Police told to nab suspected pedophile

Government has demanded the immediate arrest and charge of a man from the Copperbelt who allegedly repeatedly defiled his nine year-old daughter leaving her paralyzed from the waist down.

Sport, Youth and Child Development Deputy Minster Angela Cifire has disclosed that government has given the Inspector General of Police Francis Kabonde a 24-hour ultimatum in which to arrest and charge the suspected defiler.
Speaking in Lusaka today, Ms Cifire said despite the country being a signatory to various international conventions that are aimed at protecting the rights of children, Zambia has continued to record a high number of defilement and child abuse cases.

Ms Cifire expressed concern that the increase in such cases could partially be attributed to the failure by law enforcement agencies to arrest perpetrators.
She noted that this is why all law enforcement agencies should take it upon themselves and ensure that all offenders charged with defilement and child abuse cases are brought to book by speeding up their arrest.

Ms Cifire further implored the media to also play an active role in highlighting these issues as a way of embarrassing offenders and discouraging would be offenders.

And speaking earlier, Women and Law in Southern Africa (WLSA) representative Hope Khumalo cited inadequacies in the legal system as one of the factors that contribute to the protecting of offenders and not victims.

Ms Khumalo urged government to come up with proper measures that will protect and prevent the abuse of girls and gender based violence cases in the country.

    Crime is rife, because police agencies are nothing but political door mats.
    A father disables his own daughter to satisfy his sexual appetite. What were the police waiting for? for him to commit another savagely act before taking action. And why didn’t the mother remove this child from harm’s way?

  18. Very sad and please MMD GRZ, come up with a legal framework that works to the surprise of defilers and will be a warning sign to wouldbe defilers.

    Speaking much or however will not help, but action will make the offenders and wouldbe offenders think before doing bad acts.

  20. The problem with the Zambian type of thinking, especially those who have never seen the inside part of a class is very backward. What makes them do things like this is not lack of legal flame work, its charms! When they eat and drink from certain roots, then they begin to act like hogs.Others are told to sleep with their daughters, and mothers in law in order to get rich, and they do it. Albino(s) in Tanzania sleep with double locks coz they are in danger, they are regarded as “luck charms”, in Luapuala they are good in artificial thurder, in Southern when you hear of “Monze tea”, be carefull; if you take it you act like this same guy. Zambians must use their heads to think, otherwise the country won’t move forward.

    I feel that in our country social and mental experts are lacking and this has resulted in a Goverment which is not well sufficiently equiped .
    my idea is that let us invest in sensitization and let provide the laws that will promote fairness in our court systems and the state at large in terms of legal procedures .
    at the moment in my country Zambia there is no Policy that allows the victim to be fully represented especially the children.
    let us work together for the common good and let us stamp up out these bad seeds before it is sunset otherwise we are going no where.
