.

College student gets one year jail sentence for theft

4

The Magistrate Court in Kasama has sentenced a 26-year-old student at Kafue College of health Sciences to one-year simple imprisonment for theft.

Before Magistrate Chapson Silwimba was Lameck Vwalika of Kaputa Village in Senior Chief Nsama’s Chiefdom in Nsama District.

This is in a matter that came up for presentation of facts in which Vwalika pleaded guilty to one count of theft contrary to section 272 of the penal code, Chapter 87 of the laws of Zambia.

Particulars of the offence were that on March 5, 2026 Vawalika did steal two T-Shirts from Pep Stores valued at 984.90 Kwacha.

The court head that on the said day around 13:00 hours, Kelvin Zimba, A Branch Manager at pep stores in Kasama District, while on duty saw Vwalika trying on a T-Shirt.

Mr Zimba told the court that he then encouraged Vwalika to buy the T- Shirt as it fitted him well when he tried it on.

He said when Vwalika saw that he was attending to other customers, he consequently decided to conceal the T- Shirt by hiding it in his Jacket and proceeded to the exit of the shop without paying for it.

Zimba then shouted for help while chasing the now covict, and eventually apprehended him.

Vwalika was then searched, and was found with two T- Shirts concealed in the jacket and was later taken to kasama police station.

Mr Zimba told the court that at the police station he reported the matter on behalf of Pep Stores Zambia, kasama Branch.

Kasama Police Station Officer, Detective Constable Katulo, investigated the matter and brought to book the accused person,

The recovered two T-Shirts were left at Kasama police station to be used as exhibit.

In mitigation Vwalika pleaded with court for leniency saying he was a student who was just on attachment in Kasama and due to complete school in six months’ time.

He expressed remorse, warning that imprisonment could derail his completion of school.

He said he regretted his actions and that if jailed, he may miss out on completing school.

In passing judgement, Magistrate Chapson Silwimba said he had considered all what he said in mitigation from the convict.

He told the convict that it was shameful for a student to be involved in such activities and wondered how if youths like him were involved such activities will take up the leadership mantal.

He then sentenced Vwalika to one-year simple imprisonment but suspended it two years.

Migastrate Silwimba further ordered that the stolen T-shirts be forfeited to Kasama PEP stores.
