USA ready to fund referendum on new Constitution if approached-Young

The government of the United States of America has shown willingness to provide the necessary support needed to hold a successful referendum on the draft constitution.

Charge De affairs at the US Embassy David Young said his country was ready to assist if the request is made by the Zambian government.

“We have not had that question framed to us, but it is a possibility. We can look at that to support that process with the other donors,” he said.

Mr. Young said his country would remain committed to supporting avenues and processes that allow for effective participation of Zambians in the constitution making process.

He was speaking at the commemoration of the life of iconic civil rights leader, Martin Luther King Junior at the University of Zambia .

“We always support the right to focus on and campaign for freedom. … and we support the right for Zambians to participate in the constitution making process,” he said.

Mr. Young however said his government will not dictate to Zambia on how the constitution should be adopted and what its contents should be because it was her sovereign right to decide on what law to enact.

Recently Secretary to the Cabinet Rowland Msiska said that holding a referendum was too costly and could paralyse the country if used to adopt the new constitution.

Efforts to get a comment from Minister of Justice on whether government will approach the donor community for assistance to hold the referendum proved futile as his mobile phone went unanswered by press time.

Meanwhile, Mr. Young has urged Zambians to embrace a culture of promoting civil liberties by speaking out strongly on human rights abuses and help to change society as the country celebrates its golden jubilee this year.

Zambia’s golden jubilee celebrations coincide with the 50th anniversary of the passage of the US Civil Rights Act.

    • while we welcome the offer to fund the referendum we have to be careful of what the US mean by ‘protecting human rights’. We just read recently how angered the US was at Nigeria’s criminalising of Homosexuality. Some aid can be good but be careful. Opposition has been very loud on opposing Homosexuality. BY THE WAY HOW MANY ZAMBIANS UNDERSTAND REFERENDUM?

    • I think the US are talking about providing funds for a referendum, just in case we think the US want to vote in the referendum.

      Our failure to debate any issue rationally but be suspicious of anything is a serious weakness we have. No one wants to defend their position with a reasonable argument. When questioned they would rather joke about it, or be suspicious of you and accuse you of an unrelated issue like threatening security, or simply be quite and not answer you.

      This approach and lack of responsibility for our actions and decisions cannot develop any nation. This is what has happened about people’s demand for a press conference, the constitution and other issues. There is just no one to have a reasonable debate with. Its a shame.

  4. Thanks for the offer USA, but the question at hand is, do Zedians understand what is needed for them in the referendum? Also, are our people at a level where they can make independent decision without the stupid politicians telling us what to do? Well if answers to these question is a “yes” then let’s take advantage of the American offer, but on the other hand, if Zambians are still the way I knew them, being influenced by the rich fools from Lusaka, then we probably have to think about this, again. To me, the best would have been the process South Africa used to arrive at their constitution in 1996. It is time we get a permanent constitution, otherwise we will soon be a laughing stock of the whole world for failing to write one.

  11. The govt is simply not interested and mark my words they will not approach the USA over this issue even if it has been put right on their face! Sata knows the new constitution will not favor him and majority of the PF thugs and hence he wants to doctor it before it goes further or simply find silly excuses to keep delaying it. We want a new constitution that will reap off most presidential powers, only this way the country will be governed decently and by the rule of law, not were we have one monkey calling the shots and cannot be opposed otherwise the police dogs will visit you!

When in opposition they were happy with the assistance for the “revamping” of the voting system to ensure free and fair voting (which ultimately removed MMD), so they should gladly accept this help – after all, this is all part and parcel / extension of the same deal – to ensure that the Zambian masses determine their own destiny.

    Mr. Young does not seem to be a cadre unlike Storella. Maybe they are trying to make amends for that disaster named Storella.

  20. A good constitution, in any country, is foundational to success. The USA knows that, and if Zambia can be helped to come-up with a good constitution, it would have been the best gift to the Zambian people.

    The constitution story in Zambia goes back for decades. Every up-coming president fights for a new constitution only when they are still in the opposition. As soon he is elected president, the story changes. Mr. Sata rode this wave to his presidency, promising the Zambian people that he would deliver a New Constitution in 90 days. He knew he was not going to do it if elected president. And what he has been doing so far is only to appear as though he is doing something about it. The reality is that, he is not and he will not.
