DEC officers nabbed for soliciting a bribe

Two Drug Enforcement Officers on the Copperbelt have been arrested for corrupt activities.

The duo has been nabbed by the Anti-Corruption Commission (ACC) for corrupt activities involving K10 million.

ACC Public Relations Manager Chiko Halwiindi confirmed the development to ZANIS in Lusaka today.

Ms Halwiindi named the duo as Nawa Mabenga and Kelvin Nyumbu who both work in the money laundering unit of the DEC in Kitwe.

She said the two are alleged to have solicited for K10 million from a named staff officer at Mopani Copper Mines as an inducement for the two officers not to arrest the named staff officer for an alleged offence of money laundering.

Ms Halwiindi said Nawa has been charged with one count of corrupt practices by public officer contrary to section 29 (1) and 41 of the ACC Act number 42 of 1996.

He has since been remanded in police custody.

She said his co-accused Kelvin is still being interviewed adding that he is likely to be charged with the same offence.

The duo would appear in court soon.

  1. wat a shame law enforcement officers found wanting ! i bet these two a not the only ones engaged in bribery many more a getting away with it . kansi mwebantu when will ni chekele ko come to an end ? is poor salaries or greediness ?

  2. A police officer once arrested me for no apparent reason, he confisticated my NRC and said i was to give him “something” to release it for me or threatened to throw me in the cells. The following day he came to my house I gave him second hand clothes my boyfriend left in my house and a pair of my old shoes for his wife! I got my reg, and a big ZIKOMO MADAMU!
    This was donkey years ago, i wonder if he has dropped the habit or died of poverty and Aids!

  4. #4 Old Habits…..All you gave him were your (boy)friend’s clothes, and you knew he had a wife for whom you gave shoes? And this foolish cop had the audacity to come to your house without regard as to who would answer the door just so he can collect graft? Even though it was many donkey years ago you should have had him reported. He was in the perfect set up if you ask me! It is these unreported cases that breed contempt and continue to feed the monster whether it is rape, defilement, abuse in the church or schools etc. I hope many learn from your mistake which may have been borne out of fear or intimidation.

  5. Following the arrest of one DEC senior officer early this year, I blogged saying that the DEC is unable to perform its duties because its offiicers connive with drug dealers. The latest issue of the two DEC officers on the Copperbelt has thus come to pass. How can these guys be effective in their duties if they are also hungry for the same blood money that they are supposed to fight eradicate? I would like to repeat myself by saying that Zambia is in dire need of upright leaders and people in positions of power. It is frustarting to hear every other day that DEC officers are consorting with drug dealers. Zambia needs an upright society to forge ahead in the 21st Century.

  8. Please Nawa and Kelvin, you have brought shame on the Mabenga and Nyumbu families respectively.

    Pilfering is not good for you. You legacy is at stake. I hope you will learn a good lesson from now onwards not to engage in terrible acts.

  9. I also noticed that ZRA charges are way too high and only encourage officers to get bribed. There is also a tendency to delay clearing of goods by ZRA. This often pushes a business person to bribe their way through as delays can mean increased losses. Why is there no auditing of the practices of ZRA so that remedial actions are done to cleanup the system? It also noted that all agents at border entry points are employed by ZRA officers. So travellers folk out money to agents and ZRA. This in my opinion is wrong and must be stamped out. Trouble is, who really cares when there is no government in Zambia?

  11. The police taking bribes is a common problem in all countries around the world.

    But its a part of a low budget society. The police is of course corrupt even in rich countries, but in a more sophisticated way. By favouring and special protect the richest… That normally pays no tax.

    At the worst they might even collect money in some areas by using assault rifles.

    So if the policeman is not known for robbing with the use of such guns people, one should be pretty happy:-)

    I can understand a policeman with very low salary and maybe many children to feed… To look for some way of making some extra cash.

    A respectful way would not be corruption anyway, but taking extra shifts.
